(FROM THE ARTICLE: Angry about an anti-Rauner letter that went home to Chicago Public School parents earlier this week, Chicago’s Republican Party announced an ethics complaint Wednesday against schools CEO Forrest Claypool. Chris Cleveland, head of the city’s Republican party, met with reporters Wednesday afternoon outside the office of the schools’ inspector general, where he dropped off his complaint. “It’s entirely improper to send political propaganda home with children,” said Cleveland, whose child attends Lincoln Elementary School in Lincoln Park. He was surrounded by sign-waving supporters — Republican activists, not CPS parents. “Earlier this week, Chicago Public Schools CEO Forrest Claypool used taxpayer resources to send a blatantly political letter home with students,” read a copy of Cleveland’s complaint to the schools’ watchdog. “Using public time and resources on such a letter should always be considered a misuse of taxpayer funds, but it is made even more egregious in light of CPS’s self-declared financial crisis.” Mayor Rahm Emanuel and Gov. Bruce Rauner have battled over Rauner’s veto of a bill that would have sent $215 million to CPS for teacher pensions. The governor nixed the measure in December right after Illinois Senate President John Cullerton said it wasn’t tied to overall pension reform. The money is now attached to the Illinois Senate’s grand bargain package, which also now includes a statewide fix to how the state doles out money to school districts. This week, Claypool and Gov. Bruce Rauner ramped up their rhetoric, each blaming the other for CPS’ budget woes. On Monday, Claypool likened Rauner to unpopular President Donald Trump, while announcing another $69 million in mid-year cuts he’s calling spending freezes at the state’s largest school district. He gave principals letters to distribute to parents and to Local School Council members the same day he told them that half of their discretionary spending for things like school supplies would be frozen indefinitely. “Governor Rauner, just like President Trump, has decided to attack those who need the most help. Governor Rauner and President Trump regularly attack Chicago because they hope to score political points. It is shameful,” read the first line of the parents’ communique. Tuesday, Rauner fired back via an open letter penned by his education secretary Beth Purvis who told Claypool to look in the mirror. She placed the blame for the financial mess squarely on CPS’ “continued mismanagement” and calling the latest cuts “curiously timed.” She called the spending freezes “a shock to all of us,” noting that CPS’ pension payment isn’t due until June. CPS’ code of ethics does specifically prohibit political campaigning, saying that, “No Official or Employee shall use his or her official Board position to engage in Political Activity or endorse a Candidate for Elective Office” and “No Official or Employee is permitted to use Board resources to perform any Political Activity. But as long as no staffer is coerced into the activity, “Nothing in this Section prohibits Political Activities that are otherwise appropriate for an Employee to engage in as part of his or her official employment duties,” the policy reads. Inspector general Nicholas Schuler confirmed he had received the complaint and then declined to comment on it. Not all principals actually printed the letter or emailed it home. CPS wouldn’t immediately say how much district money had been spent on its distribution.)

(FROM THE LETTER: There are some critical elements missing from any discussion about President Donald Trump’s executive order and his threat to withhold federal funding to cities like Chicago that provide “sanctuary” to illegal aliens. First, the federal government cannot “force” local governments to enforce its immigration laws. As long as these cities honor detainers for illegal aliens in their custody and do not prohibit federal agents from doing their jobs, they aren’t likely to lose any federal money because they have not violated 8 U.S. Code Section 1324. Second, why aren’t the defenders of “immigrants” and “refugees” showing equal concern for the 50 million working-age Americans the federal government says are jobless? Why aren’t they demanding to know why the government is permitting 8 million illegal aliens to remain in their payroll jobs in the construction, manufacturing and service industries? Are these jobs Americans won’t do? Not according to the Bureau of Labor Statistics, which says the majority of those jobs are already being done by Americans. If you haven’t noticed, nobody in or out of Congress, especially the media, can be bothered with such questions. These are issues far more critical in the long run than how much cities like Chicago deserve to lose financially if they are breaking the law.)

When President Trump fired acting Attorney General Sally Yates earlier this week, it brought to light a serious problem at the Justice Department: Obama devotees and appointees ensconced in the agency. Yates, one of those holders from the Obama administration, had defiantly refused to defend Trump’s executive order calling for a temporary ban on refugees from seven predominately Muslim countries. Conservative activists have praised the president for his decision to fire Yates. J. Christian Adams, a former Justice Department attorney, contends the Obama appointee was merely fulfilling her assignment: disrupt the new administration’s plans. “Sally Yates was one of thousands of saboteurs who have been left at the Justice Department from the Obama years. She was just the first one to engage in her act of sabotage,” he said during a recent interview on American Family Radio. “There are many, many, many dozens of hundreds yet to come from other employees who have been left there.” Ronald Reagan once said: “The nearest thing to eternal life we will ever see on this earth is a government program.” According to Adams, that could also apply to the federal bureaucracy as a whole. “… You can’t get rid of it; Trump can’t get rid of it [or] change it. You can’t drain the swamp anymore because of federal civil service rules,” exclaims the founder of the Election Law Center. “… It’s almost like you need to go back to the spoil system where [when] you win an election you get to pick the employees. (FROM THE ARTICLE: Wheaton Illinois’ James Howard Monroe Middle School says it is “inspiring in everyone a passion to excel,” but parents were stunned to learn this morning that staff members met students with signs inspiring passions to react against the Trump Administration’s effort to protect American citizens. “We are not afraid,” signs held by staff members at the school’s entrance said Wednesday morning, and publicized the website, “WeWelcomerefugees.com,”  while others said “You all are welcome here.” “Your voice is direly needed in this defining, historic moment, to be part of a coalition of the faith community who are compelled to be the voice of Christ, and show support for refugees, immigrants and minorities who now fear how potential political changes may significantly, and detrimentally, upend their whole world,” the site the signs referenced says. The comments on the signs are similar to those that rose up over the weekend in protest of the Trump Administration, which placed a temporary travel ban on certain immigrants and refugees hoping to find solace in America. The Trump Administration clamped down on travelers from seven countries where terrorists are reportedly being cultivated and trained for destruction to Western Civilization. Bryan Buck, the school’s principal, emailed parents Wednesday morning that having taxpayer-funded school staff meeting 6th, 7th and 8th grade students with those signs “could be perceived as political activity.” No apology was issued, only explanation and defense for the staff members: “Monroe Parents, This morning as students were entering the building, there were several school staff members holding signage reading, “We are not afraid, wewelcomerefugees.com” and “You are all welcome here.” The intent behind this demonstration was to make sure that all students, regardless of race, ethnicity, gender, religion or language, are welcome at our schools. I understand that this situation could be perceived as political activity. Please know that the true the intent was to show openness and support for all our students. Our school district and community represent an amazing cross-section of the world, and we strive to ensure that each student is included and has a place to learn, develop and succeed in our schools. A Facebook group called “Vote Roger Claar Out in 2017” is asking community members to become part of a physical and virtual protest via a “Protest Roger Claar and Donald Trump!” event. According to the event page, the group takes issue with “(Claar’s) high-dollar fundraiser in Bolingbrook for Donald Trump, his never ending support for him” and accuses the mayor of a “long list of questionable decisions for the village.” The long-serving mayor and the Bolingbrook First slate are seeking reelection in April. As of Monday afternoon, 20 people had indicated they are “interested” in the Feb. 6 demonstration while five have marked themselves as “going.”  “It’s also a ‘virtual’ protest,” the group said. “We want not only people to show up in person but if they are unable to do so then to simply mark that they are ‘interested’ in the event.” Claar did not immediately respond to an email from Patch on Monday afternoon. (FROM THE ARTICLE: A woman impersonated the wife of a GOP lawmaker and snuck into the congressional Republican retreat in Philadelphia Thursday, the same day President Donald Trump and Vice President Mike Pence appeared, retreat organizers told lawmakers late Saturday. The revelation came as the nonprofit Congressional Institute that organizes the retreat investigates how audio of the gathering leaked. In an email to GOP lawmakers, institute president Mark Strand did not directly say that the impersonator was the same person who leaked the audio, but that was the implication. “The Congressional Institute is continuing to investigate this breach in order to fully understand how it happened and to ensure it does not happen again,” said Strand’s email, which was obtained by The Associated Press. The audio was leaked to several news outlets and first reported by The Washington Post. It reveals lawmakers airing concerns about the practical difficulties and political risks of repealing and replacing President Barack Obama’s health care law, among other things. There is also audio of a question-and-answer session with Pence, indicating that the intruder was in the same room as the vice president, which raises security concerns. It was not immediately clear if she was also present for the session with Trump, who spoke before Pence but did not engage in a private discussion with lawmakers. The email says that the unauthorized person “misrepresented herself on multiple occasions to retreat organizers as the spouse of an elected official” and used counterfeit credentials. She went through the same security checkpoints as every other attendee, including magnetometers, and was escorted from the event around 6:30 p.m. Thursday, after Trump and Pence left. The email says officials are working to “ascertain the identity of the woman in question.”  Capitol Police and the Sergeant at Arms are investigating, according to a statement Saturday night from Rep. (FROM THE ARTICLE: A pension fund in Cleveland became the first plan to approve benefit cuts for current retirees — even though it is still years away from running out of cash. The move, some critics say, could open the door for other troubled pension plans to follow suit. The financially strapped Iron Workers Local 17 Pension fund proposed a plan for extending its life span by reducing benefits for workers and retirees. Now that the plan has received final approval, roughly half of the 2,000 participants will see their pension benefits shrink on Feb. 1. Benefits will be cut by 20 percent on average, but some retirees are expecting their monthly payments to be slashed by as much as 60 percent. The unprecedented move comes after a 2014 law made it possible for troubled pension plans to reduce benefits to retirees if it would improve the financial health of the fund. The legislation dealt a major blow to federal protections that for nearly 40 years guarded the financial promises made to retirees. The announcement stunned some former ironworkers, many of whom said they sacrificed time with family and other opportunities so that they could earn a secure income stream in retirement. Joe Finley, 63, said he regularly worked 12 hours a day and took weekend shifts so that he could earn more credits for his pension. Now, his monthly check is set to be reduced to $1,900, from the roughly $3,500 he was previously receiving. The lost income is about equal to his monthly mortgage payment, causing Finley to worry that he may have to put his three-bedroom home on the market. “This is the devastation that I knew was coming, but I just couldn’t wrap my mind around it,” Finley said after learning the news. “You play by all the rules … and then they pull the rug out from under you.” The fund’s proposal was first green-lighted by the Treasury Department late last year before being put up for a vote by members this month. The impact will vary based on the individual’s work status and age. About half of the participants are not going to see any cuts at all because of their age or a disability. Others will see minor reductions. But more than 300 participants will see their checks cut by between 30 and 60 percent. Some people who took advantage of an early retirement option are among those facing the steepest cuts. Some critics say the divide in outcomes may have ultimately pinned workers, who could have felt they were choosing between a smaller pension and no pension at all, against retirees who feel they have few options for making up the lost pay. More than half of the 1,938 people eligible to vote did not cast a vote. About 16 percent, or 300, voted against the cuts. Another 600 members voted in favor of the changes. “I’ve been sort of sitting here staring off in the distance,” said Larry Burruel, 68, who is expecting his pension check to be cut in half. “We’re going to have to make a lot of cuts,” said Burruel, who is worried he and his wife will struggle to afford their medical bills with the smaller paycheck. The leaders of the ironworkers fund said making cuts now could prevent the need for more dramatic reductions in the future. Without changes, the ironworkers fund was on pace to run out of cash by 2024. At that point, the plan would have had to rely on the federal insurance program meant to protect multiemployer plans. But that program is also facing steep shortfalls and is on track to run out of money by 2025. “The suspension plan, while reducing their pensions now, is a better alternative than letting the pension fund become insolvent,” the trustees of the fund said in a statement. The ironworkers make up only a small portion of the roughly 1 million workers and retirees in pension plans that are on track to exhaust funds within the next two decades, according to the Pension Benefit Guaranty Corporation, which insures private pensions. The Central States Pension Fund, one of the largest multiemployer pension plans in the country, became the first fund to apply to cut benefits under the law with a proposal that would have affected nearly 300,000 current and retired truckers. But Treasury rejected that application in the spring, saying the changes would not be enough to save the financially struggling fund. Some pension advocates said they worry that the approval of the cuts in Cleveland could open the door for other financially struggling pension plans to follow suit. “Retirees … performed dangerous work counting on the promise of their pensions,” said Karen Ferguson, director of the Pension Rights Center. “It is simply wrong that after their years of backbreaking work, they have been left out in the cold.” Ferguson and other consumer advocates argue that rejecting the cuts would have given lawmakers more time to come up with another plan for shoring up pension funds. Sen. Sherrod Brown (D-Ohio), who is critical of the cuts, called on Congress to find a long-term fix. “Too many retirees across Ohio face uncertainty over the benefits they’ve earned,” he said. “We need to work on a bipartisan solution to protect Ohio workers from the mistakes made by those managing their funds.”)
