ABC7
— NEWSVIEWS: GOV. BRUCE RAUNER
http://abc7chicago.com/politics/newsviews-gov-bruce-rauner/1661268/
(FROM THE ARTICLE: It’s been nearly two years since Bruce Rauner was sworn in as governor of Illinois. In those two years, there has been a lot of gridlock between the Republican governor and the Democratic-controlled General Assembly. There is no state budget, no turnaround plan as the governor has called for and a temporary measure expires at the end of the year. As we approach the end of the year, a homeless shelter in Chicago’s Uptown neighborhood says it will close without a deal. There is talk that the state could miss out on infrastructure money under the incoming Trump administration and colleges and universities are looking at operating without state funding.)

(FROM THE ARTICLE: Pollino is the owner and founder of My Half of the Sky, a new retailer in downtown Wheaton that sells goods made by people in the U.S. and around the world who have been trafficked, overcome addiction, are rising out of extreme poverty or have faced other adversities. Her items include candles made by teen moms in Chicago, necklaces crafted by people transitioning out of homelessness in Los Angeles, jewelry made by women saved from trafficking in China, and crocheted products from Africa and Peru. The shop is in an 1800s house at 121 W. Wesley St. It opened on Black Friday and will be open Saturday, Dec. 17, as well as Thursday and Friday, Dec. 22 and 23, for holiday shopping. It then will close for a build-out to add a small coffee shop, meeting spaces and a fitness area to the building before reopening at the end of February. “We’re creating this space for people just to hang out, get some work done and do things we love to do, and then the money goes back into the cause,” Pollino said. “(Retail is) a hard business to be successful in and if we just did the retail products, it would probably not pay the bills. That’s where the coffee and everything else comes into the picture.” In addition, a Kickstarter campaign has been launched to raise money for My Half of the Sky to rent a kitchen space where refugees and other local women in need will be employed and make food for the coffee shop. Pollino said she has been planning the business for more than five years, doing extensive research about best practices for social enterprise. “Wheaton is a great community to start an enterprise like this because they care about social justice, they really do,” she said. Pollino said people who have their lives turned around often come to a standstill because they are lacking the education or skills necessary to get a job.)

http://www.news-gazette.com/opinion/guest-commentary/2016-12-18/guest-commentary-what-gives-sullivan.html
(FROM THE ARTICLE: Earlier this spring, at OpenTheBooks.com, we identified more than 50,000 Illinois public employees who make at least $100,000 per year. These “highly compensated” public servants cost Illinois taxpayers over $8 billion. We found Cook County animal-control officers making $105,000; suburban school administrators at $503,000; university doctors earning $1.3 million; and 72 small-town ‘managers’ out-earning every governor of all 50 states. This research helps explain why Illinois has a net outward migration of residents. In order to pay these exorbitant salaries, Illinois has burdensome property taxes that are driving people out of the state. Illinois also has the double dippers — 15,000 “retired” public employees who go back to work in government and acquire a second pension. There’s former Republican Gov. Jim Edgar, who took $2.25 million in salary from the University of Illinois between 2000-2013 while also receiving more than $2 million in pension from a two-term stint as governor. Former state Rep. Roger Eddy now makes $322,200 — $291,725 as executive director of Illinois Association of School Boards and $30,500 from his lawmaker’s pension. Public pay and pension envy in Illinois is real. The hard-working private sector doesn’t have benefits even remotely close to government workers. Last month, tipped by an article in this newspaper, we found another “highly compensated” double dipper.)

http://www.christiantoday.com/article/5.surprising.truths.about.nonchurchgoers/103090.htm
(FROM THE ARTICLE: What sets regular churchgoers and nonchurchgoers apart? Their differences aren’t all that stark, and they aren’t the antagonistic, argumentative bunch that some Christians peg them to be. “Because many church leaders and members have such misperceptions about them, churches often fail to reach them, or even attempt to reach them,” Thom Rainer, President and CEO of LifeWay Christian Resources, wrote on his website, referring to Christians who do not go to church. LifeWay Research conducted a study on 2,000 of these unchurched Christians in partnership with Billy Graham Center for Evangelism in Wheaton. The “unchurched,” as defined, are people who have not attended worship service in the past six months. Rainer and his team discovered five surprising truths about the unchurched. First, most of them have some church background. “Contrary to some perceptions, the great majority of unchurched have a church background. Almost two-thirds of them (62 percent) went to church regularly as a child,” he said. Next, most unchurched quit church because they got out of the habit of going to church. A number of them left the church for negative reasons, but majority simply quit because they felt like quitting. Third, one-third of the unchurched actually have plans to return to church in the future. Rainer said this is good enough reason for the church to actively invite them and get them interested. Fourth, the unchurched are actually very open to gospel conversation. “Nearly half (47 percent) would interact freely in such a conversation. Another third (31 percent) would listen actively without participating,” shared Rainer. He said it’s time that Christians stop using the “poor excuse” that the unchurched aren’t really interested in gospel conversations, because in reality, it is the church members themselves who are not interested in initiating gospel conversations. Lastly, Rainer said if Christians invite the unchurched to attend worship services, they will definitely come. “Among the unchurched, 55 percent said they would attend church if invited by a family member. And 51 percent said they would attend church if invited by a friend or neighbor. These numbers are staggering. The opportunities are incredible.” Rainer said this is an incredible opportunity that the church must take, wondering just how many will even seize this God-given moment.)

What if I had listened to those who hinted/implied/argued/shouted that I was not “college material?  What if I had NOT a) earned a job-related bachelor’s degree when I was 21 and job-related master’s degrees when I was 27, 31, and 48, b) earned job-related professional certifications when I was 30, 32, 41, 45, 47, and 48, and c) earned a job-related professional license when I was 33.)
http://www.nytimes.com/2016/12/17/opinion/sunday/white-resentment-on-the-night-shift-at-walmart.html
(FROM THE ARTICLE: Much of it seemed to come from feeling they had been promised an easy path to the American dream, and had found only a dead end. They weren’t wrong. More than 90 percent of Americans born in 1940 earned more than their parents, but only 50 percent of those born in 1980 will, according to the Equality of Opportunity Project. And while the loss of wealth after the Great Recession was steepest for minority families, it was steep for whites, too. A report by the Social Science Research Council estimates that black families will have 40 percent less wealth by 2031 because of the Great Recession. It also estimates that white families will have 31 percent less. That is better. It is still bad. Nobody I worked with had the luxury of my aerial view. They had high school diplomas and uncertain futures, and no easy explanation for why the dream didn’t work out for them. If being white made life so much easier, the thinking seemed to go, why was it still so hard? The ready-made answers that are front and center in our culture — a rigged system, new workers taking jobs, corrupt politicians — are a big part of what put Donald J. Trump in office. At its ugliest, whites’ resentment is channeled along race lines, often toward groups that many white people believe compete against them for resources — or don’t deserve resources at all. Grappling with this idea of who deserves benefits is a longstanding, difficult conversation. But the anxiety over economic competition is easier to answer. Working-class whites aren’t losing out because other groups are taking limited resources. They, along with the minority workers who the Economic Policy Institute says constitute about 40 percent of the working class, are facing uncertainty because of structural economic change. That ranges from the decline of unions and manufacturing to the rise of an urban service economy. Collectively, this translates to lower wages for working people, while the fruits of economic growth accrue at the top.)

From IJR: According to economic expert Stephen Moore, writing in the Washington Times, the reasons Americans are fleeing these states are all driven by economics — namely, that they share the progressive values of “high taxes rates; high welfare benefits; heavy regulation; environmental extremism; high minimum wages.”)

(FROM THE ARTICLE: With President-elect Donald Trump’s cabinet now nearly complete, attention is turning to who will fill the roughly 4,000 other political posts in the next administration. That has elevated the role of Mr. Collins, the first member of Congress to endorse Mr. Trump for president. The New York Republican is the main congressional liaison between the House and Mr. Trump’s transition team, which is charged with staffing political jobs in the executive branch. For Mr. Collins, the role requires him to manage the evolving ambitions of a variety of House Republicans and their constituents. Befitting someone whose office boasts not one but two signs declaring “In God We Trust, All Others Bring Data,” he has turned to spreadsheets to organize the lists of lawmakers and others hoping to be considered by Mr. Trump’s team. A staff aide mans the spreadsheets, which can be sorted by lawmaker, position sought and other categories. “I cannot guarantee an interview; I certainly cannot guarantee you will get a job. — Top Human Services official vows increased transparency, oversight of group homes – Michael J. Berens
http://www.chicagotribune.com/news/watchdog/ct-group-home-hearing-met-20161213-story.html
(FROM THE ARTICLE: Illinois group homes for adults with disabilities will face tougher licensing standards and enforcement and they will be graded for the first time on quality and safety, a top official for the Illinois Department of Human Services vowed to state legislators Tuesday. Secretary James Dimas told Senate and House lawmakers that his department has launched more than a dozen reform measures to heighten enforcement of 3,000 group homes statewide and increase public transparency involving the care of 12,000 adults with intellectual and developmental disabilities. He spoke at a bipartisan Senate and House hearing convened in response to a Chicago Tribune investigation, “Suffering in Secret,” which exposed how Illinois has steered thousands of the state’s poorest and most vulnerable residents with disabilities into a network of state-funded group homes, then routinely obscured evidence of harm from the public. One of the most sweeping reforms outlined by Dimas would provide limited public access to previously sealed investigative files. The department is working with the Illinois attorney general’s office to provide group home addresses and full enforcement histories to families and guardians.)

The company also posted an advertisement for a manager for conservative outreach and public policy partnership, seeking a “liaison to conservative, libertarian and free market groups.” While the position is not new, it gives Google a chance to make a hire that reflects the new political climate. — Judge demands group home business hand over residents, cites risk of ‘injury’ – Patricia Callahan
http://www.chicagotribune.com/news/watchdog/ct-group-home-attorney-general-met-20161213-story.html
(FROM THE ARTICLE: Citing the possibility of “irreparable injury,” a Cook County judge Tuesday gave a troubled group home business four hours to turn over 18 adults with developmental and intellectual disabilities so they could be moved to safer homes. The decision ended a standoff between Disability Services of Illinois and the state’s Department of Human Services, which had revoked the license of the group home network last month and sought to transfer its residents to new facilities. Disability Services, however, was obstructing caseworkers from doing their jobs, according to the state. Judge Kathleen Pantle gave the business a 4 p.m. deadline Tuesday. At 5 p.m., Disability Services dropped off five residents but not the others, a Human Services spokeswoman said, and Illinois State Police were helping the department locate the remaining 13 people Tuesday night. At Tuesday’s hearing, Pantle said she was especially troubled by affidavits from caseworkers and a state doctor that alleged some Disability Services residents already moved hadn’t been getting their medicines and one was malnourished. In addition, the affidavits alleged that some residents who remained in the homes had no blankets or comforters despite the plunging temperatures. “I can’t have residents living in an unlicensed facility where they’re not getting care, where they’re not getting medication,” Pantle said. She ordered Disability Services to pack warm clothing and at least a 24-hour supply of medications. Said Pantle, “Their care and safety is the most important thing.” The Tribune’s “Suffering in Secret” investigation exposed injuries and deaths linked to neglect at group homes, including one run by Disability Services, which until earlier this year went by the name Southwest Disabilities Services & Supports.)

— Congress moves to strengthen authority of inspectors general – Andrea Noble

(FROM THE ARTICLE: The act also would require the Government Accountability Office to examine the problem of long-vacant inspector general positions — though there likely will be two fewer open posts to scrutinize. The Senate on Saturday confirmed the nomination of Peggy E. Gustafson as the Department of Commerce inspector general and Jay Neal Lerner as Federal Deposit Insurance Corporation inspector general. Both positions still require a presidential commission to become official, but action by the Senate closes the loop on two long-open watchdog posts. The approval of the two pending nominations will leave vacant nine of 36 inspector general positions that require presidential nomination, said Mr. Horowitz. Vacancies currently span more than 2,800 days for the Department of Interior position to close to 200 days for the National Security Agency, according to the Project on Government Oversight. The act requires that the GAO study the impact of long-term vacancies on inspector general positions, and to brief congressional committees on findings within nine months.)

(FROM THE ARTICLE: “I really didn’t want to retire yet,” he wrote. “I like my job. The first 30 years were great but the last 5 years are terrible. (10 years as a toll collector, during which I served a few years as a union officer, 25 years in management).”  Asked in the questionnaire what the most upsetting part of the job was, Stuban unloaded. “The phoneyness,” he wrote. “Giving us classes where we are being told we are not political,” he wrote. “That’s bulls – – – . Jobs/Promotions are filled by the politicians, it’s who you know, not what you know. Positions created for people who are not qualified. Hiring people off the street when we have qualified [personnel] in our ranks.” Stuban also claimed that commission employees “have no morale” and that executive-level management is “out of touch with the average employees” and “only looking out for themselves.” “Everything is a state secret, no input is asked from the until after decisions are made,” he added. “Employees are kept in the dark.” The message was not well received by Sean Logan, chairman of the Turnpike Commission. Logan, a former Pennsylvania state senator, decided to fire back at the outgoing employee and also hit the reply-all button, writing: “Mr. Stuban . . . I don’t believe we ever met, and after reading your Exit Questionnaire, I am grateful that we didn’t.” He added that the commission “couldn’t be to [sic] bad of a place considering you stayed for 35 years. Best of luck in your retirement.” Stuban told the Daily News that he found out about Logan’s reply from his former colleagues. “He did miss the point,” Stuban said. “If it was an effective company and someone told you there are problems and no morale, you don’t have to believe me, but maybe someone should check into it.” “They hire a lot of people that are dumb as rocks,” he added.)

http://chicago.suntimes.com/news/obamas-post-presidential-office-to-be-in-washington-d-c/
(FROM THE ARTICLE: President Barack Obama will open an office in Washington, D.C., after he leaves the White House on Jan. 20, and the Chicago-based Obama Foundation is considering opening a branch office here, the Chicago Sun-Times has learned. “As a former president, President Obama will have office space in Washington, D.C., when he leaves office,” said Amy Brundage, an Obama spokeswoman, referring to the official office funded by taxpayers for former presidents. The federal government covers the costs of offices and a small staff for former presidents, plus a pension and other compensation for travel, an acknowledgement of the role — albeit not official — former presidents serve after they are no longer in office. For example, according to the General Services Administration, in FY2015, former President George W. Bush received $796,000 to cover health benefits, travel costs, office space, telephone costs, postage, printing costs, other services, supplies and materials, and equipment. “This was the highest amount of any former President for that year,” the Congressional Research Service noted in a March 2016 report covering the federal benefits provided to former presidents and their widows. As a former president, Obama will receive a $205,700 annual pension — and that’s after just eight years on the job. The pension is paid monthly with eligibility beginning at noon on Jan. 20, after President-elect Donald Trump takes the oath of office. Obama will get his pension check monthly. The Obama family is remaining in Washington after they move out of the White House, renting a home in the Kalorama neighborhood here. The family is staying in Washington until Sasha, 15, a sophomore at the private Sidwell Friends school here, graduates from high school. So while Obama and first lady Michelle are locating their Obama Center, a library and museum complex, in Jackson Park on Chicago’s South Side, Obama’s taxpayer funded office, for now at least, will also remain in Washington. The Washington Post reported that Obama is renting space in a building owned by an environmental group, the World Wildlife Fund, at 1250 24th St. NW, not far from the Kalorama residence. Former presidents have no rules binding them when it comes to locating their taxpayer-funded offices. The General Services Administration is authorized to write rent checks for space anywhere in the U.S. The location does not have to be connected to the presidential library or foundation headquarters.)

After a quarter-century at Morgan Stanley, Main — like countless old-school types who came of age in the ’80s — was kicked to the curb as banks turn to youth and technology in the face of tighter regulation and lower profits. And so, at 54, he’s working at one of the last stops in high finance: a small West Loop firm called TJM Institutional Services. He considers himself lucky. “Being my age is a hindrance for a lot of people,” says Main, keeping his eyes fixed on charts and chat boxes arrayed across his computer screens. “They don’t continue to learn, they don’t embrace technology, they try to fit that square peg in the round hole, and their skill set doesn’t apply anymore.”)

http://www.chicagotribune.com/news/opinion/commentary/ct-poor-americans-death-stress-20161212-story.html
(FROM THE ARTICLE: Stress, I’ve long suspected, may explain why lifespans have been lengthening for high-income Americans but have remained the same or even shortened for low-income and middle-income people. A new analysis from the Hamilton Project released Monday adds important evidence: Biomarkers of stress have risen much more rapidly for low-income people than for high-income ones. The most recent national data show that life expectancy declined in 2015. Although these statistics are not broken down by income, it’s a good bet that the greatest declines were concentrated among lower- and middle-income people, because for decades gaps in life expectancy by income have been widening — as a National Academy of Sciences panel I co-chaired documented. Our panel was unable to explain why this has been happening, however. A sharper decline in smoking among high-income people is one partial explanation, but this and other identifiable factors can’t account for most of the growing longevity gap. And so I’ve come to suspect that the hidden factor is stress: As income inequality has increased, life has become substantially more stressful for low- and moderate-income families than it is for high-income families, and prolonged exposure to such stress is literally killing people.)

CHICAGO TRIBUNE
— FBI told the Illinois Republican Party in June its emails had been hacked – Rick Pearson
http://www.chicagotribune.com/news/local/politics/ct-illinois-republican-party-email-hack-met-1212-20161211-story.html
(FROM THE ARTICLE: The FBI notified the Illinois Republican Party in June that some of its email accounts may have been hacked, but party officials were not told that it was part of a wide-ranging federal investigation of Russian activity in the nation’s political system, the state GOP’s executive director said Sunday. Nick Klitzing said the state GOP on its own found 18 of its emails on the website DCLeaks.com. The New York Times reported the website was an outlet that U.S. intelligence officials and private cybersecurity companies believe was created by a unit controlled by the GRU, Russia’s military intelligence agency. Klitzing said FBI agents raised questions about emails involving the state GOP accounts during their visit. The four email accounts involved were inactive or rarely used, and the hacked emails dated to 2015, long before the 2016 contests for president and Illinois offices, Klitzing said. A review of the emails provided by the state GOP shows the messages were largely rudimentary in nature, ranging from requests for training and local party event invitations to reports and discussion that U.S. Rep. Peter Roskam of Wheaton should be considered a “dark horse” candidate to replace House Speaker John Boehner, a contest ultimately won by U.S. Rep. Paul Ryan of Wisconsin. . .The compromised Illinois GOP emails provided to the Tribune were dated from August to October of 2015 and did not involve Trump, Clinton or the presidential contest. The emails were sent to the state Republican Party. The subjects of the compromised emails included a suburban York Township Republican Women’s event; a request by McLean County GOP Chairman Chuck Erickson to attend a county training event that included Erickson’s phone number; and a notification from Mike Bigger, a member of the Illinois Republican State Central Committee, that he would be attending an event “and bringing a $1,000 check” from the Stark County party organization. Other compromised emails included a half-dozen messages from Chicago businessman Peter Smith, chairman of Corporate Venture Alliances LLC, involving the October 2015 GOP contest to replace Boehner as House speaker. Smith is a longtime Republican conservative and has been a supporter of former House Speaker Newt Gingrich. Smith’s emails were sent to what Klitzing described as an unused email account for Richard Porter, the state’s Republican national committeeman.)

DUPAGE POLICY JOURNAL
— Ives says U of I ‘segregating’ students by background, ignoring merit – Hoang Tran
http://dupagepolicyjournal.com/stories/511049268-ives-says-u-of-i-segregating-students-by-background-ignoring-merit
(FROM THE ARTICLE: The University of Illinois has programs aimed at being inclusive for students, staff and people of all races, cultures and backgrounds, but, state Rep. Jeanne Ives (R-Wheaton) said being inclusive does not necessarily mean being productive. “This is the type of thing that you see happening across higher education everywhere,” Ives told the DuPage Policy Journal. “What they are doing is that they are segregating students based on all sorts of (criteria) such as gender, sex, race and religion. (They are saying) ‘everybody should feel good about themselves for who they are and not based on merit.’ That is completely wrong.” The university, in its goals of inclusivity, has enacted several diversity programs, including holding a “Bystander Intervention/De-Escalation Training” session, taught by a self-described “radical queer feminist activist” and creating an Office of Inclusion and Intercultural Relations (OIIR), dedicated to recruiting and retaining underrepresented students while promoting diversify education and civility, and fostering leadership skills for the global world. Ives said the OIIR contradicts itself via segregation of students, i.e. students are not judged on their merits, but on their background. “That is not very American,” Ives said. “That is not how we built this country. We built this country on hard work and people of all political stripes, all colors and all nations doing their best and succeeding and giving everybody equal opportunity and not an unequal outcome. So this is the University of Illinois along with other universities in the state just running amok.” Ives said the office does not encourage hard work, but instead promotes division. “It’s actually shameful to segregate kids this way,” Ives said. “They should be pushed, to an extent. They should be given opportunities based on their merits. This is actually divisive to do something like this. This is not inclusive.”)
