(FROM THE EDITORIAL: Governments are required to hire auditors, but many audits essentially rely on records provided by the officials being audited. Audits often are cursory and nonprobing. In the Dixon case, the city’s outside auditors and bankers settled with the city for nearly $40 million — a rare admission of accountability failure. Burnham officials sued their auditors for not catching the theft. The list of embezzlement cases involving public officials is long, but nearly every case involves three culprits: Too little oversight. Too concentrated control. Too much trust. If you’re an elected official (you too, school board members) or government worker who deals with taxpayer-funded accounts, be vigilant — and not only of your own conduct. Ask the questions: Who has access to the accounts and who oversees that person? How many signatures are required on transactions? How probing are the audits we’re paying for? That is: Who’s watching the watcher?)

(FROM THE ARTICLE: In politics, there used to be farm teams.  If you planned to run for governor some day, you might start out by running for the Chicago City Council. You could learn to hit a curve ball before moving up. But now very wealthy men — they all seem to be men — with no previous experience in elective office are pushing right to the top. People like Bruce Rauner, Donald Trump, Chris Kennedy and J.B. Pritzker, self-funded and self-impressed, are running for governor or senator or president or whatever and often winning. Because money often wins. But because they have never played even a summer or two of Triple-A ball, hacking away on a local school board or village board, they are prone to the kind of mental errors that could have been avoided with a little seasoning. We’re thinking here, first of all, of major league wannabee J.B. Pritzker, the Chicago billionaire who’s contemplating a run for governor. On Thursday morning, Pritzker woke up and could not resist an overwhelming desire to tweet out: “As a protest against Trump’s rescinding protections for trans kids, everyone should use the other gender’s bathroom today!” This did not go over well. Conservatives, choosing to take his suggestion literally, warned they would beat up any man who tried to enter a woman’s bathroom. And liberals said Pritzker entirely missed the point. As state Rep. Will Guzzardi tweeted in response, “No disrespect” but “we just want to let kids use their own gender’s bathroom.” Pritzker later clarified that he was just being flip to make a point. But a more experienced politician would have known that flip doesn’t play with the public. And you have to learn when not to swing. Maybe Pritzker will learn. They often do. Will Kennedy still run into elevators when reporters ask him annoying questions? Time will tell. But Rauner doesn’t talk as much anymore like an arrogant CEO. And who knows, if Trump strikes out enough, maybe even he will learn. Well, no, we don’t actually believe that. Our best scouts say Trump is not coachable.)

Republican presidential candidate Donald Trump has made such claims during his campaign, most recently during a Sept. 7 speech in Philadelphia. “Our veterans, in many cases, are being treated worse than illegal immigrants,” he said, according to national media reports. Hultgren said such a claim isn’t true. “I don’t think that’s true,” he said. “That illegal immigrants are getting better care than our veterans, I don’t think that’s true. I don’t know where that came from.” Hultgren said there have been some reforms, but there is “more that needs to happen.” He praised the VA for the experience he has had with his own father. “My dad’s a veteran, and so grateful for the VA,” he said. “Hines has been really good to him and also [James] Lovell [Federal Health Care Center] in North Chicago has been really great. And to me, that’s one of those that really is a model: a joint VA and DOD facility relationship with Lovell. But almost everything we’ve heard has been very positive. (FROM THE ARTICLE: The DuPage County Republican Party sees opportunities to expand the party’s influence in 2017 since the blue tide that gave Democrat Hillary Clinton a 15-point margin of victory in the county’s polling numbers petered out down the ballot. “We’re pretty optimistic that Republicans are going to continue being elected,” county GOP Chairman Brian Krajewski told the DuPage Policy Journal. The party will be looking to build its base as it focuses on electing Republicans running in elections in nine townships in the spring, Krajewski said. Those offices include trustees, highway commissioner, clerk and supervisor. Generally, Illinois townships are responsible for maintaining roads and bridges, assessing local property taxes, and aiding the indigent. The DuPage townships consist of Wayne, Bloomingdale, Addison, Winfield, Milton, York, Naperville, Lisle and Downers Grove. Krajewski pointed to the county GOP’s showing in the November vote, when the party picked up another seat on the county governing board. Now the board is made up of 17 Republican members vs. one Democrat. “Residents here in DuPage are comfortable with the way things are being run,” Krajewski said. Though in county voting Republican Donald Trump finished behind Clinton in the November presidential race, a majority of county voters supported the GOP candidate for state controller, Leslie Geissler Munger, over Democrat Susana Mendoza, who won the statewide race. Republicans also prevailed in county offices – state’s attorney, circuit court clerk, county auditor, coroner and recorder – Krajewski said. Indeed, Democrats did not even field candidate in the state’s attorney and coroner race in DuPage, which is adjacent to Democrat-dominated Cook County. DuPage County’s success can also be seen in the population flow from the Chicago region into the county, according to Krajewski. People are drawn by the county’s low property taxes, good schools, low crime rate and emphasis on law enforcement, he said. “A lot of Democrats switch to the Republican Party once they move here,” Krajewski said. The county GOP will focus on getting its message out in the coming year while stressing that the state’s problems are long-term and did not start when a Republican Gov. Bruce Rauner was elected two years ago. The GOP-dominated county board has also put out its governing priorities in the coming year. These priorities include cutting the size and cost of local government by merging the Elections Department and the County Clerk’s Office and keeping the DuPage Convalescent Center operating so it can continue to serve 350 county residents. Fighting heroin addiction will also be a top priority. In 2016, the county Coroner’s Office reported that opioid-related deaths in the county numbered 78 – a 53 percent increase over the number of deaths reported in the previous year. The deaths involved heroin, fentanyl and mixtures of the two. The county will also lobby to restore state funding in support of county probation costs as well focusing on easing traffic congestion and protection against flooding. In addition, county board members want to extend surcharges on wireless services, which had been set to phase out on July 1. The surcharge helps to fund 911 responses countywide.)

Instead of some lukewarm reforms and taxing everybody in the neighborhood of 5 percent, what about just closing the loophole that lets retirees escape paying state income taxes? That would put another $2 billion in state coffers and use retirement income to generate a partial fix for our $130 billion state pension deficit. Yes, we can hear the AARP screaming now about balancing the state budget on the backs of those with fixed incomes. True dat. But we could build in some protections for lower retirement incomes, say taxable after $35,000. Illinois has 350,000 people drawing pensions, and of that more than 14,000 are drawing public pensions of greater than $100,000 per year. How fair is it to ask the average Illinois family to pay an additional $745 in state income taxes when so many are paying zip? Letting retirement income escape state taxes is truly a loophole that lawmakers in 1983 giddily and popularly passed, sort of like the free bus rides for seniors regardless of income. Pain is coming in Illinois. Taxing retirees and selling the Thompson Center in Chicago are tiny splinters to be removed before amputations are necessary.)

The move, some critics say, could open the door for other troubled pension plans to follow suit. The financially strapped Iron Workers Local 17 Pension fund proposed a plan for extending its life span by reducing benefits for workers and retirees. The announcement stunned some former ironworkers, many of whom said they sacrificed time with family and other opportunities so that they could earn a secure income stream in retirement. Joe Finley, 63, said he regularly worked 12 hours a day and took weekend shifts so that he could earn more credits for his pension. Now, his monthly check is set to be reduced to $1,900, from the roughly $3,500 he was previously receiving. The lost income is about equal to his monthly mortgage payment, causing Finley to worry that he may have to put his three-bedroom home on the market. “This is the devastation that I knew was coming, but I just couldn’t wrap my mind around it,” Finley said after learning the news. “You play by all the rules … and then they pull the rug out from under you.” The fund’s proposal was first green-lighted by the Treasury Department late last year before being put up for a vote by members this month. The impact will vary based on the individual’s work status and age. About half of the participants are not going to see any cuts at all because of their age or a disability. Others will see minor reductions. But more than 300 participants will see their checks cut by between 30 and 60 percent. Some people who took advantage of an early retirement option are among those facing the steepest cuts. Some critics say the divide in outcomes may have ultimately pinned workers, who could have felt they were choosing between a smaller pension and no pension at all, against retirees who feel they have few options for making up the lost pay. More than half of the 1,938 people eligible to vote did not cast a vote. About 16 percent, or 300, voted against the cuts. Another 600 members voted in favor of the changes. “I’ve been sort of sitting here staring off in the distance,” said Larry Burruel, 68, who is expecting his pension check to be cut in half. “We’re going to have to make a lot of cuts,” said Burruel, who is worried he and his wife will struggle to afford their medical bills with the smaller paycheck. The leaders of the ironworkers fund said making cuts now could prevent the need for more dramatic reductions in the future. Without changes, the ironworkers fund was on pace to run out of cash by 2024. At that point, the plan would have had to rely on the federal insurance program meant to protect multiemployer plans. But that program is also facing steep shortfalls and is on track to run out of money by 2025. “The suspension plan, while reducing their pensions now, is a better alternative than letting the pension fund become insolvent,” the trustees of the fund said in a statement. The ironworkers make up only a small portion of the roughly 1 million workers and retirees in pension plans that are on track to exhaust funds within the next two decades, according to the Pension Benefit Guaranty Corporation, which insures private pensions. The Central States Pension Fund, one of the largest multiemployer pension plans in the country, became the first fund to apply to cut benefits under the law with a proposal that would have affected nearly 300,000 current and retired truckers. But Treasury rejected that application in the spring, saying the changes would not be enough to save the financially struggling fund. Some pension advocates said they worry that the approval of the cuts in Cleveland could open the door for other financially struggling pension plans to follow suit. “Retirees … performed dangerous work counting on the promise of their pensions,” said Karen Ferguson, director of the Pension Rights Center. “It is simply wrong that after their years of backbreaking work, they have been left out in the cold.” Ferguson and other consumer advocates argue that rejecting the cuts would have given lawmakers more time to come up with another plan for shoring up pension funds. Sen. Sherrod Brown (D-Ohio), who is critical of the cuts, called on Congress to find a long-term fix. “Too many retirees across Ohio face uncertainty over the benefits they’ve earned,” he said. “We need to work on a bipartisan solution to protect Ohio workers from the mistakes made by those managing their funds.”)

The then-incoming president decided to call Bouvet’s father Don, who is suffering from cancer, the Post reported. “Hey, Don, you have a great name,” Trump said to the father, then added, “You have a good boy.” After signing an autograph for Bouvet’s 4-year-old son, the president asked if he was still together with the boy’s mother. When Bouvet said that he was not, Trump said, “That happens.” Trump looked at the autographs he had signed and told Bouvet, “After that, she’ll have you back.
