(FROM THE ARTICLE: You want to avoid that fate, governor? Then quit whining about Mike Madigan and start acting like you would against any Democratic foe: Attack. Engage. Contrast your views and record with hers. There’s plenty of material to use, if Rauner chooses to do so. For instance, Ives told Crain’s editorial board last week she’d balance the state budget in large part by shifting the tax load to the people of Chicago and suburban Cook County. She’d do so by slashing aid to Chicago Public Schools under the state’s new formula, and by working to end the Obamacare expansion, which shifted to the federal government and, to a lesser degree, the state hundreds of millions of dollars a year in costs for caring for indigent patients at Cook County’s network of hospitals and clinics. Yes, that might mean a local tax hike, she conceded. Are you listening, Governor? Your opponent seems to favor a tax hike in Cook County, which, despite its reputation of being a Democratic stronghold, cast more than a third of the vote statewide in the 2014 GOP primary—a cool 428,345. When pressed if dropping Obamacare might also result in a reduction of health care to people without the funds to pay for it, Ives notes they run a nice voluntary dental clinic in DuPage County. Now, there’s a campaign plank that will sell with moderate voters, not only in Cook County but also in the five suburban collar counties, which provided another quarter of the statewide vote in the 2014 Republican primary. It has a real ring, doesn’t it? “Let ’em go to the free clinic.” Of course, most voters don’t know that Ives said that, because Rauner hasn’t told them. Over at the Tribune, Ives had another budget solution. If employee groups won’t cave with financial concessions, “lay them off,” she said. Right! Start with the state troopers and prison guards, and work your way down to university professors and doctors in the health department. The latter can use their free time to volunteer at the community clinic! Of course, Ives could spark another crisis like the one that left Illinois without a budget for two years. That certainly was a big success. Ives, at the Trib, also bragged about being one of a handful of lawmakers to vote against extending the state’s Edge payroll incentive program to woo jobs. I understand her zeal that lower taxes for everybody is the libertarian gold standard. But in a country in which almost every state offers something like Edge, unilateral disarmament would leave Illinois even worse off. Guv, you might consider communicating Ives’ stance on Edge to people who work for Amazon in Will County, Sears in Hoffman Estates and Ford at the Torrence Avenue plant, all of which received Edge. And you might cc: everyone who hopes to land a job at Amazon’s possible HQ2 here. There’s other material out there, material that could be effective not only in a general election against a Democrat, but in a primary against Ives. Sure, doing so would provoke some conservative voters who might not come home in November. But I suspect most of them already are mad over Rauner’s actions on abortion and so-called sanctuary cities. The question this fall: Would they rather have a liberal—or very liberal—Democrat in office? “I think Rauner’s folks are making a mistake. They need to take her straight on,” says one top party insider, who asks not to be named. In this predominantly blue state, that insider adds, the message ought to be: “A vote for Jeanne Ives is a vote for (Illinois House Speaker) Mike Madigan to draw the new legislative map that will be in place until 2031.” That source is right. You want to keep your job, Governor? It’s time to start acting like you mean it.)

State Senate President Pro Tem Kevin de León (D-Los Angeles) has changed his bill allowing those who donate to a new state-run nonprofit to receive relief on both their state and federal taxes. In the new version of the bill, those who give to the nonprofit will reduce their state income taxes by 85% of the donation plus receive a federal charitable deduction. Previously, De León was aiming to provide a dollar-for-dollar reduction in state taxes for those who donated. But tax law experts working on the bill with De León worried that amount could cause the federal Internal Revenue Service to crack down on the plan, and advised that a lower percentage was more legally defensible. “The proposed 85% tax credit … will give Californians the opportunity to fund programs they care deeply about while at the same time shielding them from some of the most egregious elements of Trump’s tax reform plan,” De León said in a statement. De León, who also is running for U.S. Senate, introduced his bill after Trump and the GOP-led Congress passed a federal tax overhaul that capped state and local tax deductions at $10,000, an amount that disproportionately affects high-tax states like California. De León’s measure aims to allow Californians who previously used the state and local tax deduction — primarily single- and joint-filers reporting annual incomes of $100,000 or more — to instead take advantage of the charitable deduction.)

Crain’s Chicago Business reports that Uihlein wrote Ives’s insurgent campaign a $500,000 check, giving it a boost even as Rauner attempts to look past the March 20 primary and towards likely Democratic nominee J.B. Pritzker. Uihlen’s defection from Rauner may also be a sign of things to come among conservative voters, who may be attracted to a strong alternative. Rauner won in 2014 on an agenda of reform, but has failed to deliver. He vetoed a tax increase by was overridden by the state’s Democrat-dominated legislature. Worse, from a conservative point of view, he broke a key pledge and signed a law expanding state funding of abortions. He also signed legislation making Illinois a “sanctuary state.” Ives is a solid conservative who graduated from West Point and served overseas in the U.S. Army. Her only political weakness is her lack of name recognition outside of her district in the western suburbs of Chicago. She trails Rauner by a wide margin in early polls. However, as Crain’s notes, having a sizable campaign war chest will help her advertise. Recently, Ives told Breitbart News: “Any time conservative voters know that there’s an opponent to Bruce Rauner, they’re motivated to come to the polls and work for me and vote for me. And that’s because my record is one of conservatism, and they are very upset at sanctuary policies, taxpayer funding of abortion, junk science on transgender issues, [and] bailing out Chicago schools with our school money.” Pritzker, like Rauner, is a billionaire with little prior formal political experience, although he has close ties to the state’s Democratic Party establishment.)

(FROM THE ARTICLE: State Rep. Jeanne Ives’ candidacy continues to roil Republicans as many in the GOP establishment embrace Gov. Bruce Rauner as their best hope in the general election, while conservatives dig in for the challenger in the March 20 primary. And if recent events are any indication, much of the battle will be fought in the suburbs. At a Rauner pep rally with DuPage County GOP leaders a week ago, some Republicans admitted to angst over how Ives, a social conservative from Wheaton, is splitting the party, although Rauner didn’t even mention her name. Instead, he said the real threat will come from Democrats in the November general election. “We can’t have Mike Madigan and J.B. Pritzker in total control,” Rauner said, referring to Illinois’ powerful House speaker and the Hyatt hotel heir who is one of six Democratic contenders for governor. Meanwhile, an undeterred Ives took the podium at Chicago’s Union League Club last week with her own posse of seven elected officials who back her candidacy. “It is unprecedented to have legislators in open revolt against the governor of their own party,” Ives said. The endorsement throwdown ramped up at Rauner’s event in Naperville, where DuPage County Board Chairman Dan Cronin told party members in a private meeting “we’ve got to stick together” to re-elect the governor. “Nobody likes a primary,” Cronin said later. “We can ill afford to fight among ourselves.” Backing Rauner were 14 local mayors, countywide elected officials and four state senators and representatives. But not everyone’s on that bandwagon. While Naperville Mayor Steve Chirico hosted Rauner last week, two days later Naperville Township Assessor Warren Dixon was among those backing Ives. Likewise, state lawmakers Patti Bellock and (Peter) Breen represent neighboring districts in eastern DuPage County. She came out for Rauner and he for Ives. Rauner has the only realistic chance of winning as a Republican in the general election.” Breen, a Lombard state representative, said “our country was founded on a tradition of vigorous public debate. For these reasons, I’d respectfully contend that the greater good is best served by an open, robust contest for the Republican nomination for governor.” Ives has made some headway in Cook County with an endorsement by the Republicans of Wheeling Township organization. Rather than seeing Ives as a quixotic choice, Wheeling Township Committeeman Ruth O’Connell thinks Rauner “hasn’t accomplished anything” and Ives “has the better chance.” Ives’ opposition to abortion and same-sex marriage won’t sit well with the majority of Republicans in Cook and DuPage counties who are “strong fiscal conservatives and social moderates,” countered Aaron Del Mar, Cook County Republican Central Committee deputy chairman. Ives’ opposition to sanctuary cities also means Hispanic Republicans are with the incumbent, Northfield banker and Republican Joseph Gomez predicted. On the fiscal side, “there’s no doubt the Republican business community will be with Rauner,” Gomez said. The Cook County Central Committee votes on endorsements Feb. 5. “We’re the battleground,” Del Mar said. “I think (Ives will) do well in conservative areas and downstate. It will be uphill in Cook and DuPage.” Cook County lawmaker Tom Morrison of Palatine disagrees. “Consider the numbers of Republican congressmen and General Assembly members who are staying on the fence or actively speaking up for Rep. Ives,” he said. “By his own policy decisions, Bruce Rauner is a man without the base of support he needs to win in a general election.” Just-retired Addison Township Republican Chairman Pat Durante was shaken by Rauner’s signing a bill allowing for Medicaid to be used for abortions. Some candidates address this by continuing to count out or ignore segments of voters who are seen as notoriously hard to mobilize. Instead, they focus their efforts to tilt the turnout needle in their direction, aiming their messaging strictly at “high efficacy” or “reliable” voters. (Ironically, these “reliable” constituents are narrowly defined as people who have a history of turning out to vote in presidential and midterm elections. It isn’t defined as the Black women who reliably vote for Democrats at a much higher margin than any other demographic.) Others set up town halls and forums to get to know the candidates, particularly when they are lesser known than the incumbents.)

He lied to a cardinal,” she said, a reference to Cardinal Blase Cupich. Rauner would not say what he told Cupich about the abortion legislation, but called Ives’ allegations “outrageous.” “There are a lot of politics swirling around the bill,” said Rauner, who repeatedly added that “the simple fact is I support a woman’s right to decide.” The governor said his choice to sign the bill was either to “follow what I believe or do politics.” But Ives said the March 20 primary contest was a referendum on “character and courage” and that by signing the bill, Rauner was following the “agenda” of his wife, Democrat Diana Rauner. “This is more false vicious attacks,” Rauner replied. “Madigan loves everything that you’re saying, everything that you’re doing.” Ives interjected frequently while Rauner answered questions, seeking to make the most of their only scheduled forum. Rauner repeatedly asked Ives to allow him to finish and at one point used one of his favorite condemnations, “such baloney,” to describe one of her attacks. Ives contended Rauner was “responsible” for the state income tax increase that was enacted over his veto and that he now was making “unrealistic promises” by calling for it to be phased out. Rauner said he “sure as heck did” work to block Republicans from ultimately supporting the veto override and said he was “devastated” when it and a state budget were enacted. The governor maintained that he expected federal court victories that would grant him the power to weaken the influence of unions, which are traditionally aligned with Democrats. “I’m not going to wait for Speaker Madigan to do it with me. If I was still the TAPROOT chairman, the organization would be hosting debates for a) Rauner v. Ives, b) Sanguinetti v. Morthland, c) Illinois Republican Party (IRP) State Central Committee candidates, and d) many other races. Those who wanted to get rid of TAPROOT were furious when I asked candidates if they would defend and advance all the planks in the IRP platform if they were elected. From what I see, protecting Republican incumbents is a top priority for the IRP, DuPage County Republican Central Committee, Milton Township Republican Central Committee, etc. Of course, there are exceptions. Yet opinion polls show that much of the America public is sympathetic to their plight. So let the Dreamers stay. Those who are in criminal gangs or have violent criminal records have no right to be here. But the others, sure, why not? It would be quite easy to protect the Dreamers and their parents, except for the politics. Democrats want them as votes. Republicans are worried this could tip elections. So why not take the politics out of it? Here’s a possibility to consider: Let Dreamers stay — given permanent work and resident status — but not citizenship and voting rights. Conferring something as precious as citizenship upon people as a reward for their parents’ breaking the law isn’t the right way to go about this. If they want to become American citizens and vote, they’d be free to leave and attempt to re-enter the country as legal immigrants. If protecting Dreamers is the issue, then you’ll agree with me. But if weaponizing the Dreamers for the next election is your plan, then you won’t. And what about their parents, who crossed the border illegally and who worry about being deported? We can protect them, too, with some reasonable amnesty. Why not give them permanent work status, like green cards? But no welfare. Yes, you read that correctly.)

(FROM THE ARTICLE: Rather than working to lower one of the nation’s highest property tax burdens, some Illinois lawmakers want to sidestep the federal tax reform bill by allowing for donations to government. One bill would create the Illinois Excellence Fund. It would allow taxpayers to donate and receive a tax credit for the exact amount. This shuffling of money back and forth would allow a taxpayer to deduct that amount on their federal taxes, effectively thwarting the $10,000 cap on state and local tax deductions put in place by the tax reform bill passed last month. The state treasurer can then use that money as he sees fit. “[The SALT deduction cap] sort of came out of nowhere,” said state Rep. Jonathan Carroll, D-Northbrook. “This is trying to offer a solution to give tax relief to the middle class.” The bill has a populist tone, appealing to the cries of high property taxes across the state. Nearly all of the current sponsors of the bill are likely to face a challenging re-election effort this November. Carroll said he expects the Internal Revenue Service would object to such a law. “They’re not likely to take it lying down,” he said. The IRS classifies a charitable donation as “voluntary and is made without getting, or expecting to get, anything of equal value.” Being a federal tax deduction as well, the state-bound donation would actually turn into a money maker. In addition to a 100 percent credit from the state, the donor would get up to 37 percent of that donation back in a federal write off. The bill would also allow a county to set up a similar charity, which could cause different issues. Local taxes are devised in reverse compared to state and federal taxes. A taxing district sets percentages based on a target revenue number and then properties are taxed at that percentage of the assessed value of their homes. State Rep. Steven Reick, R-Woodstock, said in an online post that the sponsors would tell counties that “they can set up a fund to accept donations to be used for undefined charitable purposes in exchange for a reduction or elimination of your property tax bill, which will either raise taxes on everybody else or destroy the budgets of every school district and taxing body in the County.”)
