(FROM THE ARTICLE: The medical expense deduction targeted for repeal by GOP tax writers has helped to offset costs including nursing home care and fertility treatments, laser eye surgery and travel out-of-state for a second opinion on a rare cancer. Several million people unlucky enough to face big medical bills not covered by their insurance would lose a valuable deduction under the House GOP bill. Groups representing older people and patients are trying to save it. “Anybody who is paying for the cost of nursing home care is paying a great deal of money, and they are going to lose that deduction, and their taxes are going to go up,” said Thomas DeCoursey, a retired lawyer from Kansas, in his 70s. He relies on the deduction to help offset costs associated with nursing home care for his wife, who has Alzheimer’s. Some of his own medical expenses also factor in. DeCoursey estimates that in a couple of years their annual costs will pass $100,000. “There are a lot of people in my shoes,” said DeCoursey, who lives in Leawood, a well-to-do Kansas City suburb that voted for President Donald Trump last year. About 9 million households – 6 percent of tax filers – claim the medical expense deduction, said Gordon Mermin, a senior researcher at the nonpartisan Urban-Brookings Tax Policy Center. The annual cost to the U.S. Treasury is about $10 billion, which ranks it as a modest tax break. Those who benefit tend to be middle-income and upper-middle-income people. “For the people who claim it, it is not a trivial benefit,” said Mermin. The medical expense deduction is also versatile. In addition to nursing home care, not generally covered by medical insurance plans, it can be used for: -Transportation expenses to a top hospital, like a comprehensive cancer center. -Some long-term care insurance premiums. -Installing specialized medical equipment in a patient’s home or vehicle. -Dental procedures. -Bills from out-of-network doctors. “When you are faced with large medical costs and don’t have a lot of options, this is one that helps people,” said Barbara Collura, president of RESOLVE: The National Infertility Association. Most insurance plans do not cover fertility treatments, which can cost from $15,000 to $30,000. The deduction can offset some of that cost. Advocacy groups pushing back against repeal may get help from the Senate.)

(FROM THE ARTICLE: The memories of those many hours I spent teaching rushed back to me as I read the Census Bureau report that in 2016 a record 65.5 million people age five or older speak a language other than English at home, a total that has increased six million since 2010, and more than 34 million since 1990. The largest increases from 2010 to 2016 were among Spanish speakers, up 3.5 million; Chinese, up 564,000; Arabic, up 366,000; Hindi, up 201,000; Telugu, up 143,000; Vietnamese, up 129,000; Tagalog, up 128,000; Haitian, up 109,000; Bengali, up 101,000; Tamil, up 89,000, and Urdu, up 86,000. Telugu and Tamil are spoken in India, and Tagalog is the national language of the Philippines; Bengali is spoken in India and is also the national language of Bangladesh. Huge increases in the non-English speaking population – now more than one in every five households converses in a language other than English – don’t surprise me. As I entered the second half of my teaching career, the special green card and refugee programs ended, and the school district replaced them with open enrollment sessions. Enrollment became more diverse – more immigrant students from different corners of the world. In the end and sadly, however, few students demonstrated a commitment to learning English. That is, when they left the classroom, they returned to their homes in ethnic enclaves, and resumed speaking their native language. In California, not speaking English was particularly easy since most every government and retail service is offered in multiple languages. Learning a new language is hard, and more challenging when there’s no pressing need to adapt linguistically. But one statistic in the Census data jumped out at me. Many of those who speak a foreign language at home aren’t immigrants, but rather are born in the United States – 44 percent, or 29 million, of the 65.5 million. The U.S. born citizens, then, grow up in a household where the heads of family don’t speak English. My final takeaway from two decades of English language instruction was that the experience was personally enriching, but with generous amounts of frustration included in the mix. I would tell my students that to fully take advantage of the American way, English is essential. Without English, newcomers are limited to an unsatisfying life of low-paying jobs or welfare dependency. To Congress, pause in the unsustainable policy of admitting one million legal immigrants annually. Maintaining the current immigration pace guarantees an increasingly fractured America.)

Given the rising stock market, more people are moving into the seven-figure retirement club every month. In August, there were 46,088 people with account balances between $750,000 and $999,000. That was up from only 18,846 in January 2016. So how did they do it? The early TSP millionaires were all political appointees. Either elected (members of the House or Senate) or appointed to top jobs. Many were successful lawyers who were named federal judges. As TSP investor Emily in Washington points out, for a TSP investor making $100,000 per year, that government match translates into a tax-deferred pay raise. And as salary goes up, so does the value of the match. Every now and then, we hear from a self-made TSP millionaire. While they come from all agencies, jobs and income levels, they all have a couple of things in common: They’ve been investing for a long time, an average of 28 years. They have all or most of their money in the C and S funds. When the market tanks (as it did in 1997 and 2008), they continue to buy the stock funds, getting more shares because they consider them on sale. More bang for the buck.)

(FROM THE ARTICLE: Chris Cleveland, chairman of the Chicago GOP and a conservative leader in the party, wrote to the IL GOP’s State Central Committee this week, expressing the frustrations the conservative base is having with the party’s direction and Governor Rauner’s bullying tactics within the party ranks. “State Central Committee member, I’m writing to alert you to a problem with the Rauner campaign’s use of state party resources, and to problems within the state party generally. A few days ago, a Chicago GOP staffer was informed that he could no longer use a desk within state party headquarters. We had put him there a few days a week so we could coordinate our activities with the state party. In the past, the city GOP has frequently supplied volunteers for state party-backed candidates. The reason they offered was a press report that I was under consideration as Rep. Jeanne Ives running mate. (Jeanne and I have talked, but as of this moment she has not yet made a final decision, and she has a number of very good candidates to choose from.) Subsequently, the state party cut off our GOPDataCenter access. Consider what has happened here: the Rauner campaign has ordered the state party to cut off an elected, regular Republican organization, based purely on the rumor that the head of the organization *might* be working with a candidate in a primary against him. To the best of my knowledge, the state central committee has neither endorsed nor slated Bruce Rauner. And given the widespread doubt within the Republican Party over his policy choices and his ability to execute, it seems to me that some dissent is warranted. But whether you love him or hate him, this behavior is abusive, and the state central committee should not stand for it. Our difficulties with the state party go beyond this recent behavior. It has long been the position of senior staffers in the state party that the Chicago GOP should not be running candidates in the city. The theory is that this just “activates” the other side and reminds them that there is an election. We in the Chicago GOP have rejected this position, and believe that a vigorous attack in the belly of the beast has many benefits. While the Chicago GOP is a small organization, and Chicago is often derided as a Democratic bastion, the number of Republican voters here is not small. We cover 7.5% of the Republican voters in the state, more than any county except Cook and DuPage, with 20,000 more voters than the next largest county, Lake. You ignore this constituency at your peril. Four years ago, we ran candidates across the city for the purpose of generating enthusiasm and volunteers for phone calls and door knocks. In close coordination with the Rauner campaign, we flooded their offices with volunteers and executed 363,000 voter contacts, 263,000 of which were door knocks. We were able to raise Rauner’s vote in Chicago to 20.63%, just a hair above the magic 20% threshold. And he won. If Rauner is on the ballot this fall, this won’t happen. Not because we wouldn’t want to; we’re loyal Republicans and Rauner over Pritzker would be an easy choice. It won’t happen because the state party has consistently undermined our efforts to recruit here, and because there is zero enthusiasm for this governor. Even prior to HB 40, we couldn’t get people to sign his petition. It’s past time for the state central committee to step in and right the ship. First, I ask that you prevail upon Bruce Rauner to stop the petty retribution. This is the Republican Party, not the mob, and it’s time for them to grow up. One of us, a frequent fundraiser for Democratic candidates, believes that it’s better for colleges to have a diverse student body that more faithfully reflects the nation; and that we need to counterbalance the impact of poverty on education and opportunity, which often means giving special consideration to minority students. The other, a former Reagan staffer, believes consideration of race is intrinsically unfair and hinders race relations. But we agree that race-based affirmative action hasn’t worked. Because of how it has played out in practical terms, it’s time for colleges to shift the policy from being based on race to income. Affirmative action’s original intent was to incorporate more minority students, specifically blacks and Hispanics, into elite universities. But blacks and Hispanics have actually lost ground in the admissions race over the past 25 years, as recently reported by the New York Times . And while the original policy was intended to help minorities, Asian-American students feel they are taking the biggest hit. As a result, many have filed lawsuits against Ivy League schools such as Harvard, claiming that to gain admission, Asian-American students, on average, have to score 140 points higher on the SAT than white students, 270 points higher than Hispanic students, and 450 points higher than African-American students.)

A Republican in a strongly Democratic state, he’s fought an ongoing battle with the Democratic-controlled legislature that kept the state without a full budget for more than two years. The state remains in fiscal trouble, though, with over $15 billion in unpaid bills and the biggest public pension unfunded liability of any state. A decision to sign a bill providing state funding for abortions for low-income women in September, precipitated a war between the governor and social conservatives, possibly enough to provoke a primary challenge. Rauner has a vast personal fortune, but discontent within the GOP, combined with approval ratings in the mid-30s, point to a difficult re-election bid. The Democratic field includes three figures from the populous Cook County: J.B.
