(FROM THE ARTICLE: The movement to take down incumbent Republican Gov. Bruce Rauner from within his own party is gaining steam. A coalition of conservative, anti-abortion organizations met Saturday for the second time in as many weeks to discuss a “viable Republican primary candidate” against the first-term governor, according to Paul Caprio, director of the Family-Pac political action committee. While no formal decision was made, Caprio said the group of about 35 people planned to meet again in November “to further clarify the group’s position” and likely endorse a challenger to Rauner. “Historically, the way the pro-life, pro-family movement has operated relative to selecting and endorsing candidates for statewide office, we have always had a meeting of all of these different groups together,” Caprio said. The coalition met around this time three years ago, he continued, at which point there was a split, though not drastic, among its members in their support of a gubernatorial candidate. The group officially endorsed then-state Sen. Kirk Dillard, though some in attendance chose instead to back state Sen. Bill Brady. Rauner – the eventual nominee – was invited to the 2014 meeting despite his pro-abortion rights stance at the time, though he declined to attend or fill out a questionnaire to receive the organizations’ support and financial backing. While some of the organizations eventually ended up supporting Rauner in the race against the incumbent Democrat Pat Quinn, this time around, the coalition has made it clear that under no circumstances will Rauner receive their endorsement. During its initial meeting on Oct. 9, the coalition of 20 statewide organizations voted unanimously in favor of a “Bill of Particulars” outlining the groups’ stance on Rauner and in particular, his support of House Bill 40. Signed into law on Sept. 28, HB 40 allows the state of Illinois to cover abortions for its employees and Medicaid recipients, and protects access to abortion in Illinois should the landmark Roe v. Wade Supreme Court decision legalizing it be overturned. Rauner publicly changed his stance on the issue multiple times, attempting to traverse the politically difficult decision without alienating either his GOP base or more moderate, particularly female voters ahead of his upcoming bid for re-election. However, his choice to ultimately sign the bill into law angered conservatives, who have quickly moved to organize against him. The coalition’s “Bill of Particulars” vows that the groups will not support Rauner in next year’s GOP primary or general election after he “shockingly, caved to pressure from radical abortion extremists and signed this dastardly legislation” and will only support candidates committed to repealing the law. This marks a major departure from 2014 in which some organizations offered Rauner their qualified endorsement in solely the general election. Now, conservative groups have not only disavowed Rauner, but are actively searching for a challenger. One potential candidate is state Rep. Jeanne Ives, of Wheaton. Ives said earlier this month that she was “exploring the option by having important conversations with folks around the state,” and while she hasn’t begun circulating nominating petitions, sources said that may change over the next week. Ives is looking into forming an exploratory committee, sources said, adding that she would likely run if she could raise $1 million. While Ives is among the candidates that the anti-abortion groups are considering, Caprio said there have been a few other names floated and the coalition hopes to make an official determination at its next meeting in November. Reflecting on this year’s “unusual set of circumstances,” Caprio said that there are typically three or four significant candidates in the race at the time the groups make their decision, but without any declared challengers – who would certainly face an uphill battle against an incumbent Republican governor with very deep pockets – the task of reaching a consensus has become that much more difficult. But the groups are united in their staunch opposition to Rauner’s re-election, so much so that Caprio foresees a situation in which conservatives might even “take two bites at the apple.” While the right-wing firebrand was not in attendance at Saturday’s meeting, former Congressman Joe Walsh is also considering throwing his hat in the ring for governor – but only as an Independent. In August, Walsh slammed Rauner, saying he was “done” should the governor sign a bill to effectively turn Illinois into a so-called “sanctuary state,” preventing law enforcement officials from detaining individuals based solely on their immigration status. And ever since Rauner signed that bill the following week, it appears as though Walsh – who did not immediately respond to request for comment – has been floating the idea of taking on the governor himself. “He feels like he’s going to focus his interest, in the issue of the defeat of Rauner, on the possibility of his own Independent candidacy,” Caprio said of Walsh, adding that the oft-incendiary radio host is “very interested” in running. But Walsh is leaning towards waiting until after the primary, Caprio said, to see if Rauner is able to emerge victorious even without a large swath of conservative support. If the billionaire governor succeeds, Walsh may at that point enter the race as an Independent – drawing both votes and perhaps even the backing of Republican organizations away from the GOP governor. “If Rauner and his millions are able to buy the election, if our candidate were not successful in the Republican primary, then I think there would be a very serious discussion of the possibility of an independent candidate,” Caprio said. But first, the organizations will gather once again in November at which point it’s “very likely that we will have a candidate,” he added.)

The Chicago Police Department will give an exam in December, the second one this year and the fourth in six years. The city plans to add nearly 1,000 officers by the end of 2018. (FROM THE ARTICLE: U.S. Rep. Peter Roskam, R-Ill., is rethinking his support for Gov. Bruce Rauner given the governor’s recent signature on a bill that expands the public funding of abortion, the congressman told POLITICO. Roskam, the Ways & Means Tax Policy chairman who is taking a lead role in an effort to overhaul the U.S. tax code, is the highest-ranking elected official in Illinois to potentially pull back from Rauner after the governor signed HB40. The new abortion law — which Rauner had promised to veto — has so infuriated conservatives, they are now talking about drafting a potential primary opponent to challenge Rauner. Roskam said Rauner’s move to sign the bill was “fundamentally out of step” with his congressional district. “I’ve got to reevaluate that and I’ll reevaluate that in the right time,” Roskam said Thursday when asked if he still supported Rauner. “Signing HB40 was a huge mistake on the policy and it was a huge mistake on the politics. The policy, this is the home of Henry Hyde, the author of the Hyde Amendment and I am his successor.” Roskam himself is facing a reelection challenge and Democrats are lining up to oppose him next year after Hillary Clinton won Roskam’s district in 2016 even as Roskam was reelected. “People have a wide range of views on the question of abortion, and right to life and so forth. But there’s a lot of agreement on this notion that taxpayers ought not to be compelled — and particularly in this environment — to pay for this,” Roskam said. “The politics are very challenging, I think. A big part of the coalition that elects Republicans is a pro-life constituency at a core and I think politics and policy make this error more and more glaring over time … It is a position fundamentally out of step with my constituency.” Is it a sign of a more sizable pulling away from Rauner? While Illinois’ Republican delegation jointly sent out a statement condemning Rauner’s action at the time of the bill signing, so far only Roskam has raised the possibility of withholding support. U.S. Rep. Rodney Davis, R-Ill., said Thursday Rauner still had his backing. From a Davis spokesperson: “Congressman Davis is pro-life so he was obviously disappointed in Governor Rauner’s decision to sign HB 40 but he has worked with the governor on many issues beneficial to the 13th district and will continue to do so. Politics will play out but Congressman Davis will continue to work to improve the state of Illinois.” Other Republicans from the delegation — Darin LaHood and John Shimkus — did not respond to inquiries about whether they still stand behind Rauner. A spokesman for U.S. Rep. Randy Hultgren said only that the statement from the HB40 signing still stands.)

Over 2,000 individuals approved for DACA had their status terminated for criminal activity ranging from alien smuggling to sexual assault. That number is still growing. Fewer than 900 DACA recipients – or slightly more than one-tenth of one percent of the total DACA population – joined the military. Even as millennials become the biggest cohort in the labor force, the median age of all U.S. employees has crept up from 30 to 42 over the past 30 years. But when it comes to getting older, a POLITICO analysis finds, the private sector has nothing on the U.S. government. The U.S. just elected the oldest new president in history, and Congress, too, has been getting consistently older, with its average age now up around 60. But the vast majority of the government consists of the 2 million-strong federal civilian workforce. And thanks to slow-moving hiring practices and a huge cohort of baby boomers who haven’t retired at the predicted rates, it has grown significantly older than the American workforce overall. Today, just 17 percent of federal workers are under 35 years old. (In the private sector, almost 40 percent are.) And more than a quarter of federal employees are now older than 55. In some agencies, the upward age shift is even starker. Sixty nine percent of NASA’s workforce is over 45 years old. At the Department of Housing and Urban Development, it’s 70 percent. At the tiny Government Publishing Office, it’s even more extreme—80 percent. In principle, there’s nothing wrong with older workers: They have more experience than younger ones and employers often report that they are more attentive at work. Age discrimination is not just illegal, but strips companies of experience and judgment; it’s fair to say that plenty of Silicon Valley companies might benefit from the perspective of a more experienced cohort of employees. But workplaces that shift too far in any direction can suffer. There is evidence that offices with more older workers are less productive and, due to their workers’ age, more expensive; health care costs are especially high, and a wave of retirements would leave the government on the hook for a major increase in pension spending. And broadly speaking, if the government is supposed to reflect America accurately—making small and large policy decisions that affect every aspect of the country—it’s only reasonable to expect that the federal workforce should reflect the generational makeup of the country. Given the stereotypes about government employees, it’s easy to assume that federal worker protections have led to a vast army of aging-in-place bureaucrats who simply can’t be removed. But organizational experts and former federal human resource managers say the problem is more complicated than that, and more troubling for good governance. They see an ineffective hiring system that is decades out of date. They have spent years warning policymakers that rules and laws were inhibiting their ability to hire and train new employees. After giving their full support to the election and reelection of President Obama, white-collar feds —with the backing of most Republican politicians — were hit with a three-year pay raise freeze. Many got semi-automatic time-in-grade raises, but the January pay raises didn’t happen. Regular annual special cash awards and recognition to outstanding career senior executives were skipped or downplayed by the Obama administration. Some feds feel like the Democrats take them for granted and Republicans take it for granted that most government workers are Democrats. . .So if Republicans want to drain the swamp because they believe it is infested with highly partisan bureaucrats and if Democrats take feds for granted, has anybody got a Plan B?)

Just 29 percent of Americans over 55 years old have a retirement savings account or a pension plan to lean on, a 2015 report from the Government Accountability Office showed.
