(FROM THE ARTICLE: When employers come up with salaries, there are two different ways they think about how much a worker should earn. Jacque Simon, the public policy director for the American Federation of Government Employees (AFGE), a union, puts it this way: Should a salary be tied to the job itself, or to the individual hired to fill it? In the first scenario, employers decide what they are willing to pay for someone to carry out a certain role. In the second, the employer focuses more on the individual and what they are worth to an organization. Federal employers  fit into the first category, using a rigid pay scale similar to ones favored by labor unions. Labor unions view structured pay scales as a means of preventing discrimination based on gender, as well as age, race, and other categories. “Once you give supervisors in the federal government the ability to vary pay by individual, rather than job, they are going to reward the people they like the best,” says Simon. In the federal government, most white-collar jobs are governed by the General Schedule, which includes 15 general pay levels that vary based on the experience, skills, and education needed for a position. Each job opening is posted at one of these levels, so candidates can only negotiate within the minimum or maximum pay range (there are 10 steps within each level). The pay system, which was launched 1949, was designed to ensure that people with the same skills got paid the same salaries. Limiting salary negotiations benefits women because research shows that they are less likely to negotiate salaries, and are more likely to be penalized if they do. Also, giving hiring managers more discretion may introduce inadvertent biases when putting together an offer. This has been effective, but it still leaves room for some discretion, not all of it good. For example, some federal agencies base salary offers on what an applicant made at his or her previous job, which contributes to disparities in pay, according to the Office of Personnel Management, the federal agency that oversees hiring and payroll. So, this year, the office urged agencies to consider an applicant’s previous salary as only one of many factors in drawing up offers, because that number may be, as is often the case for female job candidates who left the workforce for several years, artificially depressed. (Though senior government executives are not paid within the General Schedule system, their pay scale is somewhat a continuation of it, with more discretion in pay negotiations.)

(FROM THE EDITORIAL: The public pension crisis in Illinois is a runaway train. So when we see someone actually try to apply the brakes, we take notice. The DuPage County Forest Preserve District this week approved a sweeping series of changes to its employee pay policies that leaders predict will save the county $6 million over the next 20 years. That might not seem like a lot of money, but it’s not chump change. What it is an important step in the right direction. Just think of how this could mushroom if similar steps were taken in many of the other 6,900-plus taxing bodies in Illinois. A story today by staff writer Robert Sanchez lays out how forest preserve commissioners have decided to ratchet down an established bonus program and also put the brakes on lump-sum payouts to qualifying or retiring employees for unused sick time. “These changes will curb long-term spending, especially in the area of pension costs,” Commissioner Jeff Redick said, “and allow us to responsibly serve the taxpayers and both our current and future employees.” The district for years has handed out longevity-based bonuses to retiring or qualifying employees that averaged $15,000 to $20,000. You don’t find that in a lot of private-sector jobs. Not anymore. Nor do you find many companies that still — if ever — reimburse employees for unused sick time. The district isn’t going to take money from people already expecting it. Like companies that have eliminated their 401(k) contributions in lean times, those employees who already are in the bonus program — called a “retention incentive” program — will still get bonuses, but starting Jan. 1 they no longer will grow. Those who haven’t yet qualified for the bonus program never will. The district also is putting limits on lump-sum payments for sick days accrued after the start of next year. What is even more important is that the forest preserve district has decided to eliminate both the bonus and sick time payback from the calculation of pensions. That in itself is expected to save $4.5 million in pension liability over the next 20 years. In a time when pension payments in some cases are reaching a tipping point with operational costs for governmental bodies, it’s important to look toward ways in which the private sector has managed to stay afloat in tough financial times. Other taxing bodies should follow this example.)

This is a position of great importance given the mismanagement and financial state we are in. The comptroller is in essence the state’s head accountant, and neither of the major parties candidates running have any accounting experience. Several Student Government (SG) representatives filed a resolution against Young Conservatives of Texas (YCT) that also called for the administration to punish and even expel students who commit “future incidents of bias.” Without referring to the resolution, YCT sent a legal threat letter to UT President Gregory Fenves. It said the group would sue UT if it took “punitive action” against YCT for its speech, citing a federal law that allows lawsuits against public officials for retaliating against or chilling protected speech. A university spokesman told The College Fix in an email Tuesday night that won’t happen, because UT “does not and will not take action against an organization for protected speech.” ‘More of a movement’ than actual legislation  At an SG assembly meeting Tuesday night, shortly after the university said it wouldn’t punish YCT, representatives nonetheless voted to “fast track” the resolution, known as AR-15, The Daily Texan reported. Republican Linda Pasetti-Olson of Montgomery or Democrat Barbara Hernandez will fill a spot occupied by Maria Vazquez, who did not seek re-election. She served the remaining term of her late husband, Jesse. Neither candidate has held elected political office, other than precinct committeeman. Pasetti-Olson, 69, has made “life experience” a campaign issue. Hernandez, of Aurora, is 24. “I have the life experience to make the best decisions about how your tax dollars are being spent. This position will be my focus, and it won’t be competing with a social life, or a different career,” Pasetti-Olson wrote in a letter she posted on her campaign’s Facebook page. When she tells voters Hernandez’s age, they say, “She is way too young to be doing a job like this,” Pasetti-Olson said in an interview. Hernandez embraces her relative youth. “To my advantage would be that I am young,” she said, and that she has “fresh ideas” and the time and energy to interact with constituents. Hernandez cited the number of organizations and community events with which she has been involved. “What was she doing when she was 23?” Buying a house, paying taxes, raising children and working, Pasetti-Olson replied. Hernandez said she lives with her parents and does not pay rent but contributes money to household expenses. She works for state Rep. Linda Chapa La Via, and for the Illinois Mathematics and Science Academy. She cited several reasons, including paying college loans and not being ready to purchase property, for her decision. “I honestly think it is a cultural thing as well,” Hernandez said. “As Latinos, we tend to stay with family.” “I don’t feel like I’m too old” to serve effectively on the board, Pasetti-Olson said. She said she has been walking door-to-door to meet voters. Pasetti-Olson supports county board Chairman Chris Lauzen, including his effort to keep the county’s property tax levy frozen. Hernandez thinks the county should increase the levy, at least enough to account for growth due to new properties. Hernandez said she would support requests from the sheriff’s and state’s attorney’s office for more staffing and other resources. But where would money come from? She said the county should pursue getting more money from the state and federal government. “I feel like several state representatives have been able to bring back (money) for their regular (legislative) district, but they haven’t (specifically) looked into Kane County,” Hernandez said. She said she has developed connections in state and local government, working on constituent services for Chapa La Via, that would be useful. Pasetti-Olson does not support increasing staffing and said Kane County should study neighboring DuPage County for ways to reduce it. Pasetti-Olson cited traffic congestion in the district as one issue she is concerned about, specifically the intersection of Orchard Road and Route 30, and along Montgomery Road. She knows Aurora, the Illinois Department of Transportation and Kane County have long-term solutions in mind, but she wants quicker short-term fixes, such as installing more signals on Montgomery.)

(FROM THE ARTICLE: A majority of both Republicans and Democrats say the 2016 election is a significant source of stress for them right now, according to a recent American Psychological Association poll. They should probably log off Facebook and Twitter. A new survey from the Pew Research Center suggests — in a result that will surprise precisely zero political reporters who tweet — that people don’t think social media are a particularly great form of political discourse. Full 59 percent of social media users say interacting with people they disagree with is more “stressful and frustrating,” while 35 percent say it’s more “interesting and informative.” And by an even more lopsided 64-29 margin, they say they actually find they have less in common with people they disagree rather than say they find more in common. These frustrations are — wait for it — bipartisan. Many more social media users also say the discussions there are less respectful, less civil and less policy-focused than say they are more respectful, civil and policy-focused. And about half (49 percent) say that they are angrier than other forums, while just 6 percent say they’re less angry. It’s not hard to look at these numbers and conclude that social media are playing a part when it comes to our increasing polarization in the United States. The numbers don’t prove it directly, but it does seem that many Americans find talking politics on Facebook and Twitter, at least, to be an experience that leaves them with less regard for the other side. What’s interesting about social media is that it actually exposes people to those alternate views in a way their personal lives may not. Just 23 percent of Facebook users and 17 percent of Twitter users say they mostly follow people with similar political views to their own. That might be more they can say for their personal lives, in which their friends and neighbors are increasingly likely to be like-minded, thanks to something political scientists call “sorting.” But that doesn’t mean people are going to like what those they disagree with are saying. In fact, if nothing else, this survey suggests it might be one of the worst ways to have a reasoned political discussion. And yet, it’s probably one of the few forms of real political dialogue many people are having.)

(FROM THE ARTICLE: HUNTSVILLE, Ala.  An Alabama A&M University student decided to turn his on-campus dorm room into the headquarters of his donation-based food pantry.  “I noticed that there were some students that said they were going to bed hungry,” said Justin Franks. “So, I thought about it and said, ‘What can I give back to my community?'” Franks said he started the pantry on just $45. “I started with pretty much just noodles and Capri Suns and I had a few household products like tissue and water.” It’s now packed with items such as fruit juices, coups, canned food items, chips and instant noodles. Franks posted his venture on Facebook, and the story has since been shared hundreds of times. “I didn’t think it would get shared that much, but people really cared about our students and Alabama A&M University.” So far, Franks has helped nearly 100 students. Those in need are able to get up to three items twice a week. “To me, it just makes me feel like I’m blessing someone,” he said. “I’m a religious person and I feel like I can bless a student. Some nights, students will be like ‘Man, I really appreciate this because I didn’t have anything to eat.'”)

Due to his 2012 stroke, spokeswoman ELENI DEMERTZIS said, Kirk has lost complete vision in his left eye. At Sangamon Auditorium at the University of Illinois Springfield, Kirk and Duckworth were at a table in the middle of the stage, and questioners, including myself, were at a table on stage to their left. Kirk often was looking in our direction, but had to turn far enough to use his right eye to do so. The moment of the debate that got the most attention was when Duckworth talked about her family’s military history dating back to the Revolutionary War, and Kirk said, “I’d forgotten that your parents came all the way from Thailand to fight for George Washington.” After a bit of silence, and given the chance to respond, Duckworth said that it was her father’s side of the family whose service went back to the American revolution. I later asked for some family details, and MATT McGRATH, spokesman for Duckworth, said Duckworth’s father, FRANK, was American, and served in both the Marine Corps and Army. He worked in international development and met Duckworth’s mother, LAMAI, who is Thai of Chinese descent, in Thailand. Duckworth was born in Bangkok. Jones, author of “The End of White Christian America,” The Atlantic published a video that shows how there’s been a decline in Americans who identify as white Christians in the last decade. His research shows that while 67 percent of Americans 65 years old or older identify as white Christians, only about 29 percent of people 18 to 29 feel the same. More so, Jones’ research shows that about 1 in 4 Americans today identify as religiously unaffiliated, a significant jump from the 1 in 10 who felt the same in the ’90s. According to Jones, Mitt Romney’s 2012 presidential run demonstrates how the lack of Christians have affected our nation. Though Romney had a significant amount of white evangelicals voting for him, it wasn’t enough to put him over the top so he could win the presidency. Jones said it was because there had been a decline over the years in that religious group who would have voted for him. But, the author pontificates that if Romney ran in 2004, there would have been enough white Christians in the country that could have secured him the White House.
