Under state law, the township has 60 days from his swearing-in to seat the 708 board. Monino said he hopes to make the first mental health board appointments at a township trustee meeting in June. The panel could include doctors, parents, and representatives of schools or social service agencies. “We will do everything in the township to support and grow that and outreach,” Monino said. Township trustees also will get the final say on the amount residents would pay in additional taxes each year. But the request that was approved by voters caps the tax levy for the mental health board at 0.15% of the assessed value of taxable property. When asked about the tax increase, Monino said the levy is “not going to be touching at that top end” of the cap. Drawing them for political purposes is, though the two often end up being the same, said Kevin Anderson, a professor at Eastern Illinois University who specializes in African-American politics. “You can’t draw a district and stuff all the white people in one area,” Anderson said, “but you can gerrymander for political reasons. You can draw districts in a weird shape to put as many Republicans in a district, as many Democrats in a district.” As a result, racial groups can still get bunched together into super-majority districts, which could be a good thing because they’d have a representative who advocates for their specific issues. But it can end up having the opposite effect because lumping racial groups together creates extremes. There may be one elected official who strongly supports gun control and criminal justice reform, and another nearby who opposes them. Neither have to answer to a diverse electorate either in terms or race or ideology, and their agendas might cancel each other out. I took the only job offer that I received; to be the Retail Sales Manager in the Chicago Heights Firestone Store. The job did not really require a college degree. Constructively, I served as the store’s salesman. Firestone’s district office hired me; the store’s manager would never have hired me. He disapproved of my avoiding the draft, my being a college graduate, my being Missouri Synod Lutheran, and my being 100% German American. He refused to let me start until I passed a 2-week probationary period working in Firestone’s Gary store. He rudely fired me when I gave him my 2-week notice in early 1971. I had accepted a job offer from Oldsmobile. But Oldsmobile withdrew that job offer saying that it had just agreed to stop hiring Whites to settle an EEOC complaint. The aforesaid directly resulted in my accepting a job offer from IRS.)

That left the Illinois GOP little time to define the party to potential donors. Is it the party of Donald Trump, for example? Or does it represent Rep. Adam Kinzinger? And what is the vision of party Chairman Don Tracy? The next quarter will be the real test of whether Tracy can galvanize support for his party. Another big question: Will billionaire Ken Griffin step in to help the way he did in the general election by funding opposition forces to the Democrats’ graduated income tax referendum? So far he and other donors have been missing from fundraising. The Democratic Party of Illinois, meanwhile, received about $2 million, leaving it with $2.6 million cash on hand. And Democratic Gov. J.B. Pritzker reports having $35 million in the bank, thanks to his self-funding. House Minority Leader Jim Durkin raised $125,000 in the first quarter and had about $267,00 on hand after expenses. His House Republican Organization, which funds GOP reps’ campaigns, raised $111,000, leaving a mere $200 in the bank after expenses. And Senate Minority Leader Dan McConchie raised $68,000 and has $432,000 cash on hand. His caucus committee raised $206,000 and has $209,000 in the bank. He’s new to the job, so it’s worth adding an asterisk there, too. Democratic Party leaders, who hold the majority, raked in the cash — even with their big fundraiser, former House Speaker Michael Madigan, out of the picture halfway through the quarter. We tried to, with all sorts of schemes to include reverse discrimination, through programs like affirmative action, i.e., “black privilege.” But what dead people did to other dead people could not and cannot be fixed by discriminating against living innocents. Individual freedom should not have been sacrificed for tribal collectivism. I once toyed with the idea of becoming an FBI agent but I was advised not to apply. I was the wrong color and gender. The problem with the group rights “solutions” is that there is no fair way to determine who is entitled to what. Moreover, that approach transmutes constitutional guarantees of individual liberty into mere tribalism. It created, and still creates the impetus to further divide and subdivide us into more individual gangs, a consequence not clearly foreseen at the time. We are now split into many more tribes who now even have legally defined special rights. Gender, sexual preference, racial minorities to include black, Hispanic, Indian, illegal immigrants and on and on. Standing is based on power, therefore tribes must compete for attention, favors, resources, and legal status. That promotes unease and even provokes fear and hate of other gangs who are not part of the tribe. It also created a race-baiting industry whose advocates cannot allow racial problems to be solved. They would have to find other employment. The smallest minority is the individual. Our founders understood that and established a constitution based on individual liberty. When individual rights are protected, group rights are protected. A system based on group rights, rather than individual rights, completely obliterates the nature and character of America and the constitution our system is based on. That is why, despite the racial problems we had, group rights collectivization has been and is so dangerous. In the long run, giving tribes/gangs/mobs/hordes/packs legal group rights was never justified. The long-term damage and problems caused by wrecking the constitution, by far outweigh the civil rights issues of those days, despite being as bad as they might have been. Again, the imperative of individual liberty should never have been abandoned. Unless we eliminate the tribal system and unless we return to the system of individual constitutional liberty, the divide in America will become worse. Unfortunately, we will not get rid of tribalism and society/politics will become still nastier. Count on it.)
