(FROM THE ARTICLE: House lawmakers on Tuesday advanced a bill that would give legal protections to people who break into a car to save animals from dying. The proposed law from Republican state Rep. David Olsen gives immunity from criminal and civil penalties if someone finds an animal left inside a car and must act immediately to save its life by breaking in. The person would be required to make sure there is no other way to get to the trapped animal, notify law enforcement of the situation and leave a note on the vehicle’s windshield. Republican state Rep. Peter Breen, of Lombard, said “some pretty significant concerns here that ought to be addressed.” He asked whether the vehicle owner would be responsible if the pet attacks the concerned citizen and what would happen if the animal is injured or killed during the rescue. Humane Society state Director Marc Ayers told lawmakers that several states have recently put so-called Good Samaritan laws on the books, saying it makes sense “when you start looking at the big picture.” “After you’ve called law enforcement under current law, you’ve got two choices: You can stay there and watch the dog die, or two, you can become a criminal by opening the car door to save the dog’s life and then risk being sued in court,” Ayers said. “And I don’t think those are things that someone who’s acting in good faith should really be facing.”)

While it could be disbanded through a binding referendum, DuPage doesn’t have the authority to do so because it doesn’t have home rule power. It’s run by Paul Hinds, a Republican, and has 19 employees. The election commission is run by Executive Director Joseph Sobecki and has 23 employees. It also pays the salaries of the three election commissioners who each receive $27,500 a year. The job of journalists and watchdogs is to hold government officials and politicians accountable. Riverdale is in a “news desert,” an out-of-the-way place that gets little or no attention from mainstream media unless a murder or riot attracts TV trucks. Wonky issues like a library controversy? Yet the practice often doesn’t seem constructive. In my college career, I’ve spoken to many peers and professors who insist adamantly that any conversation about race in America should begin and end with the accusation of white privilege. The aim seems to be to establish guilt, not build understanding. As I see it, the main goal of discussing white privilege should be to promote a more complex and nuanced view of the world so that, for example, it would be difficult for one of my white peers to drive through the Washington neighborhood where I grew up and say: “What’s wrong with those people?” People of all races should aim to understand the range of attitudes and perspectives on race that make the issue a difficult one. Often that’s not how activists approach it. “I’m not interested in talking to white people who aren’t woke,” one student told me. When I asked him to clarify, he said: “Ain’t no white person earning my trust unless they admit to being racist and apologize on behalf of their ancestors.” Although I strongly disagree with this view, I have some sympathy for it. For many African-Americans, focusing on white privilege allows them to assuage a damaged self-image that is the legacy of centuries of racial subjugation. That email marked 16 days in which there had been no unity breakfast or other meeting of the minds between the winner of the gubernatorial primary, incumbent Bruce Rauner, and his barely vanquished firebrand conservative opponent, state Rep. Jeanne Ives of Wheaton. Sixteen days in which the two have reportedly not spoken. Sixteen days in which Rauner has not given in to Ives’ demand that he take out an ad admitting that he lied about her during the campaign. Sixteen days in which Ives has declined to retract or soften her blistering attacks on Rauner from the campaign, attacks that included: “Nobody can trust Bruce Rauner, he’s lied to everybody about everything.” He “has failed the integrity test in many ways.” “He basically got nothing done.” And “What the hell is wrong with this governor?” The daily count-up emails from the Democrats are likely to end soon — they’re already starting to feel a little spammy — but DGA spokesman Sal Salustro directed me to a running tally of the days at Medium.com that will continue. “We’re going to keep a focus on it,” he said. “There is no path to victory for Rauner without Ives and her supporters.” Rauner seemed to acknowledge as much during his televised victory speech March 20 after the primary election. “For those of you around Illinois who wanted to send me a message, let me be clear,” he said. “I have heard you.” In fact, however, “I have heard you” was anything but clear under the circumstances. Literally, yes, obviously, Rauner had heard the outraged howls of social conservatives who’d voted for Ives in large part to express their displeasure at his signing a bill expanding abortion rights and his several other deviations from right-wing orthodoxy. “I’ve come to expect politicians to shade the truth, but what’s clear today is that Rauner’s promises were just flat-out lies,” said House GOP floor leader Peter Breen of Lombard after the governor signed the abortion bill. “In the face of overwhelming evidence of Rauner’s inability to competently administer the Illinois government, inability to stand up to Mike Madigan effectively and inability to keep his word and his commitments, I can no longer support him.” Those howls translated into votes — enough that the wealthy incumbent was able to squeak by a scrappy state legislator by fewer than 3 percentage points. But hearing is not heeding, as anyone who has ever deftly deployed the expression “I have heard you” in an argument knows well. What did Rauner mean? That he planned to adopt some of the views of those who had opposed him? Or that these views had registered with him, but he planned to ignore them? Both meanings are politically perilous. If Rauner lurches to the right to placate social conservatives, he risks alienating the moderate voters who provided his narrow margin of victory in 2014, when, as a first-time candidate, he proudly ran with “no social agenda.” And if he fails to apologize or correct course, a significant number of dispirited GOP base voters may well stay home on Election Day in November. So I put the question to Rauner spokesman Justin Giorgio: “What is the message that he heard? What is the message that he believes 48 percent of primary voters are trying to give him? And how will he act upon that message?” Giorgio’s reply: “The governor understands that we all have to work harder to find common ground on the issues we disagree on. He understands the need to engage all Illinoisans to continue making progress on the issues that unite us: cutting taxes, creating jobs and rooting out corruption.” Translation: Pound sand, wing nuts. When it comes down to a choice between me and Democratic nominee J.B. Pritzker, you’ll discover your inner Peter Breen. Rep. Breen, who had been all in for Ives, announced after the primary that “Gov. Rauner stated in the media that he’s heard the message, and I believe he has. (He) is our party’s nominee, and I support him 100 percent.” I wanted to know what message Breen believes Rauner heard, but he did not respond to requests for comment. Sure, primaries are bruising, the rhetoric is heated and pragmatism generally ends up superseding principle when it comes time to vote. Even Ives has said she’ll vote for Rauner (though she’s said her husband will not). Unity breakfasts, like the gathering the Democratic gubernatorial rivals had the Saturday morning after the March 20 primary, are polite agreements to ignore the preceding ugliness and pretend the ideological differences are minor. But that rhetorical salve is important. Parties with open, infected wounds have a hard time getting healthy by the time voters go to the polls. Every day that goes by with Rauner refusing to apologize and Ives refusing to offer a single nice word about him is a day for the Democrats to celebrate. Seventeen days on Friday. And counting.)

(FROM THE ARTICLE: Rosanna Pulido was nearly unknown in Springfield until last fall when she emerged as the strongest citizen voice opposing the city council resolution to make Springfield a “Welcoming City.” The resolution is positive, progressive and innocuous, with phrases like, “the City of Springfield is committed to continue building a neighborly and welcoming atmosphere in our community, where all are welcome, accepted and appreciated.” But to Pulido, there is nothing innocuous about opening the city’s doors to immigrants and refugees, who she equates with “illegal aliens.” Her arguments that the resolution would be a foot in the door leading to all kinds of harm, from increased crime to increased costs for public services, helped persuade aldermen to table the resolution on a 7-3 vote, with Mayor Jim Langfelder, the son of an immigrant, announcing his opposition as well. She is well known nationally for her past anti-immigrant activism in Chicago. Pulido has only recently become vocal in Springfield, where she moved three years ago. She had spent several years caring for her parents in their final years – first her mother until her death, then her father. After the death of her father, who lived in Texas, she accepted the offer of a friend for whom she had been maid of honor to stay at her home in LaSalle County while she was deciding what to do next. Pulido found peace and quiet there, then moved to Springfield. She speaks of wanting to retire, perhaps from activism, but still has some fight left, now that the national mood seems headed in her direction. “I love Donald Trump,” she says. “He’s with me on immigration. I’ve been battling that since 2003 – fighting, fighting, fighting. Now I see a ray of hope.” In 2001 a friend who was police chief helped her land a job as police dispatcher in Northfield, Illinois, a northern suburb of Chicago. She was appalled when a police detective brought in four different fake IDs, each one slightly different, from a crime suspect who had been arrested. “That opened my eyes to what was going on,” she said. Soon there was a movement to “give driver’s licenses to illegal aliens” and she became active in the fight against that. In 2005 she joined the national group the Minuteman Project in its gathering of some 1,200 volunteers on the Arizona-Mexico border for a citizens patrol to prevent Mexicans from illegally crossing into the U.S. Upon her return she organized an Illinois chapter of the Minutemen. The Minuteman Project has been called a “hate group” for its zeal in the fight against undocumented immigrants. Is it a hate group? “We’re all just regular people,” Pulido says. Over the years she’s associated with other groups accused of being hate groups, including the Federation for American Immigration Reform, for which she is now state adviser. Labeling groups as hate groups is “the way they do things now,” she says. “Everything is blown out of proportion. I’m not going to worry about it.” She then names several left-leaning groups that oppose her point of view. “They’re hate groups. They’re anti-American. They want to change America and our way of life.” Much of Pulido’s public record of controversial statements comes from her 2009 run for Congress as the Republican nominee in the special election to fill the seat vacated by Rahm Emanuel, a race she lost to Democrat Mike Quigley. The Illinois Coalition for Immigrant and Refugee Rights has listed her statements on two fact sheets titled, “The Real Hate in the Debate.” “They hate me,” she says of ICIRR. But she doesn’t deny the statements the group attributes to her, one of which is an off-color joke about gays she had posted on the internet before she began her political campaign. “I made a joke about gays,” she tells me in our interview. “I’m not perfect. I’m going to screw up. I make mistakes.” She says her joke was brought up at a campaign appearance at a gay bar. “I told them I did it, and if I offended anybody I’m sorry. The whole gay bar stood up and gave me a standing ovation.” In Chicago she accused the Catholic church of deliberately luring illegal immigrants to support Catholic social programs. “If the church succeeds in their mission, they will destroy the United States of America,” she said in testimony to an Illinois House committee. “That’s absolutely true,” she says now, while insisting she is not anti-Catholic, having attended a Catholic grade school and an all-girls Catholic high school. No longer Catholic, she is now an evangelical Christian, but she admires her father for remaining a staunch Catholic to the end. She also had posted a comment about Muslims praying. “It reminds me of my dog, smelling butts,” she wrote in 2003. She apologized for that also during the campaign. “Because I’m human. I make mistakes.” She said conservatives make jokes among themselves that may not be appropriate for a wider audience. “If I were with other Hispanics, I could make jokes about Hispanics,” she told me. I asked her if she is a bigot. “I’m a Mexican,” she replies. “I can’t be bigoted.” Pulido often refers to her Mexican heritage, though she was born in Chicago and her parents were both born in Texas. When I asked in an email how far back are her Mexican roots, her reply said in part, “We’re all immigrants from somewhere,” with a clip of President Bill Clinton in 1995 saying it is wrong for a “nation of immigrants” to permit abuse of immigration laws. In Springfield, Pulido may get her second wind. “I’m not afraid to speak out,” she says. “I am not afraid.”)

Specifically, how can Orange County sue when the very actions the Trump administration wants to implement in California have been ruled unconstitutional by a federal judge? The Los Angeles Times: “A federal judge in Los Angeles has ruled that police departments violate the Constitution if they detain inmates at the request of immigration agents…U.S. District Judge Andre Birotte Jr. found that…the constitutional rights of inmates who were kept in custody at the behest of Immigration and Customs Enforcement officers (their rights were violated)…police cannot legally honor such detainer requests from ICE…‘officers have no authority to arrest individuals for civil immigration offenses, and thus, detaining individuals beyond their date for release violated the individuals’ Fourth Amendment rights.” So, what is Orange County up to? She embedded videos from the biggest YouTubers on the platform on the site, including massive creator Casey Neistat. In them, they talk about the YouTube “Ad-apocalypse” where many users are seeing massive dips in traffic, subscriber count loss, and de-monetization of videos. Neistat has more than 9,000,000 subscribers and made a famous video about the YouTube ad revenue scare for creators. It appears that Aghdam was disgruntled by the changes in the YouTube platform. She wrote on her website, “Be aware! Dictatorship exists in all countries but with different tactics! They only care for personal and short-term profits and do anything to reach their goals even by fooling simple-minded people, hiding the truth, manipulating science and everything, putting public mental and physical health at risk, abusing non-human animals, polluting the environment, destroying family values, promoting materialism and sexual degeneration in the name of freedom and turning people into programmed robots!” She goes on to quote Adolf Hitler saying, “Make the lie big, make it simple, keep saying it and eventually they will believe it.” The rest of her message targets YouTube and censorship. “There is no free speech in the real world and you will be suppressed for telling the truth that is not supported by the system. Videos of targeted users are filtered and merely relegated so that people can hardly see their videos.” Aghdam’s website shows screenshots of her “reduced” and “supressed” videos. A budget-related document notes that until the MSPB board has a quorum—it has lacked one for more than a year although nominees for the two vacant seats recently were named—it cannot issue the kind of studies it conducts regularly into federal personnel issues. However, it gave some detail regarding reports in progress. One shows that in a survey MSPB conducted in 2016, more employees reported observing “PPPs”—which include whistleblower retaliation, various forms of discrimination, decisions not based on merit, and more—compared with a similar survey in 2010. “Notably, only 54 percent of respondents in 2016 indicated that they had observed no PPPs, compared to 78 percent in 2010,” it says. The later survey also found high rates of employees reporting that their agencies are not complying with new PPP created in 2012, that non-disclosure policies must include language stating that the policies do not reduce employee whistleblowing rights. MSPB added that it is working on several other studies that rely in part on the survey data. “Those studies cover areas such as individual drivers of employee engagement, sexual harassment, performance management, effectiveness of the HR workforce, and the Pathways program,” it said.)
