Needless-to-say, the less informed that Illinois Republican Precinct Committeemen/Captains are, the less creditable that they are. (FROM THE ARTICLE: Bob Winchester, central committeeman of the Illinois Republican Party since 1992, claims in U.S. district court that the party rigged an election against him. His lawyer, Stephen Boulton of Chicago, alleges that the party improperly favored State Sen. Chapin Rose of Champaign for committeeman in an election on April 18. According to Boulton’s complaint, irregularities occurred at county conventions across the 15th Congressional district. He wrote that irregularities changed the vote “from the true result, a majority in favor of Winchester, to a false result, an alleged majority in favor of Rose.” In an interview on May 21, Boulton said that he had “a number” of affidavits from Madison County which demonstrate that Bob Winchester won the election. Last month, the Record reported that precinct committee men and women in Madison County chose Winchester over Rose by a margin of approximately 60 to 40 percent, and then as a sign of unity voted by acclamation to place 100 percent of the county’s vote in favor of Winchester. Winchester filed the suit in Hardin County, against state central committee members and State Board of Elections members who certified Rose’s election. The party removed the action to federal court on May 18. Boulton’s complaint described a county convention where, “only Rose was presented as a candidate for whom votes could be cast.” “Rose alone was nominated, and by the chairman of the convention,” the complaint states. He wrote that the chairman reported a unanimous vote for Rose to party staff. Boulton said it happened in Fayette County, where Randy Pollard serves as county GOP chairman. “It was over in 45 seconds,” Boulton said. “No understood what happened.” In the complaint, he wrote that several county chairmen reported incorrect results to staff, favoring Rose and that county chairmen and staff acted as agents of the state party. He wrote that the party, through staff, participated in the election by recruiting candidates and directing candidates to withdraw. He wrote that staff opposed Winchester due to “a strong likelihood of losing their positions if the present chairman is not re-elected.” The central committee re-elected its chairman, Tim Schneider, on May 19. Boulton said the committee seated Rose over an objection. “We expected that,” he said. “If Winchester was sitting there rather than Rose, the outcome might have been different.” The court clerk assigned the action to District Judge Staci Yandle.)

Chapin Rose (R-Mahomet) over Robert Winchester, the longtime incumbent in the race for Republican State Central Committeeman in the 15th Congressional District, according to an affidavit obtained by Prairie State Wire. “After this sequence of rapid nomination and voice vote on closing nominations, which in my best estimate took much less than a minute, I turned to a colleague and asked, ‘What just happened?’,” Fayette County Precinct Committeeman Glen Mills said in the affidavit filed with the Illinois Board of Elections. Mills, a Brownstown resident, said in his affidavit that he “later learned” Randy Pollard, Rauner’s downstate director who acted as chair during the convention when the election took place, “reported the vote for Fayette County as unanimous in favor of Chapin Rose.” Mills claims in his affidavit that draft minutes from the convention back up his own memories about how Rose came to win the seat on the Republican State Central Committee that had been held by Winchester since 1992. “The only word I can use to describe the election proceeding on a subjective level is that the election of Mr. Rose was intentionally ‘railroaded’ through the convention at high speed while this precinct committeeman (Mills) was confused by the process,” Mills said in his affidavit. “I do not believe I was given a fair chance to vote for Mr. Winchester in the election for State Central Committeeman for the 15th District conducted on April 18, 2018, or even the opportunity to vote ‘present’ or otherwise not have my precinct’s weighted vote be counted for Mr. Rose.” In April, sources informed Prairie State Wire that Winchester had retained counsel to launch a challenge to voting procedures in his Republican State Central Committee re-election bid. Rose, an assistant Republican caucus leader, has represented the 51st district since 2013, having previously been a member of the state House for about a decade. The Illinois state Senate’s 51st District encompasses all of Dewitt, Piatt, Moultrie, Douglas and Shelby counties and parts of McLean, Champaign, Vermilion, Edgar and Macon counties. Sources told Prairie State Wire in April that the state GOP had run Rose against the incumbent Winchester to punish Winchester for backing Rep. Jeanne Ives (R-Wheaton) in her strong but unsuccessful March primary bid against Gov. Bruce Rauner. Earlier this month, Winchester’s attorney, Steve Boulton of Peraica & Associates in Chicago, said in a letter to state GOP General Counsel John Fogarty that the race results had been determined by a “group of unelected and merely appointed staff members” with “personal and financial interests” in the re-election of current state GOP Chairman Tim Schneider. “The procedure may have well have been employed before, but it is not properly authorized and stands in contravention of the plain language of the Election Code,” Boulton wrote in his letter. “Repetition of an unlawful practice does not make it legal. If such were true bank robbery would be legal today.” In his complaint filed in federal court, Winchester alleged the Illinois Republican party rigged the April 18 election against him. In an interview published this week in the Madison-St. Clair Record, Boulton claimed to have “a number” of affidavits that prove Winchester actually won the election. A source told the Prairie State Wire that Winchester was not even mentioned as an option by Pollard and that he’d called for a voice vote during the April 18 election. “Pollard asked for a voice vote by acclamation for Chapin (Rose) and just moved on,” a source said. “He didn’t even mention Winchester was a candidate, much less the incumbent.” Mills, in his affidavit, described what happened as slightly different from what the source described. Pollard, “very politically powerful in Fayette County,” supported Rose before the convention, “which was confirmed when Mr. Pollard had papers distributed to the Convention supporting Mr. Chapin (Rose), including to me, an action which I considered improper,” Mills said in his affidavit. “At the commencement of the election Mr. Pollard announced that there were two candidates for State Central Committeeman, Chapin Rose and Robert Winchester,” the affidavit said. “After announcing the candidates, Mr. Pollard immediately called for ‘nominations’ which caused me great confusion since he had just announced the two candidates. I did not know what the nominations were for, or what purpose they served, given that the candidates had just been announced.” Pollard then nominated Rose, who “received an immediate second,” the affidavit said. “I remained confused by this procedure, since the candidates were already announced by Mr. Pollard and I was trying to grasp why a nomination process was being conducted at all. In very short order, a voice vote to close nominations occurred, and Mr. Pollard declared the election over. I do not recall any actual vote for Mr. Chapin (Rose) at all.” Mills said in his affidavit that he reviewed draft minutes from the convention, a copy of which was attached to his affidavit, and found they “comport with my recollection that no election vote was actually taken.” “Further, the minutes reflect that Mr. Pollard nominated Mr. Rose only after asking for nominations three times,” the affidavit said. “This comports with my recollection that the actual sequence of from [sic] nomination of Mr. Rose to closing of nominations was very quick.” Pollard, Mills and Rose did not immediately respond to Prairie State Wire requests for comment.)

The State Board of Elections certified Rose as the winner at a special May 10 meeting and said it didn’t have the authority to investigate what Winchester alleges were misdeeds that made Rose the victor to represent the 15th Congressional District GOP. Winchester’s attorney, Stephen Boulton, said he filed suit a week ago in Downstate Hardin County to try to stop Rose from being seated, but his office said the case was not electronically recorded as being filed until late last week, too late to prevent Rose from being seated. The lawsuit contends both the state GOP and the State Board of Elections violated Winchester’s federally constitutionally protected due process rights and that county vote totals were changed to a “false result” in favor of Rose. The Illinois GOP has filed notice to move the case to the U.S. District Court in Benton. “The Illinois Republican Party is confident that the State Central Committee elections were conducted in accordance with state law, our party bylaws, and in an open and transparent manner,” Illinois Republican Party Executive Director Andrew Collins said in a statement. “We are also confident that the results reported to the party by the county Republican central committees were accurate, that the State Board (of Elections) certification of those results was proper and that the results are now final,” Collins said.)

Overtures were also made to Winchester’s lawyers, who were asked if a deal could be made to get them to withdraw from the case. . .Conservative skepticism Winchester has been critical of Rauner and Schneider; he supported State Rep. But apparently, a large number of workers aren’t listening. In fact, one-third of Americans have less than $5,000 set aside for the future, according to new data from Northwestern Mutual. Incidentally, 21 percent of Americans have no retirement savings at all. It’s one thing to have less than $5,000 in your nest egg when you’re only in your 20s or even 30s. But if you’ve been in the workforce for quite some time, that $5,000 doesn’t paint a great picture. And if you don’t take steps to ramp up, you’ll be sorry for it later on. Social Security just won’t cut it Many workers don’t save for the future because they assume they can live on Social Security. But that’s a dangerous, misguided assumption. In a best-case scenario, Social Security will replace about 40 percent of the average earner’s pre-retirement income. Most seniors, however, need double that amount to live comfortably. Even if you’re willing to cut corners in retirement, you can only slash so many basics. You’ll still need a roof over your head, a way of getting around town, and food on the table. Therefore, a frugal lifestyle might allow you to get away with spending a bit less than 80 percent of your former earnings, but not much. That means that while your Social Security income will help cover the bills when you’re older, you still will need a nice amount of savings to avoid falling short.)

The factual error was bad enough, but it also has led to suspicions of biased coverage and “gotcha journalism” over fairness. What appeared to be a tantalizing news lead came out of a meeting Cox had with the U-T editorial board April 23. Smolens was sitting in on the meeting to gather possible subject matter for his column. Yes, sharing the chairmanship shows Rauner’s weakness, since he has almost single-handedly funded the party. This never could have happened under Rauner two years ago. And yes, Shaw lost his chance at potentially knocking out Goliath. And it will remain to be seen how real Shaw’s role will be. For now, what’s important is this is a much-needed move for a Republican party trying to get itself back on track. Rauner desperately needed some declaration of unity after months of high-profile post-primary sparring with his opponent Jeanne Ives and the realization Republican Sam McCann is running as a third party candidate. The governor can now move on to the next fire.)

(FROM THE ARTICLE: There is an old saying, “He who pays the piper calls the tune,” meaning that someone who provides the money has the right to determine what it is spent on. In journalism these days it has taken on a sinister connotation for everything from censoring school newspapers to the firing and even murder of outspoken journalists. Here in the U.S. we like to reflect on the concept of a free press as written into the First Amendment of the U.S. Constitution. But President Donald Trump describes journalists who offer anything but fawning coverage of him and his administration as “enemies of the people.” Another president, Richard Nixon, also once declared, “The press is the enemy.” Carl Bernstein, one of the Washington Post reporters who exposed Nixon’s Watergate scandal in the 1970s, says Trump’s rhetoric is similar to Nixon’s in that he is “trying to divide the country, and make the conduct of the press the issue, instead of the conduct of the president.” The Trump administration is trying to get the public to buy the idea that when a newspaper or television network reports anything that is at all unflattering to the president that newspaper or network is automatically displaying its bias. “In Donald Trump’s America,” said the Los Angeles Times in an editorial, “the mere act of reporting news unflattering to the president is held up as evidence of bias. Journalists are slandered. Facts that contradict Trump’s version of reality are dismissed as ‘fake news.’ Reporters and their news organizations are ‘pathetic,’ ‘very dishonest,’ ‘failing,’ and even, in one memorable turn of phrase, ‘a pile of garbage.’” While Trump aims his fire at even objective reporting that shines light on negative features of his administration, not all newspapers, television networks and other media outlets are placed on his enemies list. Some, like Fox News, shower praise on the president almost round the clock and he rewards them with frequent exclusive interviews. It is impossible to avoid the conclusion that a big difference between the networks and outlooks he likes and the ones he opposes correlates to who owns those various networks and outlets. It goes without saying that the high costs of putting out the news favors billionaires to become owners of huge chunks of print and broadcasting media and it is not always easy to keep track of who owns what. Recent headlines provide an example of how it can get confusing: “Comcast prepares all-cash bid to gate-crash Disney-Fox deal,” or “Disney Could Give Up Sky to Get Fox Assets.” Another fact is that big money doesn’t just limit itself to controlling editorial policy. At times it goes after the ability of newspapers to even continue to exist. Clarity about the nature of what goes on in a world where big money influences journalism was the aim of a May 8 Democracy Now show with Amy Goodman and Juan González. They talked about how rank and file journalists are rising up against a Wall Street hedge fund that is chewing up and spitting out newsrooms across the country. Alden Global Capital, a hedge fund, owns Digital First media, the nation’s second largest newspaper chain.)

That was when a speaker from the Chicago Fed proposed levying, across the state and in addition to current property taxes, a special property assessment they estimate would be about 1% of actual property value each year for 30 years. Evidently, that wasn’t reality-shock enough. This week the Chicago Fed published that proposal formally. It’s linked here. It surely ranks among the most blatantly inhumane and foolish ideas we’ve seen yet. Homeowners with houses worth $250,000 would pay an additional $2,500 per year in property taxes, those with homes worth $500,000 would pay an additional $5,000, and those with homes worth $1 million would pay an additional $10,000. Is the Chicago Fed blind to human consequences? Confiscatory property tax rates have already robbed hundreds of thousands, maybe millions, of Illinois families of their home equity — probably the lion’s share of whatever wealth they had. Property taxes in many Illinois communities already exceed 3%, 4% and even 5% of home values. Across Illinois, the average is a sky-high 2.67 percent, the highest in the nation.)

But domestic welfare was subsumed by the war. Hubert Humphrey carried the banner in 1968, promoting federal planning for jobs, housing, and community development. (FROM THE ARTICLE: The Office of Personnel Management on Monday issued a memo tweaking the rules governing how agencies handle employees who resign while under investigation. In a memo to chief human capital officers, OPM Director Jeff Pon implemented a new provision of the 2017 National Defense Authorization Act requiring agencies to make a “permanent notation” on the personnel file of someone who leaves his or her job while an investigation into the employee is ongoing. Such investigations include those done by an inspector general and adverse personnel actions for performance or misconduct. Pon wrote that the notation should be applied to one’s record only after the person has been given an opportunity to respond to the findings of an investigation. The new procedure does not impact an employee’s ability to appeal the findings of an investigation or adverse action to the Merit Systems Protection Board, and if the employee wins, the agency would remove the notation from his or her record.)
