DAILY HERALD
— What inclusiveness means to me – Vincent J. Heaton Jr., Wheaton
https://www.dailyherald.com/discuss/20191207/what-inclusiveness-means-to-me
(FROM THE LETTER: State Rep. Terra Costa Howard defended her rationale for inviting author Robin Stevenson back to speak in DuPage County, saying, “We are showing the world that our communities embrace the values of honesty, respect and inclusiveness.” This blatant, backhanded, stereotyping of persons daring to hold positions differing from our “modern” society as being, “dishonest, disrespectful, and exclusionist” underscores a real problem that permeates our social, political and business cultures.)
— New Illinois Harassment Training Law Set to Take Effect January 1 – Jim Mitchell (DIERSEN: The federal government requires all its employees to take lots of such training. I worked for the federal government 1966-1969 and 1971-1997. The training hints/implies/argues/shouts that a) Whites are racists, b) men are sexists, c) older people are bad, d) conservative people are bad, e) Protestants are bad, f) Republicans are bad, g) German Americans are bad, f) rich people are bad, g) draft avoiders are bad, h) those whose ancestors have been in America for a long time are bad, i) etc.)

I washed dishes for the minimum wage November 1964 – May 1966 in the basement of the S.S. Kresges in Chicago Heights. Needless-to-say, my critics/opponents, their operatives, and their dupes would never have stooped to take such a job. With the money that I earned, I bought a new 1966 Pontiac Tempest Sprint that I used to get to/from a) jobs cleaning golf shoes, chipping slag, and pumping gasoline during the summer of 1966, b) classes at UIC 1966-1967, and c) my job working for the Park Forest Post Office 1966-1967.)

— How to spot microaggressions at work – Lydia Smith (DIERSEN: Microaggressions are bad, but adverse actions are worse. My Democrat GAO superiors forced me to retire in 1997 when I was 49 years old, gave me unfair performance expectations and appraisals, always ranked me in the bottom half of my coworkers for pay-for-performance purposes, did not promote me beyond GS-13, got rid of my mentor in 1987, kept me off audits of IRS for all but 3 of the almost 18 years that I worked for GAO, and forced me to take a $19,568 (21%) pay cut in today’s dollars to transfer from IRS to GAO in 1980. My Democrat IRS superiors did not promote me beyond GS-12, disallowed my education deductions in 1978, got rid of my mentor in 1975, and disallowed my partial day per diem claims in 1974. My Democrat Post Office superiors forced me resign in 1969 and disallowed my sick leave requests in 1969 and 1968.)

— The Fact-Check Industry Has our investment in debunking worked? – Emily Bell (DIERSEN: What qualifications do my critics/opponents, their operatives, and their dupes have to be fact checkers? While I worked for GAO 1980-1997, the last 11 years of which at GS-13 Step 1-10 levels, currently $98,198-$127,654, I increasingly worked as a referencer, that is, as a fact checker. That work required assuring the accuracy and support for each and every word, number, table, graph, chart, conclusion, opinion, and recommendation in GAO reports. I worked for IRS 1971-1980, the last 5 1/2 years of which at the GS-12 Step 1-5 levels, currently $82,279-$93,592. My other fact checking qualifications include my becoming a Forensic Accountant in 1997, Certified Fraud Examiner in 1990, licensed CPA in 1981, Certified Internal Auditor in 1981, and CPA in 1979.)

— AARP Spikes Investigation Into Age Discrimination By The U.S. Government – Patricia Barnes (DIERSEN: According to my critics/opponents, their operatives, and their dupes in the Milton Township Republican Central Committee, DuPage County Republican Central Committee, Illinois Republican Party, Wheaton, Wheaton Chamber of Commerce, etc., a) the federal government has never engaged in any kind of political affiliation discrimination, reverse discrimination, age discrimination, or retaliation and b) all the adverse actions that my Democrat Post Office, IRS, and GAO superiors took against me were justified because I am a White supremacist, Nazi, KKK member, hater, racist, sexist, bigot, and even worse things who should be gotten rid of once and for all.)
https://www.forbes.com/sites/patriciagbarnes/2019/12/02/the-aarp-spikes-investigation-into-age-discrimination-by-the-us-government/
(FROM THE ARTICLE: The AARP has spiked the publication of an investigative story about systemic age discrimination in recruitment and hiring by the U.S. government. The 4,000-word story is one of two articles that the AARP commissioned for the January 2020 edition of the AARP Bulletin. The other story, said to be an overview of age discrimination in employment, is still slated for publication. The AARP, which has 38 million dues paying members, did not respond on Sunday to requests for comment by email and telephone. Why would the AARP, which claims to advocate for Americans aged 50+, jettison an important story about age discrimination in hiring by the U.S. government? A source close to the matter, who asked not to be identified, said senior officials at the AARP killed the story due to political considerations and to avoid risking the loss of federal grant funding. The AARP in 2017 was awarded $74.4 million for job training services from the U.S. Department of Labor and $9.6 million from the Internal Revenue Service to provide tax assistance to seniors. According to Axios, the AARP is one of the largest media companies in the country, earning more than $174 million annually in media-based advertising revenue. The AARP Bulletin has the 2nd-highest circulation in the country. The AARP and its nine subsidiaries earned an estimated $1.65 billion in annual revenue in 2018. Age Discrimination Little media attention has been paid to the federal government’s role in perpetuating age discrimination in the United States. Since 2012, the U.S. Office of Personnel Management’s (OPM) has operated a program called the Pathways “Recent Graduates” Program that permits federal agencies to discriminate based on age in the recruitment and hiring of workers. The program was created by former President Barack Obama in 2010 through Executive Order #13562. It allows federal agencies to restrict applications for job vacancies to individuals who graduated from a qualified educational institution within the preceding two years. The program not only harms older workers by arbitrarily excluding them from federal jobs but it sends a message to the private sector that age discrimination is acceptable. Pursuant to a 2017 Freedom of Information Act request, the OPM said about 93 percent of applicants hired for 92,193 jobs under the Pathway “Recent Graduate” Program from 2012 to 2017 were under the age of 40. The Pathways “Recent Graduates” Program is a classic example of “disparate impact discrimination,” where a seemingly neutral policy has disproportionate and adverse impact on older workers. The OPM has said the program will continue until it is invalidated by a sitting president. So far President Trump has shown no inclination to halt the program. A source said the remaining AARP article refers briefly to age discrimination by the federal government. Political Headwinds The AARP increasingly finds itself in difficulty due to its conflicting roles as the self-proclaimed advocate for older Americans and as the leading purveyor of supplemental health insurance to older Americans who are Medicare recipients.)

(FROM THE ARTICLE: The report recommends Congress significantly ramp up its technical expertise on committees, and at support agencies like the Government Accountability Office and the Congressional Research Service. A recent study by Harvard’s Belfer Center came to a similar conclusion, finding that “Congress has not shown that it has the necessary capacity and expertise to fully exercise its constitutional duties … (and) has appeared unprepared to reckon with emerging technologies and their effects on society.” . . . There have also been efforts within GAO to bolster its science and technology capabilities, leading to the creation of the Science, Technology Assessment, and Analytics team, as well as a new Center for Strategic Foresight. Restoring Congress’ foresight and analytical capabilities would be an important step toward reestablishing the institution’s place as the “first branch.” Both GAO and OTA were designed to serve the major policy priorities of committees, and thus offer a high return on investment per dollar spent for taxpayers. Nonetheless, it’s not the only upgrade needed.)

NASDAQ
— Why 60% Qualified Is Enough, According to a Recruiter (DIERSEN: GAO audits IRS. In 1980, when I was 31 years old, according to the Democrats who ran GAO, I was NOT qualified to transfer in from IRS as a GS-12 Step 5, currently $93,592/year. They insisted that I accept a downgrade to GS-9 Step 10, currently $74,024/year, a pay cut of $19,568/year (21%) in today’s dollars. They never would have done that if I had been a Democrat, minority, female, or veteran. I had passed the CPA examination on my first attempt in 1979. I had almost completed the requirements for a master’s degree in accounting from DePaul. I had earned an MBA from Loyola in 1976. I had worked for IRS for almost 9 years, the last 5 1/2 years of which at the GS-12 Step 1-5 levels, currently $82,579-$93,592/year. I had earned a bachelor’s degree in management from NIU in 1970. Much of what I did for IRS was very similar to what I would be doing for GAO including interviewing, gathering data, summarizing data, analyzing data, report writing, and making recommendations.)

(FROM THE ARTICLE: If you’re a woman who has ever embarked on a job search, you may have heard the buzz: Women and men tend to approach job searching differently. In 2013, HP released a report stating women usually apply for jobs only if they meet 100% of the requirements. In many cases, women view a job description as a list of skills and qualifications they should already have instead of skills they can develop as they learn the job. Men, on the other hand, usually apply if they meet 60% of the requirements. While this statistic certainly does not apply to all job seekers, it does resonate with many women in the workforce.)

(FROM THE ARTICLE: Sponsored by Demand Justice, the ads target a half dozen prominent firms that sponsored the dinner, such as Kirkland & Ellis, where Kavanaugh served as a partner, as well as Sullivan & Cromwell, WilmerHale and Consovoy McCarthy, where a senior partner was recently confirmed as a federal appellate judge. The bare-knuckle ads are a rarity in the city’s genteel legal world and an example of the increasing toxicity of the political debate over Trump’s judicial nominees. Demand Justice says the ads are the beginning of a sustained campaign “to hold accountable” people who help the Federalist Society “rehabilitate a sexual predator and attack the rule of law.’’ The Federalist Society declined to comment. Carrie Severino, a longtime Federalist Society member and policy director of the conservative Judicial Crisis Network, called criticism by Demand Justice and other liberal groups a badge of honor. The Federalist group “is a successful network of conservatives and conservative lawyers that are very effective,’’ Severino said. Liberal critics “don’t like that,” she added.)

My Democrat GAO superiors succeeded in getting rid of the GAO manager who hired me in 1980, got me assigned to audits of IRS in 1986, and promoted me in 1986.)
https://www.beltwaybreakfast.com/whitehouse/2019/11/25/trump-administration-and-its-enablers-attempt-to-smear-civil-servants-not-political-holdovers/
(FROM THE ARTICLE: The attempt to smear these nonpartisan civil servants is part of a long-running attempt by Trump and his allies to delegitimize the entire concept of a non-partisan civil service. It’s a project that stems both from Trump’s obsession with loyalty combined with his misguided belief that federal employees work for him, and from his administration’s goal to “deconstruct the administrative state.” It began shortly after Trump was sworn in on January 20, 2017, when his allies in conservative media began complaining about “Obama holdovers” serving on the staff of the National Security Council, and in places like the Defense Department, State Department, and pretty much every other executive branch agency. These “holdovers,” Trump allies said, were to blame for many of the president’s failures, and were part of a Democratic “deep state” working to frustrate Trump’s goals. The problem with that, of course, is that there is no such thing as a “holdover” — at least not the way Trump and his allies mean. It is possible for an agency official to be a holdover from a previous administration. When President Obama was preparing to take office in January 2009, he asked then-Bush Defense Secretary Robert Gates to remain in his position. Gates, a political appointee, was literally held over from the previous administration. But that’s not what the term means to Trump and his allies. To them, “holdovers” are the career civil servants and subject matter experts who keep the government running. Such people been a fixture in American government since 1883, when then-President Chester Arthur signed the Pendleton Civil Service Reform Act, which created a competitive exam process for selecting government employees and made it illegal to fire them for political reasons. Arthur was an unlikely booster for the idea of a professional civil service. He was a “stalwart,” part of a faction of the Republican Party that supported the “spoils” system, which gave the president — and the party controlling the White House — complete control of federal hiring. He was elected as James Garfield’s running mate to placate those Republicans who were concerned about Garfield’s potential for turning off the spoils system’s spigot of graft. But the abundance of patronage jobs — and the president’s control over them — ended up costing Garfield his life in September 1881, months after he’d been shot twice by Charles Guiteau, a mentally ill man who’d attacked Garfield in a Washington, D.C. train station because he’d been denied the job of consul to Vienna or Paris. The horror of Garfield’s assassination galvanized public support for a civil service bill, and Arthur — who’d been the subject of unfounded suspicions after his name was invoked by Garfield’s assassin — signed it. Since then, nonpartisan civil servants have been a fact of life for presidents. Most have understood that the career professionals who staff the executive branch departments have a vital function. But not Trump. For Trump, having served in government during Barack Obama’s presidency is enough to cast suspicion on any federal employee, and his suspicion of career professionals has extended throughout the executive branch. At agencies large and small, policy planning meetings are routinely restricted to political appointees, and some policies — like the proposed (and dead-in-the-water) merger between the Office of Personnel Management and the General Services Administration — have been designed to give the White House more control over hiring. Many of those policies have not come to fruition, but the goal of getting rid of “disloyal” employees has now become an article of faith for Trump defenders. A Senate trial will give Republicans yet more reasons to attack career professionals as disloyal. The next election will determine whether punishment for “disloyalty” will become more than a conservative pipe dream.)
