He said he refused. Smothers also said the VA reassigned him to an office with no computer access, no significant duties and no social contact. VA officials had no immediate comment on Smothers’ claim that he was punished for speaking up but said the agency does not tolerate retaliation. (FROM THE ARTICLE: When employers come up with salaries, there are two different ways they think about how much a worker should earn. Jacque Simon, the public policy director for the American Federation of Government Employees (AFGE), a union, puts it this way: Should a salary be tied to the job itself, or to the individual hired to fill it? In the first scenario, employers decide what they are willing to pay for someone to carry out a certain role. In the second, the employer focuses more on the individual and what they are worth to an organization. Federal employers  fit into the first category, using a rigid pay scale similar to ones favored by labor unions. Labor unions view structured pay scales as a means of preventing discrimination based on gender, as well as age, race, and other categories. “Once you give supervisors in the federal government the ability to vary pay by individual, rather than job, they are going to reward the people they like the best,” says Simon. In the federal government, most white-collar jobs are governed by the General Schedule, which includes 15 general pay levels that vary based on the experience, skills, and education needed for a position. Each job opening is posted at one of these levels, so candidates can only negotiate within the minimum or maximum pay range (there are 10 steps within each level). The pay system, which was launched 1949, was designed to ensure that people with the same skills got paid the same salaries. Limiting salary negotiations benefits women because research shows that they are less likely to negotiate salaries, and are more likely to be penalized if they do. Also, giving hiring managers more discretion may introduce inadvertent biases when putting together an offer. This has been effective, but it still leaves room for some discretion, not all of it good. For example, some federal agencies base salary offers on what an applicant made at his or her previous job, which contributes to disparities in pay, according to the Office of Personnel Management, the federal agency that oversees hiring and payroll. So, this year, the office urged agencies to consider an applicant’s previous salary as only one of many factors in drawing up offers, because that number may be, as is often the case for female job candidates who left the workforce for several years, artificially depressed. (Though senior government executives are not paid within the General Schedule system, their pay scale is somewhat a continuation of it, with more discretion in pay negotiations.)

(FROM THE EDITORIAL: The public pension crisis in Illinois is a runaway train. So when we see someone actually try to apply the brakes, we take notice. The DuPage County Forest Preserve District this week approved a sweeping series of changes to its employee pay policies that leaders predict will save the county $6 million over the next 20 years. That might not seem like a lot of money, but it’s not chump change. What it is an important step in the right direction. Just think of how this could mushroom if similar steps were taken in many of the other 6,900-plus taxing bodies in Illinois. A story today by staff writer Robert Sanchez lays out how forest preserve commissioners have decided to ratchet down an established bonus program and also put the brakes on lump-sum payouts to qualifying or retiring employees for unused sick time. “These changes will curb long-term spending, especially in the area of pension costs,” Commissioner Jeff Redick said, “and allow us to responsibly serve the taxpayers and both our current and future employees.” The district for years has handed out longevity-based bonuses to retiring or qualifying employees that averaged $15,000 to $20,000. You don’t find that in a lot of private-sector jobs. Not anymore. Nor do you find many companies that still — if ever — reimburse employees for unused sick time. The district isn’t going to take money from people already expecting it. Like companies that have eliminated their 401(k) contributions in lean times, those employees who already are in the bonus program — called a “retention incentive” program — will still get bonuses, but starting Jan. 1 they no longer will grow. Those who haven’t yet qualified for the bonus program never will. The district also is putting limits on lump-sum payments for sick days accrued after the start of next year. What is even more important is that the forest preserve district has decided to eliminate both the bonus and sick time payback from the calculation of pensions. That in itself is expected to save $4.5 million in pension liability over the next 20 years. In a time when pension payments in some cases are reaching a tipping point with operational costs for governmental bodies, it’s important to look toward ways in which the private sector has managed to stay afloat in tough financial times. Other taxing bodies should follow this example.)

The company announced Wednesday that it will provide $100 a month for up to 36 months to full-time sales associates and “high potential” and “top performing” employees who are paying off student loans or in the process of earning a degree. With unemployment low, many companies are struggling to pull in and retain dedicated young workers with good skills, and increasingly they are eyeing help with student loans as a means to stand out as an employer, said Gary Kushner, president of Kushner & Co. a Michigan-based benefits consulting firm. While large companies such as Fidelity Investments and PriceWaterhouseCoopers have received national attention for providing the new benefit, small and medium-size companies are especially interested in it as a retention tool, he said. “If you are fortunate enough to get skills and the right cultural fit, you want to hold onto the person as long as you can,” said Kushner. He noted that retailers especially face a struggle. About 4 percent of employers have been offering student loan repayment help this year, according to a Society for Human Resource Management survey of employers. Americans have about $1.2 trillion in student loan debt and about half of those with loans have monthly payments that are excessive based on their incomes, according to a study by the U.S. Government Accountability Office. Academic research has shown the pressure of college loans is causing some millennials to delay marriage, children and home purchases. . .The company also is offering a tuition reimbursement program for some employees who pursue education while working and gives 30 college scholarships of $3,000 each to children of employees. Helping employees pursue education while on the job is not a new benefit. In contrast to the new perk aimed at new workers with student loans, the old programs were designed to increase skills of existing employees. According to the Society for Human Resource Management, tuition reimbursement programs for employees who go to undergraduate or master’s programs have been cut back in recent years. In 2012, 58 percent of employers were offering the benefit to employees going to graduate school. In 2016, that had dropped to 52 percent. For undergraduate tuition, 61 percent were giving benefits in 2012, but that had dropped to 55 percent in 2016. Tanya Mulvey, researcher for the human resources group, said that employers have been looking for ways to cut some benefit costs to make up for the extra cost of health insurance. The average tuition reimbursement per employee per year was $4,442 in 2016, she said. Companies offering tuition reiumbursements can receive a tax deduction.)

Now it’s schismed between (1) the won’t haves, essentially the Millennial generation, which has maximum debt and minimal job opportunities and which views income redistribution as the solution; (2) the entitlement class, which includes retirees and all those who receive some income from some government source; (3) the keep what I haves, primarily the working class, struggling to pay their bills and affected the most by crime, property taxes and neighborhood change; (4) the haves, those families earning more than $100,000, spending more than they make, worth maybe $1 million, and worried about the future; and (5) the wealthy, the infamous top 1 percent, whose net worth is $10 million and up. Of those demographic sectors, only two in 2016 sought to upset the status quo, the Millennials, who embraced Bernie Sanders’ socialism, and the working class, who embraced Donald Trump’s anti-elitist populism. Each was sending the message no more Clintonism, Obamaism, Bushism, elitism, insiderism and favoritism. Yet, on Nov. 8, all of those “isms” will triumph.)

(FROM THE ARTICLE: The federal-private sector pay gap remains essentially unchanged from a year ago at 34.07 percent, the Federal Salary Council has reported. While that represents the official word, based on BLS data, it likely will have little to no impact on the prospects for the January 2017 federal employee raise, which will be 1.6 percent unless political leaders take up the raise issue. They have shown no sign of interest in doing so this year, similar to the pattern of the prior three years when the council also reported a pay gap in the 34-35 percent range but raises only in the 1-2 percent range were paid—also in each case by default when no figure was enacted. The 1.6 percent raise is to be paid as 1 percentage point across the board and the 0.6 percent divided as locality pay. However, even in those areas, the raise likely will be only in about the 1.8 percent range. The lowest-paid locality, meanwhile, is the catchall rest of U.S., which covers areas in the contiguous states outside one of the 44 city areas (Alaska and Hawaii are separate localities in their entirety) as well as U.S. territories and possessions. The raise in those areas likely will be around 1.4 percent; exact figures are to be set by a late-year executive order formalizing the raise. Locality rates are paid according to where employees work, not where they live, and reflect comparisons of labor market conditions, not cost of living.)

Now, a dozen women who wanted desperately to become paramedics are accusing the Chicago Fire Department of devising two new physical agility tests that are equally biased against women. One test requires candidates to go up six flights of stairs with a 250-pound dummy within eight minutes. The other requires candidates to step onto and off of an 18-inch-high box to the beat of a metronome for two minutes without missing a beat while holding 25-pound weights in each hand. When she tells voters Hernandez’s age, they say, “She is way too young to be doing a job like this,” Pasetti-Olson said in an interview. Hernandez embraces her relative youth. “To my advantage would be that I am young,” she said, and that she has “fresh ideas” and the time and energy to interact with constituents. Hernandez cited the number of organizations and community events with which she has been involved. “What was she doing when she was 23?” Buying a house, paying taxes, raising children and working, Pasetti-Olson replied. Hernandez said she lives with her parents and does not pay rent but contributes money to household expenses. She works for state Rep. Linda Chapa La Via, and for the Illinois Mathematics and Science Academy. She cited several reasons, including paying college loans and not being ready to purchase property, for her decision. “I honestly think it is a cultural thing as well,” Hernandez said. “As Latinos, we tend to stay with family.” “I don’t feel like I’m too old” to serve effectively on the board, Pasetti-Olson said. She said she has been walking door-to-door to meet voters. Pasetti-Olson supports county board Chairman Chris Lauzen, including his effort to keep the county’s property tax levy frozen. Hernandez thinks the county should increase the levy, at least enough to account for growth due to new properties. Hernandez said she would support requests from the sheriff’s and state’s attorney’s office for more staffing and other resources. But where would money come from? She said the county should pursue getting more money from the state and federal government. “I feel like several state representatives have been able to bring back (money) for their regular (legislative) district, but they haven’t (specifically) looked into Kane County,” Hernandez said. She said she has developed connections in state and local government, working on constituent services for Chapa La Via, that would be useful. Pasetti-Olson does not support increasing staffing and said Kane County should study neighboring DuPage County for ways to reduce it. Pasetti-Olson cited traffic congestion in the district as one issue she is concerned about, specifically the intersection of Orchard Road and Route 30, and along Montgomery Road. She knows Aurora, the Illinois Department of Transportation and Kane County have long-term solutions in mind, but she wants quicker short-term fixes, such as installing more signals on Montgomery.)

(FROM THE ARTICLE: It ain’t easy being a Chicago political boss these days. Just ask Joe Berrios, the supposed leader of the party that dominates Cook County. Berrios expected each committeeman from Chicago’s 50 wards and the 30 suburban Cook townships to “buy a table” at the county Democratic Party fundraiser on Oct. 13. Some have not done their share, prompting a terse letter from county party headquarters. In an email obtained by the Chicago Sun-Times, a top Berrios aide comes off sounding more like the Nicor collections department than a political boss’ enforcer. “You are receiving this notice because you did not support our 10/13 fundraiser by purchasing any tickets,” wrote Jacob Kaplan, the county Democrats’ executive director. “The Chairman asked all committeemen to support the event by purchasing 10 tickets (at $200 each).” I talked to one committeeman who’s openly bucking Boss Berrios and three others who said they were withholding payment to the party but didn’t want to be publicly identified. Berrios is threatening to out the scofflaws at Friday’s meeting of party brass at the Erie Cafe, a Near North Side restaurant where the chairman’s own political funds have dropped more than $70,000 in the last few years. Kaplan warned the committeemen: “A report on the October fundraiser will be produced at our committeemen pre-election meeting next Friday (10/28) at Erie Cafe. Several committeemen have requested a list of committeemen who have not supported the party’s October fundraiser. If you do not want to be on this list, please reply and let us know how many tickets you will be sending a check into the party for.” Kaplan would not name the committeemen who have not complied with the boss’ fundraising request. Nor would he tell me which of the nice committeemen requested a list of the naughty. “There’s about 15 or so holdouts,” Kaplan said Tuesday. “Some [contributions] may come in by Friday.” Kaplan acknowledged that “it’s not like the old days,” when a Cook County Democratic boss such as Dick Daley could growl an order and every committeeman would heel instantly. “We just ask everybody to contribute something they can afford, even if it’s just one ticket, to share the burden of keeping the party going,” Kaplan said. Many committeemen already paid their share, or even gave much more than what was sought, according to campaign-finance reports. The party reported getting $10,000 from two campaign funds controlled by 14th Ward boss Ed Burke, while John Daley’s 11th Ward Democrats contributed $2,000. In June, the county party organization got $25,000 from Toni Preckwinkle, the County Board president who’s also 4th Ward committeeman and an executive vice chairman of the county Democrats. But 1st Ward Ald. and Committeeman Proco Joe Moreno says he won’t give a dime. He noted that Berrios, Kaplan and other county party officials helped a candidate who tried to unseat him in the committeeman’s race earlier this year. In 2014, Moreno supported a successful challenger against Berrios’ daughter Toni, who had been a state representative. “I have a strong, powerful, progressive ward organization,” Moreno said. “I don’t need to give money to his a– to work against me.” Moreno said he’s considering running against Berrios for the chairman’s day job as county assessor. Another committeeman, who asked not to be identified, said of Berrios, “Why give him money? I don’t understand. He hasn’t done anything for me.” Berrios may manage to placate them. But the only person he really must be sure to please is the true boss — the state party chairman and Illinois House speaker, Mike Madigan. If the fundraising request had come from Madigan, there’s little doubt all 80 committeemen would pull out their checkbooks as quickly as the Erie Cafe’s waiters hustle to serve Berrios.)

(FROM THE ARTICLE: For every chair occupied by a woman in the corporate C-suite, six are filled by a man. In the federal government, it’s 1 out of every 3. Women are gradually advancing to the highest levels of government, where they now represent 33.7 percent of the leaders known as senior executives. These are the mostly career managers who carry out the mandate of the White House, occupying key roles just below top presidential appointees. In the civilian world, they’re the generals and admirals who run their agencies day-to-day. Women and men have not reached parity in the top ranks of government. But among the 7,187 career senior executives, they’ve reached pay parity, with women getting a slight edge. Their $175,451 average salary is $479 more than men’s.  Women have climbed further than their male counterparts at private companies, where just 16 percent of executives are women, according to an analysis by McKinsey & Company, working with the Partnership for Public Service. The Government Accountability Office, a little-known agency that acts as the government’s fiscal watchdog, has quietly cultivated a culture that has helped women thrive. The result? Women make up 41 percent of the senior executives there, substantially above the government-wide average. The GAO has what’s best described as an unglamorous mission: It audits government programs for Congress to ensure that taxpayers get the most efficient and accountable spending for their money. The audits released this month include titles such as “Agencies Have Sound Procedures for Managing Exchanges but Could Improve Inventory Monitoring” (on nuclear material) and “Guidance Needed for Completing Required Impact Assessments Prior to Presidential Drawdowns” (on security assistance). Arcane as the work is, it gets results: Federal agencies act on about 80 percent of the GAO’s recommendations to improve their operations, even if some guidance takes years to be implemented. Yet the GAO is not just a good place to work (it consistently ranks near the top among midsize agencies in the Best Places to Work in the Federal Government annual rankings) but a good place to work for women. Of the agency’s 121 senior executives, 50 are women, including the general counsel and chief operating officer. “With the wide variety of work we’re doing, you want to have a representative workforce,” Eugene Dodaro, the comptroller general of the United States and GAO head, said in an interview. Government agencies have long prided themselves on helping their employees balance their work and personal lives. The GAO’s approach is more serious than most: day care on site at the Washington headquarters, a student loan repayment program, a generous telework policy — 65 percent of the staff worked from home one day or more per pay period last year — and a flexible relocation policy. When she was hired 26 years ago as an entry-level analyst right out of graduate school, Orice Williams Brown told herself she would do this for a few years until the financial markets, still reeling from a crash, recovered. Her first assignment was to investigate why the Internal Revenue Service was not using interest on municipal bonds that local governments had returned to the federal government. “I was totally hooked,” she recalled. She was promoted to senior executive in 2005, in charge of the team that audits financial markets and community investment. Five years ago, she was made a managing director. “The work is extremely appealing,” Williams Brown, 50, said. “It’s a family-friendly culture. I’ve seen people advance regardless of where they are in their personal life. I’ve seen people promoted who are out on maternity leave.” She said that by having employees work in teams with experts from different disciplines, the GAO puts a premium on collaborative skills and coming to collective decisions. “That’s one of the things women are really socialized to do.” For Susan Poling, the GAO’s stable leadership is a big factor in why she and other women thrive. The agency is not run by a political appointee whose face changes every four years, but by a nonpartisan civil servant who serves a 15-year term. Like many lawyers, Poling found that government gives women opportunities to advance without working the 70-and 80-hour weeks that are essential to making partner at corporate firms. “One of the things I bring is that I’ve been a working mother, and I have other men and women on my staff who are working parents,” she said. (FROM THE ARTICLE: Even weeks after her passing, conservative icon Phyllis Schlafly is suffering attacks from #NeverTrumpers and an activist judge. For what Schlafly’s son, Roger Schlafly, calls indecipherable reasons, low-rated Illinois Judge John B. Barberis has ordered Schlafly’s Eagle Forum to remove all pro-Trump articles which were posted to the group’s website after April 10, 2016. Schlafly spent the last year of her life supporting GOP nominee Donald Trump for the presidency. But she also spent it arguing with a small handful of board members of her own organization about that support. And now, in the weeks after her death, that small group of officers have taken Eagle Forum to court and have somehow succeeded in getting a judge to shut down the Eagle Forum political action organization Schlafly spent a lifetime building. All in an effort to eliminate information about the very candidate she fully supported. In the months before her passing, Phyllis fought off the small group of board members who tried to oust her from the very organization she built. And it was all because she supported Donald Trump against their wishes. In April she issued a video telling the world she was still in charge. But apparently the fight has now continued beyond her death. This month Judge Barberis issued an order filled with demands that Schlafly’s son, Roger, feels are if not illegal, at the very least un-American. The judge’s order seems to be compelling people not a party to the #NeverTrumpers’ lawsuit to do things. For instance, Roger was not named in any of the lawsuits brought against Eagle Forum by the handful of #NeverTrump board members, yet the judge’s order says that Roger must remove all pro-Trump items from the Eagle Forum website. Roger Schlafly, though, decided to take the whole website down and leave an explanation letter in its place because he can’t understand the order given by this #NeverTrump judge. The lawsuit is against Eagle Forum c4 but orders me personally to assist in transferring “Eagle Forum [c4] Property”. This is in spite of the fact that I am not a party to the case, and the court papers say that I am “not associated or affiliated with Eagle Forum [c4] in any way.” Roger also noted that the judge is demanding that he and others on the board refrain from advocating for any political positions as the #NeverTrump activists continue their lawsuit. I have never heard of any political advocacy organization being ordered not to express opinions on a web site. Not in the USA, anyway. I thought that the First Amendment prohibited that sort of thing. Roger goes on to say that the judge also told him he is not allowed to even talk to “third parties” about anything involving Eagle Forum. He then asks since when does any American need permission from a government to talk to a third-party about anything? He concludes explaining what he is doing with the site…  Complying with this order will not be easy. I am not sure exactly what was on the site on April 10. If I remove the pro-Trump articles, I will create dead links. If I explain the dead links, I might be accused of advocating something. I am reluctant to even post the court order, as that might be construed as advocating about litigation. I am not sure that the Eagle Forum c4 even has any property on the web site. Most of the site involves political works and activities of Phyllis Schlafly, and these have nothing to do with the plaintiffs in this lawsuit. I have tried to understand the their demands, but they have never even expressed any interest in the web site, as far as I know. Rolling back Phyllis Schlafly’s web site to purge her pro-Trump views is a dishonest and treacherous thing to do, and I refuse to do it, unless forced by the court. So I am shutting down the eagleforum.org web site for now. I am very sorry about this, and hope to have it back up when the legal issues are settled. So, who is this Judge John B. Barberis? He is the judge on the Illinois Third Judicial Circuit Court and is running to fill a vacancy on the Illinois Fifth District Appellate Court. But Barberis, running as a Republican, was not endorsed by the Illinois State Bar Association and was rated as “not recommended” in 2014.)

— Trump’s ‘Nasty Woman’ Remark Rallies Clinton Voters – AP  (DIERSEN: Of course, obviously, needless-to-say, without question, and very sadly, far too many Democrats and Democrat plants, Libertarians and Libertarian plants, Greens and Green plants, and RINOs are nasty.  I bring campaign literature for all Republican candidates to all the homes in my precinct that have one or more Republican or Independent registered voter.  Because of that, I encounter far too many nasty Democrats and nasty Democrat plants, nasty Libertarians and nasty Libertarian plants, nasty Greens and nasty Green plants, and nasty RINOs.  Because I am a Republican Precinct Committeeman, they blame me for their problems, for your problems, for my problems, and for everyone’s problems.  They are filled with hatred against Trump and against Trump’s supporters.  They make it clear that they are going to punish me and punish all Republicans because of Trump.  They “feel free” to be nasty to me and even worse things because of my terrible demographics –  Republican, conservative, White, male, older, German national origin, Protestant, gun owner, non-veteran, non-poor, ancestors who have been in America for a long time, overweight, childless, pet-less, etc.  Many of them know of those in Wheaton, in Glen Ellyn, in Milton Township, in DuPage County, and in Illinois who have lots of religious, government, political, and/or financial clout who want to get rid of me.)
