The bill would require the U.S. Treasury Department to continue operating the IRS Free File Program and to work with state government agencies and the private sector to expand and enhance the program, which offers free commercial-type online individual income tax preparation and electronic filing services to the lowest 70 percent of taxpayers by income, according to the bill’s summary. “As an added bonus, the program actually saves the federal government an estimated $13 million a year because electronic filings are less expensive for the IRS to process than paper versions,” said Roskam. The bipartisan bill has 123 cosponsors, including subcommittee chairman Jenkins and subcommittee members Bishop, Walorski, LaHood, and Curbelo. Rep. Roskam also introduced the bipartisan Restraining Excessive Seizure of Property through the Exploitation of Civil Asset Forfeiture Tools Act, H.R. 1843, on March 30, 2017, which would limit IRS authority to seize the funds of law-abiding citizens under false pretenses, said Roskam. Multiple incidences uncovered by House Oversight Subcommittee members showed that the IRS has abused its authority “and was stealing legally earned funds solely because the owners ran afoul of structuring laws,” he said. An identical bill, S. 824, was introduced in the Senate by U.S. Sen. Tim Scott (R-SC) on April 4, 2017. Rauner won in 2014 on an agenda of reform, but has failed to deliver. He vetoed a tax increase by was overridden by the state’s Democrat-dominated legislature. Worse, from a conservative point of view, he broke a key pledge and signed a law expanding state funding of abortions. He also signed legislation making Illinois a “sanctuary state.” Ives is a solid conservative who graduated from West Point and served overseas in the U.S. Army. Her only political weakness is her lack of name recognition outside of her district in the western suburbs of Chicago. She trails Rauner by a wide margin in early polls. However, as Crain’s notes, having a sizable campaign war chest will help her advertise. Recently, Ives told Breitbart News: “Any time conservative voters know that there’s an opponent to Bruce Rauner, they’re motivated to come to the polls and work for me and vote for me. And that’s because my record is one of conservatism, and they are very upset at sanctuary policies, taxpayer funding of abortion, junk science on transgender issues, [and] bailing out Chicago schools with our school money.” Pritzker, like Rauner, is a billionaire with little prior formal political experience, although he has close ties to the state’s Democratic Party establishment.)

(FROM THE ARTICLE: State Rep. Jeanne Ives’ candidacy continues to roil Republicans as many in the GOP establishment embrace Gov. Bruce Rauner as their best hope in the general election, while conservatives dig in for the challenger in the March 20 primary. And if recent events are any indication, much of the battle will be fought in the suburbs. At a Rauner pep rally with DuPage County GOP leaders a week ago, some Republicans admitted to angst over how Ives, a social conservative from Wheaton, is splitting the party, although Rauner didn’t even mention her name. Instead, he said the real threat will come from Democrats in the November general election. “We can’t have Mike Madigan and J.B. Pritzker in total control,” Rauner said, referring to Illinois’ powerful House speaker and the Hyatt hotel heir who is one of six Democratic contenders for governor. Meanwhile, an undeterred Ives took the podium at Chicago’s Union League Club last week with her own posse of seven elected officials who back her candidacy. “It is unprecedented to have legislators in open revolt against the governor of their own party,” Ives said. The endorsement throwdown ramped up at Rauner’s event in Naperville, where DuPage County Board Chairman Dan Cronin told party members in a private meeting “we’ve got to stick together” to re-elect the governor. “Nobody likes a primary,” Cronin said later. “We can ill afford to fight among ourselves.” Backing Rauner were 14 local mayors, countywide elected officials and four state senators and representatives. But not everyone’s on that bandwagon. While Naperville Mayor Steve Chirico hosted Rauner last week, two days later Naperville Township Assessor Warren Dixon was among those backing Ives. Likewise, state lawmakers Patti Bellock and (Peter) Breen represent neighboring districts in eastern DuPage County. She came out for Rauner and he for Ives. Said Chirico: “I suspect there are some single-issue Republicans that will (endorse Ives) as well, but mainstream Republicans are behind Rauner all the way. In my view, Gov. Rauner has the only realistic chance of winning as a Republican in the general election.” Breen, a Lombard state representative, said “our country was founded on a tradition of vigorous public debate. For these reasons, I’d respectfully contend that the greater good is best served by an open, robust contest for the Republican nomination for governor.” Ives has made some headway in Cook County with an endorsement by the Republicans of Wheeling Township organization. Rather than seeing Ives as a quixotic choice, Wheeling Township Committeeman Ruth O’Connell thinks Rauner “hasn’t accomplished anything” and Ives “has the better chance.” Ives’ opposition to abortion and same-sex marriage won’t sit well with the majority of Republicans in Cook and DuPage counties who are “strong fiscal conservatives and social moderates,” countered Aaron Del Mar, Cook County Republican Central Committee deputy chairman. Ives’ opposition to sanctuary cities also means Hispanic Republicans are with the incumbent, Northfield banker and Republican Joseph Gomez predicted. On the fiscal side, “there’s no doubt the Republican business community will be with Rauner,” Gomez said. The Cook County Central Committee votes on endorsements Feb. 5. “We’re the battleground,” Del Mar said. “I think (Ives will) do well in conservative areas and downstate. It will be uphill in Cook and DuPage.” Cook County lawmaker Tom Morrison of Palatine disagrees. “Consider the numbers of Republican congressmen and General Assembly members who are staying on the fence or actively speaking up for Rep. Ives,” he said. “By his own policy decisions, Bruce Rauner is a man without the base of support he needs to win in a general election.” Just-retired Addison Township Republican Chairman Pat Durante was shaken by Rauner’s signing a bill allowing for Medicaid to be used for abortions. In both races, multiple local efforts formed sometimes intersecting and sometimes divergent forces aimed at taking down the incumbents. In Chicago, some groups focused on traditional phone and door-knocking outreach tactics on behalf of Alvarez’s challenger Kim Foxx. In Arizona, an organization received funding to send mailers targeting Republican voters to convince them that challenger Paul Penzone would do a better job at keeping them safer than his opponent. In contrast, each of us put our energies into grassroots campaigns that did not endorse anyone in the race. Instead, the #ByeAnita and #BaztaArpaio campaigns framed the races as watermark moments and motivated voters to set an example by taking down the incumbents for their racist behaviors. We would attribute this low turnout not only to extensive voter suppression efforts by the GOP, but also to decades of promises from Democrats who either fail to fulfill those promises, or campaign with the assumption that voters of color are a captive base. It’s created a broad disenchantment that any challenger has a hard time overcoming. Some candidates address this by continuing to count out or ignore segments of voters who are seen as notoriously hard to mobilize. Instead, they focus their efforts to tilt the turnout needle in their direction, aiming their messaging strictly at “high efficacy” or “reliable” voters. (Ironically, these “reliable” constituents are narrowly defined as people who have a history of turning out to vote in presidential and midterm elections. It isn’t defined as the Black women who reliably vote for Democrats at a much higher margin than any other demographic.) Others set up town halls and forums to get to know the candidates, particularly when they are lesser known than the incumbents.)

He lied to a cardinal,” she said, a reference to Cardinal Blase Cupich. Rauner would not say what he told Cupich about the abortion legislation, but called Ives’ allegations “outrageous.” “There are a lot of politics swirling around the bill,” said Rauner, who repeatedly added that “the simple fact is I support a woman’s right to decide.” The governor said his choice to sign the bill was either to “follow what I believe or do politics.” But Ives said the March 20 primary contest was a referendum on “character and courage” and that by signing the bill, Rauner was following the “agenda” of his wife, Democrat Diana Rauner. “This is more false vicious attacks,” Rauner replied. “Madigan loves everything that you’re saying, everything that you’re doing.” Ives interjected frequently while Rauner answered questions, seeking to make the most of their only scheduled forum. Rauner repeatedly asked Ives to allow him to finish and at one point used one of his favorite condemnations, “such baloney,” to describe one of her attacks. Ives contended Rauner was “responsible” for the state income tax increase that was enacted over his veto and that he now was making “unrealistic promises” by calling for it to be phased out. Rauner said he “sure as heck did” work to block Republicans from ultimately supporting the veto override and said he was “devastated” when it and a state budget were enacted. The governor maintained that he expected federal court victories that would grant him the power to weaken the influence of unions, which are traditionally aligned with Democrats. “I’m not going to wait for Speaker Madigan to do it with me.
