Of course, the Covid-19 pandemic made face-to-face visits impossible, and the IRS was forced to suspend its efforts with respect to non-filers by virtue of its People First Initiative, which expired on July 15, 2020. . .Fortunately for many high-income non-filers, the anticipated visits will be conducted by revenue officers (who pursue collections) as opposed to special agents (who bring criminal cases) and, in announcing its initiative, the IRS stressed that the visits “underscore the importance of people filing their taxes . . . , even if they can’t pay the full amount of tax due.” As I previously noted, filing a delinquent return (even without the required payment) will reduce the likelihood of a criminal prosecution.
