Both bills would increase the deficit and could trigger cuts to Medicare if Congress doesn’t waive sequestration rules for federal spending. The AARP is also concerned that many seniors would see their taxes go up under the bills. There are also provisions unique to the House and Senate bills that the group opposes. The AARP opposes the House’s push to repeal the deduction for medical expenses and the Senate’s push to repeal the ObamaCare individual mandate. Housing industry Key groups in the housing industry took issue with the tax bills even before they were released, warning that they reduce incentives for homeownership. Both bills would substantially increase the size of the standard deduction taxpayers can take. This would reduce the number of people who take the mortgage interest deduction and concentrate those who do claim the preference at the upper end of the income scale. The House bill would cap the mortgage interest deduction for new mortgages at the first $500,000, down from $1 million under current law, and would eliminate the deduction for second homes. It also would eliminate the deduction for state and local income and sales taxes and would cap the deduction for state and local property taxes at $10,000. The Senate bill does not curb the mortgage deduction, but it would completely eliminate the property-tax deduction. . .Charities Nonprofits have several concerns with the GOP’s legislation. The increase in the standard deduction in the House and Senate bills would reduce the number of people who would claim the itemized deduction for charitable contributions. Charities are concerned that this change could lead to a decline in charitable giving. Additionally, the House bill would scale back the “Johnson amendment” that prevents churches and other organizations with 501(c)(3) tax-exempt status from endorsing or opposing political candidates. Under the House bill, nonprofits would be allowed to engage in political speech from 2019 to 2023 as long as the speech is in the ordinary course of business and expenses related to the speech is minimal. Nonprofits generally oppose curbing the Johnson amendment because they think doing so would inject partisan politics into charities.)

Republicans used to oppose double taxation. But under these bills, money that’s already been snarfed up by local governments would be fully subject to federal income taxes. More: Interest payments on the kids’ college loans would no longer be deductible under the House bill. Many homeowners would lose out on deductions for interest on home mortgages. And to boot, to pay for corporate cuts, individual tax brackets would be adjusted for inflation differently with the effect that over the next decade, at least 20 percent of any tax cut would disappear for everyone earning under $200,000 a year, according to the Wall Street Journal.)

(FROM THE ARTICLE: The data compiled by Open the Books show Emanuel has failed to close the gender pay gap on his own payroll, where just 12 of the top 100 salaries for city employees in 2016 were for women. “In Rahm Emanuel’s City of Chicago, just 12 females made the list of the top 100 most highly compensated employees last year,” explains Adam Andrzejewski, who runs Open the Books out of Chicago. Andrzejewski was critical of Emanuel’s decision to issue mayoral proclamations such as the one from April before he rectifies the disparities he himself controls. “Mayor Emanuel has serious gender gap issues in budgets he manages yet he supported rallies on Equal Pay Day and sent out mayoral proclamations lamenting, ‘women continue to suffer the consequences of unequal pay,’” Andrzejewski said. “Perhaps he should rectify the disparities in his own payroll first.” Open the Books’s analysis of Chicago was done during a larger study that compiled salary figures from the 25 largest federal agencies, congressional offices, and the White House. It also analyzed the five most populous states—California, Texas, Florida, New York, and Illinois. The highest salary in Chicago went to aviation commissioner Ginger Evans, a woman who brought in $400,000 in 2016. But the next 14 best-compensated employees were all men. The amount of money brought in by the highest paid men dwarfed the amount paid to women. “The 88 top-earning males made $17.5 million while the females earned $2.5 million,” Andrzejewski found. Andrzejewski’s study found that gender pay disparities were common at all levels of government and in the offices of politicians from both sides of the aisle. He suggests that politicians should stop directing criticism at the private sector and address the inequality that exists in their own show. “More than 50 years after American women began entering the workforce in droves during the feminist movement of the 1960s, allegations of gender inequality in the workplace still make the news,” Andrzejewski said. “Typically, the story stars a politician castigating the private sector. “Our study shows that government is one of the worst offenders when it comes to the gender gap. Perhaps it’s time an army of ‘fearless girls’ stormed government and demanded results, not rhetoric, from our politicians.”)

The affluent know they’ll get soaked eventually and are seeking shelter. Top earners made up 47% of Illinois’s income flight in 2015 compared to 33% four years earlier. Income taxes from the 306 Cook County denizens who decamped to Palm Beach in 2015 with $258 million of income could have paid 200 teacher salaries. Alas. This millionaires’ diaspora has harmed income and economic growth. Real GDP between 2011 and 2016 grew annually at a paltry 0.2% in Connecticut, 1% in Illinois and 1.2% in New Jersey, according to the Bureau of Economic Analysis. These states were the slowest growing in their respective geographic regions, though other high tax states in the Northeast didn’t fare much better. As a result, revenues have repeatedly fallen short of projections in New Jersey, Illinois and Connecticut while budget deficits have ballooned. Democratic lawmakers have cut public services and funds to local governments, which have responded by raising property taxes. The Tax Foundation says New Jersey, Connecticut, Vermont, New York and Illinois have the highest property taxes in the country. Over the last two years, the average Chicago homeowner’s property taxes have risen by roughly $1,000. Higher property taxes hit middle-class earners especially hard and are another incentive to leave a state.)
