— What were you doing 40 years ago today? My wife Karen and I were getting married at her Catholic church in Chicago. We both worked in downtown Chicago. I had worked for IRS since 1971 and she had worked for the U.S. League of Savings Institutions since 1970. In today’s dollars, IRS paid me $89,178/year. We used her savings for the down payment to buy 1017 East Harrison in Wheaton and we used the profit from the sale of my one bedroom condo in the Outer Drive East building to buy a new 1978 Oldsmobile Delta 88 Royale and a new 1978 Chevy Chevette. I soon sold my 1962 Chevy BelAir and I continued to store my 1972 Corvette in my mother’s garage in Crete. I took graduate accounting courses at DePaul’s downtown building and Karen soon started taking courses there toward a bachelor’s degree in finance. Because of Money Magazine’s February 1978 4-page article on us, IRS had disallowed all the graduate business courses that I had taken at Loyola and all the graduate accounting courses that I had taken at DePaul. Eventually, I won a split decision in Tax Court. The judge imposed a new rule that you cannot deduct accounting courses until you are qualified to take the CPA examination. I continued to rent out a town home in University Park that I had bought new in 1972.  I sold it in 1984 when we had 915 Cove Court built in Wheaton. – Dave Diersen

Filippo Menczer is a member of IU’s Center for Complex Networks and Systems Research. His co-authors for the paper included researchers at high-profile organizations such as Microsoft, Harvard, MIT and Yale. They said companies with platforms used by massive audiences to produce and consume information, such as Facebook, Google and Twitter, have an “ethical and social responsibility transcending market forces” to contribute to scientific research on fake news. The paper was published in the academic journal a little more than a week after 13 Russians were indicted for involvement in a “troll farm” operation that spread false information connected with the 2016 U.S. presidential election. Menczer is founder of the IU Observatory on Social Media, which provides tools for identifying automated social media accounts and analyzing how misinformation spreads across social networks. Estimates in the paper put the number of automated “bots” at 60 million on Facebook and up to 48 million on Twitter. The Twitter estimate was based on a study Menczer and colleagues had conducted recently. “The spreaders of fake news are using increasingly sophisticated methods,” Menczer said in a statement about the essay. “If we don’t have enough quantifiable information about the problem, we’ll never be able to design interventions that work. Bruce Rauner startled many of the Republican faithful late last week when he insisted he still has no social agenda as he heads into his general election race against Democrat J.B. Pritzker. “I do not have a social agenda,” Rauner said after an appearance at Ace Sign Co. in Springfield. “You’ve never ever seen me, or heard me, or watched me advocate on social issues. I’ve never done it.” Chris Robling, a Republican political analyst, said that Rauner’s comments are indicative of delusional thinking. “Sounds like he has dissociative disorder,” Robling said. “He keeps talking like that and he’s going to have the people in white smocks with all kinds of letters after their names coming after him.” In his first term, Rauner signed bills that show that he harbored a social agenda, even as he never campaigned on one. He signed HB 40, the taxpayer-funded abortion bill (a bill he promised he would not sign), and held a press conference afterward. The law provides unlimited state funds through Medicaid and state health insurance plans for elective abortions. Rauner also signed SB 31, the Trust Act, which makes Illinois a “sanctuary state” by preventing law enforcement from detaining anyone based solely on their immigration status. The law also limits the cooperation of local law enforcement with federal immigration officials. He also signed HB 1785, which allows individuals to switch genders on their birth certificates. And this year he sponsored and attended Equality Illinois’ fundraiser at the Hilton Chicago. Equality Illinois supports the LGBTQ community statewide. It was this social agenda, in fact, that nearly led to Rauner losing in the Republican primary election last week to state Rep. Jeanne Ives (R-Wheaton) whose campaign focused heavily on Rauner’s signatures on those same bills, characterizing his actions as a betrayal. “Rauner can pretend that he had — or has — no social agenda,” Ives said in an email, “but he will go down in history among Republicans for his signature on liberal social policy by signing off on taxpayer funding of abortion, expanding transgender initiatives and making Illinois a sanctuary state.” In the general election, Rauner needs the Ives voters. But Robling said that even some sort of agreement moving forward with Jeanne Ives won’t help him pull in those votes. “No one individual can save Bruce Rauner,” Robling said. “He can’t go back and undo his record.)

Randy Hultgren has fired a top aide after the staffer was found in a car last fall with a 17-year-old boy and no shirt on, according to multiple sources and a police report. Nick Provenzano, 56, was dismissed by Hultgren over the weekend, the sources said. Hultgren’s office declined to comment on the details of Provenzano’s firing. “Nick Provenzano is no longer with the office,” said a Hultgren spokesperson. The Hultgren spokesperson said the office only find out about the incident “late Wednesday and immediately placed him on leave before his eventual termination.” But through a Freedom of Information Act request, POLITICO obtained an Oct. 21, 2017, incident report from the city of McHenry Police Department in Illinois. That report shows police investigated Provenzano for public indecency and other potential criminal acts following the episode, but no charges were ever filed. The name of the teenager is redacted in the report. The report states that a homeowner became suspicious when she saw two men sitting in an SUV on a dead-end street with the lights off and called the police. After a police officer arrived, he approached the car and saw that Provenzano had no shirt on, although the other passenger was fully clothed. When Provenzano was questioned by the police about why he had removed his shirt, he said it was “hot.” Provenzano told the officer the two were “hanging out” and “talking about life.” Provenzano later told the officer that he “did not want to admit to anything, but stated that contact between him and [the teenager] was consensual in nature, that nobody was forced or coerced each other to engage in any acts they did not want to, and that he believed [the teenager] was eighteen (18) years old.” The teenager later told police he had met Provenzano on the gay dating site Grindr. The teenager said he was only 17, but the website changed his age to 18. The teenager said police interrupted them during the middle of their sexual encounter, according to the partially redacted report. Provenzano had removed most of his clothes at one point, the report states. After questioning by police, Provenzano was released without charges. He later hired a lawyer to respond to police inquiries, but Provenzano refused to be interviewed again. State prosecutors decided no criminal case would be filed against him. Provenzano was hired as Hultgren’s deputy district director in August 2016. Provenzano had earlier served as Hultgren’s field director during the 2012 and 2014 campaigns. Provenzano is a graduate of DeVry University with “training in electronics, computer technology and business management,” according to his candidate bio. He was paid more than $80,000 as Hultgren’s deputy district director last year, according to House disbursement records. He also earned another $28,000-plus from Hultgren’s reelection committee during 2017, according to records on file with the Federal Election Commission. Provenzano served as a McHenry County board member for 13 years. He was also the campaign manager for former Rep. Joe Walsh (R-Ill.) in 2010, according to his LinkedIn biography. Hultgren was first elected to the House in 2010. He was once an aide to former Speaker Dennis Hastert (R-Ill.), who went to federal prison over secret payments to a man he allegedly sexually abused as a teenager. Hultgren, a lawyer, served in the Illinois Legislature for a dozen years before he was elected to Congress.)

An attendee noted that several of her neighbors had left the state, asking Diana Rauner what her husband planned to do to encourage people to stay. “She made a vague comment about stopping Madigan and then said that, if Bruce lost and they couldn’t stop Madigan, they were moving to Italy,” the source told DuPage Policy Journal. “It was awkward.” In addition to employing his wife, Durkin and his campaign chief, David Walsh, are a longtime backers of Mayor Chirico, a moderate Republican who supports Rauner but actively opposed President Donald Trump in the 2016 presidential election. He’s loath to associate with Trump for fear of alienating Democratic and crossover GOP voters he will need in November. That is, should he be renominated since pro-Trump Ives, a state representative from Wheaton, has mustered a strong challenge from the right. The Democratic Governor’s Association is trying to throw the primary to Ives because she will be easier to beat in November. The DGA is running an ad praising her for being in “lockstep” with Trump — a pitch, wicked as it is from Democrats, to appeal to Trump primary voters turned off by Rauner.)

That’s a stark contrast to Ives, who banked $404,000 cash in hand in the last quarter of 2017. But she surged in 2018, raising more than $3.3 million, mainly because of a $2.5 million windfall from Dick Uihlein of Lake Forest, founder of Uline shipping supplies and a one-time Rauner donor. “I never expected Ives to spend the kind of money she’s spending,” Durante said. Other significant Ives contributors include Chicagoan Vincent Kolber, president of rail equipment firm Residco and a former Rauner donor, with over $500,000; Hinsdale IT entrepreneur William Merchantz with $75,000; and the Illinois Opportunity Project, whose co-founders include conservative talk show host Dan Proft. Rauner has garnered more than $440,000 in 2018. His biggest donors include previous supporter and Chicago executive William Kunkler of C.C. Industries with $100,000 and the Illinois Republican Party with $191,000. Rauner has donated about $200,000 to the state GOP since 2010. Durante wouldn’t predict who’ll win, but he senses an enthusiasm gap. “I would think the hard-core base will go for Jeanne,” he said. “I think Rauner needs to get to those moderate Republicans. … It might be tougher for him than he imagines.” . . . For starters, Rauner wasn’t supposed to have an opponent, but the state’s entrenched financial crisis and political gridlock provoked rumblings of unrest from the rank and file.
