Anderson’s favored strategy is to find someone doing yard work and “connect with that voter. Tell them who I am. Look at them in the eye and talk about my race.” Voters aren’t happy, the Naperville Township trustee finds. “They’re angry about the mess in Springfield and what’s going on in the presidential race. I bring it back to what’s important to them … how to fix the roads and making sure we’re running the health department correctly.” When conversation turns to the presidency, Anderson, who backed Florida Sen. Marco Rubio in the primary, says, “I’m for whoever can balance the budget.” Among the township foot soldiers is McCluskey. Monday to Friday, he’s an attorney. On weekends, he’s making closing arguments to voters. “You just have to be able to speak to them and present yourself,” McCluskey said. “You’d be surprised … some people just take your materials, a lot of people get engaged.” In fact, McCluskey enjoys the campaign trail so much, “I wish I’d done this at a younger age,” he said.)

Menezes alerted Piper that the executive board accused him of withholding funds from the board and the treasurer by holding club money in a private bank account. Piper said these accusations were brought forth by executive board members Bernal, Brown, Elena Ahasic and Jonathan Heideman among others. All four declined to comment.)

(FROM THE ARTICLE: Gov. Bruce Rauner’s administration is awarding one-time bonuses worth a total of between $3 million and $4 million to non-union workers whose bosses say are doing exceptional work. About 1,100 merit-compensation employees are in line to each receive a $3,016 bonus under the plan. “In an effort to recognize the hard work and dedication that non-bargaining unit employees demonstrate on a daily basis, coupled with the lack of systematic increases over the past several years, the state has authorized bonus payments for eligible non-bargaining unit employees,” Michael Hoffman, acting director of the Department of Central Management Services said in a memo to agency directors and others. “These bonuses do not make up for this unfair lack of wage increases for non-bargaining unit employees during previous administrations,” he said. “However, they do represent a commitment that, going forward, all employees will be treated equally, regardless of bargaining unit status.” Hoffman said the last across-the-board salary increase for non-bargaining unit employees was in 2005. The last merit pay program for them was in 2009. The memo says the bonuses are available to non-bargaining unit employees whose base salary as of July 1 was less than $100,000. Those earning more were not eligible. A number of other merit-comp employees were also excluded. Members of Rauner’s executive office were not eligible, nor were employees subject to Senate confirmation, those who left state employment before Sept. 16 and those who worked less than three months during the fiscal year that ended June 30. Rauner’s office said that left a potential pool of about 2,000 employees eligible for the bonus. In order to qualify, an employee had to receive an “exceptional” rating on his or her evaluation. Rauner’s office said about 1,100 employees got that rating. The size of the bonus was determined by adding all of the salaries of all non-bargaining unit employees making less than $100,000 a year, computing 2 percent of that and then dividing that amount by the number who actually qualified to receive it. That came to $3,016 for each of the workers who qualified. The administration has argued that a bonus system is cheaper than raises for the state in the long run because the payments are one-time and not built into a person’s base salary, and because they are not pensionable. The bonuses already have been issued to many, but not all, of the workers who qualify for them. The administration said it depends on how quickly individual agencies process them. Although the state is delaying payments to many organizations and vendors because of the traditional fall slowdown in tax collections, the bonus payments are being made. Rich Carter, spokesman for Comptroller Leslie Munger, said the bonus payments can’t be differentiated from regular payroll when agencies submit payroll information to the office for payment. “There’s nothing that says bonus on it,” he said. “They send us the payroll and we process the checks. As you know, we are required by court order right now to pay payroll on schedule.” In his memo, Hoffman said the bonus system is similar to one implemented in contract agreements the state has reached with 18 bargaining units representing state employees. Most of those workers belong to one of several Teamsters locals or trade unions. In those agreements, 2 percent of payroll was set aside to award performance bonuses. The administration and the American Federation of State, County and Municipal Employees, which represents about 38,000 state workers, still have not agreed on a new contract. The administration wants the union to accept a four-year wage freeze while also imposing a performance bonus plan. Bargaining stopped in January when state negotiators said they believed the talks were at an impasse. The Illinois Labor Relations Board is expected to rule on the issue next month. An administrative law judge who held hearings on the issue said she believed the two sides had reached impasse on some issues, but should continue bargaining over wages and benefits. ASFCME had no comment Friday on the administrations bonus payments to non-union workers.)

Millennials are shying away from public service. At least that appears to be the trend according to Olikara, a millennial and founding president of the Millennial Action Project. The organization’s goal is to bring American politics into a more inclusive and bipartisan age by using the talents of younger generations. “There’s this larger narrative that we have to combat which is that you can’t make a difference in public service,” says Olikara. “The levels of distrust continue to be high levels. Something like 80 percent of millennials don’t trust the government to do the right thing.” Olikara says recruitment and compensation are two huge issues when it comes to incentivizing young people. “There is a systemic problem, we need cultural change and I think the biggest thing I hear all the time is we need to be rewarding talent and rewarding results.” Lawmakers who are not millennials are well aware of this issue, so Oklahoma Sen. James Lankford and North Dakota Sen. Both groups said they want their voices heard and plan to keep supporting their candidate until Election Day. During the busy Tuesday morning rush hour, a group of self-described feminists carried graphic pro-women signs referencing lewd comments Trump made about groping women in a 2005 conversation with TV host Billy Bush. A recording of the exchange was made public this month. Many of the signs could not be shown on TV. But their message was clear: they believe Trump is a sexist, who has gotten away with years of mistreating women. “Women are angry. I mean, we’re tired of being silenced. Sexual assault and rape culture is nothing new so Trump is just giving us a visible reason, but I think a lot of women who are here today are here about things they have been feeling for a long time,” said Alicia Swiz, an anti-Trump protest organizer. Some gathered at the protest highlighted the power of the female vote, chanting “women united will never be defeated.” Another group, which was much smaller but just as vocal, was stationed across the street. They said they believe Trump is the right candidate for president, not Democratic Presidential Candidate Hillary Clinton, and believe the women protesting him have a skewed view of reality. “Donald Trump loves women! He loves all of you [expletive],” a pro-Trump protester yelled. “I’m offended at the hypocrisy because they support a candidate that has Validated Bill Clinton’s sexual assault for decades. Hillary Clinton has enabled Bill Clinton. More women were sexually assaulted because of Hillary Clinton’s actions,” said Suzanne Monk, a pro-Trump protester. (FROM THE ARTICLE: Annuity benefits to retired federal employees will increase by 0.3 percent in January, the government announced Tuesday, a cost-of-living adjustment that translates into a monthly boost averaging around $10. The adjustment, or COLA, to federal retirement benefits mirrors that for Social Security and is based on the change in an inflation index from the third calendar quarter of one year to the next. Tuesday’s announcement follows the release of the inflation figure for September, the last month of that count. As of Oct. 1, 2015, there were about 2,054,000 federal retirees plus about another 545,000 survivor beneficiaries, according to the Office of Personnel Management. There are about 44,500 retirees or survivor beneficiaries in the District, about 163,200 in Maryland and about 144,500 in Virginia. California has the most, 215,500. Seventy percent of federal retirees draw their benefits from the Civil Service Retirement System (CSRS), which generally applies to those first hired before 1984; by contrast, more than 90 percent of current federal employees are under the Federal Employees Retirement System (FERS), which generally applies to those first hired in 1984 or after. The average monthly annuity of a CSRS retiree as of October 2015 was $3,529, while the average for those retired under FERS was $1,355. Average monthly benefits for survivor beneficiaries of deceased retirees were $1,560 and $544, respectively. There was no cost-of-living increase under either federal retirement program or under Social Security in January of this year, because the inflation count for the measuring period toward that adjustment ended in negative territory. In that situation — which has happened two other times in recent years — benefits are not cut. The two federal retirement programs differ in that FERS employees pay into Social Security as well as into the federal retirement fund and become eligible for a benefit from that program. Social Security is not part of the CSRS system, although some under CSRS become eligible for a Social Security benefit through other work or through a spouse’s employment; in those cases, offsets commonly reduce or even eliminate that benefit. The average monthly Social Security benefit nationwide is $1,355. FERS employees also get employer contributions, of up to 5 percent of salary, toward the Thrift Savings Plan, the 401(k)-style retirement saving program for federal workers, while CSRS employees don’t. But while all CSRS retirees receive a full COLA regardless of age, those retired under FERS don’t receive COLAs until age 62 unless they fall under certain exceptions. Also, a FERS COLA is reduced if the inflation count exceeds 2 percent, a provision that hasn’t applied since the 2012 boost. A COLA applies only to retirees, not to active employees, most of whom are in line for a raise averaging 1.6 percent in January. Increases for the two groups are set through different processes, and the amounts don’t necessarily track each other. Federal retirees commonly use increases in their health insurance costs as a comparator to the COLA. In the Federal Employees Health Benefits Program (FEHBP) — for which most federal retirees are eligible — the enrollee share of premiums will increase by 6.2 percent on average in January. That translates into about $11 a month more on average for self-only coverage, about $22 more for self-plus-one coverage and about $28 more for family coverage. However, enrollees have the choice of many plans in an upcoming open season — 31 in the Washington area — and some insurers are holding premiums about steady or even decreasing them slightly. . .National Active and Retired Federal Employees Association President Richard G. Many federal retirees also are enrolled in Medicare, which acts as the first payer for those who also have FEHBP coverage. About half of those retired under the CSRS, along with certain other Medicare enrollees, could face much higher premiums for their Part B (physicians and related services) coverage in 2017 than others will pay. That’s due to a “hold harmless” provision protecting most enrollees from Medicare hikes that exceed the increase in their Social Security benefits — effectively passing the entire Medicare premium cost increase to those not protected. Next year’s Medicare premium rates are to be announced in November. Last year, Congress provided partial relief for the 2016 plan year for those affected, and a coalition including federal employee and retiree groups recently wrote to Congress seeking an extension. “Congress must act now to prevent a massive increase in Medicare Part B premiums for this group of retirees,” American Federation of Government Employees President J. David Cox Sr. said in a statement. “Although most seniors would be protected, this group will have to pay more solely because of the uniqueness of their pension system.”)

A week after hosting a fundraiser that netted Trump $1.5 million— and hours after video recorded during a 2005 appearance on “Access Hollywood” in which the candidate talks about his pursuit of a married woman and groping women— Claar said he’s still backing Trump over Hillary Clinton. “I can’t say (Trump’s statements) doesn’t bother me,” Claar said Saturday in a phone interview while he waited for a flight at a Florida airport. “But I also read excerpts from Hillary’s email that is also somewhat unfortunate.” Meanwhile, other Illinois politicians weren’t so forgiving. Congressman Rodney Davis, a Republican representing central and southwest Illinois, called for Trump to drop out of the race. Rep. John Shimkus, a Republican from southern Illinois issued a statement Saturday saying he was “profoundly disappointed and disgusted by Donald Trump’s comments.” Gov. Bruce Rauner did not attend this year’s GOP convention and has not endorsed Trump, but has said he would support the Republican nominee. Sen. Mark Kirk, locked in a close race for reelection against Democrat Tammi Duckworth, has also called for his party to drop Trump as a candidate. Claar on Saturday admitted video of Trump in 2005 bragging about groping women and courting a married acquaintance has shaken some of those who paid to be in the crowd of 350 when Trump visited the Bolingbrook Golf Club. Among those in attendance at the fundraiser in the country club’s Reagan Room: Todd Ricketts, head of a conservative super PAC and a co-owner of the Chicago Cubs; Weather Tech CEO Dave McNeil; and Bears Hall of Famer Dan Hampton. Claar, who began a trip to Cuba Friday night and missed the early coverage of Trump’s remarks recorded during a 2005 appearance on Access Hollywood, said he got a text from one of the donors who attended last week’s Trump fundraiser. “He said ‘Well, it’s over,’” Claar said Saturday as he waited for a flight in Florida. “I texted him ‘Why? What happened?’ and he said ‘Google Trump and comments and video’” “It’s unfortunate,” Claar said. “But it’s not like he’s the first person in the world that’s ever said that stuff.” Claar said that his discouraged Trump donor also texted him again Saturday after reading about Hillary Clinton campaign emails released by WikiLeaks. “He said ‘He’s back in it,’” Claar said. “That’s how fast this thing is moving.” In the video, Trump is apparently unaware that his conversation with former “Access Hollywood” host Billy Bush is being recorded, as Trump confides that he did “try and f–k” a married woman, and that his fame allowed him to grope women with impunity. “When you’re a star, they let you do it. You can do anything… Grab ’em in the p-ssy. You can do anything,” Trump said. The hacker group WikiLeaks on Friday also released emails from Clinton’s campaign staff that included excerpts from Clinton’s remarks in speeches she made to trade groups after leaving her post as Secretary of State, with the staffers themselves noting that her statements could be used to make Clinton appear overly cozy with the finance industry. “(Trump’s) language is unfortunate, but (Hillary Clinton’s) actions are questionable ethically,” Claar said. “They’re both challenged candidates. “Hillary tolerates the same thing from her husband abusing women for years, while he was president, and nobody talks about that.” Illinois Republicans have generally been lukewarm in their support for Trump even as the billionaire steadily dispatched his challengers during the primaries— including an 8-point in Illinois in March.)

Built in 1987 as the Wheaton Inn bed-and-breakfast, the 19,813-square-foot, three-story brick building at 301 W. Roosevelt Road, later was used as the offices for Invesco PowerShares, an exchange-traded fund firm. The company relocated to offices in the former Sara Lee building in Downers Grove in July 2012, and since then, the building has been vacant and listed for sale. Now, the Clarendon Hills-based nonprofit group Love from Above has a contract to purchase the building and is proposing to place up to 12 expectant mothers in the house. The group’s founder and CEO, Yvonne Florczak-Seeman, said Love from Above intends to buy the building from Invesco PowerShares subsidiary PCM Properties LLC and use it for a two-year transitional housing program. The building will be known as the Butterfly Garden, she said. “This is for women in college who get pregnant who want to continue their education but don’t want to have an abortion. For them, their choices are parenting or abortion,” Florczak-Seeman said. For Florczak-Seeman, 52, the issue of support during an unplanned pregnancy is a powerful — and personal — one. As a teenager, she experienced an unplanned pregnancy and made the decision to have an abortion — a decision she says she regrets. “Pregnancy is not a terminal illness or a disease,” she said. “It’s a nine month process. (FROM THE ARTICLE: Every week, the Illinois Valley Times reaches mailboxes in La Salle County, with stories promoting the candidacies of Republican state representative candidates Jerry Long and David Welter. One of its owners, Dan Proft, is largely mum about the local paper, which is among a string of conservative publications popping up around the state this year. The local paper, which started in July, has no advertising, other than for a nonprofit conservative group to which Proft belongs. The chain was started in the winter by the Chicago-based Liberty Principles PAC, which receives much of its money from Republican Gov. Bruce Rauner. Over the summer, a private corporation, Local Government Information Services Inc., took possession of the papers, Proft said. The company filed its corporate paperwork with the state in mid-August, a few weeks into its management of the papers. The Times asked Proft how the company makes money with its newspapers. “I’m certain you don’t understand how newspapers or businesses make money,” Proft said in an email to a reporter. “In addition to ads, have you ever heard of the concept of subscriptions as a revenue source for newspapers, for example? Are you familiar with the concept of seed capital used to launch and grow a business? I didn’t think so.” Proft said the reporter could not be fair in reporting about his company’s newspapers, suggesting the reporter favors Long’s opponent, Rep. Andy Skoog, D-La Salle. “That makes you an advocate not a journalist. So please make sure Andy Skoog reports your ‘stories’ as in-kind contributions (in his campaign reports),” Proft said in an email. The registered agent for the company is an accountant, which often is the case in corporate filings. The company’s information listed no president, though Proft has confirmed before he is one of the owners. Proft, a former Republican candidate for governor and radio show host, declined to answer whether any seed money for the company came from Liberty Principles PAC. By law, political action committees must report expenditures and donations. He also wouldn’t say whether the papers would stop circulating after the Tuesday, Nov. 8, election. The paper regularly runs stories favorable to Long, of Streator, and Rep. David Welter, R-Morris, who is facing Democrat Martha Shugart, of Morris. The most recent editions contained headlines such as “Long supports Illinois farming” and “Welter seeks district input.” ‘Justifiable grounds’ In March, the state Board of Elections ruled complaints against Liberty Principles and its papers were filed on “justifiable grounds.” The complaints alleged Liberty Principles failed to include proper attribution of its papers’ funding source and coordinated with candidates. In its ruling, the elections board said Liberty Principles was “admonished” to ensure all its political literature and communications identify the PAC as its funder. Specifically, it must include “paid for by” language. At some point afterward, Local Government Information Services took control of the papers. In July and August, the Illinois Valley Times included no ownership information. Now it lists its corporate owner, but still includes no phone number. Skoog tied to Mautino Liberty Principles, which Proft heads, still involves itself in La Salle County. This week, the group distributed a mailer linking Skoog to his predecessor, Frank Mautino, D-Spring Valley, whose campaign spending is under federal investigation. “Will Andy Skoog be any different than Frank Mautino?” the flier asks. They are just skating by on a combination of girlfriends, wives, mothers and government benefits. Their status, argues Nicholas Eberstadt in “Men Without Work,” is a “quiet catastrophe.” Until relatively recently, choosing not to work was a luxury only the wealthy could afford. Everyone else had to keep the wolf from the door (though the temptation to try to live off others has always been with us — see John Smith above). In the 1950s, 98 percent of prime-age males were working or looking for work (i.e., in the labor force). Today it is 88 percent. Recessions have affected labor-force participation, but the downward trend line has been consistent for decades. Only 15 percent of non-working men cite inability to find work as the reason for their idleness. Eberstadt examines the usual explanations. The retirement of baby boomers? It doesn’t account for the decline in work by those aged 25-54 (traditionally, the group most likely to be employed). The participation of prime-age men in the labor force fell from 94.1 percent in 1948 to 84.3 percent in 2015. Aren’t more men in college? If the work patterns of 1965 were obtained today, even accounting for the extra students enrolled in education programs, an additional 10 percent of America’s young men would be employed. “The overwhelming majority of adult male job trainees,” Eberstadt writes, “appear to be job holders already. … Most men enrolled in formal schooling are also in the workforce.”)

But her hardships are not the result of slavery from years past – as her professors and peers like to insist – but instead from the current political persecution she says she faces for being a conservative on a liberal college campus. “I have been told since day one that I would not succeed without the demeaning benefits of affirmative action,” says Richer, 18. “One of my professors actually told me that it’s offensive to say that everyone can achieve the American dream.” Statements like these are common among the liberal academia, who teach that “systemic oppression” and “institutionalized racism” are the most significant factors of whether or not one will achieve success in life. But because Richer doesn’t but into it, she’s mocked and ridiculed and blackballed. “One of my classes is entirely structured around the so-called belief in ‘white privilege,’” she told The College Fix, referring to a humanities elective. “Professors shame white students from speaking up against it, and whenever I do they look at me like I’m a traitor.” According to Richer, a political science major, such classes victimize women of color and force other students to justify their current “oppression.” In an attempt to balance the political climate of her campus, Richer took a position as the secretary of a proposed chapter of the conservative Young Americans for Freedom group. But late last month, student government leaders refused to allow the club to officially be recognized on campus, accusing it of being too similar to the College Republicans. “I was disgusted by the hostility I felt for daring to give a voice to conservatives on campus,” she says. “College is advertised as a place for your mind to grow, but I didn’t realize how much of a lie it was until I saw firsthand how these ‘student leaders’ attempt to dictate how students think on campus.”)
