Just try reaching out of your Jeep and putting a letter in a snow-encased mailbox. ”I`ll try and deliver it (to the door),” said mailman Tom Stafford, 35, as he headed down a Naperville cul-de-sac. ”I`ve done that at least 20 times today. And I`m only about two-thirds of the way through the route.” Such are the disadvantages of streets where children can play without fear of through traffic and parents don`t have to contend with noise. Homes usually sell for a little more because of the privacy of cul-de-sacs. It also doesn`t hurt that the streets are called cul-de-sacs. To be sure, cul-de-sac is French for ”dead end.” But French adds a touch of class in the same way that English names like Devonshire give snob appeal to little subdivisions on the prairie. Yet that has not rescued the cul-de-sac from being ranked behind arterial streets, major collector streets and local side streets on the snow-clearance priority lists of suburban traffic engineers. The engineers, who make their rankings on the basis of which street handles the most traffic, regularly hear from armchair critics. ”They neglect roads like this,” said 20-year-old John Delgado, a transplanted Californian who was house-sitting on a cul-de-sac in Naperville last week. ”Out here`s where it really matters. . . . People have to be able to get out of their house to get on the main road.” Suburban officials like to deflect such criticism by pointing out that cul-de-sacs may be more manageable than Chicago`s side streets. In the city, cars often cram both sides of the side streets-and wind up covered with snow after plowing. In contrast, it`s illegal to park on the street during certain night hours in some suburbs. But some residents can`t get their cars out of the driveway after a heavy snow. That`s because plows are supposed to dump snow into ”parkways,” the city-owned strips that are wedged between the sidewalk and the curb. But the parkways are filled with mailboxes, street lights, trees and fireplugs. Those obstacles often force plows to push snow into driveways and sidewalks. ”It`s not intentional and it`s not malicious,” said Naperville`s Kaar, sounding like one who has been accused of such sins. ”Again, it`s the law of physics. . . . You come up to a void and the plow fills that void.” Another problem: Plows often go out at night and during snowstorms, when it`s difficult to see. As a result, they sometimes go over the curb and gouge sod. That some suburbs pay for replacing sod underlines the fact that cul-de-sac power is not taken lightly. The snow-clearing problem also has forced suburbs to purchase something called the articulated end-loader-a hulking, bulldozer-like contraption that bends in the middle like large city buses. But unlike the weak pickup truck, the loader has the power-most of the time-to put snow where it should go, officials said. The fact that end-loaders can travel at only 18 m.p.h. also brings complaints from residents who think it takes too long to clear their streets.
