GOPUSA ILLINOIS
— DEADLINE FOR HAVING AN ENTRY IN WHEATON’S INDEPENDENCE DAY PARADE HAS BEEN EXTENDED TO JUNE 20: So far, Republican entries are Peter Roskam, Peter Breen/Amy Grant, Paul Hinds, James Mendrick, Grant Eckhoff/Tim Elloitt/Chris Zaruba, Jeff Mckay, and Milton Township Republican Central Committee. Please help me encourage Republican candidates on November 6, 2018 ballots in Wheaton a) to have an entry in Wheaton’s Independence Day parade and b) to help sponsor the parade. Those candidates include Bruce Rauner and Evelyn Sanguinetti, Erika Harold, Jason Helland, Darlene Senger, Jim Dodge, Mike Connelly, Chris Nybo, Darlene Ruscitti, Dan Cronin, Gwen Henry, Kevin Wiley, Jim Zay, Al Murphy, Joseph Cantore, and Karen Wilson. The deadline for parade entries has been extended to June 20, 2018 and the cost is $180. SEE: https://www.eventbrite.com/e/july-2018-independence-day-celebration-parade-entry-tickets-43661232923?aff=es2 This year again, for the 13th year in a row, DuPage Republicans will help sponsor the parade and the fireworks the evening before. So far, outstandingly, Illinois Republican Party leader and Bolingbrook Mayor Roger Claar has contributed $500, Judge Jeff Mackay has contribute $250, and DuPage County Clerk Paul Hinds has contributed $100 toward the $2,500 sponsorship pledge. Bob Berlin, Tim Elliott, Amy Grant, Dave Molitor, and Peter Roskam have made $100 pledges. DuPage County Republicans will get credit for sponsoring the Tunes of Glory bagpipers and the Wheaton North and South High School bands. DuPage Republicans will again have a booth at the fireworks the evening before the parade. I will again hand deliver a flyer to all the residences and businesses on the parade route that lists the sponsors and the amount that they contributed. Please urge the candidates to phone me at 630-653-0462 about sponsorship and mail a check made out to the Wheaton Park District for $100 or more to me ASAP at 915 Cove Court, Wheaton, Illinois 60189-6326. Thanks. – Dave Diersen

CHICAGO TRIBUNE
— A group of Illinois House Republicans, including Rep. Jeanne Ives of Wheaton, candidates and whistleblowers will hold a news conference in Chicago to discuss a plan to address harassment and abuse. (DIERSEN: My critics/opponents, their operatives, and their dupes do not want me to know about this news conference, promote this news conference, attend this news conference, or report on this news conference because I support the equal opportunity (no race or gender based preference giving) plank in the Republican Party platform.)

But my critics/opponents, their operatives, and their dupes have always hinted/implied/argued/shouted that those who like me who support the equal opportunity (no race or gender based preference giving) plank in the Republican Party platform are White supremacists, Nazis, KKK members, haters, racists, sexists, bigots, and even worse things.)

http://www.chicagotribune.com/business/ct-net-neutrality-end-20180610-story.html
(FROM THE ARTICLE: The two events in Washington could lead to further consolidation of wireless, cable and content giants, public-interest advocates say. And they fear that behemoths like AT&T might someday prioritize their own TV shows and other content over rivals’. Internet service providers, or ISPs, deny that they would engage in such a practice — yet consumer watchdogs worry that consumers would have little legal recourse if they did. “I think this could be a one-two punch to consumers and online competition,” said Gene Kimmelman, the president of Public Knowledge, a Washington, D.C.-based public interest group. “The combination of no net neutrality and video consolidation creates new bottlenecks that empower the traditional media industry to raise prices and limit online competition.”)

(FROM THE ARTICLE: Mr. Trump, a former reality television star, may soon be working with a thinned-out cast in the middle of Season 2, well before the midterm elections. Several high-profile aides, including John F. Kelly, the president’s chief of staff, and Joe Hagin, a deputy of Mr. Kelly’s, are said to be thinking about how much longer they can stay. Last week, Mr. Kelly told visiting senators that the White House was “a miserable place to work,” according to a person with direct knowledge of the comment. The turnover, which is expected to become an exodus after the November elections, does not worry the president, several people close to him said. He has grown comfortable with removing any barriers that might challenge him — including, in some cases, people who have the wrong chemistry or too frequently say no to him.)

— What to Consider Before You Change Your Residence Because of the New Tax Law Limits on deductions for state and local taxes have created a greater incentive for taxpayers living in high-tax states – Tom Herman (DIERSEN: Roskam should increase the $10,000 SALT cap to $20,000 for married filing jointly.)
https://www.wsj.com/articles/what-to-consider-before-you-change-your-residence-because-of-the-new-tax-law-1528682701
(FROM THE ARTICLE: For some people, saving taxes under the new law could be a moving experience. Among the biggest changes is a provision limiting deductions for state and local taxes to $10,000 a year ($5,000 for a married person filing a separate return), starting this year and scheduled to expire at the end of 2025. Also, the standard deduction amounts rose sharply. These changes have created a greater incentive for many taxpayers living in high-tax areas, including New York City, California, New Jersey and Connecticut, to consider becoming tax refugees. This includes upper-income taxpayers who have more than one home and want to claim a home in a lower-tax area as the one that counts for tax purposes. It also includes some taxpayers who are considering fleeing entirely from a high-tax area.)

For example, has he offered to sign a pledge that he will not take any action against Illinois Republican Party (IRP) platform? For example, has he offered to attend a summit meeting with those who endorsed Trump, those who endorsed Ives, and the conservative leaders in Illinois? What does Rauner say to those who increasingly conclude that he does NOT want those who voted for Trump and/or for Ives to help reelect him on November 6, 2018? (FROM THE ARTICLE: Gov. Bruce Rauner is trailing Democratic gubernatorial rival J.B. Pritzker by at least 15 points, according to the May edition of The Illinois Poll. The telephone survey contacted 1,208 voters May 22-24. While Rauner holds narrow leads in northern and central Illinois, he has surged in the southern part of the state, with a 46-to-30 percent lead over Pritzker. Predictably, Pritzker is leading Rauner 76 to 11 percent in Democratic Chicago and suburban Cook County. The poll also asked residents whether they believe Rauner deserves to be re-elected to a second term in office. Thirty four percent of respondents said yes, while 53 percent said no.)

https://www.politico.com/story/2018/06/10/blue-states-gop-tax-law-634991
(FROM THE ARTICLE: Residents of some blue states may get a surprisingly big tax cut thanks to workarounds state lawmakers are crafting to subvert a controversial new cap on deductions for state and local taxes. In places like New York, taxpayers will not only be able to claim the same break as before Republicans imposed a new $10,000 cap on the deduction, but they will also be able to sidestep longstanding federal rules on exactly when the deduction may be taken.)

THE DAY
— Too much news? Not for everyone – Jennifer Rubin (DIERSEN: Should I write a book about my critics/opponents who focus on discouraging everyone from reading GOPUSA ILLINOIS emails? They want you read only what they publish or they bless. More than just being overjoyed about, they played major roles in ending my TAPROOT Republicans of Illinois chairmanship, Wheaton Chamber of Commerce Government Affairs Committee membership, Milton Township Republican Central Committee webmaster service, Illinois Center Right Coalition Steering Committee membership, and American Association of Political Consultants Midwest Chapter board membership.)
https://www.theday.com/article/20180610/OP04/180619985

(FROM THE ARTICLE: The Pew Research Center is out with a fascinating poll on “news fatigue.” The poll finds: “Almost seven-in-ten Americans (68%) feel worn out by the amount of news there is these days, compared with only three-in-ten who say they like the amount of news they get,” according to the report. “The portion expressing feelings of information overload is in line with how Americans felt during the 2016 presidential election, when a majority expressed feelings of exhaustion from election coverage.” On one hand, this is understandable given the constant drumbeat of scandal and outrage. On the other hand, no one forces Americans to watch or read the news. It is a choice whether to consume it or not, and judging from those stunning poll results (e.g. only 43 percent polled last year could name a single Supreme Court justice), many people do a fine job of being uninformed. Nevertheless, to the degree one attempts to be a diligent citizen, it seems to many that they are drinking out of the proverbial firehose. Looking a little closer, we see an interesting phenomenon. Distaste for President Donald Trump — and perhaps glee at his failures — makes Democrats more eager to ingest as much news as they can. “While majorities of both Republicans and Democrats express news fatigue, Republicans are feeling it more,” according the Pew’s findings. “Roughly three-quarters (77%) of Republicans and Republican-leaning independents feel worn out over how much news there is, compared with about six-in-ten Democrats and Democratic-leaning independents (61%). This elevated fatigue among Republicans tracks with them having less enthusiasm than Democrats for the 2018 elections. The lack of interest in the news and in the election suggests that an outsize segment of Republicans don’t want to hear that much about, or take stock of, the president and Congress they elected. Yes, we can sympathize that it is stressful to see someone you were warned not to vote for display just about every rotten trait you chose to overlook during the campaign (e.g. dishonesty, vulgarity, racism). Ironically, the less-informed people feel the most overwhelmed, even if they don’t actually consume a whole lot of news. (“While a majority of those who follow the news most of the time (62%) are feeling worn out by the news, a substantially higher portion (78%) of those who less frequently get news say they are fatigued by the amount of it that they see.”) There may be a strong segment of the electorate that is trying to hide from the news — but just can’t. The demographic groups that most strongly supported Trump are now the most exhausted by the news. “Some demographic groups — most notably white Americans — are more likely than others to feel exhausted by the news,” the poll finds. “Nearly three-quarters (73%) of white Americans express fatigue with the amount of news, much higher than among both Hispanic (55%) and black Americans (55%). Women are also somewhat more likely than men to feel worn out (71% vs. 64%, respectively).” There is some good news in this for the anti-Trump forces. It seems they are more energized (perhaps by a sense of vindication or by a desire to stop the Trump madness) than Republicans, who, gosh, just don’t seem to want to be reminded of what and whom they voted for. They are not “tired of winning.”)

(FROM THE ARTICLE: The Indiana Republican Party, by an overwhelming margin, reaffirmed Saturday its commitment to marriage “between a man and a woman” as the preferred structure for Hoosier families. In so doing, the 1,494 GOP delegates attending the party’s biennial state convention turned aside a revised “strong families” platform plank, proposed by Gov. Eric Holcomb’s party leadership, that expressed support for all adults raising children, in favor of renewing explicit support for opposite-sex marriage that first was inserted in the platform in 2014 by marriage equality opponents. The platform debate was the sole controversy at the half-day convention that also saw Secretary of State Connie Lawson, State Auditor Tera Klutz and State Treasurer Kelly Mitchell nominated as the party’s candidates for the November elections. Most delegates applauded and cheered following the voice vote that preserved the Gov. Mike Pence-era endorsement of what backers describe as “traditional” marriage.)

FOX ILLINOIS
— Speaker Madigan to form executive director search committee (DIERSEN: Will the applicants be asked if they reject any planks in the Democrat Party platform? I should write a book about past and present Illinois Republican Party (IRP) leaders who have focused on getting rid of Republicans who support the traditional family, right to life, immigration, and other planks in the IRP platform.)
http://foxillinois.com/news/local/speaker-michael-madigan-forming-committee-to-select-new-executive-director
(FROM THE ARTICLE: Michael Madigan, chairman of the Democratic Party of Illinois, is accepting applications for a new committee, which will select the party’s next executive director. The search committee will include a total of 18 elected Democratic State Central Committeewomen and will be chaired jointly by Juliana Stratton, Iris Martinez, Jayne Mazotti, Carol Ronen and Karen Yarbrough. This comes just days after the resignation of Madigan’s ex-Chief of Staff Tim Mapes, following public allegations of improper behavior. “The members of this search committee share a commitment to the success of our Democratic Party, and also recognize the need for a better culture throughout Illinois government and politics,” Madigan said. “I know they will conduct a thorough search and select a candidate who reflects our commitment to a strong statewide party and a better future for all. I appreciate the work they are preparing to undertake.” Interested applicants can send their resumes to ewurth@ildems.com.)

(FROM THE ARTICLE: Now, in response, Madigan’s decided to put the women in charge. Lieutenant governor candidate Juilana Stratton will join 18 women from the Democrats’ state central committee to decide who replaces Mapes as the party’s executive director. Madigan said the panel recognizes “the need for a better culture throughout Illinois government and politics.” Also on Friday, Governor Rauner demanded an independent probe into Madigan’s empire. “We need to change this culture of harassment and abuse that has been rampant in the General Assembly and the legislature under speaker Madigan,” said Rauner. However neither Rauner nor Pritzker are calling for Madigan to step down. And that’s significant. Rauner and the GOP want Madigan around to use as a whipping boy for corruption and now for sexual harassment as well. And despite his deep pockets, Pritzker is relying on Madigan’s political machine to get elected.)

http://www.chicagobusiness.com/article/20180608/BLOGS02/180609865/madigan-loosens-his-hold-slightly-8212-on-state-democratic-party
(FROM THE ARTICLE: In the first sign that Springfield’s #MeToo scandal may be forcing Mike Madigan to loosen his grip on power—a little bit—the Illinois House speaker and state Democratic Party chairman today announced a panel headed by five women will select the next executive director of the state party, replacing the ousted Tim Mapes. The five “will conduct a thorough search and select a candidate who reflects our commitment to a strong statewide party and a better future for all,” Madigan said in a statement. “I appreciate the work they are preparing to undertake.” The actual vote will be of the 18 state central committeewoman, each of whom has been elected by Democratic voters in the state’s 18 congressional districts. Madigan himself selected the five, and some, such as Cook County Recorder of Deeds Karen Yarbrough, are considered Madigan allies. But two others—two Chicagoans, Sen. Iris Martinez and former Sen. Carol Ronen—are not. Ronen, for instance, served as informal floor leader for former Gov. Rod Blagojevich, who had a bitter relationship with Madigan. Another appointee, state Rep. Juliana Stratton, D-Chicago, is the lieutenant governor running mate of Democratic gubernatorial nominee J.B. Pritzker, suggesting he had some role in today’s developments. The fifth co-chair, Jayne Mazzotti, is a longtime fixture in Downstate Democratic Party activities.)

(FROM THE ARTICLE: Our next guest is Republican Congressman Peter Roskam, who represents an Illinois district near Chicago. Welcome to the program. PETER ROSKAM: Thank you for having me on. SHAPIRO: You’ve supported targeted measures on some steel imports like those from China. What makes these different? ROSKAM: What makes these different is these are going after our allies with whom we really have no conflict. And I think that this will have an adverse impact on small manufacturers in my constituency that I’ve heard directly from – and not just the manufacturers but obviously their employees and clearly American consumers. I think the smarter move is for us to focus our time and energy on China, which – there’s all kinds of trade infractions. And this is not well-placed resources in a fight that we really shouldn’t be having right now. SHAPIRO: President Trump doesn’t appear to be backing down. Do you think it’s now the role of Congress to stop him through legislation? ROSKAM: So the challenge with stopping the president through legislation obviously is the president would have to sign the bill. So said another way, these original trade structures were put in place to give presidents authorities to ease up on trade tariffs and to make it easier for commerce to pass between countries. It was not necessarily contemplated that you’d have a president that was tougher on a country than Congress was. So I think we’re very much in the persuasion mode. I had a meeting today along with some others with Secretary Ross. I’m heading into a meeting with Ambassador Lighthizer, giving voice to these concerns. And I think when push comes to shove, one of the voices that’s going to have a disproportionately significant impact is American agriculture because they’re ashen-faced at the idea of getting into a trade war.)

They painted themselves as being hardworking employees who had financial problems and who needed promotions.)
https://www.wthr.com/article/iowa-gop-zero-in-on-wealth-of-democratic-governor-candidate

(FROM THE ARTICLE: For a Republican Party that celebrates capitalism and the American dream of building wealth, the GOP’s initial line of attack against the new Iowa Democratic nominee for governor appears a bit out of character. Fred Hubbell, a former life insurance executive whose family wealth dates back to the mid-1800s, won the Democratic nomination Tuesday and will face Gov. Kim Reynolds in November. Almost immediately, Reynolds and party leaders questioned how voters could trust a candidate who was born rich and later served in leadership roles at several companies. Hubbell’s family businesses in Des Moines include ties to real estate and insurance. “The issue isn’t that Fred Hubbell has been rich his entire life, it’s that he has no idea what it’s like not to be,” said Reynolds during her election night speech. “He has no idea what it’s like to balance a family checkbook or to make the tough decisions most of us make each and every day when we’re trying to make ends meet.” Republican Party of Iowa Chairman Jeff Kaufmann has chimed in by repeatedly referring to Hubbell, 67, as “Prince Frederick.” On election night, the party posted a photo-shopped image of Hubbell on its Facebook page as the Monopoly board game mascot, with a top hat, monocle and bags of money surrounding him. Never mind that Reynolds and Iowa GOP party leaders are big supporters of President Donald Trump, a rich businessman who surrounds himself with conspicuous wealth at his lavish properties such as Mar-a-Lago. In the Iowa governor’s race between a woman of modest means and a man who donated nearly $3 million of his own money toward his primary race, the GOP so far is zeroing in on personal wealth. It’s a strategy tried before as more rich candidates run for office from both parties, many of them also funneling millions of dollars to fund their own campaigns. In neighboring Illinois, for example, Democrat J.B. Pritzker, a billionaire member of the family that founded Hyatt hotels, has put more than $100 million of his own money into his bid to unseat Republican Gov. Bruce Rauner, a wealthy former private equity investor. When he won in 2014, Rauner was accused of trying to buy the election.)

— Ousted Madigan aide (Tim Mapes, age 63) eligible for hefty (more than $135,000/year) pension – Ray Long (DIERSEN: Are you in line to get a hefty pension or are you getting a hefty pension now? — DISGUSTING, OUTRAGEOUS: Cook County allows video gambling in unincorporated areas – Gregory Pratt (DIERSEN: Gambling is a vice. If you promote gambling, you promote vice. Ever-increasingly, the Illinois Republican Party (IRP) shouts that it is anti-conservative, pro-Democrat, pro-Libertarian, and pro-Green. How soon, if not already, will the IRP officially banish conservatives, that is, how soon, if not already, will the IRP officially banish its base?)
http://www.chicagotribune.com/news/local/politics/ct-met-cook-county-video-gambling-20180606-story.html
(FROM THE ARTICLE: “This is an opportunity for us to bring in revenue from people who want to pay the revenue, not by forcing something on somebody,” Commissioner Tim Schneider, a Bartlett Republican, said during a meeting Tuesday where officials discussed the plan. When video gambling machines went live in Illinois during fall 2012, Cook County prohibited them from unincorporated areas. Under state law, each establishment authorized to operate video gambling is allowed up to five machines. Schneider, who proposed the expansion plan in unincorporated Cook County said the measure would allow businesses with a liquor license to apply for video gambling. There are approximately 60 businesses with liquor licenses in unincorporated Cook, Schneider said. Ninety out of 132 municipalities in the county have allowed video gambling, Schneider said, arguing that the expansion will allow business in unincorporated Cook County to compete with them and “level the playing field.” Currently, electronic gambling devices in Cook County are taxed $1,000 per machine and $200 per year per terminal, according to Edward Nelson, a spokesman for the county’s finance bureau. Gambling revenue from incorporated areas of Cook County is expected to bring in $2.1 million this fiscal year, which is an increase from the year before, Nelson said in an email. There was little debate over the measure inside the county building Wednesday, though commissioner Bridget Gainer, D-Chicago, voted no, saying gambling can “create an undue burden on families.” Schneider said video gambling is “carefully regulated.” Officials from municipalities that have adopted video gambling reported “limited or no problems,” he said. Commissioners voted 9-1 in favor of the plan, with three voting present. Anita Bedell, executive director of the Illinois Church Action on Alcohol and Addiction Problems, called the expansion a “very bad idea.” “More people will gamble,” Bedell said, and it will lead to increased social costs, including addiction and divorce. “The money comes from residents that lose the money,” Bedell said. Sean Morrison, R-Palos Park, echoed Schneider’s points about creating a “level playing field” for business. He said this will generate new revenue without being a “mandated tax.” “You gamble if you choose or you don’t,” he said.)

— Does Rauner Support Trump Commuting Blagojevich’s 14-Year Sentence? – BRIAN MACKEY (DIERSEN: Does Rauner support Trump commuting my sentence? Being forced to take early retirement is a major adverse employment action. If you have been forced to take early retirement, you know how devastating it is. Constructively, since 1997, when I was 49 years old, the Democrats who run GAO have had the Civil Service Retirement System pay me $1,076,178 in today’s dollars to not come to work. Prior to that, they gave me unfair performance expectations and appraisals, always ranked me in the bottom half of my coworkers for pay-for-performance purposes, did not promote me beyond GS-13, got rid of my mentor in 1987, kept me off audits of IRS for all but 3 of the almost 18 years that I worked for GAO, and forced me to take an $19,203 pay cut in today’s dollars to transfer from IRS to GAO in 1980.)

NORTH COOK NEWS
— Illinois Republican Party State Central Committee member Charlene Foss-Eggemann says grassroots involvement is key to November gubernatorial win – Robert Hadley (DIERSEN: Tragically, from what I see, the Illinois Republican Party (IRP) is divided between “Group A” individuals, organizations, and companies that want to dump voters who support the traditional family, right to life, immigration, and many other planks in the IRP platform and Group B individuals, organizations, and companies who support the IRP platform. Those in Group A voted for Rauner and those in Group B voted for Ives.)
https://northcooknews.com/stories/511445366-gop-committee-member-says-grassroots-involvement-is-key-to-november-gubernatorial-win
(FROM THE ARTICLE: Elected to represent Illinois’ Ninth Congressional District, Foss-Eggemann is positioning herself as a grassroots volunteer who is intent on providing a conservative voice from her district at the state level. “I will work to unify the Republican Party before we head into another tough gubernatorial election cycle,” she told the North Cook News. “I will also work toward facilitating the development of party volunteers, protecting the conservative planks of the party platform, bolstering our statewide fundraising efforts and improving the quality of our voter data.” But if she is sounding a somewhat conciliatory note, it may be because the party seems to have divided loyalties. Rauner, who won the primary by a scant 22,000-vote margin, faced opposition stirred up from “grassroots anger over [his] more liberal positions,” according to a May 19 piece in the State Journal-Register. However, that same report said that Tim Schneider, a member of Rauner’s camp, had won another term as chairman of the Illinois GOP, an indication that the party’s cracks—if there were any—are healing. “It’s important to note, however, that robust competition and debate is a cornerstone of our party’s principles,” Foss-Eggemann stated. “So I would not characterize a race as ‘division.’” But with a tough battle against Pritzker ahead, Foss-Eggemann is realistic about what it may take to keep the governor’s office in the GOP column. “We need to run with the opportunity and make the most of what we have,” she said. “We must all raise our game to make everyone feel welcome and do even more to engage and train grassroots volunteers. If we do these things, we win.”)

(FROM THE ARTICLE: Having enjoyed my 82nd birthday, I am part of a group of about 50 million Americans who are 65 years of age or older. Those who are 90 or older were in school during the 1930s. My age cohort was in school during the 1940s. Baby boomers approaching their 70s were in school during the 1950s and early ’60s. Try this question to any one of those 50 million Americans who are 65 or older: Do you recall any discussions about the need to hire armed guards to protect students and teachers against school shootings? Do you remember school policemen patrolling the hallways? How many students were shot to death during the time you were in school? For me and those other Americans 65 or older, when we were in school, a conversation about hiring armed guards and having police patrol hallways would have been seen as lunacy. There was no reason.)

(FROM THE ARTICLE: For graduates of MIT Sloan School of Management, median starting salaries paid by financial-services firms jumped 25% between 2012 and 2017 to $125,000. Technology and consulting median salaries were up just 9%, to $125,000 at technology companies and $147,000 at consulting firms, over the same period. Still, the share of Sloan graduates accepting jobs at financial-services firms was cut almost in half to 14% over that time, while technology’s share nearly doubled to 32%. At five of the top 10 schools, the share of newly-minted M.B.A.s accepting jobs in finance declined by more than 5 percentage points. “Over the last 10 years you’ve had an almost complete flip between finance and technology,” said Jean Ann Schulte, director of employer relations and recruiting services at MIT Sloan. https://www.washingtonexaminer.com/news/white-house/trumps-war-on-the-washington-bureaucracy
(FROM THE ARTICLE: Bill Valdez fired two people during his 20 years as a manager in the federal workforce. One went quietly after an instance of undisputed misconduct. The other, accused of doing almost no work, refused to leave and used entrenched civil service protections to stay on the federal payroll for another eight years, claiming discrimination, disability, and unfair treatment. Such long goodbyes have proved so arduous and frustrating that many managers just give up, essentially resigning their ability to manage their staff. But they are about to become much less common, as President Trump signed three executive orders last month gutting rules that allow bad workers to prevent legitimate firings, and ending lucrative perks for the labor unions that helped put them in place. . .Once the new employee discipline procedures are implemented, “you give someone notice that their performance is unsatisfactory, and if they do not respond, you can remove them within 30 days,” he added. In the case of the employee who survived Valdez’s attempt at firing for eight years, he recalled, “it got conflated with other issues that delayed the dismissal.” “A federal employee who is removed from public service for performance issues has a right to appeal not only the performance issues but the other issues he or she believes are associated with that … even to federal courts,” he said. “What this [new] process does is say if you’re removed from federal service for poor performance, and if you wish to adjudicate this, go ahead, but you’re not going to do this while you’re put on administrative leave.” “What tends to happen is most appeals are ruled in the agency’s favor,” Valdez added, particularly from the Merit Systems Protection Board. . .The union leader says the reforms are a step toward making federal workers “at will” employees, allowing for political considerations in hiring and firing decisions. “Everyone knows President Trump has no respect for the rule of law and this is just the latest case,” Cox added. The White House official who worked on the orders says this is false, and that the federal workforce isn’t moving to at-will employment. But staff must be liable to firing for cause, either poor performance or misconduct.)

(FROM THE ARTICLE: On June 2, Allsup posted a picture of a certificate on Facebook. “As of today I am officially an elected official in the state of Washington and Republican party,” he wrote. “Cool!” The piece of paper certified that Allsup was now a precinct committee officer for the Whitman County, Washington Republican Party. Allsup’s certificate declares that he was awarded the post after his candidacy remained uncontested for four days. The county’s auditor confirmed the certificate’s authenticity to The Daily Beast. Allsup’s post is a small one on its face, but it’s influential. “If you want to take over a political party in this state, the best thing to do is to start at the PCO level and get a whole bunch of people who agree with your views elected as PCOs,” Hugh Spitzer, a professor of law at the University of Washington, told The Daily Beast.)

June 4 Morning Edition

GOPUSA ILLINOIS
— Do you favor or oppose my reporting the names of Republican candidates, elected officials, and party leaders who speak at and/or attend Republican events in Wheaton, in Milton Township, and in DuPage County? If you favor my doing that, please let the following know that:

DuPage County Republican Central Committee (DCRCC) Chairman Brian Krajewski, DCRCC Secretary Paul Hinds, Milton Township Republican Central Committee Chairman Chris LeVan, the eight other Republican township party chairmen in DuPage County, and Republican candidates on November 6, 2018 ballots including Peter Roskam, Bruce Rauner and Evelyn Sanguinetti, Erika Harold, Jason Helland, Darlene Senger, Jim Dodge, Mike Connelly, Chris Nybo, Amy Grant, Peter Breen, Darlene Ruscitti, Dan Cronin, James Mendrick, Paul Hinds, Gwen Henry, Grant Eckhoff, Chris Zaruba, Joseph Cantore, Karen Wilson, and Jeff Mackay.

My critics/opponents have always vehemently opposed my reporting on political events, and especially my reporting who attends them. Should I attend and report on DCRCC’s Lincoln Day Diner with George P. Bush this Wednesday evening in Oak Brook and suffer the punishment that my critics/opponents will heap on me? My critics/opponents do not want me to know about their events or other activities, do not want me to promote their events or other activities, do not want me to attend their events, and do not want me to report on their events or other activities. At best, they paint me as being “too conservative, that is, that I support too many planks in the Illinois Republican Party platform. They focus on destroying those like me who they cannot manipulate/dominate.

(FROM THE ARTICLE: In its Friday announcement, Facebook unveiled plans to help users stay informed by testing out a new “Breaking News” label on select news stories. The company has pre-approved 80 “trustworthy and quality” publishers from across the globe to test the feature on their posts in the News Feed. “So we’re exploring new ways to help people stay informed about timely, breaking news that matters to them, while making sure the news they see on Facebook is from trustworthy and quality sources,” Alex Hardiman, Facebook’s head of news products, wrote in the news release. In short, the subtle change will allow news organizations to help users to stay informed about the news they care about most — as long as it’s from one of the organizations Facebook has chosen. While the full list of the 80 publishers currently involved in the test has not been made public, those who have reported their involvement include The Washington Post, ABC News, Recode, The Verge and Vox. In the announcement, Facebook did not disclose the criteria used to choose the 80 publishers, nor did the company reveal whether or not more publishers will be added in the future. “People tell us they want to stay informed about what is happening around them,” Hardiman’s announcement concluded. “We are committed to ensuring the news that people see on Facebook is high quality, and we’re investing in ways to better draw attention to breaking news when it matters most.” Facebook has greatly reduced the distribution of our stories in our readers’ newsfeeds and is instead promoting mainstream media sources. (FROM THE ARTICLE: Sometime during the month of April, I was contacted by WGN and asked to be interviewed for a segment they were doing on Everyday Racism. I was told that WGN wanted another point of view. At that point, I should have asked about the point of view to which WGN was seeking an alternative. I might have learned that a particular narrative was being proffered, and anything expressed contrary to that narrative was not going to be fully or fairly treated. I agreed to do the interview not really knowing much about the segment or how long it would be. WGN reporter Gaynor Hall interviewed me for about a half hour. She asked me questions about my background, my politics, and my experiences with racism. I answered all her questions as my wife listened. I also made it clear that I see the world through a biblical worldview. What I mean by that is we are all sinners, and racism is a sin. It is part of our human nature that can’t be legislated away. Racism is an inward thought about the inferiority of other races or harboring negative stereotypes of those races. The overt act, which I said we must be more concerned about, is discrimination. I also mentioned that racism is a secular construct that is not evidenced in Scripture. There is only one race—the human race.)

http://thehill.com/opinion/finance/390358-impartial-advisers-could-help-trump-restore-civil-service-accountability
(FROM THE ARTICLE: Contrary to perceived wisdom about the sanctity of job protection, civil servants did not have tenure until the 1960s. Civil service was designed as a system of neutral hiring; it defanged the spoils system by eliminating political hiring of the rank-and-file. “If the front door [is] properly tended,” as a civil service reformer put it, “the back door [will] take care of itself.” The only protections against termination were a) to guard against politically-motivated firings (the Lloyd-LaFollette Act of 1912) and b) to protect quasi-judicial officers from executive meddling (the 1935 Humphrey’s Executor decision). Otherwise, as the leading Supreme Court decision held, the president had “the exclusive and illimitable power of removal” of executive branch employees. This all changed in 1963 when, as a payback for public union support, President John F. Kennedy in Executive Order 10988 authorized collective bargaining. Congress in 1978 then imposed collective bargaining upon the president as a statutory obligation. The Supreme Court never has been asked to rule on whether Congress had constitutional authority under Article II — which states, “The executive power shall be vested in a President” — to effectively remove executive power over personnel performance. An attorney general’s opinion at the time of original civil service reform stated that Congress could not so restrict the president’s authority. The harm of unaccountable civil service is not lots of shiftless people, but an enervated public culture. No accountability corrodes the spirit of organizations because it eliminates the trust that co-workers will do their share. Energy fades as it becomes clear that it doesn’t matter what you or anyone does. Without accountability, the only other tool for managing personnel is dense rulebooks, so suffocating bureaucracy is layered on top an already-dispirited workplace. By making civil servants “virtually impregnable” to accountability, Congress might as well have put nerve gas into public offices. It didn’t take long for the nerve gas to take effect. A 1989 report by the Volcker Commission on Civil Service found a “quiet crisis” in federal civil service, characterized by “an erosion of performance and morale.” The commission found that seven of 10 federal employees who witnessed fraud, abuse or waste did not even bother to report what they saw. A second Volcker Commission in 2003 found deep resentment at “the protections provided to those poor performers among them who impede their own work and drag down the reputation of all government workers.” The original idea of civil service remains valid — to create a “merit system” where civil servants are hired and retained based of performance. But the current system, as the Partnership for Public Service has concluded, is “a relic of a bygone era.” Attracting good people requires giving them real responsibility, not making them clerks on a bureaucratic assembly line. No one will give officials responsibility, however, unless they can be accountable if they abuse it. Distrust is the main hurdle to reforming civil service. Personnel decisions require judgment, not objective proof. How do you prove who doesn’t work hard, or isn’t cooperative with co-workers, or is mean-spirited? Someone must make those decisions, and Trump’s appointees are unlikely to be trusted. Union officials defend current procedures as being “just a matter of due process.” But due process is an impenetrable barrier because it puts the burden on the supervisor. Can you prove that this person is so much worse than anyone else? In a public service that aspires to A’s, due process protects people who get D’s and F’s. Our quandary is this: No president until Trump has been willing to take on public unions, but Trump lacks the trust to achieve the bold civil service overhaul that’s needed. How do we square this circle?)

— Can the 3.8% unemployment rate tumble toward zero? – Paul Davidson (DIERSEN: Are you unemployed? My critics/opponents, their operatives, and their dupes stress that since 1997, when I 49 years old, I have not been able to get a paid job that is appropriate for someone with my education, work experience, professional certifications, and professional license. They use that to demonize me, to denigrate me, and to condemn me as being a White supremacist, Nazi, KKK member, hater, racist, sexist, bigot, and even worse things.)

(FROM THE ARTICLE: But first, before you get too excited, some perspective. A big reason unemployment dropped last month is the portion of Americans working or looking for jobs dipped to 62.7%. That share, known as the labor force participation rate, generally has been falling for years as Baby Boomers retire. Also, many men ages 25 to 54 remain outside the workforce as a result of the opioid crisis and the loss of manufacturing and construction jobs during and after the recession of 2007-09. In other words, many people aren’t officially considered unemployed because they’re not actively looking, although they really would like jobs. “You’re able to pull (the unemployment rate) down because you don’t have as many people participating,” says Diane Swonk, chief economist of Grant Thornton.)
