BILL ARTICLE: Benefits included dedicated payments of tuition and living expenses to attend high school, college or vocational/technical school, low-cost mortgages, low-interest loans to start a business, as well as one year of unemployment compensation. This legislation was the result of the conclusion of the Vietnam War and its draft and the United States Department of Defense’s desire to build a career military service. Under this act, preference was no longer granted to nondisabled veterans who retired at the rank of major or above.
