(FROM THE LETTER: HB0038 is currently in committee of the Illinois House of Representatives. This bill should concern Illinoisans who aspire for a community so beautifully described by Dr. Martin Luther King Jr. as one where people “will not be judged by the color of their skin but by the content of their character.” In a departure from Dr. King’s aspirations, HB0038 calls for consideration of race in the hiring process of public-school teachers. This would seem to violate several federal and state civil rights laws. Specifically, the Illinois Civil Rights Act of 2003 which explains that a unit of the state cannot “subject a person to discrimination under any program or activity on the grounds of that person’s race, color, national origin, or gender,” as well as the language of the Illinois Human Rights Act which prohibits race-based discrimination in employment. While one component of HB0038 undermines Dr. King’s message through employment considerations, another does so through mandates of curriculum and instruction at the local level. Starting as early as elementary school, HB0038 would require students to learn curriculum based in a discipline of academia that places race as an essential and defining part of human interaction. In this model, one’s status as oppressor or oppressed is heavily determined by skin color. In one application of this curriculum, groups of third-grade students analyzed their racial and sexual identities according to “power and privilege” and then wrote reflections on their status as being either privileged or oppressed. One parent described the activities as “basically teaching racism.” Humbly, I submit, a society that places race as an essentially defining element of most human interaction is not one so admirably envisioned by Dr. King. With that in mind, Illinoisans should oppose HB0038.)

In 1997 they succeeded in forcing me to take their early retirement “offer.” They were furious that I became Certified Fraud Examiner in 1990, Certified Government Financial Manager in 1994, Certified Financial Services Auditor in 1996, and Forensic Accountant in 1997 and that I earned a job-related master’s degree in financial markets and trading from IIT in 1997 because the aforesaid frustrated their efforts to get rid of me. If I had had drinking problems like Kinzinger had, I would not have gotten jobs washing dishes 1964-1966; cleaning golf shoes, chipping slag, and pumping gasoline in 1966; delivering mail 1966-1969; working on an automobile assembly line and as a security guard in 1970; selling tires, automotive services, and major appliances 1970-1971; pumping gasoline 1971-1972; collecting delinquent taxes 1971-1980; or auditing federal agencies 1980-1997. IRS would not have promoted me in 1972, 1973, or 1974 and GAO would not have promoted me in 1986. If I had had drinking problems like Kinzinger had, Loyola might not have accepted me in 1972, DePaul might not have accepted me in 1976, and IIT might not have accepted me in 1992. If I had had drinking problems like Kinzinger had, I doubt that I would have passed CPA examination on my first attempt in 1979 or passed the Certified Internal Auditor examination on my first attempt in 1981. — The six applicants for Illinois Republican Party (IRP) Chairman are Steve Anderson, Mike Fryzel, Scott Gryder, Steve Sauerberg, Mark Shaw, and Don Tracy. The IRP State Central Committee (SCC) will meet via Zoom at 10:00 AM this morning to determine the finalists. On Saturday, January 30, 2021, the IRP SCC will interview the finalists and select the new IRP Chairman by weighted vote. Those who want to have input on the determination should contact their representative on the IRP SCC.

Sadly, this process is a far cry from what happened in 2005. In 2005, as an Illinois Center Right Coalition Steering Committee member, I organized a candidate forum in Springfield the evening before the IRP SCC meeting at which the IRP SCC elected Andy McKenna. Candidate forum attendees included McKenna, Steve McGlynn, John Cox, and Jim Nalepa.

According to Jeff Berkowitz’s report, the IRP SCC meeting “attracted about 500 Republican activists, operatives, party functionaries, office holders and wannabees– including more than 150 County, Ward and Township Committeemen; State GOP Chairman candidates Andy McKenna, Jr., Steve McGlynn, Jim Oberweis, John Cox and Jim Nalepa. Andy McKenna, Jr., who is known for his father’s and perhaps his own fundraising prowess and business contacts and who ran in the Republican U. S. Senate Primary in 2004, garnering 14% and a 4th out of 7 candidates finish, won the State GOP chairmanship vote, primarily because of the backing of the Illinois Republican Party Finance Committee, i.e., in large part the Chicago Metropolitan Republican Business Interests and Donors. McGlynn, who had campaigned vigorously for the position, withdrew prior to the vote when he saw he could not get a majority of the SCC weighted vote. Nalepa, who drew acclaim and cheers from the assembled for his stirring speech, came in a very distant second to McKenna– who, in addition to the aforementioned money interests, had the New Republican Establishment behind him– Lahood-Kirk, for sure, and most likely Cross. Of course, the New Republican Establishment and money interests go together like ham and cheese.”

President Joe Biden would sign documents to “launch a whole-of-government initiative to advance racial equity,” his transition team said in a Jan. 20 release. Equity means equality of outcome, a concept tied to the critical theories that slice up society into identity groups based on race, gender, sexual proclivities, and others, while positing which groups are oppressed and which are the oppressors, similarly to how Marxism labels people as oppressors or the oppressed based on class. “The president-elect will sign an Executive Order beginning the work of embedding equity across federal policymaking and rooting out systemic racism and other barriers to opportunity from federal programs and institutions,” the release said. “The Executive Order will define equity as the consistent and systematic fair, just, and impartial treatment of all individuals, including individuals who belong to underserved communities, such as Black, Latino, Indigenous and Native American persons, Asian Americans and Pacific Islanders, and other persons of color; LGBTQ+ persons; people with disabilities; religious minorities, persons who live in rural areas; and persons otherwise affected by persistent poverty or inequality.” While the release talks about fair treatment of all, the proposals indicate some people will be more equal than others based on whether their demographics fit the administration’s profile of “historically underserved and marginalized.” Biden will direct all federal agencies “to undertake a baseline review of the state of equity within their agency and deliver an action plan within 200 days to address unequal barriers to opportunity in agency policies and programs.” The Office of Management and Budget will be tasked with “working to more equitably allocate federal resources to empower and invest in communities of color and other underserved communities.” The administration also wants to improve access to government benefits and services, “for example, by reducing language access barriers” and having agencies “engage with communities who have been historically underrepresented, underserved, and harmed by federal policies.” The administration wants to look into new ways to check whether its policies “advance equity.” Biden will also reverse the September executive order of then-President Donald Trump that banned federal agencies, contractors, subcontractors, and grantees from instructing their employees to follow the tenets of the critical theories. Trump’s order cited the work of Christopher Rufo, director of the Discovery Institute’s Center on Wealth and Poverty, who has been waging a “one-man war” against critical race theory in American government. Rufo has repeatedly warned of the intrusion of the ideology into civil society after obtaining documents showing the theory being pushed in various institutions.
