(FROM THE ARTICLE: President-elect Donald Trump met with a powerful group of Silicon Valley tech executives last week to discuss ways to root out government waste. He would do better to confer with the Government Accountability Office, the independent, nonpartisan federal agency that supports Congress to meet its constitutional responsibilities, and improves performance and ensures accountability on behalf of all Americans. Amid the turmoil of presidential transition, with more than 4,000 political appointees to be named and additional professional turnover difficult to quantify, GAO is a rock. Only one of its 3,000-plus employees, U.S. Comptroller General Gene Dodaro, is appointed, and his 15-year term runs through 2025. What’s more, GAO wants to help the incoming president-elect, as Dodaro explained last week at an event hosted by Nextgov. “Under the Presidential Transition Act, GAO has a special responsibility—we’re referred to as a resource that incoming administrations are encouraged to talk to, to find out about their management challenges, risk and responsibilities,” Dodaro said. “So we take that responsibility very seriously, and we don’t wait until people to come us.”  After the election, GAO unveiled its Transition App, for example, allowing users to view a range of serious issues organized by topic and agency. New personnel within an agency can use it to get up to speed about waste, fraud, abuse and other issues plaguing their new workplace. The app boils nearly 6,000 open recommendations from GAO to roughly 10 priority recommendations per agency. “The app was created specifically to help the incoming administration and Congress understand the issues across government,” Dodaro said. The app also directs users to more information, including links to a management agenda concerning issues like finance and cybersecurity, and GAO’s most important product, the High Risk List. The 2015 iteration of the list included IT acquisition and veteran health care among several dozen of the riskiest, problematic federal programs. That GAO has already identified opportunities to improve technology—an issue Trump presumably addressed with the Silicon Valley tech execs—and veteran health care—which Trump during the campaign trail often criticized the current administration of executing so poorly on—ought to catch the attention of Trump’s transition team. Dodaro, speaking last week, said GAO will deliver its next high-risk list in February, following Trump’s inauguration. GAO will also release a report on technology, encompassing feedback from a forum Dodaro hosted on IT that included tech executives, members of Congress and other experts. IT is actually a momentum area for GAO, with the executive branch implementing 23 percent more of approximately 800 recommendations the watchdog made in 2016 compared to 2015. In data center consolidation alone, GAO has identified upward of $8 billion in savings across agencies, or almost 10 percent of the federal IT budget. And that’s only a drop in the bucket compared GAO’s overall work. In fiscal 2015, it identified $136.7 billion in improper payments made by programs like Medicaid. In fiscal 2016, GAO found $63.4 billion in financial benefits to taxpayers, rooting out waste, fraud and abuse, returning $112 to taxpayers for every $1 spent on the agency. GAO also identified a tidy 1,234 ways to make government more efficient. If Trump is serious about rooting out government waste, he should spend an afternoon with GAO, rather than a room full of Silicon Valley tech executives. Or, as one columnist for Government Executive suggested recently, Trump could trade Twitter for GAO’s transition app.)

These “highly compensated” public servants cost Illinois taxpayers over $8 billion. We found Cook County animal-control officers making $105,000; suburban school administrators at $503,000; university doctors earning $1.3 million; and 72 small-town ‘managers’ out-earning every governor of all 50 states. This research helps explain why Illinois has a net outward migration of residents. In order to pay these exorbitant salaries, Illinois has burdensome property taxes that are driving people out of the state. Illinois also has the double dippers — 15,000 “retired” public employees who go back to work in government and acquire a second pension. There’s former Republican Gov. Jim Edgar, who took $2.25 million in salary from the University of Illinois between 2000-2013 while also receiving more than $2 million in pension from a two-term stint as governor. Former state Rep. Their differences aren’t all that stark, and they aren’t the antagonistic, argumentative bunch that some Christians peg them to be. “Because many church leaders and members have such misperceptions about them, churches often fail to reach them, or even attempt to reach them,” Thom Rainer, President and CEO of LifeWay Christian Resources, wrote on his website, referring to Christians who do not go to church. LifeWay Research conducted a study on 2,000 of these unchurched Christians in partnership with Billy Graham Center for Evangelism in Wheaton. The “unchurched,” as defined, are people who have not attended worship service in the past six months. Rainer and his team discovered five surprising truths about the unchurched. First, most of them have some church background. “Contrary to some perceptions, the great majority of unchurched have a church background. Almost two-thirds of them (62 percent) went to church regularly as a child,” he said. Next, most unchurched quit church because they got out of the habit of going to church. A number of them left the church for negative reasons, but majority simply quit because they felt like quitting. Third, one-third of the unchurched actually have plans to return to church in the future. Rainer said this is good enough reason for the church to actively invite them and get them interested. Fourth, the unchurched are actually very open to gospel conversation. “Nearly half (47 percent) would interact freely in such a conversation. Another third (31 percent) would listen actively without participating,” shared Rainer. He said it’s time that Christians stop using the “poor excuse” that the unchurched aren’t really interested in gospel conversations, because in reality, it is the church members themselves who are not interested in initiating gospel conversations. Lastly, Rainer said if Christians invite the unchurched to attend worship services, they will definitely come. “Among the unchurched, 55 percent said they would attend church if invited by a family member. And 51 percent said they would attend church if invited by a friend or neighbor. These numbers are staggering. More than 90 percent of Americans born in 1940 earned more than their parents, but only 50 percent of those born in 1980 will, according to the Equality of Opportunity Project. And while the loss of wealth after the Great Recession was steepest for minority families, it was steep for whites, too. A report by the Social Science Research Council estimates that black families will have 40 percent less wealth by 2031 because of the Great Recession. They had high school diplomas and uncertain futures, and no easy explanation for why the dream didn’t work out for them. If being white made life so much easier, the thinking seemed to go, why was it still so hard? The ready-made answers that are front and center in our culture — a rigged system, new workers taking jobs, corrupt politicians — are a big part of what put Donald J. Trump in office. At its ugliest, whites’ resentment is channeled along race lines, often toward groups that many white people believe compete against them for resources — or don’t deserve resources at all. Grappling with this idea of who deserves benefits is a longstanding, difficult conversation. But the anxiety over economic competition is easier to answer. Working-class whites aren’t losing out because other groups are taking limited resources. They, along with the minority workers who the Economic Policy Institute says constitute about 40 percent of the working class, are facing uncertainty because of structural economic change. That ranges from the decline of unions and manufacturing to the rise of an urban service economy. Collectively, this translates to lower wages for working people, while the fruits of economic growth accrue at the top.)

At 5 p.m., Disability Services dropped off five residents but not the others, a Human Services spokeswoman said, and Illinois State Police were helping the department locate the remaining 13 people Tuesday night. At Tuesday’s hearing, Pantle said she was especially troubled by affidavits from caseworkers and a state doctor that alleged some Disability Services residents already moved hadn’t been getting their medicines and one was malnourished. In addition, the affidavits alleged that some residents who remained in the homes had no blankets or comforters despite the plunging temperatures. “I can’t have residents living in an unlicensed facility where they’re not getting care, where they’re not getting medication,” Pantle said. (FROM THE ARTICLE: A Wheeling native is the driving force behind a new website that identifies professors from Illinois and around the country and claims they “discriminate against conservative students and advance leftist propaganda in the classroom.” The Professor Watchlist is part of Turning Point USA, founded by Charlie Kirk, a 23-year-old Wheeling High School graduate. “It’s no secret that some of America’s college professors are totally out of line,’ Kirk wrote in a recent blog post, adding it is “time to expose them.” The website describes itself as “an aggregated list of pre-existing news stories that were published by a variety of news organizations.” Most of the listings, which include professors’ names and photos, give as attribution campusreform.org, which is run by the conservative Leadership Institute. The Professor Watchlist says it will “continue to fight for free speech and the right for professors to say whatever they wish” but states “students, parents, and alumni deserve to know the specific incidents and names of professors that advance a radical agenda in lecture halls.” Kent State history professor Julio Pino, among those named on the site, told The New York Times the site is “a kind of normalizing of prosecuting professors, shaming professors, defaming professors.” According to the list, Darwin Pagnac, an instructor at Des Moines Area Community College, required students to write about climate-change skeptics and address their motivation and who funds their efforts. (FROM THE ARTICLE: President-elect Donald Trump was barely mentioned at the White House Summit on Diversity and Inclusion in Government, but he wasn’t ignored. Top career civil servants and Obama administration political appointees gathered Monday to discuss the importance of a federal workforce that looks like America at all levels, just weeks before the new president, who was overwhelmingly rejected by voters of color, takes office. Trump gained political notoriety by fronting a racist birth certificate campaign to delegitimize Barack Obama, the first black president. Trump then ran a campaign that started with bashing Mexicans and was tarred by his vulgar misogyny. It speaks volumes that he was backed by the Ku Klux Klan, an American Nazi leader, and hailed with Nazi salutes, even as he rejected their support. With that context the summit, planned before his electoral college victory, took on even greater significance. No one was openly critical of Trump during the morning plenary sessions. That would have been impolitic, particularly given the graciousness of the president and first lady toward the incoming occupants of the White House. Indeed, participants seemed to expect the diversity effort to continue under Trump, despite his actions and statements, because it is “imperative,” in the words of acting office of personnel management director Beth Cobert. “The bottom line is simple,” she said in terms Trump can appreciate. “We cannot afford to leave talent and resources on the table.” Yet Trump’s reputation provides good reason for trepidation, as some speakers alluded to — if only obliquely. “Given the nature of this campaign on this issue of diversity and inclusion, I’m sure that there is more than the usual amount of concern and questions,” said Shaun Donovan, Office of Management and Budget (OMB) director. That is “all the more reason,” he added, that career officials “should be thinking about how you step up, how you join together in the coming months and years to make sure that this issue gets carried on.” Carrying on efforts to expand federal workforce diversity after Obama’s departure was a repeated message at the summit. Elizabeth Sherwood-Randall, deputy secretary of energy, said “the work we have begun to date has to be extended across administrations” and how deeply disappointing it would be if that work was “lost or dropped.” Although Gilbert Sandate, chair of the Coalition for Fairness for Hispanics in Government, said the Obama administration has had “inconsistent, spotty success in advancing diversity,” he also praised the president for establishing “one of the most ambitious, multipronged, systematic efforts to institutionalize hiring excellence in government.” The summit grew from Obama’s 2011 Executive Order “establishing a coordinated government-wide initiative to promote diversity and inclusion in the federal workforce.” Sandate does not expect similar efforts under Trump. “Trump’s stated and known views about diversity and inclusion in general … do not bode well for a government workforce that looks like America anytime soon,” said Sandate, who was not at the summit. “I’m afraid the challenge under the Trump administration will be to dig in and fight to hold onto the diversity and inclusion gains made thus far, lest they be quickly eroded or eliminated entirely.” Cobert, who this year said that “one of the most challenging barriers to diversity and inclusion is unconscious bias,” cited three examples of “affirmative steps” taken by the administration “to build a diverse workforce”: In November, the federal government “exceeded the president’s goal of hiring 100,000 people with disabilities into the federal workforce over five years.” The Agriculture Department’s use of “blind applications” that don’t include the names of candidates helped increase the percentage of women in its Senior Executive Service (SES) to 39 percent, an increase of almost 50 percent. The Federal Aviation Administration’s “concerted effort to broaden the recruitment effort” led to a significant increase in job offers to Hispanic candidates and women. “These are examples of real progress,” Cobert said in prepared remarks. True. Yet these success stories also tell us how far away parity remains because of the racism, sexism and implicit bias that makes real inclusion an elusive goal. Female senior executives, for example, remain well below their percentage of the general population at the Agriculture Department and across government. The FAA’s efforts resulted in 28 percent of job offers to women, although women hold up half the sky, as Mao Zedong reminded us. Governmentwide, women were 34.4 percent of the SES workforce in fiscal 2015. The Hispanic-Latino category was a minuscule 2.9 percent, according to an OPM report. The percentage of African American senior executives, however, has increased considerably during the Obama years. In 2008, before he took office, black employees were 8.2 percent of the SES. That had increased to 11.3 in 2015. Without mentioning the president-elect, Sherwood-Randall capsulized the call for civil servants to continue the fight for greater diversity under Trump with this simple directive: “Speak truth to power.”)
