Bruce Rauner is offering a new answer to why abortion opponents should support him: Look at what his wallet has done. “I am the strongest supporter of candidates for office who are pro-life. Nobody has worked harder to elect pro-life Republicans than I have and I remind everybody of that. I have fought hard,” Rauner said Friday on WJPF 1340-AM in Herrin when asked what he was telling angry social conservatives. “I supported Bill Brady when he ran. I’m supporting Erika Harold,” the governor said of the unsuccessful 2010 GOP candidate for governor and current Republican contender for attorney general, respectively. “I’m supporting legislators who are pro-life. I am a strong ally and strong supporter for pro-life candidates.” During his interview with the radio station, which bills itself as “The Voice of Southern Illinois,” Rauner did not explain his reasons for signing the legislation or his personal values in support of abortion rights — a motivating factor behind the Republican primary challenge he now faces from state Rep. Jeanne Ives of Wheaton. When Rauner signed the controversial abortion measure in September, he acknowledged he had “voted for and supported public officials and public servants who are pro-life.” But the governor also said by signing the measure, he was “being true to my values and my views. I have always been true to those.” David Yepsen, the former director of the Paul Simon Public Policy Institute at Southern Illinois University at Carbondale, said he doubts Rauner’s latest explanation will satisfy social conservatives — particularly Downstate. “I don’t think this is going to wash with pro-life Republicans. Rauner’s just coming off as being all over the map on this, trying to have it both ways and it’s already earned him a primary. He needs to come up with a better answer,” Yepsen said. To be sure, Rauner, a wealthy former private equity investor, has a history of giving to Republican candidates who oppose abortion rights, including Mitt Romney, Jon Huntsman and Tim Pawlenty in the 2012 battle for the GOP presidential nomination. But Rauner also has given money to GOP candidates who support abortion rights, including Carl DeMaio of San Deigo, a gay Republican who unsuccessfully ran for Congress, and, closer to home, former U.S. Sen. Mark Kirk and former North Shore congressman Robert Dold. Previously, Rauner contributed to Democratic candidates and causes backing abortion rights, including the Democratic National Committee in 2000 and the Democratic Congressional Campaign Committee in 2003. In 2001, Rauner gave to U.S. Sen. Dick Durbin, Mayor Rahm Emanuel’s congressional fund, and then-Montana Sen. Max Baucus. The governor and wife Diana Rauner also were listed as $50,000 sponsors of a Planned Parenthood Illinois fundraiser in April. At the time, Gov. Rauner had vowed to veto the abortion-expansion legislation. State Rep. David McSweeney, a frequent critic of Rauner who has endorsed Ives for governor, said that in the southern Illinois interview, it sounded to an uninformed listener that Rauner was opposed to abortion rights. “He happened to be on a very popular southern Illinois radio station and of course down there he told everybody he’s pro-life. That’s what you would actually think if you didn’t know the real story,” said McSweeney, a Barrington Hills Republican. “It’s another example of him going into different places and saying different things. Do you think he would ever say that to a Planned Parenthood meeting?” McSweeney asked. The lawmaker also said it’s another sign that for Rauner, “the issue is that it’s all about the money again.” Rauner pumped millions of dollars into GOP legislative campaigns last year, in part earning the allegiance of rank-and-file Republican lawmakers until earlier this year. Veteran Springfield journalist and Capitol Fax Publisher Rich Miller brought down the house at a City Club of Chicago downtown where he was asked by an audience member how Rauner can win re-election in 2018. “In a wave like this, he’s not going to win by touting his accomplishments,” Miller said to widespread laughter in a packed room of business and civic leaders that it’s fair to say tilted heavily Democratic. “He has to run the most negative campaign anyone in this room has ever seen, period. He has to drive down the black turnout, the woman turnout, Latino turnout, young people turnout — he’s got to drive them all down,” he said of discouraging voters most likely to cast a ballot for the Democrat running against Rauner. “The only way to do that — the only way to do that — is to be unbelievably negative, so negative that you just gasp at the TV ads.” Short of Twitter going out of business and “solving a lot of Republican problems” by silencing President Donald Trump’s social media output, “that’s what (Rauner) has to do,” Miller said, citing the higher than expected black voter turnout in Alabama’s recent special election as evidence of an energized Democratic base. “Negative, negative, negative, negative … what Rod (Blagojevich) did to Judy (Baar Topinka) times 50,” Miller said, referring to the expensive 2006 campaign ads in which Blagojevich painted the late Topinka as irresponsible by repeating the phrase “What’s she thinking?” over and over again. For the record, the list of Rauner accomplishments it was touting included passing education funding, the scholarship tax credit program, the Clean Energy Jobs Act, pushing EDGE tax credits, the state’s opioid task force, vetoing a “Madigan Tax Hike” and “ethical government and fighting corruption.”)

Pope Francis also spoke about the perils of disinformation and slander, NPR reported. What did Pope Francis say? “You shouldn’t fall into the ‘sins of communication:’ disinformation, or giving just one side, calumny that is sensationalized, or defamation, looking for things that are old news and have been dealt with and bringing them to light today,” he said. Pope Francis added: “We must not fall prey to the ‘sins of communication’: disinformation that is, giving just one side of the argument, slander, which is sensationalistic, or defamation, looking for outdated and old things, and bringing them to light today. They are very grave sins, which damage the heart of the journalist and harm people.” The world can expect to hear similar sermons from the pope in the future. Pope Francis plans to make “fake news and journalism for peace,” the topic of his 2017 World Communications Day speech. The pope has waded into media issues in the past, as well. Five years of Big Marijuana ushered in a doubling in the number of drivers involved in fatal crashes who tested positive for marijuana, based on research by the pro-legalization Denver Post. Five years of commercial pot have been five years of more marijuana in schools than teachers and administrators ever feared. “An investigation by Education News Colorado, Solutions and the I-News Network shows drug violations reported by Colorado’s K-12 schools have increased 45 percent in the past four years, even as the combined number of all other violations has fallen,” explains an expose on escalating pot use in schools by Rocky Mountain PBS in late 2016. The investigation found an increase in high school drug violations of 71 percent since legalization. School suspensions for drugs increased 45 percent. The National Survey on Drug Use and Health found Colorado ranks first in the country for marijuana use among teens, scoring well above the national average. The only good news to celebrate on this anniversary is the dawn of another organization to push back against Big Marijuana’s threat to kids, teens and young adults. The Marijuana Accountability Coalition formed Monday in Denver and will establish satellites throughout the state. It resulted from discussions among recovery professionals, parents, physicians and others concerned with the long-term effects of a commercial industry profiteering off of substance abuse. “It’s one thing to decriminalize marijuana, it’s an entirely different thing to legalize an industry that has commercialized a drug that is devastating our kids and devastating whole communities,” said coalition founder Justin Luke Riley. “Coloradans need to know, other states need to know, that Colorado is suffering from massive normalization and commercialization of this drug which has resulted in Colorado being the number one state for youth drug use in the country. Kids are being expelled at higher rates, and more road deaths tied to pot have resulted since legalization.” Commercial pot’s five-year anniversary is an odious occasion for those who want safer streets, healthier kids and less suffering associated with substance abuse. Experts say the worst effects of widespread pot use will culminate over decades. If so, we can only imagine the somber nature of Big Marijuana’s 25th birthday.)

(FROM THE ARTICLE: Republicans for weeks have said passing an overhaul of the tax code, thereby securing a major legislative victory, is imperative to their 2018 election efforts. Illinois Rep. Peter Roskam stands squarely at the center of that effort — and could be imperiled by it. As chairman of the tax policy subcommittee in the House, he’s playing a critical role in crafting the GOP tax legislation and shepherding it through the chamber – it passed the Ways and Means Committee on Thursday along party lines and is expected to be voted on by the full House this week. Roskam is also at the center of the political debate over taxes as Democrats vilify the plan and Republicans search for a legislative victory to run on next year. Illinois’ 6th Congressional District sprawls across suburbs to the west and northwest of Chicago and represents the precise type of district Democrats view as key to taking back the House: It’s highly educated, with more than 50 percent of residents holding college degrees, and has a median household income of nearly $100,000 — 40 percent higher than the national average. Last year, Hillary Clinton carried the 6th over Donald Trump by seven percentage points and Roskam is one of 23 Republicans in districts she won. If Republicans pass their plan, Roskam’s home base will be a critical test for Democrats: Defeating an architect of the GOP plan in a district won by Clinton would likely mean Democrats can find success in similar districts across the country. Republicans roundly dismiss Democratic hopes in the area. Roskam, who has represented IL-6 since 2007, won re-election last year with nearly 60 percent of the vote, and has won every re-election by double-digit margins. He’s a successful fundraiser and, unlike some other members in targeted districts, there is no wavering from Roskam on the tax bill. “I’m going to run on this plan, undoubtedly,” he said in an interview following the committee passage of the bill. “I think that when it’s all evaluated in its totality, this is a winner for my district.” American Action Network, an outside group aligned with Speaker Paul Ryan, has spent $18 million on the tax issue, and its ads have run in Roskam’s district. Business Roundtable, a pro-tax-reform group, ran an ad last week featuring a company just outside the district (the person in the ad is a constituent, Roskam said). But Democrats there are energized and expect to rally support against the measure. A variety of grassroots organizations have popped up to protest Roskam and lay the groundwork for a campaign against him, many falling under the umbrella group Coalition for a Better Illinois 6th. On Friday, protesters gathered outside the congressman’s district office, handing out postcards to deliver to him listing reasons to oppose the bill — a play on the GOP’s promise to simplify the tax code so anyone can file their return on a postcard-size form. This Thursday, protesters will rally outside a local Republican organization where Roskam is headlining its annual Reagan Day Dinner. “I think it’s the strongest argument against Peter Roskam that we’re going to have,” said Reid McCollum, one of the coalition leaders. “There’s no getting around the fact that that’s going to be a major issue in the campaign.” Bob Grogan, leader of the local group hosting Roskam at the dinner, said Democrats are wasting their time attacking him on taxes. “There’s always winners and losers, but on balance, if it’s a success and it gets passed, I think it’s a feather in Peter’s cap,” Grogan said. For Roskam and other Republicans to be able to run on the plan, however, they will first have to successfully guide the bill to passage. Some House Republicans have already balked, mainly because of a provision rolling back the deduction for state and local taxes. There are also significant differences between the House bill and the version the Senate released Thursday, including one in the Senate that would entirely eliminate the state and local deduction, while the House kept it for property taxes up to $10,000. . .In Roskam’s district, the Ways and Means Committee predicted that a family of four making $135,435 — the median income there — would see a $5,053 tax cut. Democrats, however, dispute that the district would be a winner. Sen. Dick Durbin held an event there last week and issued a press release saying 51 percent of taxpayers in the district would see an increase because of the changes to state and local deductions. That issue is a unique factor in Illinois because voters recently saw massive state income tax increases across the board. To break a budget standoff, this summer 10 Republicans in the state legislature joined Democrats to override a veto from Gov. Bruce Rauner to pass a budget that increased the income tax from 3.75 percent to 4.95 percent. Steve Andersson, a state representative whose district overlaps significantly with Roskam’s, was one of the Republicans who voted to override the veto, which cost him his position as the party’s floor leader. He ultimately decided not to seek re-election next year. But Andersson said his constituents — and Roskam’s — could be hurt by the House GOP plan. “Our voters are not necessarily going to benefit from this,” he told RCP. “With every vote you take, vote the district. I think it’s going to be an interesting conundrum for Peter.” Roskam has vigorously criticized the state income tax increase, voicing his displeasure with it, and with Illinois critics of his plan, during the committee markup this week. He told RCP his critics should “spare me the crocodile tears.” Roskam said he initially had a jarring reaction to the idea of eliminating state and local deductions — 38 percent of tax units in his district took the deduction in 2015, with an average deduction of $14,830. But he maintained that the plan should be evaluated in totality. “Most people in my district say I’m interested in tax relief,” Roskam said. “They’re less interested in equations than they are in the bottom line.” His Democratic opponents have highlighted health care as the biggest issue in the race next year, but they are also ready to run against the tax plan. Amanda Howland, who lost to Roskam last year but is running again, said he “threw us under the bus” in drafting the bill. Sean Casten, another Democratic candidate, said: “The only thing I can conclude is he’s doing what his donors want him to do and not what his constituents want him to do.” “This is a whammy for them,” a third candidate, Kelly Mazeski, said of Roskam’s voters. “This is truly going to kick them in the pocketbooks.” Ten Democrats in all have lined up to run in the primary next March, and no frontrunner has yet emerged. They would replace it with a nearly doubled standard deduction of at least $24,000 while limiting or repealing deductions. The House and Senate would repeal the deduction for state and local income and sales taxes; the House would retain a partial property-tax deduction. The proposed legislation is not an attempt to repeal the full HB40 abortion bill that Gov. Bruce Rauner signed into law, setting off a firestorm within his own party. This legislation, according to Breen, would focus on the taxpayer funding portion of the HB40 and not the trigger law. Breen described the legislation as modeled off the federal Hyde Amendment. “This bill really is a fresh start. That was always the real problem with HB40, was the taxpayer funding of abortion.” Whether the potential legislation has hope of surviving in a Democratic-dominated General Assembly is another question, however. Legal challenge — Breen, an attorney for the Thomas More Society, said there’s movement to contest HB40 in court, arguing that the effective date in the bill is in error. Instead of Jan. 1, it should be June 1st, Breen argues, since the bill wasn’t released until well past May 31. Democrats used a parliamentary move to delay sending HB40 — and other bills — to the governor for months. Breen said a lawsuit could work to put on trial that practice, which he argues goes against the spirit of the law. “That is worth filing a lawsuit. The Democrats have been playing games with this on multiple bills. Holding bills over until after May 31 is not in the constitution. That is something we are very actively pursuing,” Breen said. “At the very least what our argument would be, is it can’t be effective until June 1st.” That five months means the state wouldn’t pick up the cost of potentially thousands of publicly-funded abortions, he said. But among those reportedly on the hit list are chief of staff Kristina Rasmussen, who insiders say authorized the “white male” statement, and communications director Diana Rickert. Word of the second shakeup became instant political fodder for Democratic gubernatorial hopeful J.B. One would ban the “panic defense” in the murders of LGBTQ people. Another would allow transgender individuals to change their birth certificates without the necessity of sexual reassignment surgery. Mike Ziri is the director of public policy for Equality Illinois. He says not every transgender person can afford the surgery, or even desires it, “We’re hopeful the governor will sign this and continue our proud tradition of LGBTQ civil rights in Illinois.” The deadline for the governor to act is next week. The governor did recently sign a measure the organization supports. Equality Illinois is celebrating the passage of what’s been called the “LGBTQ Public Service Bill.” The idea is that it will encourage people in that community to be better represented on boards and commissions under the Governor’s Office. (FROM THE ARTICLE: The woman who complained to state authorities about the raffle, anti-gambling activist Kathy Gilroy of Villa Park, said that existing tickets were sold illegally, and should be refunded. Gilroy said she didn’t object to nonprofit raffles when they held the only games in the area and were subject to limits on betting and frequency. But Illinois lawmakers have expanded gambling statewide for decades. They first allowed horse racing, then the lottery in 1974, followed by 10 casinos in 1990, and authorized video gaming in bars, restaurants and other locations 2009. As gambling has burgeoned, Gilroy has crusaded against it, believing it reflects an erosion of values. She speaks at local and state hearings and helped shut down numerous raffles. In 2005, she forced a foundation named for former Chicago Bears great Richard Dent to comply with the law to raffle off a $200,000 Bentley. Gilroy has claimed some victories, as some local governments have banned video gambling. Along the way, she’s been called every name in the book for interfering with good causes, but says the end doesn’t justify the means.
