Consider the seminar day that New Trier High School, in Winnetka, Ill., on Chicago’s affluent North Shore, is planning for Feb. 28. The title for the all-school seminar is “Understanding Today’s Struggle for Racial Civil Rights.” That very term, “racial civil rights,” is misleading, since civil rights protect Americans’ freedoms regardless of their race. Judging from the roster of scheduled events, the seminar might be more accurately titled “Inculcating a Progressive View of Social Justice.” Here are a few of the offerings scheduled for presentation to New Trier’s roughly 4,000 students: “SPENT: A Simulation to See How Long You Can Survive on Minimum Wage”—which touches on race at best tangentially. “Developing a Positive, Accountable White Activism for Racial Civil Rights”—which promotes a divisive view of race as a primordial fact, the essence of identity, a bright line between oppressed and oppressor. “One Person One Vote: Can the Voting Rights Act Be Saved?”—which absurdly suggests that the Voting Rights Act is at risk of being repealed. There are plenty of sessions on the connections that music, art and culture have with civil rights. Very little programming, however, is devoted to actually explaining to students what civil rights are and what their place is in this country’s political tradition. Yet the continuing quest to fulfill America’s founding promise is unintelligible without a grasp of how civil rights are grounded in the Declaration of Independence and the Constitution. Or without an understanding of the often-heroic struggle for civil rights over the course of American history—the abolition movement, the Civil War, the great Reconstruction constitutional amendments, the grievous setback of Jim Crow, the modern civil-rights movement, the landmark Supreme Court cases like Brown v. Board of Education. Instead of teaching, the school’s aim seems to be hammering home to students that racism plagues America and will persist until white people admit their unjust privilege, renounce their unearned power, and make amends for the entrenched oppression from which they continue to profit handsomely. This despite the school board’s written policy to provide a “balanced view” on “controversial issues,” and the seminar’s stated purpose “not to promote the philosophy of one political party or another.” On Monday a group of concerned New Trier parents will make a final attempt to persuade the school board to alter the seminar’s programming to include a diversity of views about race and rights in America. The parents have proposed, for example, inviting black conservative intellectuals—such as my Hoover Institution colleague Shelby Steele and this newspaper’s Jason Riley—or people like Pastor Corey Brooks, the director of Project Hood, which seeks to end violence and build communities on Chicago’s South Side. So far, these efforts have been met with stonewalling and vitriol. On Feb. 6, a group of recent New Trier graduates—some of whom helped plan the seminar day—published an open letter to explain why the parents’ proposals are unreasonable and immoral. The letter opens with a long quotation from Martin Luther King Jr.’s 1963 masterpiece, “Letter From a Birmingham Jail.” The implicit message is that the New Trier parents are comparable to the “white moderate” King reproaches for preferring order to justice. King’s admonition to the comfortable—to imagine themselves in the place of the persecuted and downtrodden—is a timeless message, but inapt for the situation. New Trier failed to teach the letter writers the distinction between political activism and education. The seminar day presupposes that the pervasiveness and potency of racism in America are facts beyond dispute, rather than hypotheses to be critically examined. That’s why the letter writers dismiss the parents’ desire for a multiplicity of views as an effort “to distract the conversation.” Let’s hope that the concerned New Trier parents succeed Monday in teaching the New Trier school board about education’s proper purpose. If not, maybe the best thing might be for more families to follow the parent group’s advice: “Excuse your child for the day, and encourage him or her to volunteer”—perhaps with Corey Brooks and Project Hood.)

I suspect that the number of paid Republican political operatives who will be paid by New Trier High School to grace the Seminar Day can be counted on zero fingers, and I suspect, further, that the disparity is no accident. Odd that Ms. Koerner doesn’t swell with gleeful anticipation of the visits by others among the Seminar Day’s speakers, such as Monica Trinidad (who organizes boycotts of ballet companies featuring Jewish artists because she doesn’t want to “dance with Israeli apartheid”); and the “poet” whose nom de plume is “John the Author” and whose oeuvre includes “poetry” such as the following stirring anthem to racial tolerance and what education can accomplish, an exhortation that no doubt embodies what Ms. Koerner imagines to be the school’s lofty goals to “inspire, commit, and serve”: “Not graduate from back, Give back, nigga, Tell them get back, nigga”.”  Morris comment on the “Mandatory seminar” letter: “Mr. Sloane of Glendale Heights may or may not have learned to read in the feeder schools that serve the upscale New Trier Township High School, but it is puzzling that he wonders “if the high school is focusing on the fight for equal rights in the 1950s and 1960s” when the title of the Seminar Day program is “Understanding Today’s Struggle for Racial Civil Rights” (emphasis added).  The word “Today’s” is probably a dead giveaway that the aim of the program is not a retrospective on the history of half a century and more ago.  Another dead giveaway of the aim of the program is the insertion of the word “Racial” which, of course, undermines the fundamental American proposition that “rights”, civil and otherwise, belong to individuals and not to races.)

A total of 219 crimes were reported in the city for 2016, Neighborhood Scout’s report shows, with 193 of them being non-violent and property related crimes. Crime rates were even lower for Lake in The Hills, according to Neighborhood Scout’s research, with a total of 148 crimes reported during the course of the year. Only 19 of those crimes were violent in nature, the report showed. Buffalo Grove (No. 12), Wheaton (No. 32), Hanover Park (No. 37), Huntley (No. 43), Hoffman Estates (No. 46) and Arlington Heights (No. 49) all also made the top 50.)

(FROM THE ARTICLE: Recent scandals in the Department of Veterans Affairs and the Internal Revenue Service demonstrated that it’s almost impossible to fire federal employees, many of whom reportedly intend to go rogue by not implementing President Donald Trump’s agenda. Conservatives are hopeful the time has come for civil service reform that would rein in this permanent class of government workers who have voiced outright hostility to the new administration. Some have even called it the “fourth branch of government” or “alt-government.” “This is a situation where people voted and elected a president who is lawfully trying to complete those tasks [he promised in the campaign], while unelected bureaucrats are willing to overturn the will of the people,” Ben Wilterdink, director of commerce at the American Legislative Exchange Council, or ALEC, told The Daily Signal. Among federal employees, about 95 percent of political contributions went to Democrat Hillary Clinton during the presidential race, according to an analysis by The Hill. Some of those federal workers are now in consultation with departed Obama administration officials to determine how they can push back against the Trump administration’s agenda, The Washington Post reported last week. At the State Department, for example, nearly 1,000 government workers signed a letter protesting Trump’s executive order on refugees. A few days later, Trump had to fire acting Attorney General Sally Yates after she announced she wouldn’t defend the administration’s refugee policy. White House press secretary Sean Spicer said State Department employees who oppose the policy “should either get with the program, or they can go.” “If a federal employee doesn’t like the ideological foundation or likely outcomes of a presidential directive, it doesn’t mean that the directive is not legal. It means that the views of the federal employee are in conflict with the views of the president who runs the federal government,” said Neil Siefring, vice president of Hilltop Advocacy and a former Republican House staffer, in a column for The Daily Caller. “In that instance,” Siefring added, “the solution should not be to resist the actions of the president in their professional capacity as a career civil servant in the workplace. The solution is for that federal employee to honorably resign, not actively or passively hamper the White House.” What if an employee won’t resign? Addressing the problem with the federal workforce won’t be easy, according to experts interviewed by The Daily Signal. “You can fire federal employees, it’s just that nobody wants to put up with the process,” Don Devine, former director of the Office of Personnel Management during the Reagan administration, told The Daily Signal. Multiple appeals can be made through the U.S. Merit Systems Protection Board, the Equal Employment Opportunity Commission (EEOC), and the National Labor Relations Board. “It’s almost impossible to discipline employees because it can be appealed to through the merit system, the labor relations systems, or through the EEOC,” Devine said. “We don’t have a civil service system; we have a dual civil service-labor relations system.” During the Obama administration, two of its biggest scandals involved the IRS and Department of Veterans Affairs. In 2013, a Treasury Department inspector general report determined the IRS had been targeting conservative groups. In 2014, a VA inspector general’s report revealed falsified appointments in which some veterans died while waiting for care. Years later, conservative remain frustrated that federal workers weren’t held accountable. “I will take your IRS employees and raise you the EPA, where story after story, a worker was viewing porn on work time and couldn’t be fired because the process is fraught with appeals,” Wilterdink said. “It’s hard to argue we have an accountable government when someone can’t be fired for years at a time.” Earlier this year, the U.S. House revived the Holman Rule, named after a Democrat congressman who introduced it in 1876. It would allow lawmakers to cut the pay of individual federal workers or a government program. There are other proposals for holding federal workers accountable. House Oversight and Government Reform Chairman Jason Chaffetz, R-Utah, introduced a bill in January to hold seriously tax delinquent people ineligible for federal civilian employment, federal contracts, or government grants. This bill was proposed in response to IRS data found more than 100,000 federal civilian employees owed more than $1 billion in unpaid taxes at the end of fiscal year 2015. Adding to the challenge is the process commonly known as burrowing. Frequently, political appointees from one administration convert to a career position that comes with civil service protections, allowing them to continue implementing policy—or resisting the new administration’s approach. The Pendleton Civil Service Reform Act of 1883 was passed to stop raw political party appointments from securing federal government jobs, or a spoils system. The law introduced the merit system into hiring practices and made numerous civil service positions untouchable after they were filled. However, burrowing has caused a de facto spoils system, Wilterdink said, because, “the pendulum has swung so far to protecting federal employees” that it allows administrations to keep their people in office long term. Significant reform doesn’t mean recreating a spoils system, according to Robert Moffit, a senior fellow at The Heritage Foundation who was an assistant Office of Personnel Management director during the Reagan administration. Moffit said a balanced approach would be more desirable. “You need to have strong managers in each agency to make sure the president’s agenda is properly executed,” Moffit told The Daily Signal. “You must also have a bright line between career and non-career staff so there is no politicization of the merit system.” Moffit also supports legislation to allow the president to order the firing of career officials who either “broke the law or severely undermined the public’s trust.” “Even President Obama referred to what IRS officials did as outrageous and nothing happened,” Moffit said. “The VA matter is still unresolved. The people responsible for those waiting lists aren’t accountable and people died.”)

(FROM THE ARTICLE: Wheaton Illinois’ James Howard Monroe Middle School says it is “inspiring in everyone a passion to excel,” but parents were stunned to learn this morning that staff members met students with signs inspiring passions to react against the Trump Administration’s effort to protect American citizens. “We are not afraid,” signs held by staff members at the school’s entrance said Wednesday morning, and publicized the website, “WeWelcomerefugees.com,”  while others said “You all are welcome here.” “Your voice is direly needed in this defining, historic moment, to be part of a coalition of the faith community who are compelled to be the voice of Christ, and show support for refugees, immigrants and minorities who now fear how potential political changes may significantly, and detrimentally, upend their whole world,” the site the signs referenced says. The comments on the signs are similar to those that rose up over the weekend in protest of the Trump Administration, which placed a temporary travel ban on certain immigrants and refugees hoping to find solace in America. The Trump Administration clamped down on travelers from seven countries where terrorists are reportedly being cultivated and trained for destruction to Western Civilization. Bryan Buck, the school’s principal, emailed parents Wednesday morning that having taxpayer-funded school staff meeting 6th, 7th and 8th grade students with those signs “could be perceived as political activity.” No apology was issued, only explanation and defense for the staff members: “Monroe Parents, This morning as students were entering the building, there were several school staff members holding signage reading, “We are not afraid, wewelcomerefugees.com” and “You are all welcome here.” The intent behind this demonstration was to make sure that all students, regardless of race, ethnicity, gender, religion or language, are welcome at our schools. I understand that this situation could be perceived as political activity. Please know that the true the intent was to show openness and support for all our students. Our school district and community represent an amazing cross-section of the world, and we strive to ensure that each student is included and has a place to learn, develop and succeed in our schools.
