— Use the same policy for sponsorship of Wheaton’s 2021 Independence Day Parade and Fireworks that it used for sponsorship of its 2019 Independence Day Parade and Fireworks, that is, allow DuPage Republicans to again donate $2,500 to be the top sponsor and earmark that donation for the bagpipers and high school bands, unless, of course, if the bagpipers and/or high school bands object to such earmarking

— Contract with bagpipers, for example, the Tunes of Glory Pipes and Drums or Chicago Highlanders Pipes & Drums, to march in the parade

— Contract with the Wheaton North and Wheaton Warrenville South high schools for their bands to march in the parade

— Publish and keep updated a list on its website of all parade entries as they come in

— Publish a detailed financial report a) on the money that it took in for the 2019 and prior Wheaton Independence Day parades and fireworks and b) how it spent that money for parade entries, etc.

— Report to Wheaton how it has/will spent/spend the $10,000 that it has received from the City of Wheaton for the 2021 parade and fireworks

— Report to Wheaton on what it has done, is doing, and will do to make Wheaton’s 2021 Independence Day Parade as successful as it can be in terms of a) number and quality of parade entries, b) promotion of the parade, c) etc.

Before I started working for IRS and working part-time for Firestone, I went on a spring break vacation in the Bahamas. My 1969 Dodge Charger SE was stolen in Chicago in August. That directly resulted in my buying a new 1972 Corvette and a 1962 Chevy Bel Air for everyday use. At the end of the year, IRS granted my request to be assigned to its Harvey office.)

According to the report, published by Harvard University, July 4th-themed festivities (defined by the study as fireworks, parades, political speeches, and barbecues) not only energize primarily Republicans, but also turn children into Republicans and increase GOP voter turnout. Finally, by midday Wednesday, the committee was barred again, turning the festivities into a political hot potato. Town Committee Chairman Brian Genest, in an email to The Lowell Sun, called the decision “… the underbelly of Dracut politics at its worst. The town is trying to pass the buck, which is total nonsense, and the Board of Selectmen should be ashamed of the political tactics they are allowing to silence free speech and our right to march. … “Our organization is a group of dedicated and patriotic town citizens who support our veterans, our community and our country. Stopping our group from marching is just plain wrong. Our members include an Air Force veteran and an Army veteran!” Richard Ducharme, commander of the American Legion Post 315, made the post’s final decision, citing its national policy on participation by political organizations. He said the Legion puts on the event, while the town helps organize the order of bands and participants. “It’s a Legion policy and that goes all the way to Nationals. We are not supposed to be affiliated with any political groups,” Ducharme said. “I appreciate them trying to support us and they can do that, but as far as marching in a group, we cannot allow that. We let the GOP go in, we let the Democrats in and the Independents, and we don’t want to turn this into a political rally. The Memorial Day Parade is somber. It’s to remember our fallen comrades.” “What is so questionable about letting Republicans honor and support our veterans?” an angry Genest said over the phone Monday. “They’d rather have a patriotic dog than a patriotic Republican. It’s nothing but pure and petty politics.” Genest said on Monday he believed Town Manager Jim Duggan was behind the initial ban. Duggan, in an email, said he was not going to politicize the event. On Tuesday night, the board of selectmen became involved. Duggan was directed to permit the town committee to march, after back-and-forth and disagreement between Duggan and a few of the selectmen. Duggan raised concerns about political candidates marching in the parade and said he checked with the Old Home Day Committee, the members of which at first allowed political groups to have tents at the event but later reversed their decision. Genest accused the Old Home Day Committee of discriminating against the town committee in the past. Dave Paquin of the Old Home Day Committee said that years ago they were forced to ban political candidates and groups from participating in the community event because attendees complained they were being harassed. Duggan on Wednesday said the town’s role in the Memorial Day parade is strictly to coordinate and enforce the wishes of the American Legion, and outreach. A flier uploaded onto the Dracut government website said participation in this year’s parade is open to businesses, individuals and organizations. (BACKGROUND: Wheaton’s Independence Day Parades have always been very important. DuPage County has more residents than six states and Wheaton is its County Seat. Bob Dole walked in the parade in 1996. The Obamas walked in the parade in 2004. Many U.S. Senators, U.S. Representatives, Illinois statewide officials, Illinois Senators, Illinois Representatives, DuPage countywide officials, DuPage County District officials, judges, and justices have walked in the parades.

Since 2005, DuPage Republicans have helped sponsor Wheaton’s Independence Day Parades. For many years, DuPage Republicans have been the parade’s top sponsor by contributing $2,500 with $1,200 earmarked for the combined Wheaton North and Wheaton-Warrenville South Bands and $1,000 earmarked for bagpipers. I have had the honor of raising those contributions from Republican candidates, Republican elected officials, and Republican party leaders. In 2007, I raised an additional $2,000 from Republicans for an elephant to walk behind Peter Roskam in the parade. But today, Wheaton Park District Superintendent of Marketing & Special Events Amy Seklecki advised me by phone that for this year’s parade, parade sponsorships will not be allowed. I told her that I would appeal that decision. For many years, Wheaton has given the Wheaton Park District $30,000 a year with $20,000 earmarked for fireworks and $10,000 earmarked for parade entries.

I certainly hope that the Illinois Republican Party, DuPage County Republican Central Committee, and Milton Township Republican Organization are encouraging all the candidates who will be on 2022 Republican primary ballots in DuPage County, Milton Township, and especially Wheaton a) to have an entry in Wheaton’s 2021 Independence Day Parade and b) help sponsor the parade. This is especially true for Republican candidates for U.S. Senator, U.S. Representative, Illinois statewide offices, Illinois Senator, Illinois Representative, DuPage countywide offices, DuPage district offices, and judicial races.

Republican entries in Wheaton’s outstanding 2019 Independence Day Parade were Bob Berlin, Amy Grant, Chris Kachiroubas, Evelyn Sanguinetti, Ann Celine Walsh, and Milton Township Republican Central Committee. Those who walked with the entries included Almiron, Anderson, Carlson, Caruso, Colgan, Collins, Falbo, Fisher, Furstenau, Ives, Keller, LeVan, Marquardt, Marshall, Monino, Muehlfelt, Nathwani, Ruhl, Ryan, Saake, Shaw, and Whelan. With their $2,500 contribution, “DuPage County Republicans” were again the top sponsor for the parade and fireworks. Contributions were: $500 from Roger Claar; $250 each from Berlin, Sanguinetti, Phil Suess, and Tim Whelan; and $100 each from Michael Barbier, Grant Eckhoff, Tim Elliott, Grant, Chris Heidorn, Babette Holder, Jeanne Ives, Marty Keller, Bob Larsen, and Walsh.
