(FROM THE EDITORIAL: The public pension crisis in Illinois is a runaway train. So when we see someone actually try to apply the brakes, we take notice. The DuPage County Forest Preserve District this week approved a sweeping series of changes to its employee pay policies that leaders predict will save the county $6 million over the next 20 years. That might not seem like a lot of money, but it’s not chump change. What it is an important step in the right direction. Just think of how this could mushroom if similar steps were taken in many of the other 6,900-plus taxing bodies in Illinois. A story today by staff writer Robert Sanchez lays out how forest preserve commissioners have decided to ratchet down an established bonus program and also put the brakes on lump-sum payouts to qualifying or retiring employees for unused sick time. “These changes will curb long-term spending, especially in the area of pension costs,” Commissioner Jeff Redick said, “and allow us to responsibly serve the taxpayers and both our current and future employees.” The district for years has handed out longevity-based bonuses to retiring or qualifying employees that averaged $15,000 to $20,000. You don’t find that in a lot of private-sector jobs. Not anymore. Nor do you find many companies that still — if ever — reimburse employees for unused sick time. The district isn’t going to take money from people already expecting it. Like companies that have eliminated their 401(k) contributions in lean times, those employees who already are in the bonus program — called a “retention incentive” program — will still get bonuses, but starting Jan. 1 they no longer will grow. Those who haven’t yet qualified for the bonus program never will. The district also is putting limits on lump-sum payments for sick days accrued after the start of next year. What is even more important is that the forest preserve district has decided to eliminate both the bonus and sick time payback from the calculation of pensions. That in itself is expected to save $4.5 million in pension liability over the next 20 years. In a time when pension payments in some cases are reaching a tipping point with operational costs for governmental bodies, it’s important to look toward ways in which the private sector has managed to stay afloat in tough financial times. Other taxing bodies should follow this example.)

It started harmlessly enough, depending on your definition, when passers-by yelled things such as, “F*** the white male patriarchy!” at those manning the table across from Hillman Library, the Pitt Maverick reported. Another “student came up to us and made a claim about how Trump wants to get rid of ‘his people,’” sophomore Kirk Breiner added to the Maverick. Then things escalated. A man declaring the table supported a “racist” candidate approached Breiner and another student volunteer Matt Kerlin, grabbed a stack of Trump door-hangers and nearly started a fight, the paper said. Later two students came over to the table, and one swept all the Trump literature to the sidewalk while the other flipped the table upside-down: The culprit then scurried away: “And we’re the violent ones,” one person, presumably a Trump supporter, was heard sarcastically noting on a video of the incident. Sophomore Steven Evanovich shot the clip and contacted campus police, who are investigating, the paper said. “It’s a shame that different opinions are met with such hostility at institutions of higher learning,” Evanovich told the Maverick. “Calling Trump’s rhetoric ‘hate speech’ actually reinforces and encourages the notion that violence against conservative or dissenting students is justified, and my own campus shouldn’t be a place where my friends or I are fearful for having opposing opinions.”)

(FROM THE EDITORIAL: The lip service that the Obama administration pays to veterans about their health care — given excessive waits at Veteran Affairs facilities and suicide hotline delays — extends to hiring them for federal jobs. By law, disabled veterans and those with active-duty service are supposed to get preference in federal hiring. But a government report shows that’s not always the case, specifically when political appointees are considered for plum jobs. “There is a clear bias against veterans,” Darin Selnick, a retired Air Force captain and former Veterans Affairs official, tells The Daily Signal. “They think veterans should start at the bottom like everyone else.” Of course, experience and qualifications are factored for federal job applicants; the law is supposed to prevent political favoritism. But in hiring a quarter of President Obama’s political appointees, federal agencies didn’t follow policies to avoid favoritism, according to the Government Accountability Office. The GAO report sampled 30 federal agencies from January 2010 to October 2015. Never mind proposed changes to hiring policies that would limit veterans’ job preference to a single use. For vets who have secured civilian government jobs, that would eliminate any preference consideration when they apply for higher positions. Our country owes its veterans a debt for their service. Playing fast and loose when it comes to federal job hiring is an intolerable disservice that deserves no place in any administration.)

Of the roughly $2 million that federal workers from 14 agencies spent on presidential politics by the end of September, about $1.9 million, or 95 percent, went to the Democratic nominee’s campaign, according to an analysis by The Hill. Employees at all the agencies analyzed, without exception, are sending their campaign contributions overwhelmingly to Clinton over her Republican counterpart. Several agencies, such as the State Department, which Clinton once led, saw more than 99 percent of contributions going to Clinton. Employees of the Department of Justice, which investigated Clinton’s use of a private email server while she was secretary of State, gave Clinton 97 percent of their donations. Trump received $8,756 from DOJ employees compared with $286,797 for Clinton. From IRS employees, Clinton received 94 percent of donations. Federal government employees overwhelmingly backed Clinton’s presidential campaign no matter which agency The Hill analyzed using Federal Election Commission data covering donors giving more than $200. Trump campaign spokesman Jason Miller said these donation patterns are more evidence of the “rigged system” favoring establishment candidates like Clinton over outsiders like Trump. The Trump campaign has been citing lopsided media donations to Clinton — though there’s no evidence they’re coming from reporters covering Trump — as further evidence that the game is fixed. But David Schultz, a Hamline University Professor of Political Science, said government employees have historically favored Democratic candidates over Republicans both in their voting habits and political contributions made in their personal time. Under the Hatch Act, federal government employees are banned from engaging in political activities, including making campaign contributions, during work hours. “Government employees are, on balance, more moderate or more liberal as opposed to the general population,” Schultz said. “Not across the board, but in general.” Government employees are “more likely to believe in government as opposed to, let’s say, a privatization program,” he added, “programs that we would view as hostile to government.” Republicans typically campaign on promises to slash government payrolls, which helps explain why recent GOP presidential candidates have received the smaller share of donations from government workers. Yet while Republicans usually do worse than Democrats, Trump appears to be doing especially poorly in fundraising from government employees. The 2012 GOP presidential nominee, Mitt Romney, received 14 percent of donations from the same group of agencies surveyed for Trump. Trump received just 5 percent. Romney got close to $300,000 more from these same departments’ employees than Trump has four years later. Comparisons to previous presidential candidates are of limited value, since they took public funding for their general election campaigns. Trump might have had a chance to do better than Romney. He discarded much of Republican orthodoxy during his primary campaign, which could have led some federal employees to believe that he’d be more amenable to big government. He vowed, for example, to leave massive social welfare programs virtually untouched. But Trump also constantly attacked federal institutions. During his primary campaign, he described the federal government as a corrupt, bloated body run by “very, very, stupid people.” Trump vowed “tremendous cutting” of the government in an interview with The Wall Street Journal in January and singled out the Department of Education and the Environmental Protection Agency as agencies he’d slash dramatically if not outright eliminate. Agency employees have likely taken note of Trump’s hostile rhetoric. In the Department of Education’s case, that included Trump’s pledges to hand over control to the states and to fight tooth and nail against Common Core standards. From Department of Education employees this cycle, Trump received three donations totaling $220. Clinton received 724 donations for more than $74,000. In all, she received 99.7 percent of donations from employees of the department. Donations from the State Department, which Clinton ran from 2009 to 2013, were even more slanted in her favor. State Department employees gave Trump 39 donations, for $4,652. Over the same time period, they gave their former boss 2,518 donations, for $425,525. Throughout his campaign, Trump has portrayed himself as a strongman who would toughen up America’s defenses — both militarily and at the border — and who would take care of veterans. It’s probably no coincidence, therefore, that Trump performed best in donations among employees of three agencies: Defense, Homeland Security and Veterans Affairs. But even employees of these more Trump-friendly agencies have overwhelmingly contributed to Clinton’s campaign. From Defense employees, Trump received 341 donations for $43,575. Clinton got 2,392 donations for $225,560, giving her 84 percent of the money. From Homeland Security employees, Clinton got 90 percent of the donations, and from Veterans Affairs she took 88 percent. Romney performed significantly better than Trump with employees at all three agencies, receiving, for example, $98,153 from Defense employees, which amounted 21 percent of donations. During the Republican primaries, former Florida Gov. Jeb Bush said, “Let’s create a little bit of a recession in Washington, D.C., so that we can have economic prosperity outside of Washington.” Fear of such plans might be the truest explanation of these uniformly lopsided donations. Schultz, the Hamline professor, said “self-preservation”— particularly for workers engaged in public sector unions — probably motivates their political giving. “This means support for their jobs,” he said. “Clinton, for the most part, is going to be probably a continuation of more or less what Obama is.” Federal government employees, he said, are likely “more willing to give to somebody who would be more predictable in terms of supporting their livelihood, their jobs, as opposed to somebody who might be less predictable.”)

(FROM THE ARTICLE: It ain’t easy being a Chicago political boss these days. Just ask Joe Berrios, the supposed leader of the party that dominates Cook County. Berrios expected each committeeman from Chicago’s 50 wards and the 30 suburban Cook townships to “buy a table” at the county Democratic Party fundraiser on Oct. 13. Some have not done their share, prompting a terse letter from county party headquarters. In an email obtained by the Chicago Sun-Times, a top Berrios aide comes off sounding more like the Nicor collections department than a political boss’ enforcer. “You are receiving this notice because you did not support our 10/13 fundraiser by purchasing any tickets,” wrote Jacob Kaplan, the county Democrats’ executive director. “The Chairman asked all committeemen to support the event by purchasing 10 tickets (at $200 each).” I talked to one committeeman who’s openly bucking Boss Berrios and three others who said they were withholding payment to the party but didn’t want to be publicly identified. Berrios is threatening to out the scofflaws at Friday’s meeting of party brass at the Erie Cafe, a Near North Side restaurant where the chairman’s own political funds have dropped more than $70,000 in the last few years. Kaplan warned the committeemen: “A report on the October fundraiser will be produced at our committeemen pre-election meeting next Friday (10/28) at Erie Cafe. Several committeemen have requested a list of committeemen who have not supported the party’s October fundraiser. If you do not want to be on this list, please reply and let us know how many tickets you will be sending a check into the party for.” Kaplan would not name the committeemen who have not complied with the boss’ fundraising request. Nor would he tell me which of the nice committeemen requested a list of the naughty. “There’s about 15 or so holdouts,” Kaplan said Tuesday. “Some [contributions] may come in by Friday.” Kaplan acknowledged that “it’s not like the old days,” when a Cook County Democratic boss such as Dick Daley could growl an order and every committeeman would heel instantly. “We just ask everybody to contribute something they can afford, even if it’s just one ticket, to share the burden of keeping the party going,” Kaplan said. Many committeemen already paid their share, or even gave much more than what was sought, according to campaign-finance reports. The party reported getting $10,000 from two campaign funds controlled by 14th Ward boss Ed Burke, while John Daley’s 11th Ward Democrats contributed $2,000. In June, the county party organization got $25,000 from Toni Preckwinkle, the County Board president who’s also 4th Ward committeeman and an executive vice chairman of the county Democrats. But 1st Ward Ald. and Committeeman Proco Joe Moreno says he won’t give a dime. He noted that Berrios, Kaplan and other county party officials helped a candidate who tried to unseat him in the committeeman’s race earlier this year. In 2014, Moreno supported a successful challenger against Berrios’ daughter Toni, who had been a state representative. “I have a strong, powerful, progressive ward organization,” Moreno said. “I don’t need to give money to his a– to work against me.” Moreno said he’s considering running against Berrios for the chairman’s day job as county assessor. Another committeeman, who asked not to be identified, said of Berrios, “Why give him money? I don’t understand. He hasn’t done anything for me.” Berrios may manage to placate them. But the only person he really must be sure to please is the true boss — the state party chairman and Illinois House speaker, Mike Madigan. If the fundraising request had come from Madigan, there’s little doubt all 80 committeemen would pull out their checkbooks as quickly as the Erie Cafe’s waiters hustle to serve Berrios.)

(FROM THE ARTICLE: For every chair occupied by a woman in the corporate C-suite, six are filled by a man. In the federal government, it’s 1 out of every 3. Women are gradually advancing to the highest levels of government, where they now represent 33.7 percent of the leaders known as senior executives. These are the mostly career managers who carry out the mandate of the White House, occupying key roles just below top presidential appointees. In the civilian world, they’re the generals and admirals who run their agencies day-to-day. Women and men have not reached parity in the top ranks of government. But among the 7,187 career senior executives, they’ve reached pay parity, with women getting a slight edge. Their $175,451 average salary is $479 more than men’s.  Women have climbed further than their male counterparts at private companies, where just 16 percent of executives are women, according to an analysis by McKinsey & Company, working with the Partnership for Public Service. The Government Accountability Office, a little-known agency that acts as the government’s fiscal watchdog, has quietly cultivated a culture that has helped women thrive. The result? Women make up 41 percent of the senior executives there, substantially above the government-wide average. The GAO has what’s best described as an unglamorous mission: It audits government programs for Congress to ensure that taxpayers get the most efficient and accountable spending for their money. The audits released this month include titles such as “Agencies Have Sound Procedures for Managing Exchanges but Could Improve Inventory Monitoring” (on nuclear material) and “Guidance Needed for Completing Required Impact Assessments Prior to Presidential Drawdowns” (on security assistance). Arcane as the work is, it gets results: Federal agencies act on about 80 percent of the GAO’s recommendations to improve their operations, even if some guidance takes years to be implemented. Yet the GAO is not just a good place to work (it consistently ranks near the top among midsize agencies in the Best Places to Work in the Federal Government annual rankings) but a good place to work for women. Of the agency’s 121 senior executives, 50 are women, including the general counsel and chief operating officer. “With the wide variety of work we’re doing, you want to have a representative workforce,” Eugene Dodaro, the comptroller general of the United States and GAO head, said in an interview. Government agencies have long prided themselves on helping their employees balance their work and personal lives. The GAO’s approach is more serious than most: day care on site at the Washington headquarters, a student loan repayment program, a generous telework policy — 65 percent of the staff worked from home one day or more per pay period last year — and a flexible relocation policy. When she was hired 26 years ago as an entry-level analyst right out of graduate school, Orice Williams Brown told herself she would do this for a few years until the financial markets, still reeling from a crash, recovered. Her first assignment was to investigate why the Internal Revenue Service was not using interest on municipal bonds that local governments had returned to the federal government. “I was totally hooked,” she recalled. She was promoted to senior executive in 2005, in charge of the team that audits financial markets and community investment. Five years ago, she was made a managing director. “The work is extremely appealing,” Williams Brown, 50, said. “It’s a family-friendly culture. I’ve seen people advance regardless of where they are in their personal life. I’ve seen people promoted who are out on maternity leave.” She said that by having employees work in teams with experts from different disciplines, the GAO puts a premium on collaborative skills and coming to collective decisions. “That’s one of the things women are really socialized to do.” For Susan Poling, the GAO’s stable leadership is a big factor in why she and other women thrive. The agency is not run by a political appointee whose face changes every four years, but by a nonpartisan civil servant who serves a 15-year term. Like many lawyers, Poling found that government gives women opportunities to advance without working the 70-and 80-hour weeks that are essential to making partner at corporate firms. “One of the things I bring is that I’ve been a working mother, and I have other men and women on my staff who are working parents,” she said. When she was hired to the GAO in 1990 from the Department of Education, she worked part time so she could spend more time with her young son. “But they didn’t shunt me over and not give me great things to do,” she said. Today, as a full-time senior executive, Poling supervises 156 lawyers. And at 68, she has no plans to retire anytime soon. “I’m still enjoying myself.”)

(FROM THE ARTICLE: Gov. Bruce Rauner’s administration is awarding one-time bonuses worth a total of between $3 million and $4 million to non-union workers whose bosses say are doing exceptional work. About 1,100 merit-compensation employees are in line to each receive a $3,016 bonus under the plan. “In an effort to recognize the hard work and dedication that non-bargaining unit employees demonstrate on a daily basis, coupled with the lack of systematic increases over the past several years, the state has authorized bonus payments for eligible non-bargaining unit employees,” Michael Hoffman, acting director of the Department of Central Management Services said in a memo to agency directors and others. “These bonuses do not make up for this unfair lack of wage increases for non-bargaining unit employees during previous administrations,” he said. “However, they do represent a commitment that, going forward, all employees will be treated equally, regardless of bargaining unit status.” Hoffman said the last across-the-board salary increase for non-bargaining unit employees was in 2005. The last merit pay program for them was in 2009. The memo says the bonuses are available to non-bargaining unit employees whose base salary as of July 1 was less than $100,000. Those earning more were not eligible. A number of other merit-comp employees were also excluded. Members of Rauner’s executive office were not eligible, nor were employees subject to Senate confirmation, those who left state employment before Sept. 16 and those who worked less than three months during the fiscal year that ended June 30. Rauner’s office said that left a potential pool of about 2,000 employees eligible for the bonus. In order to qualify, an employee had to receive an “exceptional” rating on his or her evaluation. Rauner’s office said about 1,100 employees got that rating. The size of the bonus was determined by adding all of the salaries of all non-bargaining unit employees making less than $100,000 a year, computing 2 percent of that and then dividing that amount by the number who actually qualified to receive it. That came to $3,016 for each of the workers who qualified. The administration has argued that a bonus system is cheaper than raises for the state in the long run because the payments are one-time and not built into a person’s base salary, and because they are not pensionable. The bonuses already have been issued to many, but not all, of the workers who qualify for them. The administration said it depends on how quickly individual agencies process them. Although the state is delaying payments to many organizations and vendors because of the traditional fall slowdown in tax collections, the bonus payments are being made. Rich Carter, spokesman for Comptroller Leslie Munger, said the bonus payments can’t be differentiated from regular payroll when agencies submit payroll information to the office for payment. “There’s nothing that says bonus on it,” he said. “They send us the payroll and we process the checks. As you know, we are required by court order right now to pay payroll on schedule.” In his memo, Hoffman said the bonus system is similar to one implemented in contract agreements the state has reached with 18 bargaining units representing state employees. Most of those workers belong to one of several Teamsters locals or trade unions. In those agreements, 2 percent of payroll was set aside to award performance bonuses. The administration and the American Federation of State, County and Municipal Employees, which represents about 38,000 state workers, still have not agreed on a new contract. The administration wants the union to accept a four-year wage freeze while also imposing a performance bonus plan. Bargaining stopped in January when state negotiators said they believed the talks were at an impasse. The Illinois Labor Relations Board is expected to rule on the issue next month. An administrative law judge who held hearings on the issue said she believed the two sides had reached impasse on some issues, but should continue bargaining over wages and benefits. ASFCME had no comment Friday on the administrations bonus payments to non-union workers.)

Millennials are shying away from public service. At least that appears to be the trend according to Olikara, a millennial and founding president of the Millennial Action Project. The organization’s goal is to bring American politics into a more inclusive and bipartisan age by using the talents of younger generations. “There’s this larger narrative that we have to combat which is that you can’t make a difference in public service,” says Olikara. “The levels of distrust continue to be high levels. Something like 80 percent of millennials don’t trust the government to do the right thing.” Olikara says recruitment and compensation are two huge issues when it comes to incentivizing young people. “There is a systemic problem, we need cultural change and I think the biggest thing I hear all the time is we need to be rewarding talent and rewarding results.” Lawmakers who are not millennials are well aware of this issue, so Oklahoma Sen. James Lankford and North Dakota Sen.
