Bruce Rauner fired several key staffers Wednesday night who were hired only six weeks ago, multiple sources tell NBC 5. The shakeup comes after a lingering controversy over a political cartoon from the Illinois Policy Institute, the right wing think tank Rauner has turned to in his staffer overhaul. Some reports say Rauner’s chief of staff, Kristina Rasmussen, may be out, but are still not confirmed. Sources tell NBC 5 perhaps Rauner’s entire communications team and his general counsel are all out. Sources confirmed Michael Lucci, Rauner’s deputy chief of staff for policy, Diana Rickert, Laurel Patric and Britany Carl, who once compared abortion to Nazi eugenics in a controversial blog post, were all out. Lucci, Rickert, Carl were fired, sources said, while Patrick resigned. It’s believed Rickert wrote the vexing “white male” press release from Tuesday and Patrick sent it out. Former staffers say Rasmussen would have signed off on it. Attempts to reach the Rauner team have been unsuccessful. Whether all were fired or quit is not clear. Rauner had been out of town for several days this week, taking his daughter to college, and the staff released a press release on the cartoon many lawmakers labelled racist. Sources said the staffers — hired in July after a staff purge and series of protest resignations — were asked to resign; one was asked to stay but chose to resign. Sources say that includes former Illinois Policy Institute staffer Diana Rickert, who served as the governor’s deputy chief of staff for communications; Laurel Patrick, communications director; and Brittany Carl and Meghan Keenan, both communications specialists. And I believe we should do more as a society and a nation to bring us together, rather than divide us,” the governor said in the statement. The communication staffers’ exits mark a cap to a dizzying spell of public flaps for the governor since he directed a staff takeover in mid-July — including the firing of his “body man” on his first day for sexist and racially insensitive tweets; criticism over the right leanings of his high-level staffers; a clarification by email of his comments on Charlottesville and a highly criticized national interview on Fox News. Carl, too, came under fire when an online post revealed she argued that abortion is being used “to rid the world of disabled and other “unwanted’ persons” — comparing it to Nazi Germany. The negative headlines come as Rauner is seeking re-election — and he is considered a vulnerable Republican governor, despite the vast wealth he has to support his campaign. In a critical blow to his campaign, Mike Zolnierowicz resigned as Rauner’s top political lieutenant in July. News of the exits spread throughout the political realm on Wednesday night. One senior Republican operative called the ousting a sign the governor has realized he made a “mistake.” “The governor and First Lady have finally admitted they made a colossal mistake in hiring these right wing ideologues,” the operative said. “One can only hope for the sake of our state government they will make better choices in the future.” The Rauner administration shakeup began on July 10 when Rauner unexpectedly fired his chief of staff, Richard Goldberg. Goldberg was swiftly replaced by Kristina Rasmussen, former president and CEO of the Illinois Policy Institute. That sparked the exits of at least 20 employees, many of whom left because they didn’t believe in the direction the governor was taking in hiring members of the conservative think tank. The shift came after Rauner vetoed a state budget that included an income-tax hike, only to see his veto overridden with the help of several Republicans. The governor has defended his hires. In July, Rauner said he was working to assemble “the best team in America.” He also declared “change happens” and described criticism of his staff shakeup as “political spin baloney.” “I am always looking for the most talented team I can possibly have, the most talented people who will serve the best interests of all the people of Illinois,” Rauner said in downstate Auburn on July 21. The governor said the transitions were “just part of a process.” The governor continues to be fielded with questions about whether the hiring of Illinois Policy Institute staffers to high-level positions, such as his chief of staff and policy head, meant a signal to the right. He has denied the shift, saying he calls the shots. Multiple emails sent to Patrick went unanswered on Wednesday. The Sun-Times last received a response from Patrick on Tuesday night. Questions about the controversial statement went unanswered. And emails sent Wednesday night to Patrick were returned with an automatic reply — directing media inquiries to two other state employees. Calls made to Rickert, Patrick and Rasmussen were not returned Wednesday night. The cartoon by the conservative think tank depicted a black child in a Cubs cap begging for money for school from a wealthy white man. The cigar-smoking man was showing one pocket empty and the other stuffed with tax-increment financing money. Legislators decried the cartoon as racist on the Illinois House floor last week, and the think tank later removed it from the institute’s website.)

But among those reportedly on the hit list are chief of staff Kristina Rasmussen, who insiders say authorized the “white male” statement, and communications director Diana Rickert. Word of the second shakeup became instant political fodder for Democratic gubernatorial hopeful J.B. Pritzker. “In a move straight out of the Trump playbook, Bruce Rauner has reportedly fired his communications team, who were just 37 days on the job,” the Pritzker campaign said in a statement. “There is a problem that no amount of staff changes can fix, and his name is Bruce Rauner.” If the turnover is as widespread as it appears—and as of this writing, the administration has yet to confirm these actions or describe their extent—the changes will throw Rauner’s re-election effort into chaos. Rauner said talk of departures by his chief staff, Kristina Rasmussen, and chief legal counsel Dennis Murashko were just “rumors.” The source said Rasmussen also was on the call and told staff she “couldn’t wait to see all of their smiling faces.” Rasmussen, policy chief Michael Lucci and most of the communications team joined the Rauner administration last month from the Illinois Policy Institute, a think tank with a free-market message that aligns with the governor’s worldview and has spent years developing a public relations infrastructure via newspapers, radio and the internet. Rauner confirmed the communications team shakeup in a statement released Thursday. “Diana Rickert, Laurel Patrick, Meghan Keenan and Brittany Carl have submitted their resignations to the Office of the Governor,” a statement said. “We are grateful for their hard work on behalf of the people of Illinois and wish them all the best going forward.” Rickert, Keenan and Carl are alumni of the Policy Institute. Patrick previously had worked for Wisconsin Gov. Scott Walker. Later, during a morning appearance in Naperville to sign legislation regarding pensions, Rauner said the departures were “by mutual agreement.” He also said the communications team’s departure was “all the changes there are.” The departures come as Rauner is trying to move past the issue of a controversial political cartoon posted by the Policy Institute and clean up a statement his relatively new communications office sent out. The background: The cartoon showed an African-American child panhandling for money from a suit-wearing white man with a cigar in a commentary on Chicago’s use of tax increment financing districts and school funding. Lawmakers from both political parties said the cartoon was offensive, and the organization took it down. Rauner had tried to avoid the issue, saying he hadn’t seen the drawing. Rauner’s administration put out an initial statement Tuesday noting the cartoon was removed. “And the governor — as a white male — does not have anything more to add to the discussion,” the statement read. Rauner sent out a new statement Tuesday evening, though the governor stopped short of saying he found the cartoon offensive himself. “Earlier today an email went out from my office that did not accurately reflect my views. I can understand why some people found the cartoon offensive. And I believe we should do more as a society and a nation to bring us together, rather than divide us,” the statement read in part. “It is not my place to comment on every cartoon or picture that comes from people outside the governor’s office or to tell people how they should feel.” On Thursday, the governor put the blame for the controversial statement about the cartoon on his former communications team, saying he did not “have knowledge” of the statement before it went out and it was not approved by him or his chief of staff. Rauner said it was drafted by Rickert, and sent out by Patrick. Rauner declined to say if he believed the cartoon was racist, repeatedly saying “I understand why some people are upset by it.” “My job is not to comment on every cartoon, every political statement that comes from outside our administration, and I will not do that. What I will do is fight every day for justice, fairness, equality,” Rauner said. Asked by reporters about the Illinois Policy Institute’s involvement in his administration, Rauner downplayed the influence. “A very tiny fraction of our administration is from that organization, and they in no regard, in no regard, does that organization speak for me or my administration, and I do not lean on them for any particular issue or policy,” Rauner said. The think tank was aligned with many of Rauner’s goals and he had given it more than a half-million dollars before becoming governor. The Rauner administration turmoil started last month when he dumped his chief of staff Richard Goldberg after lawmakers overrode the governor’s veto of a state budget and tax hike package as some Republicans broke ranks and joined Democrats. That went a long way toward ending a two year budget stalemate and decreased Rauner’s leverage to win his economic agenda Democrats oppose. Rauner decision to part ways with Golberg led to a big wave of departures that rid his administration of what was left of the mainstream Republican operatives the governor had borrowed from former U.S. Sen. Mark Kirk in winning the governor’s office in 2014.)

One would ban the “panic defense” in the murders of LGBTQ people. Another would allow transgender individuals to change their birth certificates without the necessity of sexual reassignment surgery. Mike Ziri is the director of public policy for Equality Illinois. He says not every transgender person can afford the surgery, or even desires it, “We’re hopeful the governor will sign this and continue our proud tradition of LGBTQ civil rights in Illinois.” The deadline for the governor to act is next week. The governor did recently sign a measure the organization supports. Equality Illinois is celebrating the passage of what’s been called the “LGBTQ Public Service Bill.” The idea is that it will encourage people in that community to be better represented on boards and commissions under the Governor’s Office. Those who apply will have the option to acknowledge their sexuality and gender identity on application forms. ”That helps when it comes time to advancing policies that are inclusive, affirmative and fair and representative of the diversity of the great state of Illinois,” says Ziri. In a press release from Equality Illinois the organization also explains the new law by saying it, “Adds the new data about sexual orientation and gender identity to an existing annual report to the General Assembly of the demographic data of individuals who apply for boards and commissions and for those who are appointed.” It takes effect January 1, 2018.)

Because while surrounding states add jobs, Illinois grinds private-sector concerns in its gears. The nation generated a 1.3 percent average annual growth rate from 2006-16, but Illinois managed just 0.4 percent, according to James Broughel of the Mercatus Center at George Mason University. Wisconsin outstripped Illinois with a 0.7 percent rate, and Indiana’s was more than double this state’s, at 0.9 percent. In July, the state’s unemployment rate ticked up. That’s the same month that Springfield passed a 32 percent personal income tax hike — inviting more people and businesses to head for the exits. Thank you, Senate President John Cullerton and House Speaker Michael Madigan. And what about those promised reforms, such as overhauling workers’ compensation, that could persuade more businesses to come, stay or expand? Or pruning Illinois’ wildly overgrown local governments to ease taxpayer burdens — two of the items on Gov. Bruce Rauner’s pro-jobs agenda? What, say the ranking Democrats, us worry? We recently sized up this state’s economic competitiveness and quality of life in a series of measures. In capsule, Illinois leads the nation in the worst ways. You know about the lousy credit rating, the unfunded pension liabilities, the onerous regulations on employers. Once a colossus that overshadowed its Midwest neighbors, Illinois in eclipse can’t escape the shadow. Other states gain by offering a sunnier jobs climate. Wisconsin recently landed what could be a $10 billion Foxconn LCD panel factory that will employ as many as 13,000 people. How did Wisconsin prevail? By being close to Illinois but not Illinois. Foxconn sought to exploit Illinois’ assets — its transportation and logistical systems, its energy reliability — but avoid its ever-rising taxes, crushing public debts and never-ending political brink-dancing. Foxconn chose a state that does the basics, like pass a budget every year. In a state in eclipse, though, even that task is too difficult. In a state in eclipse, taxes rise with no offsetting reforms. In a state in eclipse, voters return the same failed pols to the legislature decade after decade in a triumph of naive hope over costly experience.)

Bruce Rauner on Wednesday called his fellow Republican out for remarks that “damage America,” saying he “vehemently disagrees with the president’s comments about the tragedy in Charlottesville.” The rare mention of Trump’s name came on Governor’s Day at the Illinois State Fair after reporters asked the governor about the president’s comments in New York on Tuesday that “both sides” are to blame for the violence in Virginia. “I vehemently disagree with the president’s comments about the tragedy in Charlottesville,” Rauner said. “I vehemently disagree with the president’s comments. We must stand together against hatred and racism and bigotry and violence and we must condemn those actions in Charlottesville in the strongest terms.” The governor was asked why he still would not mention Trump’s name. “I just said ‘president,’” Rauner said. “President Trump. I vehemently disagree with his comments. We have to condemn that sort of action those actions by frankly disgusting despicable white supremacist groups, we’ve got to call them that and we’ve got to condemn their actions.” Trump has sparked outrage with his response to the violent weekend  protests by white supremacist groups that ended in three deaths — a woman killed when a car plowed into a crowd of counter-protesters and two Virginia state troopers killed in a helicopter crash while doing surveillance. On Saturday, Trump said “many sides” are to blame.  Then after two days of criticism from Democrats and Republicans, he read a statement Monday declaring “racism is evil” and specifically describing the KKK, neo-Nazis and white supremacists as “criminals and thugs.” But on Tuesday he reverted back  to his initial take on the situation, saying “very violent” counter-protesters in Charlottesville  — whom the president dubbed “the alt-left” — share in the blame. “You look at both sides,” Trump told reporters at Trump Tower in New York.  “I think there’s blame on both sides. And I have no doubt about it. And you don’t have any doubt about it, either.” Dating back to last year’s presidential campaign, Rauner has walked a careful line with Trump, distancing himself from the billionaire developer and reality TV star to avoid alienating moderate Republicans or independents in the blue state of Illinois. But Rauner has largely sidestepped harsh criticism to avoid a backlash from Trump supporters who also back the governor. For the most part, Rauner has steadfastly refused to even discuss Trump. The North Side Democrat denounced the cartoon as “s—,” prompting Democrats to rise to give him a standing ovation, with Republicans quickly joining in. The conservative think tank defended the cartoon, arguing it was not racist, but late Wednesday took it down from the organization’s web site, saying the controversy was a distraction from the real issue, “the failure of political leaders to address the root cause of our struggling education system.” The cartoon was intended to depict how Chicago doesn’t use TIF funds for education — amid the conservative think tank’s push to have Chicago deal with its pension mess outside of the school funding debate. It doesn’t matter what party, it doesn’t matter who we vote for,” Rauner told reporters after arriving for Governor’s Day at the Illinois State Fair on a Harley-Davidson, his traditional method of entry. “What matters is that we stand for justice and fairness and equality. That’s what America is about. And racism and bigotry and violence has no place in our society.” Rauner’s pushback to Trump contrasted with a morning breakfast and an afternoon Republican rally where the governor didn’t mention the president’s much-criticized Tuesday remarks in which he equated neo-Nazi and white supremacist protesters with counterprotesters. The traditional Republican rally featured no Trump signs, though a vendor was selling red Trump-themed “Make America Great Again” hats. Still, the controversies swirling around the president hung over the festivities much like the rain clouds over the fairgrounds. Rauner’s Trump comments came two days after he initially told reporters in Chicago that he could not say that the death of protester Heather Heyer, who was mourned at Wednesday services after being struck Saturday by a car driven by a white supremacist supporter, was an act of “domestic terrorism.” Later, Rauner’s office issued a statement saying the governor “absolutely” believed the death to be domestic terrorism. The governor’s reticence in mentioning Trump or responding to his comments and programs dates back to at least March 2016, when Rauner said he would support the eventual Republican presidential nominee without ever saying Trump’s name. Later that month, Rauner told north suburban school children he was “horrified” by the rhetoric of the GOP presidential campaign without naming Trump. In addition, the governor notably skipped last year’s GOP national convention in Cleveland where Trump was nominated. Rauner’s cautious Trump strategy didn’t stop a federal super political action committee from airing ads last fall that aimed to connect Trump to the rest of Illinois Republicans. The unconventional president has presented a political conundrum for Rauner, the first-term GOP governor of a Democratic state who is seeking re-election next year. Rauner is actively seeking support from largely rural Downstate areas that backed Trump over Democrat Hillary Clinton last year. But Rauner also must find a way to restore a base in the suburban collar counties that are a key area of support for a Republican running statewide. Though the collars traditionally lean Republican, all but McHenry County went for Clinton last year. By deciding to aggressively criticize Trump, Rauner may be abandoning an effort to try to find a middle ground that simply sought to avoid any mention of the controversial president, realizing that while more Downstate counties have been turning Republican, the number of voters there is far fewer than in the more populated Chicago suburbs. In addition, Rauner’s move against Trump also may be aimed at trying to regain support among crucial moderate suburban women. The governor could face challenges winning over that voting bloc following the budget and school funding disputes as well as his vow to veto a measure he once supported in concept to expand the availability of abortions under Medicaid and state employee health insurance. Rauner might not have much room for error. In 2014, he barely defeated a lackluster Democratic Gov. Pat Quinn by 4 percentage points, or roughly 140,000 votes, despite capturing every one of Illinois’ 102 counties save for heavily Democratic Cook County. On Wednesday, Rauner said the actions of neo-Nazis and white supremacists in Charlottesville were “frankly, disgusting, despicable.” “White supremacists groups. We’ve got to call them that and we’ve got to condemn their actions,” the governor said. Rauner’s hand-picked state GOP chairman, Cook County Commissioner Tim Schneider, told reporters the weekend events in Virginia were “abhorrent.” But Schneider refused to respond to the president’s comments, at one point saying, “I’m not Donald Trump’s campaign manager. I don’t speak for the president of the United States.” Asked if Trump could hurt GOP chances next year, Schneider said, “I’m not Carnac and I’m not going to predict what’s going to happen in the future,” referring to the late TV host Johnny Carson’s character of a mystic soothsayer. But U.S. Rep. Rodney Davis of Taylorville took on Trump’s comments head on. Davis was on the Alexandria, Va., ballfield when a gunman wounded U.S. Rep. Steve Scalise of Louisiana and two Capitol police during a June GOP practice for a charity softball game. “I hope the president clarifies his remarks once again, and I hope the president can be a voice of calm and a voice of reason at a time where we can come together and stop the hate and the vitriol that we see in the American political climate today,” Davis said. “Frankly, anybody that wants to carry a Nazi flag on American soil is not good people and I disagree” with the president. Across town, the Illinois House approved a resolution 105-0 condemning the acts of violence in Charlottesville as domestic terrorism and repudiating white supremacists, neo-Nazis, the Ku Klux Klan, and any other group that espouses hate. To a breakfast audience of largely Downstate GOP county chairmen, Rauner assailed Chicago and its “political machine” and predicted Republican values would lead to the ouster of his chief political nemesis, Democrat Michael Madigan, as speaker of the House. “We stand for liberty, individual freedom. We stand for personal responsibility,” Rauner said. “We stand for limited government that allows the individual to define himself or herself and thrive. We stand for low taxes.” Those values, the governor contended, would result next year in a nine-seat pickup in the Illinois House, where Republicans currently hold 51 seats to 67 for the Madigan-led Democrats. “The battle ahead of us is tough — boy it’s just tough,” Rauner acknowledged, because “our system is so broken.” “We’re up against an incredibly powerful political machine in Chicago. They have dictated the terms in our state for decades and they haven’t even run their machine really for the benefit for the people of Chicago. Just look at the unemployment. Look at the terrible schools. Look at the violence in Chicago. Look at the taxes going through the roof in Chicago,” said the governor, once again using the politics of geography to attack the Democratic-dominated city. Democrats, Rauner continued, “don’t run the government for the benefit of the people of central Illinois, southern Illinois or northwest Illinois or the suburbs of Chicago either. We have a broken political system run by a political machine in Chicago that’s run for the benefit of politicians and their cronies,” he said. While Rauner criticized the president’s Virginia comments, it was Trump who helped the Illinois GOP score a net gain of four House seats last November. Republican candidates outpolled Democratic incumbents in Downstate counties where Trump was rolling up 50- and 60-percentage-point margins.)
