(FROM THE ARTICLE: It ain’t easy being a Chicago political boss these days. Just ask Joe Berrios, the supposed leader of the party that dominates Cook County. Berrios expected each committeeman from Chicago’s 50 wards and the 30 suburban Cook townships to “buy a table” at the county Democratic Party fundraiser on Oct. 13. Some have not done their share, prompting a terse letter from county party headquarters. In an email obtained by the Chicago Sun-Times, a top Berrios aide comes off sounding more like the Nicor collections department than a political boss’ enforcer. “You are receiving this notice because you did not support our 10/13 fundraiser by purchasing any tickets,” wrote Jacob Kaplan, the county Democrats’ executive director. “The Chairman asked all committeemen to support the event by purchasing 10 tickets (at $200 each).” I talked to one committeeman who’s openly bucking Boss Berrios and three others who said they were withholding payment to the party but didn’t want to be publicly identified. Berrios is threatening to out the scofflaws at Friday’s meeting of party brass at the Erie Cafe, a Near North Side restaurant where the chairman’s own political funds have dropped more than $70,000 in the last few years. Kaplan warned the committeemen: “A report on the October fundraiser will be produced at our committeemen pre-election meeting next Friday (10/28) at Erie Cafe. Several committeemen have requested a list of committeemen who have not supported the party’s October fundraiser. If you do not want to be on this list, please reply and let us know how many tickets you will be sending a check into the party for.” Kaplan would not name the committeemen who have not complied with the boss’ fundraising request. Nor would he tell me which of the nice committeemen requested a list of the naughty. “There’s about 15 or so holdouts,” Kaplan said Tuesday. “Some [contributions] may come in by Friday.” Kaplan acknowledged that “it’s not like the old days,” when a Cook County Democratic boss such as Dick Daley could growl an order and every committeeman would heel instantly. “We just ask everybody to contribute something they can afford, even if it’s just one ticket, to share the burden of keeping the party going,” Kaplan said. Many committeemen already paid their share, or even gave much more than what was sought, according to campaign-finance reports. The party reported getting $10,000 from two campaign funds controlled by 14th Ward boss Ed Burke, while John Daley’s 11th Ward Democrats contributed $2,000. In June, the county party organization got $25,000 from Toni Preckwinkle, the County Board president who’s also 4th Ward committeeman and an executive vice chairman of the county Democrats. But 1st Ward Ald. and Committeeman Proco Joe Moreno says he won’t give a dime. He noted that Berrios, Kaplan and other county party officials helped a candidate who tried to unseat him in the committeeman’s race earlier this year. In 2014, Moreno supported a successful challenger against Berrios’ daughter Toni, who had been a state representative. “I have a strong, powerful, progressive ward organization,” Moreno said. “I don’t need to give money to his a– to work against me.” Moreno said he’s considering running against Berrios for the chairman’s day job as county assessor. Another committeeman, who asked not to be identified, said of Berrios, “Why give him money? I don’t understand. He hasn’t done anything for me.” Berrios may manage to placate them. But the only person he really must be sure to please is the true boss — the state party chairman and Illinois House speaker, Mike Madigan. If the fundraising request had come from Madigan, there’s little doubt all 80 committeemen would pull out their checkbooks as quickly as the Erie Cafe’s waiters hustle to serve Berrios.)

(FROM THE ARTICLE: For every chair occupied by a woman in the corporate C-suite, six are filled by a man. In the federal government, it’s 1 out of every 3. Women are gradually advancing to the highest levels of government, where they now represent 33.7 percent of the leaders known as senior executives. These are the mostly career managers who carry out the mandate of the White House, occupying key roles just below top presidential appointees. In the civilian world, they’re the generals and admirals who run their agencies day-to-day. Women and men have not reached parity in the top ranks of government. But among the 7,187 career senior executives, they’ve reached pay parity, with women getting a slight edge. Their $175,451 average salary is $479 more than men’s.  Women have climbed further than their male counterparts at private companies, where just 16 percent of executives are women, according to an analysis by McKinsey & Company, working with the Partnership for Public Service. The Government Accountability Office, a little-known agency that acts as the government’s fiscal watchdog, has quietly cultivated a culture that has helped women thrive. The result? Women make up 41 percent of the senior executives there, substantially above the government-wide average. The GAO has what’s best described as an unglamorous mission: It audits government programs for Congress to ensure that taxpayers get the most efficient and accountable spending for their money. The audits released this month include titles such as “Agencies Have Sound Procedures for Managing Exchanges but Could Improve Inventory Monitoring” (on nuclear material) and “Guidance Needed for Completing Required Impact Assessments Prior to Presidential Drawdowns” (on security assistance). Arcane as the work is, it gets results: Federal agencies act on about 80 percent of the GAO’s recommendations to improve their operations, even if some guidance takes years to be implemented. Yet the GAO is not just a good place to work (it consistently ranks near the top among midsize agencies in the Best Places to Work in the Federal Government annual rankings) but a good place to work for women. Of the agency’s 121 senior executives, 50 are women, including the general counsel and chief operating officer. “With the wide variety of work we’re doing, you want to have a representative workforce,” Eugene Dodaro, the comptroller general of the United States and GAO head, said in an interview. Government agencies have long prided themselves on helping their employees balance their work and personal lives. The GAO’s approach is more serious than most: day care on site at the Washington headquarters, a student loan repayment program, a generous telework policy — 65 percent of the staff worked from home one day or more per pay period last year — and a flexible relocation policy. When she was hired 26 years ago as an entry-level analyst right out of graduate school, Orice Williams Brown told herself she would do this for a few years until the financial markets, still reeling from a crash, recovered. Her first assignment was to investigate why the Internal Revenue Service was not using interest on municipal bonds that local governments had returned to the federal government. “I was totally hooked,” she recalled. She was promoted to senior executive in 2005, in charge of the team that audits financial markets and community investment. Five years ago, she was made a managing director. “The work is extremely appealing,” Williams Brown, 50, said. “It’s a family-friendly culture. I’ve seen people advance regardless of where they are in their personal life. I’ve seen people promoted who are out on maternity leave.” She said that by having employees work in teams with experts from different disciplines, the GAO puts a premium on collaborative skills and coming to collective decisions. “That’s one of the things women are really socialized to do.” For Susan Poling, the GAO’s stable leadership is a big factor in why she and other women thrive. The agency is not run by a political appointee whose face changes every four years, but by a nonpartisan civil servant who serves a 15-year term. Like many lawyers, Poling found that government gives women opportunities to advance without working the 70-and 80-hour weeks that are essential to making partner at corporate firms. “One of the things I bring is that I’ve been a working mother, and I have other men and women on my staff who are working parents,” she said. When she was hired to the GAO in 1990 from the Department of Education, she worked part time so she could spend more time with her young son. “But they didn’t shunt me over and not give me great things to do,” she said. Today, as a full-time senior executive, Poling supervises 156 lawyers. And at 68, she has no plans to retire anytime soon. “I’m still enjoying myself.”)

(FROM THE ARTICLE: Even weeks after her passing, conservative icon Phyllis Schlafly is suffering attacks from #NeverTrumpers and an activist judge. For what Schlafly’s son, Roger Schlafly, calls indecipherable reasons, low-rated Illinois Judge John B. Barberis has ordered Schlafly’s Eagle Forum to remove all pro-Trump articles which were posted to the group’s website after April 10, 2016. Schlafly spent the last year of her life supporting GOP nominee Donald Trump for the presidency. But she also spent it arguing with a small handful of board members of her own organization about that support. And now, in the weeks after her death, that small group of officers have taken Eagle Forum to court and have somehow succeeded in getting a judge to shut down the Eagle Forum political action organization Schlafly spent a lifetime building. All in an effort to eliminate information about the very candidate she fully supported. In the months before her passing, Phyllis fought off the small group of board members who tried to oust her from the very organization she built. And it was all because she supported Donald Trump against their wishes. In April she issued a video telling the world she was still in charge. But apparently the fight has now continued beyond her death. This month Judge Barberis issued an order filled with demands that Schlafly’s son, Roger, feels are if not illegal, at the very least un-American. The judge’s order seems to be compelling people not a party to the #NeverTrumpers’ lawsuit to do things. For instance, Roger was not named in any of the lawsuits brought against Eagle Forum by the handful of #NeverTrump board members, yet the judge’s order says that Roger must remove all pro-Trump items from the Eagle Forum website. Roger Schlafly, though, decided to take the whole website down and leave an explanation letter in its place because he can’t understand the order given by this #NeverTrump judge. The lawsuit is against Eagle Forum c4 but orders me personally to assist in transferring “Eagle Forum [c4] Property”. This is in spite of the fact that I am not a party to the case, and the court papers say that I am “not associated or affiliated with Eagle Forum [c4] in any way.” Roger also noted that the judge is demanding that he and others on the board refrain from advocating for any political positions as the #NeverTrump activists continue their lawsuit. I have never heard of any political advocacy organization being ordered not to express opinions on a web site. Not in the USA, anyway. I thought that the First Amendment prohibited that sort of thing. Roger goes on to say that the judge also told him he is not allowed to even talk to “third parties” about anything involving Eagle Forum. He then asks since when does any American need permission from a government to talk to a third-party about anything? He concludes explaining what he is doing with the site…  Complying with this order will not be easy. I am not sure exactly what was on the site on April 10. If I remove the pro-Trump articles, I will create dead links. If I explain the dead links, I might be accused of advocating something. I am reluctant to even post the court order, as that might be construed as advocating about litigation. I am not sure that the Eagle Forum c4 even has any property on the web site. Most of the site involves political works and activities of Phyllis Schlafly, and these have nothing to do with the plaintiffs in this lawsuit. I have tried to understand the their demands, but they have never even expressed any interest in the web site, as far as I know. Rolling back Phyllis Schlafly’s web site to purge her pro-Trump views is a dishonest and treacherous thing to do, and I refuse to do it, unless forced by the court. So I am shutting down the eagleforum.org web site for now. I am very sorry about this, and hope to have it back up when the legal issues are settled. So, who is this Judge John B. Barberis? He is the judge on the Illinois Third Judicial Circuit Court and is running to fill a vacancy on the Illinois Fifth District Appellate Court. But Barberis, running as a Republican, was not endorsed by the Illinois State Bar Association and was rated as “not recommended” in 2014.)

(FROM THE ARTICLE: Gov. Bruce Rauner’s administration is awarding one-time bonuses worth a total of between $3 million and $4 million to non-union workers whose bosses say are doing exceptional work. About 1,100 merit-compensation employees are in line to each receive a $3,016 bonus under the plan. “In an effort to recognize the hard work and dedication that non-bargaining unit employees demonstrate on a daily basis, coupled with the lack of systematic increases over the past several years, the state has authorized bonus payments for eligible non-bargaining unit employees,” Michael Hoffman, acting director of the Department of Central Management Services said in a memo to agency directors and others. “These bonuses do not make up for this unfair lack of wage increases for non-bargaining unit employees during previous administrations,” he said. “However, they do represent a commitment that, going forward, all employees will be treated equally, regardless of bargaining unit status.” Hoffman said the last across-the-board salary increase for non-bargaining unit employees was in 2005. The last merit pay program for them was in 2009. The memo says the bonuses are available to non-bargaining unit employees whose base salary as of July 1 was less than $100,000. Those earning more were not eligible. A number of other merit-comp employees were also excluded. Members of Rauner’s executive office were not eligible, nor were employees subject to Senate confirmation, those who left state employment before Sept. 16 and those who worked less than three months during the fiscal year that ended June 30. Rauner’s office said that left a potential pool of about 2,000 employees eligible for the bonus. In order to qualify, an employee had to receive an “exceptional” rating on his or her evaluation. Rauner’s office said about 1,100 employees got that rating. The size of the bonus was determined by adding all of the salaries of all non-bargaining unit employees making less than $100,000 a year, computing 2 percent of that and then dividing that amount by the number who actually qualified to receive it. That came to $3,016 for each of the workers who qualified. The administration has argued that a bonus system is cheaper than raises for the state in the long run because the payments are one-time and not built into a person’s base salary, and because they are not pensionable. The bonuses already have been issued to many, but not all, of the workers who qualify for them. The administration said it depends on how quickly individual agencies process them. Although the state is delaying payments to many organizations and vendors because of the traditional fall slowdown in tax collections, the bonus payments are being made. Rich Carter, spokesman for Comptroller Leslie Munger, said the bonus payments can’t be differentiated from regular payroll when agencies submit payroll information to the office for payment. “There’s nothing that says bonus on it,” he said. “They send us the payroll and we process the checks. As you know, we are required by court order right now to pay payroll on schedule.” In his memo, Hoffman said the bonus system is similar to one implemented in contract agreements the state has reached with 18 bargaining units representing state employees. Most of those workers belong to one of several Teamsters locals or trade unions. In those agreements, 2 percent of payroll was set aside to award performance bonuses. The administration and the American Federation of State, County and Municipal Employees, which represents about 38,000 state workers, still have not agreed on a new contract. The administration wants the union to accept a four-year wage freeze while also imposing a performance bonus plan. Bargaining stopped in January when state negotiators said they believed the talks were at an impasse. The Illinois Labor Relations Board is expected to rule on the issue next month. An administrative law judge who held hearings on the issue said she believed the two sides had reached impasse on some issues, but should continue bargaining over wages and benefits. ASFCME had no comment Friday on the administrations bonus payments to non-union workers.)

Millennials are shying away from public service. At least that appears to be the trend according to Olikara, a millennial and founding president of the Millennial Action Project. The organization’s goal is to bring American politics into a more inclusive and bipartisan age by using the talents of younger generations. “There’s this larger narrative that we have to combat which is that you can’t make a difference in public service,” says Olikara. “The levels of distrust continue to be high levels. Something like 80 percent of millennials don’t trust the government to do the right thing.” Olikara says recruitment and compensation are two huge issues when it comes to incentivizing young people. “There is a systemic problem, we need cultural change and I think the biggest thing I hear all the time is we need to be rewarding talent and rewarding results.” Lawmakers who are not millennials are well aware of this issue, so Oklahoma Sen. James Lankford and North Dakota Sen. During the busy Tuesday morning rush hour, a group of self-described feminists carried graphic pro-women signs referencing lewd comments Trump made about groping women in a 2005 conversation with TV host Billy Bush. A recording of the exchange was made public this month. Many of the signs could not be shown on TV. But their message was clear: they believe Trump is a sexist, who has gotten away with years of mistreating women. “Women are angry. I mean, we’re tired of being silenced. Sexual assault and rape culture is nothing new so Trump is just giving us a visible reason, but I think a lot of women who are here today are here about things they have been feeling for a long time,” said Alicia Swiz, an anti-Trump protest organizer. Some gathered at the protest highlighted the power of the female vote, chanting “women united will never be defeated.” Another group, which was much smaller but just as vocal, was stationed across the street. They said they believe Trump is the right candidate for president, not Democratic Presidential Candidate Hillary Clinton, and believe the women protesting him have a skewed view of reality. “Donald Trump loves women! He loves all of you [expletive],” a pro-Trump protester yelled. “I’m offended at the hypocrisy because they support a candidate that has Validated Bill Clinton’s sexual assault for decades. Hillary Clinton has enabled Bill Clinton. More women were sexually assaulted because of Hillary Clinton’s actions,” said Suzanne Monk, a pro-Trump protester. Dozens of Chicago police officers surrounded both groups and barricades were set up around Trump Tower to ensure a safe and peaceful environment. The Chicago protest was in conjunction with other anti-Trump protests across the country, including Washington D.C. and New York. Some of the women at Tuesday’s protest left to register to vote.)

(FROM THE ARTICLE: Annuity benefits to retired federal employees will increase by 0.3 percent in January, the government announced Tuesday, a cost-of-living adjustment that translates into a monthly boost averaging around $10. The adjustment, or COLA, to federal retirement benefits mirrors that for Social Security and is based on the change in an inflation index from the third calendar quarter of one year to the next. Tuesday’s announcement follows the release of the inflation figure for September, the last month of that count. As of Oct. 1, 2015, there were about 2,054,000 federal retirees plus about another 545,000 survivor beneficiaries, according to the Office of Personnel Management. There are about 44,500 retirees or survivor beneficiaries in the District, about 163,200 in Maryland and about 144,500 in Virginia. California has the most, 215,500. Seventy percent of federal retirees draw their benefits from the Civil Service Retirement System (CSRS), which generally applies to those first hired before 1984; by contrast, more than 90 percent of current federal employees are under the Federal Employees Retirement System (FERS), which generally applies to those first hired in 1984 or after. The average monthly annuity of a CSRS retiree as of October 2015 was $3,529, while the average for those retired under FERS was $1,355. Average monthly benefits for survivor beneficiaries of deceased retirees were $1,560 and $544, respectively. There was no cost-of-living increase under either federal retirement program or under Social Security in January of this year, because the inflation count for the measuring period toward that adjustment ended in negative territory. In that situation — which has happened two other times in recent years — benefits are not cut. The two federal retirement programs differ in that FERS employees pay into Social Security as well as into the federal retirement fund and become eligible for a benefit from that program. Social Security is not part of the CSRS system, although some under CSRS become eligible for a Social Security benefit through other work or through a spouse’s employment; in those cases, offsets commonly reduce or even eliminate that benefit. The average monthly Social Security benefit nationwide is $1,355. FERS employees also get employer contributions, of up to 5 percent of salary, toward the Thrift Savings Plan, the 401(k)-style retirement saving program for federal workers, while CSRS employees don’t. But while all CSRS retirees receive a full COLA regardless of age, those retired under FERS don’t receive COLAs until age 62 unless they fall under certain exceptions. Also, a FERS COLA is reduced if the inflation count exceeds 2 percent, a provision that hasn’t applied since the 2012 boost. A COLA applies only to retirees, not to active employees, most of whom are in line for a raise averaging 1.6 percent in January. Increases for the two groups are set through different processes, and the amounts don’t necessarily track each other. Federal retirees commonly use increases in their health insurance costs as a comparator to the COLA. In the Federal Employees Health Benefits Program (FEHBP) — for which most federal retirees are eligible — the enrollee share of premiums will increase by 6.2 percent on average in January. That translates into about $11 a month more on average for self-only coverage, about $22 more for self-plus-one coverage and about $28 more for family coverage. However, enrollees have the choice of many plans in an upcoming open season — 31 in the Washington area — and some insurers are holding premiums about steady or even decreasing them slightly. . .National Active and Retired Federal Employees Association President Richard G. Thissen said the developments show that the COLA increase should be determined by a separate inflation measure that specifically tracks spending patterns of retirees. “Given the large increase in health care and insurance costs, it is crystal clear that the current formula does not accurately reflect how seniors spend their limited annuities,” he said in a statement. Many federal retirees also are enrolled in Medicare, which acts as the first payer for those who also have FEHBP coverage. About half of those retired under the CSRS, along with certain other Medicare enrollees, could face much higher premiums for their Part B (physicians and related services) coverage in 2017 than others will pay. That’s due to a “hold harmless” provision protecting most enrollees from Medicare hikes that exceed the increase in their Social Security benefits — effectively passing the entire Medicare premium cost increase to those not protected. Next year’s Medicare premium rates are to be announced in November. Last year, Congress provided partial relief for the 2016 plan year for those affected, and a coalition including federal employee and retiree groups recently wrote to Congress seeking an extension. “Congress must act now to prevent a massive increase in Medicare Part B premiums for this group of retirees,” American Federation of Government Employees President J. David Cox Sr. said in a statement. “Although most seniors would be protected, this group will have to pay more solely because of the uniqueness of their pension system.”)

But her hardships are not the result of slavery from years past – as her professors and peers like to insist – but instead from the current political persecution she says she faces for being a conservative on a liberal college campus. “I have been told since day one that I would not succeed without the demeaning benefits of affirmative action,” says Richer, 18. “One of my professors actually told me that it’s offensive to say that everyone can achieve the American dream.” Statements like these are common among the liberal academia, who teach that “systemic oppression” and “institutionalized racism” are the most significant factors of whether or not one will achieve success in life. But because Richer doesn’t but into it, she’s mocked and ridiculed and blackballed. “One of my classes is entirely structured around the so-called belief in ‘white privilege,’” she told The College Fix, referring to a humanities elective. “Professors shame white students from speaking up against it, and whenever I do they look at me like I’m a traitor.” According to Richer, a political science major, such classes victimize women of color and force other students to justify their current “oppression.” In an attempt to balance the political climate of her campus, Richer took a position as the secretary of a proposed chapter of the conservative Young Americans for Freedom group. But late last month, student government leaders refused to allow the club to officially be recognized on campus, accusing it of being too similar to the College Republicans. “I was disgusted by the hostility I felt for daring to give a voice to conservatives on campus,” she says. “College is advertised as a place for your mind to grow, but I didn’t realize how much of a lie it was until I saw firsthand how these ‘student leaders’ attempt to dictate how students think on campus.”)
