Blaise Ingoglia, R-Spring Hill, introduced SB1248 — “The Ultimate Cancel Act” — on Tuesday, “requiring the Division of Elections to immediately cancel the filings of a political party if certain conditions exist.” Among those conditions: “If the party’s platform has previously advocated for, or been in support of, slavery or involuntary servitude.” Southern Democrats wanted to continue slavery during the Civil War. Ingoglia had been a state representative and until recently, chairman of the Florida Republican Party. (FROM THE ARTICLE: With the creation of June 19th (“Juneteenth”) as a federal holiday, Democrats have one more claim to be the party of civil rights and equal opportunity for African Americans, though most Republicans also voted for the holiday. That claim has been promoted for decades by a compliant media, academia and high-profile politicians, but the facts say otherwise. From Abraham Lincoln’s Emancipation Proclamation in 1863 to the mid-20th century, members of the Democratic Party, dominant in the South due to its opposition to civil and political rights for African Americans,” were on the wrong side of civil rights. Federal troops finally brought the news of emancipation to Galveston, Texas, on June 19, 1865, meeting resistance from plantation owners. This is the same year the Ku Klux Klan was founded. Nathan Bedford Forrest, a Confederate Army general and a Democrat, was the first grand wizard of the KKK, though he tried disbanding it in 1869 after growing critical of its “excessive violence.” The Klan, which numbered 4 million members at its peak, dedicated itself as History.com notes, “to an underground campaign of violence against Republican leaders and voters (both Black and white) in an effort to reverse the policies of Radical Reconstruction and restore white supremacy in the South.” The Washington Examiner cited 12 examples of how Southern Democrats historically opposed civil rights while Reconstruction-era Republicans favored them. The newspaper noted Democrats voted against “every piece of civil rights legislation in Congress from 1866 to 1966.” Congressional Democrats opposed the 13th Amendment, which officially freed the slaves in 1865. Only four Democrats voted for it. Republicans passed the 14th Amendment in 1866, which granted American citizenship to former slaves. Not one of the 56 congressional Democrats voted for the 15th Amendment in 1869, which gave former slaves the right to vote. Republicans backed all the civil rights laws of the 1860s, including the Civil Rights Act of 1866 and the Reconstruction Act of 1867. Their party was founded on an anti-slavery platform. Fast-forward to the 1960s. President Kennedy was reluctant to push too hard for civil rights for fear of losing Southern support. After his assassination, President Johnson claimed Kennedy was passionately for civil rights and used his death to advance legislation in Congress. Once again, powerful Democrats in the South opposed every bill. A Senate office building is named after one of them, Sen. Richard B. Russell of Georgia, leader of the Senate’s Southern caucus. Curious that as statues and memorials depicting former slave owners and those associated with slavery and racism have been removed from various locations, Russell’s name remains on that building. The Examiner noted a PBS program that stated, “The Democratic Party was responsible for passing Jim Crow laws, in addition to Black Civil Codes that forced Americans to utilize separate drinking fountains, swimming polls, and other facilities in the 20th century.” Chief Justice Earl Warren, a Dwight Eisenhower appointee, read the unanimous opinion in Brown v. Board of Education, declaring segregated schools unconstitutional. Eisenhower also ordered federal troops to Little Rock, Arkansas, in the face of opposition to integrating Central High School by Gov. Orval Faubus, a Democrat. Republican Senator Everett Dirksen of Illinois wrote several bills that banned discrimination in housing, culminating in the Civil Rights Act of 1968. Richard Nixon, a Republican, introduced the Philadelphia Plan, the precursor to affirmative action. Republican Ronald Reagan signed legislation establishing the Martin Luther King Jr. national holiday. While Democrats are now claiming another victory for themselves, they might want to consider establishing an additional special occasion. Given their party’s deplorable civil rights record, it could be called a day of atonement.)

A new piece of legislation signed into law in November 2021 and discussed Tuesday at the county finance committee meeting reduces the number of DuPage County election precincts from 930 to 607. The current draft of the redrawn maps leaves fewer committeemen to serve as the voice of the voters, thereby impacting whether a party may be elected. What’s At Issue? Board member Amy Chavez said some precinct committee members and township officials have reached out to her, asking for changes to the proposed election precinct maps. “I think there is a lot of concern over these new lines,” Chavez said. Board member Sam Tornatore said something has to give. “It’s essentially a political attempt to change boundaries within precincts,” Tornatore said. The new state legislation comes on the heels of the county board agreeing on a new DuPage County redistricting map in a bipartisan effort in October 2021. Deputy County Clerk Adam Johnson said he stands by the election precinct maps put together by county clerk’s office staff. “It’s unavoidable that there’s going to be some people who are not happy with the way the maps turn out,” Johnson said. “Certainly, we’re open to constructive criticism on how that process could have been better massaged.” Board member Jim Zay said he would not support the precinct maps as proposed given the lack of time allotted for input. “We have a job to do,” Zay said. “This is not putting us in the best position to do our job.” Johnson tried to address concerns about the county clerk’s office getting input on the precinct maps. “While there hasn’t been a lot of time for as many outside parties to review the maps, from the feedback I have received, I haven’t heard much in the way of actual substantive complaints of how the maps were drawn in terms of meeting the state legislature’s requirements,” Johnson said. Tornatore said he doesn’t want to place blame on the county clerk’s office, but he believes taxpayer money may have been wasted. “I don’t know that the election division contemplated this legislation coming from Springfield,” Tornatore said. “I know it’s been kind of on the back burner. … Perhaps we should have taken it into consideration before we ordered as many printers as we did. But I’m going to presume that we have a printer for every precinct that if we now have 300-plus fewer precincts, we either should get a rebate for the money we spent or we’re going to have a lot of printers being stored that aren’t being used.” The county board authorized the purchase of new voting equipment valued at roughly $7.2 million in October 2021. That contract as awarded includes funding to pay for printers, among other things. The county has been in the process of matching polling places with election precincts to determine which ones will be combined into a single location. Officials anticipate a reduction in the number of polling places, but they believe the amount of new printers purchased will remain appropriate for the layout of available voting locations. Moving Forward. County board members acknowledge they don’t have a lot of time to spare. The election precinct maps need to be adopted no later than Friday. A special county board meeting on this topic is scheduled for Friday at 8 a.m.)

Kim is a familiar name on the political scene, having challenged Democratic AG Lisa Madigan when she ran for reelection in 2010. Kim was also the running mate to Republican gubernatorial candidate Dan Rutherford in the 2014 primary contest that ultimately went to Bruce Rauner. A source close to Kim’s campaign said he would be part of a slate that includes state Rep. Tom Demmer for treasurer, former U.S. Attorney John Milhiser for secretary of state, and McHenry County Auditor Shannon Teresi for auditor, who announced yesterday. Don’t be surprised if Aurora Mayor Richard Irvin leads the slate as the gubernatorial candidate. These candidates aren’t the only Republicans running for statewide offices, but by teaming up they hope to have an advantage securing a statewide seat (or seats) that are now controlled by Democrats. Abby Witt, executive director of the Democratic Party of Illinois, calls the slate a “Rauner Reboot” that’s being run by Ken Griffin. Actually, Griffin has so far kept out of the statewide races — though he’s acknowledged wanting to defeat Gov. JB Pritzker. For his part, Kim said the AG job is “critical to repairing the state’s reputation as a haven for crime and public corruption.” And like Teresi did yesterday, he invoked Michael Madigan, the former House speaker, in his remarks, saying, “Under JB Pritzker and Mike Madigan, Springfield remains a cesspool run for the benefit of the politicians and insiders and not the people of Illinois.” Kim, born in South Korea, is an attorney with an expertise in international issues. In the private sector, Kim worked on internal and external affairs with Ameritech, now AT&T, while going to law school at night. At the same time, a Scott Rasmussen national survey found that 81% believe public schools should teach that America was founded on the ideals of freedom, equality, and self-governance. Combining the results shows that 72% of voters believe both should be taught. Another question found that 42% believe the schools should teach that America was founded on racism, slavery, and white supremacy. Forty-four percent (44%) disagree. Overall, 40% believe students should be taught that America was founded on noble ideals, but not that the nation was founded on racism. Thirty percent (30%) believe both should be taught.
