But Illinois remains a solid blue state, where Democrats hold the governor’s office, both U.S. Senate seats, supermajorities in the state House and Senate and a majority on the Illinois Supreme Court. At the same time, Democrats drew a favorable (to them) congressional map, one they expect guarantees victory in 14 of the state’s 17 U.S. House districts.
