(FROM THE ARTICLE: If several media and political pundits are to be believed, President Donald Trump sits in the White House today as the result of several hours one warm April evening nearly six years ago: the 2011 White House Correspondents’ Association dinner. That year, at the invitation of none other than The Washington Post, Trump — then best known for “Celebrity Apprentice” – attended the event, an annual gathering of journalists that typically has been headlined by the sitting president. Or, as The Post’s Roxanne Roberts once described it, a dinner “devolved from a little-known media evening into a black-tie mash-up of the Super Bowl, the Oscars and Davos, Washington-style.” Trump was no ordinary celebrity guest in 2011, however. In addition to being a reality TV fixture, he was one of the most vocal opponents of President Barack Obama, leading the “birther” movement that had demanded Obama release his birth certificate. Trump had also been hinting, not for the first time, that he might launch his own bid for the presidency. All of those things coalesced to make Trump the target of a large swath of jokes at the 2011 correspondents’ dinner. First came Obama, who roasted Trump for a full five minutes that evening, seeming to delight in directing zingers at the man who had questioned whether he was a legitimate president. (Unbeknown to the world then, the president was also, at the same time, authorizing the raid that would kill Osama bin Laden.) “No one is happier, no one is prouder to put this birth certificate matter to rest than the Donald,” Obama said. “That’s because he can finally get back to focusing on the issues that matter, like: Did we fake the moon landing? What really happened in Roswell? And where are Biggie and Tupac?” Obama also joked about Trump’s experience to lead the nation. “All kidding aside, obviously, we all know about your credentials and breadth of experience,” he said. “For example, no, seriously, just recently in an episode of ‘Celebrity Apprentice,’ at the steakhouse, the men’s cooking team did not impress the judges from Omaha Steaks. And there was a lot of blame to go around, but you, Mr. Trump, recognized that the real problem was a lack of leadership and so, ultimately, you didn’t blame Little John or Meatloaf — you fired Gary Busey. And these are the kinds of decisions that would keep me up at night. Well-handled, sir. Well-handled.” But it was comedian Seth Meyers, the host of that year’s dinner, who really laid into Trump. For several minutes, Meyers lobbed one joke after another at Trump’s expense, even wedging in a prescient imitation of Trump hosting a White House news conference: “Gary Busey said recently that Donald Trump would make an excellent president. Of course, he said the same thing about an old, rusty birdcage he found.” “Donald Trump has been saying that he will run for president as a Republican – which is surprising, since I just assumed that he was running as a joke.” “Donald Trump owns the Miss USA pageant, which is great for Republicans because it will streamline their search for a vice president.” Video from the dinner would later show Trump seemingly frozen in the audience, lips pursed, staring straight ahead with his face set into something between a squint and a hard scowl, as Meyers continued. Several publications have since seized upon the 2011 dinner as the moment in which Trump’s political ambitions crystallized. “That evening of public abasement, rather than sending Mr. Trump away, accelerated his ferocious efforts to gain stature within the political world,” the New York Times wrote last March. “And it captured the degree to which Mr. Trump’s campaign is driven by a deep yearning sometimes obscured by his bluster and bragging: a desire to be taken seriously.”)

(FROM THE LETTER: I read with interest a recent opinion piece (“Here’s a way to stop Illinois’ shame spiral,” Feb. 15) by Michael Belsky that calls for a “tax revision commission.” I suspect his main goal is to call for a tax on services when he says, “Today only 17 percent comes from the sale of goods and 71 percent is derived from services. The service economy is benefiting from the state and not sharing in the cost. This is wrong.” In 1965, there was no state income tax. Today it is 3.75 percent, soon to go higher. Sales taxes that were 4 percent in 1965 are now over 10 percent in Chicago. These large increases in taxation rates over the years have made up for any “lack of service tax revenue” and were probably designed with the fact that services are not taxed. Last year, 37,508 people moved out of Illinois, and companies have made decisions not to locate here. Residents are leaving because of high tax rates that have also caused businesses to not move or expand. An additional service tax will hurt the very service industry that he shows is such an important part of our economy. It is very disappointing to hear the drumbeat of more revenue as the “only way” to recover from bad fiscal management. The crisis I see is the lack of urgency in addressing ideas to reduce expenses, smart consolidation of governments and exploring privatization of some government functions. Pushing aside my 10.75 percent sales-taxed breakfast in Chicago this fine morning, I call for the creation of an Expense/Efficiency Revision Commission, on par with any Tax Revision Commission.)

They ignored/belittled that had passed the CPA examination on my first attempt in 1979.  They ignored/belittled the fact that I had almost completed the requirements for a master’s degree in accounting from DePaul.  They ignored/belittled the fact that I had earned an MBA from Loyola in 1976.  To transfer, the Democrats who ran GAO forced me to take an $18,847 pay cut in today’s dollars, that is, a downgrade from GS-12 Step 5, currently $90,173, to GS-9 Step 10, currently $71,326.)

(FROM THE ARTICLE: The DuPage County Republican Party sees opportunities to expand the party’s influence in 2017 since the blue tide that gave Democrat Hillary Clinton a 15-point margin of victory in the county’s polling numbers petered out down the ballot. “We’re pretty optimistic that Republicans are going to continue being elected,” county GOP Chairman Brian Krajewski told the DuPage Policy Journal. The party will be looking to build its base as it focuses on electing Republicans running in elections in nine townships in the spring, Krajewski said. Those offices include trustees, highway commissioner, clerk and supervisor. Generally, Illinois townships are responsible for maintaining roads and bridges, assessing local property taxes, and aiding the indigent. The DuPage townships consist of Wayne, Bloomingdale, Addison, Winfield, Milton, York, Naperville, Lisle and Downers Grove. Krajewski pointed to the county GOP’s showing in the November vote, when the party picked up another seat on the county governing board. Now the board is made up of 17 Republican members vs. one Democrat. “Residents here in DuPage are comfortable with the way things are being run,” Krajewski said. Though in county voting Republican Donald Trump finished behind Clinton in the November presidential race, a majority of county voters supported the GOP candidate for state controller, Leslie Geissler Munger, over Democrat Susana Mendoza, who won the statewide race. Republicans also prevailed in county offices – state’s attorney, circuit court clerk, county auditor, coroner and recorder – Krajewski said. Indeed, Democrats did not even field candidate in the state’s attorney and coroner race in DuPage, which is adjacent to Democrat-dominated Cook County. DuPage County’s success can also be seen in the population flow from the Chicago region into the county, according to Krajewski. People are drawn by the county’s low property taxes, good schools, low crime rate and emphasis on law enforcement, he said. “A lot of Democrats switch to the Republican Party once they move here,” Krajewski said. The county GOP will focus on getting its message out in the coming year while stressing that the state’s problems are long-term and did not start when a Republican Gov. Bruce Rauner was elected two years ago. The GOP-dominated county board has also put out its governing priorities in the coming year. These priorities include cutting the size and cost of local government by merging the Elections Department and the County Clerk’s Office and keeping the DuPage Convalescent Center operating so it can continue to serve 350 county residents. Fighting heroin addiction will also be a top priority. In 2016, the county Coroner’s Office reported that opioid-related deaths in the county numbered 78 – a 53 percent increase over the number of deaths reported in the previous year. The deaths involved heroin, fentanyl and mixtures of the two. The county will also lobby to restore state funding in support of county probation costs as well focusing on easing traffic congestion and protection against flooding. In addition, county board members want to extend surcharges on wireless services, which had been set to phase out on July 1. The surcharge helps to fund 911 responses countywide.)

(FROM THE ARTICLE: The U.S. Department of Agriculture (USDA) recently claimed in a press release that the cost of raising a child from birth through age 17 is $233,610, or almost $14,000 annually. As the father of seven children, let me say that this is utter nonsense. Moreover, the USDA fails to identify the multiple benefits of raising children, such as the physical, spiritual, intellectual and emotional advantages. These benefits are not just unquantifiable, but inestimable. The value of raising, nurturing and training children far surpass the outlandish financial estimates of Washington D.C. bureaucrats. With the USDA’s exaggerated estimates, how do we expect to encourage married couples to return to the healthy birth rate of more than 2.1 in the United States?  We’re shortsighted if we fail to see that the current U.S. trend is unsustainable and portends economic trouble, including lower living standards for most citizens. We simply have to look at Japan, Greece or Italy for a lesson in the detriments of low birth rates. Federal officials are simply out-of-touch with Middle America. Most of us don’t spend hundreds of dollars on a hammer and we spend far less than they estimate to raise our each child every year. Maybe the federal government can learn something from working families?)

Swaps were a villain in the Great Recession, and Obama’s 2010 Dodd-Frank Wall Street Reform & Consumer Protection Act pushed them from clubby, private bank transactions onto public platforms. There they became a welcome addition to the Chicago trading world. President-elect Donald Trump’s incoming team has vowed to dismantle the law, but Chicago’s trading interests won’t easily give up the companies, products and venues created after Wall Street banks’ grip on the swaps market was loosened. Financial exchanges like CME Group and trading firms such as Citadel have generated tens of millions of dollars in new swaps business, and they’ll be reluctant to let go of the new infrastructure built on Dodd-Frank’s Title VII, which set up a framework for the regulation of swaps markets. “People now are getting used to the standards,” says Brian Liston, co-founder and president of Seed CX, which launched a new Chicago swaps trading platform. “They should really change Title VII slowly if they have to, and ultimately I don’t think they’re going to.” Swaps are financial shorthand for arrangements in which parties agree to swap the risk associated with financial contracts tied to underlying values, like interest rates. In the 2008 financial crisis, those privately negotiated deals in the subprime mortgage market blew up and swamped major institutions with defaults.)

(FROM THE ARTICLE: The GOP took a lot of flak this past week for its foolish attempt to use House rules to gut the Office of Congressional Ethics. Public scrutiny quickly sunk that effort, but another very dangerous rule change passed without much fanfare or media attention. As a result, House Republicans — with the backing of the incoming Trump administration — now have powerful tools to attack not just entire federal departments, but to go after individual federal workers as well. It’s called the Holman Rule, which was first used in 1876 and last used by Congress in 1983. It allows members on either side of the aisle to offer amendments to appropriations bills — which are often hundreds of pages long — in order to reduce the amount of money an agency receives, the number of employees an agency has, or the amount of money an individual federal employee can be paid. It’s alarming that members of Congress will now be able to engage in targeted witch hunts against entire departments or individual employees who happen to work on subjects that do not fit a representative’s values or agenda. The most obvious targets are Department of Energy climate scientists and State Department teams that work on gender equality issues — both of which have already been singled out by yet-to-be-sworn-in Trump administration. But the rule change can broadly apply to any program or individual civil servant. This means any federal employees — such as those who help monitor dangerous chemicals in the environment, patent examiners, those who administer vital health and food programs, federal student loan advisers — can be targeted. Reviving the Holman Rule is not just about finding waste. The author of the rule change clearly stated that members could cut the amount of money “that could be paid to an employee of the US government.” This is not to say that House members would engage in such behavior, but even allowing for such powers in the legislative process, without any input from the agency or the targeted employee, is unacceptable. The federal workforce has undergone many cutbacks under both Republican and Democratic administrations. The fantastical myth that civil servants are somehow responsible for a ballooning “big government” is simply pretext for baseless political attacks on federal workers. Employees of the federal government work in every congressional district to keep our food, water, and air safe for all Americans. We must take a stand to protect hard-working, diligent employees who now find themselves at risk of losing their jobs or suffering crippling pay cuts if a particular member of Congress or president decides to single him or her out. Members of our country’s federal workforce should not be turned into political pawns.)
