(FROM THE ARTICLE: The woman who complained to state authorities about the raffle, anti-gambling activist Kathy Gilroy of Villa Park, said that existing tickets were sold illegally, and should be refunded. Gilroy said she didn’t object to nonprofit raffles when they held the only games in the area and were subject to limits on betting and frequency. But Illinois lawmakers have expanded gambling statewide for decades. They first allowed horse racing, then the lottery in 1974, followed by 10 casinos in 1990, and authorized video gaming in bars, restaurants and other locations 2009. As gambling has burgeoned, Gilroy has crusaded against it, believing it reflects an erosion of values. She speaks at local and state hearings and helped shut down numerous raffles. In 2005, she forced a foundation named for former Chicago Bears great Richard Dent to comply with the law to raffle off a $200,000 Bentley. Gilroy has claimed some victories, as some local governments have banned video gambling. Along the way, she’s been called every name in the book for interfering with good causes, but says the end doesn’t justify the means. Claiming it was supported by “the immigration community” in addition to the Illinois Sheriff’s Association and businesses, Rauner told WBEZ, Chicago’s FM public radio channel, that SB31 “seems very reasonable.” Rauner’s office did not respond to Breitbart News’s request to clarify to whom “the immigration community” referred. The patriotic immigration reform group Federation for American Immigration Reform (FAIR) strongly criticized SB31 in an interview with conservative site Illinois Review. Meanwhile, the Chicago chapter of the American Immigration Lawyers Association and open-borders groups like the Illinois Coalition for Immigrant and Refugee Rights, have urged Rauner to sign the bill. SB31 does not concern the handling of immigrants or refugees, but illegal aliens, who are neither. Harmlessly titled the “Illinois Trust Act,” SB31 prohibits all Illinois state and local law enforcement from complying with federal agents’ “immigration detainer” orders. In effect, it will be illegal under the act for police in Illinois keep someone who federal agents tell them is an illegal alien in custody long enough for them to arrive and enforce immigration laws. Instead, they will be compelled to release illegal aliens back onto the street when they have no non-immigration-related reason to keep them locked up. The bill is similar to provisions in effect in the so-called “sanctuary state” of California. “It does not tie law enforcement’s hands. It actually encourages between local law enforcement and federal immigration facilities,” Rauner said, indicating he would make up his mind on whether to sign it in the next few days. Rauner’s office confirmed to Breitbart News Monday that the governor has yet to reach a final decision on SB31. One Illinois immigration hawk was unconvinced. “I think the biggest question Illinois taxpayers have for Governor Rauner and any legislator who would want to pass this bill is, ‘Does making it easier for illegal aliens to stay in Illinois improve the lives of Illinois residents?’” former Republican candidate for the U.S. Congress and Illinois Minutemen-founder Rosanna Pulido told Breitbart News. She explained: “We already spend 4.5 Billion dollars a year for free services for illegal aliens. By signing this Bill, SB 31, Rauner will create an even stronger magnet for illegal aliens who are looking not to be apprehended by the law. Thus, the already overburdened taxpayer will be saddled with even more of a burden. It will truly be the straw that broke the camels back. Personally I am already checking out a different state I can move to.  It is a truly sad day in Illinois.” Brian McCann, whose brother Dennis was killed by an illegal alien who escaped to his native Mexico because of Chicago’s existing “sanctuary” policies, joined other families to opposing SB31. “All the killers were illegal aliens,” McCann told the Illinois Review. “The three of us have made repeated requests to meet with the governor to urge him to veto this dangerous measure. We will meet with the governor downstate or upstate before the August 28th deadline for a veto.” At the launch of Advocates for Victims of Illegal Alien Crime (AVIAC) in June, McCann expressed his frustration with the mainstream media’s constant focus on sympathetic stories about illegal immigrants and not on Americans who are harmed by so-called sanctuary policies. “We get no support … We don’t get coverage,” he told Breitbart News then. Because while surrounding states add jobs, Illinois grinds private-sector concerns in its gears. The nation generated a 1.3 percent average annual growth rate from 2006-16, but Illinois managed just 0.4 percent, according to James Broughel of the Mercatus Center at George Mason University. Wisconsin outstripped Illinois with a 0.7 percent rate, and Indiana’s was more than double this state’s, at 0.9 percent. In July, the state’s unemployment rate ticked up. That’s the same month that Springfield passed a 32 percent personal income tax hike — inviting more people and businesses to head for the exits. And what about those promised reforms, such as overhauling workers’ compensation, that could persuade more businesses to come, stay or expand? Or pruning Illinois’ wildly overgrown local governments to ease taxpayer burdens — two of the items on Gov. Bruce Rauner’s pro-jobs agenda? What, say the ranking Democrats, us worry? We recently sized up this state’s economic competitiveness and quality of life in a series of measures. In capsule, Illinois leads the nation in the worst ways. You know about the lousy credit rating, the unfunded pension liabilities, the onerous regulations on employers. Once a colossus that overshadowed its Midwest neighbors, Illinois in eclipse can’t escape the shadow. Other states gain by offering a sunnier jobs climate. Wisconsin recently landed what could be a $10 billion Foxconn LCD panel factory that will employ as many as 13,000 people. How did Wisconsin prevail? By being close to Illinois but not Illinois. Foxconn sought to exploit Illinois’ assets — its transportation and logistical systems, its energy reliability — but avoid its ever-rising taxes, crushing public debts and never-ending political brink-dancing. Foxconn chose a state that does the basics, like pass a budget every year. In a state in eclipse, though, even that task is too difficult. In a state in eclipse, taxes rise with no offsetting reforms. (FROM THE ARTICLE: You could say Gov. BRUCE RAUNER was not a happy man last week. A couple of media outlets filed open records requests to get emails sent by first lady DIANA RAUNER on a state email account. It was not a question of trying to get emails sent on a personal account. One reason was to determine if the first lady had a hand in all of the recent staff changes, as many suspect. Anyway, according to Politico, the request was denied citing two exemptions in the state’s open records law. One exempts communication with an attorney that would not be revealed in court, and the other covers preliminary drafts, notes and etc. If you’ve used the Freedom of Information Act, you know that the preliminary drafts exemption can be used to conceal a whole lot of stuff.
