(FROM THE ARTICLE: Gene Dodaro started his career at what is now the Government Accountability Office in 1973, as then-President Richard Nixon was battling Congress for control of federal cash. More than a half-century later, Dodaro runs that watchdog agency amid another epic clash between Capitol Hill and the White House over President Donald Trump’s funding moves. Now, with his 15-year term as comptroller general coming to an end in late December, he’s getting ready to retire. “I’m going into witness protection,” Dodaro, 74, said in a recent interview of his upcoming departure from the independent office with a workforce of more than 3,000. He meant it as a joke. But Dodaro’s agency, which is tasked with auditing federal programs and helping lawmakers fulfill their constitutional duties, has been under an unprecedented level of scrutiny this year as conservative lawmakers and the White House publicly challenge GAO’s objectivity and seek to undermine its influence. Adding to the pressure on Dodaro, the Supreme Court this fall appeared to endorse the view that only the comptroller general has the authority to sue the Trump administration for flouting impoundment law — not the groups losing out on federal cash. Dodaro has declined to take such legal action, despite the urging of some lawmakers, including Senate Appropriations Chair Susan Collins. “People are already suing in many cases,” he reasoned, adding that the court’s decision “surprised” him and that he won’t be “cajoled” into suing. “We’ll see what we need to do. But we need to be prudent and make sure that — when we do it — we’re in the strongest possible position to prevail,” he added. Following the Supreme Court’s opinion, Collins said in a brief interview that it “goes without saying” this dynamic underscores the need for the lawmakers involved in the selection process to find a strong candidate to succeed Dodaro. Dodaro’s last day is Dec. 29, at which point he will hand-pick an acting comptroller general to take the reins of the agency until the Senate confirms a permanent replacement. A panel of 10 lawmakers seated on a bipartisan commission is supposed to suggest candidates for Trump to nominate. Whoever succeeds Dodaro will have to direct ongoing probes into Trump’s funding moves. To date, the agency has issued 11 opinions — five concluding the administration illegally withheld money, two citing some wrongdoing. Dozens are ongoing. “The worst thing for GAO is to look like you have an agenda. That’s what concerns me about allegations like we’re against the current president’s agenda. We’re not,” he said. “Our job, and most of what we’re doing, is in response to actions they’ve taken. It’s not things we’re bringing up out of nowhere.” Because the Office of Management and Budget has stonewalled GAO’s requests for information, the agency is forced to rely on evidence in the many lawsuits against the administration, Dodaro said. Moreover, the GAO head said he has never spoken to Trump’s budget chief, Russ Vought. Multiple attempts to make contact during the first Trump administration were unsuccessful, he added. “His public comments have led me to believe that wouldn’t be a successful approach here,” Dodaro said of Vought, who on social media this spring accused the office of taking a “partisan role in the first-term impeachment hoax,” a reference to GAO’s conclusion that Trump illegally withheld aid to Ukraine in 2019. The past 11 months have been politically difficult for Dodaro in other ways. Earlier this year, top Republicans derided GAO for not blessing Senate GOP efforts to skirt filibuster rules to overturn state waivers issued under former President Joe Biden for pollution standards — and ignored the agency’s conclusion to boot. Dodaro fended off Elon Musk’s attempt to send a downsizing team to GAO as part of the president’s now-disbanded Department of Government Efficiency initiative, before House Republicans proposed cutting the agency’s budget in half for the current fiscal year. It’s not the first time the comptroller general has irked a party in power. During the Biden administration, GAO delivered its first-ever estimate of fraud in the federal government, pegging losses at between $233 billion and $521 billion dollars a year. “OMB wasn’t happy,” Dodaro recalled. Dodaro’s agency doesn’t always disappoint Republicans. Just last week, GOP lawmakers cheered a new GAO report reinforcing their arguments about fraud in the Obamacare insurance marketplace. To investigate this claim, GAO set up 24 fake accounts; 22 successfully enrolled in plans. It ended up costing the federal government thousands of dollars a month. And Congress has averted several crises as a direct result of the watchdog’s warnings. That includes action to replace crucial weather satellites before they fail and to buoy the federal insurance program designed to protect Americans whose pension benefits are at risk. “GAO is incredibly valuable … the ability for Congress to ask a hard question and ask them to chase it,” said Sen. James Lankford (R-Okla.), who added that Dodaro has for years aided him in a running effort to compel federal agencies to identify and describe each program they oversee. Dodaro also started a partnership with experts at the National Academy of Sciences and launched an international effort to help developing countries run audit offices. Sen. Gary Peters (D-Mich.), who is supposed to serve on the commission to recommend candidates for a Senate-confirmed comptroller general, said lawmakers “won’t find anybody as experienced and as knowledgeable” as Dodaro. “The integrity and professionalism he brought to the job, I thought, was exceptional.” Dodaro attributes any praise to decades of relationship maintenance, including with top Trump administration officials who used to be members of Congress and senators who formerly served in the House. “I try to pull out all the stops on my Italian charm,” he joked. “We’re not only in the auditing business. We’re in the relationship business.” The next comptroller general could be anyone, and it could be a long time before that person is seated. Dodaro is the only Senate-confirmed GAO chief who was picked from inside the agency, and he held the position in an acting capacity for more than two years before then-President Barack Obama nominated him upon the recommendation of lawmakers. The Senate confirmed him by unanimous consent in 2010. “If it can be done quickly, that’s fine. If it can’t, then they need to take their time to get the right person in the job, because it’s 15 years,” Dodaro said of the selection process for his successor. “I have great confidence in the people at GAO … and I have confidence in the Congress to take their responsibility seriously and pick someone. (FROM THE ARTICLE: Asked by the News Literacy Project for one word to describe today’s news media, 84% of teens responded with something negative — “biased,” “crazy,” “boring,” “fake, ”bad,” “depressing,” “confusing,” “scary.” More than half of the teens surveyed believe journalists regularly engage in unethical behaviors like making up details or quotes in stories, paying sources, taking visual images out of context or doing favors for advertisers. Less than a third believe reporters correct their errors, confirm facts before reporting them, gather information from multiple sources or cover stories in the public interest — practices ingrained in the DNA of reputable journalists. To some degree, teens reflect the attitudes they’re exposed to, particularly when the most prominent politician of their age has made “fake news” a mantra. Experts say few teens follow news regularly or learn in school about the purpose of journalism. Journalists don’t help themselves with mistakes or ethical lapses that make headlines. The newspaper’s 2023 reports on alleged hazing and racism within the school’s football program led to the ouster of its coach. She frequently had to explain what she did to classmates. “There’s a lot of mistrust toward journalists,” she said. But it has firmed her resolve to stick with the profession. “I want to be a journalist that people trust,” Ogburn said, “and I want to report news that makes people believe and trust in the media.” The news industry’s financial troubles over the past two decades have hollowed out newsrooms and left fewer journalists on duty. It is true that “on balance” DuPage County is a more affluent community, “but it is also a populous community with just under one million residents,” she said at the Nov. 20 event. “There are more low-income families living in DuPage County than the entire population of 89 of the 100 counties in Illinois,” Murphy said. Murphy added that DuPage County communities must support “individuals at every income level.” “The strongest and most thriving communities create space and opportunities for people who are low-wage, medium-wage and high-wage earners. Communities that are only accessible to individuals at the highest income levels will experience incredible deficits in their ability to provide all the services that all the community needs. We need a diversity of opportunities for people in different places in their life cycles.” To determine income eligibility for assistance programs, many organizations in DuPage County utilize income levels that are 250% or even 300% of the federal poverty level. “Because the reality is the federal poverty level is dramatically inadequate to be able to meet basic needs,” Murphy said. Based 2023 data, using the 200% mark of the federal poverty level, there are 142,000 individuals living in poverty and that number is dramatically increasing, said Amy Van Polen, CEO of Bridge Communities, a nonprofit that provides transitional housing to families facing homelessness. “Those are the fastest growing numbers of our community,” Van Polen said. “Forty-four percent of renters in this county are rent burdened, meaning that they pay more than 30% of their income toward rent. That is not sustainable.” Many college educated individuals who are “20 something or 30 something” are finding it difficult to find affordable housing, she said. “Lots of $3,000-a-month, one-bedroom apartments are being built.”)

Disagreement, when handled well, strengthens a movement. It forces reflection. It sharpens arguments. It prevents blind spots. Trump’s greatest strength has always been his ability to break political orthodoxies; he should not now create a new orthodoxy that is just as brittle as the one he once shattered. Republicans need a healthy internal dialogue, not a chorus line. If Trump wants a party that will govern successfully — not merely idolize him — he must recognize that even loyal supporters will occasionally challenge him. And sometimes, they should. A strong leader does not see disagreement as betrayal. A strong leader sees it as proof that the movement he built is maturing, thinking, and preparing for the responsibilities of lasting power. . .If the GOP becomes a party where dissent is punished and loyalty is the only ideology, it will implode not because of Democrats — but because of its own refusal to let its members say, “We support you, but here’s where we disagree.”

I earned an MBA from Loyola in 1976. In 1980, my third entry-level job was a GS-9 Step 10 GAO Analyst. The salary was $88,808/year in today’s dollars. To get that job, I passed the CPA examination on my first attempt in 1979 and almost earned a master’s degree in accounting from DePaul. Almost 18 years later, after earning a master’s degree in accounting from DePaul in 1980, after passing the Certified Internal Auditor examination on my first attempt in 1981, after becoming a licensed CPA in 1981, after earning four more professional certifications in 1990, 1994, 1996, and 1997, and after earning a master’s degree in financial markets and trading from IIT in 1997, my salary was $153,151/year in today’s dollars.

That enabled Bill to assign me to audits of IRS and promote me to GS-13 in 1986. But then, Dave came back. Dave forced Bill to retire in 1987. Dave threw me off audits of IRS, gave me a very bad job assignment, gave me very unfair performance expectations, gave me a very unfair performance appraisal, and ranked me in the bottom half of my coworkers for pay-for-performance in 1989. Dave took the aforesaid adverse actions against me a) even though I had earned a master’s degree in accounting from DePaul in 1980, passed the Certified Internal Auditor examination on my first attempt in 1981, and became a licensed CPA in 1981. (FROM THE ARTICLE: To bring our nation back to legitimate self reliance would require a total reformation of our society and the removal of the political left (including globalists) from the equation. Part of this long term reformation demands a reversal of open borders ideology and multiculturalism, which has ravaged the west. Migrants view our economy as a “global commons”, a wealth pool they are all entitled to access. They don’t see it is a privilege, they see it as a “right”. This is something that Trump does have the capacity to fix in the three years he has left in office, but he has a tendency to get sidetracked by minutia and bad advice. I have been warning since before Trump was re-elected that the economy was going to be his Achilles Heal. From past examples it seems that Trump delegates a lot of his policy ideas to advisers and among these advisers (he has dozens of them, official and unofficial) there are always people who give him suicidal arguments and terrible talking points. His lack of concrete planning for economic repair is putting conservatives on edge and handing immense social influence over to Democrats and woke activists. All they have to do is point at the lack of a clear strategy and suggest that they can do better (they can’t, but it won’t matter to voters living paycheck to paycheck). Trump has done some things right. His tariff policies are absolutely necessary to counter the wealth gap created by corporate globalism. The US has been turned into a consumer nation that continuously takes on debt in order to create ever depreciating wealth. That wealth is then siphoned from the public by international conglomerates, banks and foreign interests. We are being slowly drained of our lifeblood by a nest of vampires. Tariffs are one of the few measures at Trump’s disposal to unilaterally stop the bleeding and force corporations to bring the wealth and jobs back to the US. This is done through new domestic manufacturing and the end of general outsourcing using third world labor. Globalism is NOT the free market, it is the opposite. It is forced interdependency of nations and economies to the benefit of a tiny handful of ultra-wealthy elites. The tariff fight is direct and Trump’s reasons are evident. The average Joe wants more American jobs with higher salaries for the middle class instead of wallowing in low-wage retail and service sector hell. But Trump can’t say he’s fighting for this end result through tariffs and then turn around and let an army of migrants take middle class jobs. The President stumbled into multiple forehead slapping blunders this past week. He called for 600,000 Chinese students to prop up US colleges. He called for 50-year mortgages to offset plunging home ownership, and he argued that America doesn’t have the talent pool to fill jobs taken by H1B foreigners.)
