My critics/opponents have lots of religious, government, political, and/or financial clout in Wheaton, in Glen Ellyn, in Milton Township, in DuPage County, and in Illinois, but nevertheless, they blame me for their problems, blame me for your problems, blame me for my problems, and blame for everyone’s problems.)
https://www.federaltimes.com/federal-oversight/congress/2018/03/20/house-passes-reinstatement-of-rule-that-could-cut-federal-employee-pay/
(FROM THE ARTICLE: The House of Representatives in a contentious March 20, 2018, vote passed the continuation of an old procedural rule that would give Congress the ability to cut the pay of individual federal workers and to eliminate entire agency programs. The Holman Rule, first passed in 1876 and named for Indiana Rep. William Holman, was removed from the House rule book in 1983. The rule was then reinstated in the Rules of the House for the 115th Congress, but applied only to the first session or year. House Republicans extended the Holman Rule through the end of the current Congress by adding it to H.Res. 787, which provides for the consideration of two unrelated bills. “Last night, without any public debate, House Republicans snuck into legislation the Holman Rule — a cynical and dangerous attack on federal workers that allows members of Congress to reduce the salaries of federal employees. This archaic tool, also known as the Armageddon Rule, is nothing more than a backdoor way for Republicans to dismantle the federal workforce and carry out political vendettas at the expense of career civil servants,” said Rep. Gerry Connolly, D-Va.)

Adverse action like a) when my Democrat GAO superiors forced me to retire in 1997 when I was 49 years old, gave me unfair performance expectations and appraisals, always ranked me in the bottom half of my coworkers for pay-for-performance purposes, did not promote me beyond GS-13, got rid of my mentor in 1987, kept me off audits of IRS for all but 3 of the almost 18 years that I worked for GAO, and forced me to take an $19,203 pay cut in today’s dollars to transfer from IRS to GAO in 1980; and b) when my Democrat IRS superiors did not promote me beyond GS-12, disallowed my education deductions in 1978, got rid of my mentor in 1975, and disallowed my partial day per diem claims in 1974; and c) when my Democrat Post Office superiors forced me resign in 1969 and disallowed my sick leave requests in 1969 and 1968?)

POLITICO
— Hultgren fires aide Nick Provenzano after sexual encounter with teenage boy – NATASHA KORECKI and JOHN BRESNAHAN
https://www.politico.com/story/2018/03/19/hultgren-aide-fired-471883
(FROM THE ARTICLE: Illinois GOP Rep. Randy Hultgren has fired a top aide after the staffer was found in a car last fall with a 17-year-old boy and no shirt on, according to multiple sources and a police report. Nick Provenzano, 56, was dismissed by Hultgren over the weekend, the sources said. Hultgren’s office declined to comment on the details of Provenzano’s firing. “Nick Provenzano is no longer with the office,” said a Hultgren spokesperson. The Hultgren spokesperson said the office only find out about the incident “late Wednesday and immediately placed him on leave before his eventual termination.” But through a Freedom of Information Act request, POLITICO obtained an Oct. 21, 2017, incident report from the city of McHenry Police Department in Illinois. That report shows police investigated Provenzano for public indecency and other potential criminal acts following the episode, but no charges were ever filed. The name of the teenager is redacted in the report. The report states that a homeowner became suspicious when she saw two men sitting in an SUV on a dead-end street with the lights off and called the police. After a police officer arrived, he approached the car and saw that Provenzano had no shirt on, although the other passenger was fully clothed. When Provenzano was questioned by the police about why he had removed his shirt, he said it was “hot.” Provenzano told the officer the two were “hanging out” and “talking about life.” Provenzano later told the officer that he “did not want to admit to anything, but stated that contact between him and [the teenager] was consensual in nature, that nobody was forced or coerced each other to engage in any acts they did not want to, and that he believed [the teenager] was eighteen (18) years old.” The teenager later told police he had met Provenzano on the gay dating site Grindr. The teenager said he was only 17, but the website changed his age to 18. The teenager said police interrupted them during the middle of their sexual encounter, according to the partially redacted report. Provenzano had removed most of his clothes at one point, the report states. After questioning by police, Provenzano was released without charges. He later hired a lawyer to respond to police inquiries, but Provenzano refused to be interviewed again. State prosecutors decided no criminal case would be filed against him. Provenzano was hired as Hultgren’s deputy district director in August 2016. Provenzano had earlier served as Hultgren’s field director during the 2012 and 2014 campaigns. Provenzano is a graduate of DeVry University with “training in electronics, computer technology and business management,” according to his candidate bio. He was paid more than $80,000 as Hultgren’s deputy district director last year, according to House disbursement records. He also earned another $28,000-plus from Hultgren’s reelection committee during 2017, according to records on file with the Federal Election Commission. Provenzano served as a McHenry County board member for 13 years. He was also the campaign manager for former Rep. Joe Walsh (R-Ill.) in 2010, according to his LinkedIn biography. Hultgren was first elected to the House in 2010. He was once an aide to former Speaker Dennis Hastert (R-Ill.), who went to federal prison over secret payments to a man he allegedly sexually abused as a teenager. (FROM THE ARTICLE: She has variously blamed former FBI Director James Comey, Russia, sexists, “deplorables” and, in a speech in Mumbai, racism. In one of her worst-yet panders — quite a distinction if you remember Hillary’s 2007 speech in Selma, Alabama — she apparently noticed the darker pigmentation of her Indian audience and adapted. She started out by reiterating her disdain for those who failed to recognize her virtues, saying that she won in places “that are optimistic, diverse, dynamic, moving forward,” compared with Trump voters who are always looking “backward.” Then, mockingly, talking to “those people” who voted for him, she continued, “You know you didn’t like black people getting rights, you don’t like women, you know, getting jobs, you don’t want to, you know, see Indian-Americans succeeding more than you are.”)

SPRINGFIELD STATE JOURNAL REGISTER
— My predictions for Tuesday’s primary election – Bernard Schoenburg
http://www.sj-r.com/opinion/20180317/bernard-schoenburg-my-predictions-for-tuesdays-primary-election
(FROM THE ARTICLE: A year ago, it would have been hard to imagine a serious Republican challenge to first-term Gov. BRUCE RAUNER. But state Rep. JEANNE IVES of Wheaton is waging just that type of fight. A key reason Ives got into the race is that Rauner signed a bill he said he would veto — which in part expands taxpayer-paid abortions to Medicaid recipients. Rauner has said Ives is too far to the right to get elected in Illinois. Ives says Rauner lied about the abortion bill and is lying about her in ads that accuse her of being linked to House Speaker MICHAEL MADIGAN, D-Chicago. She also says Rauner doesn’t deserve another term after his first one. Ives got a lot of attention by running an ad, roundly criticized, that showed actors (including a man in a dress) seen by critics as stereotypical negative views of groups including transgender people. Some newspapers have cited that ad as divisive and the reason they can’t endorse Ives. It did get attention, but also gave people pause. I think Rauner gets the nomination — but Ives could well be close. And if she even overcomes him, it won’t be a shock. . .On the GOP side, Rauner backs Urbana attorney ERIKA HAROLD, and she beats DuPage County Board member GARY GRASSO.)

(FROM THE ARTICLE: President Trump has gotten flack for not filling a significant number of political appointee positions in his first year. His answer to that is “You don’t need them.” He has cut positions across departments by eliminating people who probably don’t like the guy anyway. In his first six months, the federal employee count went down 10,700. It is not just what he cut, but likewise what he has not added. In their first six months, President Bush (the younger) added 36,000 and President Obama added 60,000. While 10,700 may be a small dent in the total number of federal workers (2.8 million), it is still headed in the right direction.)

If I had been a Democrat, a minority, a female, or a veteran, GAO would not have forced me to “start at the bottom” and suffer a $19,203/year pay cut in today’s dollars. To justify forcing me to “start at the bottom,” GAO dismissed the fact a) that GAO audits IRS, b) that much of what IRS Revenue Officers do is similar to what GAO Analysts do, c) that I had almost 9 years of experience working for IRS, the last 5 1/2 years of which at the GS-12 Step 1-5 levels, currently $81,071-$91,880, d) that I had earned an MBA from Loyola in 1976, e) that I had almost completed the requirements for a master’s degree in accounting from DePaul, and f) that I had passed the CPA examination on my first attempt in 1979.)

Hiring declined by more than a third from 2016 to 2017, and the number of young people seeking to take the Foreign Service exam has dropped significantly from the rates seen during the previous two administrations. Attracting the right personnel will require Mr. Pompeo to work with Congress and take other steps to change obsolete rules that, for instance, discourage former State Department employees from returning, and require even experienced people to start at the bottom if they have not previously worked in government — denying our diplomatic corps the ability to draw on specialized expertise.)

http://www.dailyherald.com/news/20180317/the-donors-behind-the-dollars-in-governor-races-will-war-chests-matter
(FROM THE ARTICLE: But after President Donald Trump upset expectations in 2016, all bets should be off in Tuesday’s election, especially with potential low turnout and undecided voters creating flux, suburban experts said. “If the real hard core turns out, Rauner is in trouble,” veteran Republican organizer Pat Durante of Addison said. “If the moderates turn out, Ives is in trouble. If you asked me to pick who’ll win today … I couldn’t.” . . . On the Republican side, Rauner reported a formidable $55.6 million cash in hand at the end of 2017. In 2016, the governor donated $57 million to his campaign, and over the course of his political career, he’s given himself $95 million, state records show. That’s a stark contrast to Ives, who banked $404,000 cash in hand in the last quarter of 2017. But she surged in 2018, raising more than $3.3 million, mainly because of a $2.5 million windfall from Dick Uihlein of Lake Forest, founder of Uline shipping supplies and a one-time Rauner donor. “I never expected Ives to spend the kind of money she’s spending,” Durante said. Other significant Ives contributors include Chicagoan Vincent Kolber, president of rail equipment firm Residco and a former Rauner donor, with over $500,000; Hinsdale IT entrepreneur William Merchantz with $75,000; and the Illinois Opportunity Project, whose co-founders include conservative talk show host Dan Proft. Rauner has garnered more than $440,000 in 2018. His biggest donors include previous supporter and Chicago executive William Kunkler of C.C. Industries with $100,000 and the Illinois Republican Party with $191,000. Rauner has donated about $200,000 to the state GOP since 2010. Durante wouldn’t predict who’ll win, but he senses an enthusiasm gap. “I would think the hard-core base will go for Jeanne,” he said. “I think Rauner needs to get to those moderate Republicans. … It might be tougher for him than he imagines.” . . . For starters, Rauner wasn’t supposed to have an opponent, but the state’s entrenched financial crisis and political gridlock provoked rumblings of unrest from the rank and file. Despite the government dysfunction, the Winnetka investment banker is endorsed by mainstream Cook and DuPage Republicans. Ives, of Wheaton, has picked up a slew of local endorsements such as the Wheatland Township Republican Organization, Republican Organization of Wheeling Township and Batavia Township Republican Organization. She launched her bid after Rauner supported Medicaid funding for abortions. The conservative West Point grad has used social issues to whip up support among the GOP base, although the strategy has backfired with moderates. Last week, Ives launched an ad blitz calling Rauner a “fake” Republican, while he’s retaliated with commercials linking her with beleaguered Speaker Michael Madigan, a Democrat.)

(FROM THE ARTICLE: There are a number of issues that the state is facing in regard to retaining teachers and substitute teachers in school districts, such as reducing $250 to $300 it costs for a substitute license, reduce the requirements for out-of-state teachers, and increasing the rate of pay for subs. “The biggest thing is the rate of pay for substitute teachers,” said IARSS Association President Mark Jontry. “With the exacerbated shift in the economy, there is a reduced number of applicants because we have a stronger economy. People are now looking for job opportunities outside the state.” To compete with other counties of the state, Klosterman’s district had to increase the pay of its substitute teachers to $90 a day. “It was necessary to be competitive and expand the candidate pool for us to make sure that we did everything we could to fill positions as much as possible,” he said. Other methods Klosterman’s district implemented were using social media to advertise and speaking with employees, parents, friends, relatives, etc., asking if they know anyone who would like to be a substitute.)

Trump factor looms large in Illinois governor primary campaigns – Rick Pearson (DIERSEN: Rauner paints himself as being anti-Trump. What will the anti-Trump voters in your precinct, in your municipality, in your township, in your county, and in Illinois do? Will they cast a Republican primary ballot and vote for those candidates who are the most anti-Trump? Or will they cast a Democrat primary ballot and vote for those candidates who are the most anti-Trump? How many of the voters are anti-Trump in your precinct, in your municipality, in your township/ward, in your county, and in Illinois? Only 137 voted for Trump in my precinct, while 211 voted for Clinton.)

(FROM THE ARTICLE: In an political strategy unprecedented in the Illinois Republican Party, thousands of dollars were transferred from the Illinois Republican Party to county organizations in the last three months leading up to the March 20th IL GOP primary. State Board of Elections records show that 41 county GOP organizations received gifts from the IL GOP from $5000 to $25,000. Never before has the IL GOP had the resources to distribute funds in such a manner. Where did the unprecedented party funding come from? County leaders tell Illinois Review they were asked to fill out applications, and checks were sent their ways – no requests or expectations voiced in the process. The Illinois Republican Party has been consistently sending out press releases over the past few months promoting Governor Rauner, however. Leading up to the check distribution, only five major donations were made to the IL GOP, including nearly $5 million from Citizens for Rauner, which the Rauners fund personally. Three million of the IL GOP funding went to the House Republican Organization.)

There are extremely few Republican AAPC members in Illinois. I am one of them. I should write a book about those in Illinois who claim to be Republican political consultants, who are not AAPC members, who reject AAPC’s Code of Ethics, who viciously demonize, denigrate, and condemn me, and who bring disgrace at all political consultants.)
http://www.daily-journal.com/opinion/columnists/local/jim-nowlan-let-s-get-rid-of-all-the-political/article_b4313f71-0ce4-5fe9-b42e-e753909887c2.html
(FROM THE ARTICLE: Recently, on the same day, I received five over-size, glossy political postcards from Gov. Bruce Rauner. The cards told the most outrageous, bald-faced lies about an opponent that I have ever read. As I digested the messages, I became sick to my stomach. Rauner is being challenged by state Rep. Jeanne Ives for the GOP nomination for governor, at the March 20 Republican primary election. I do not favor either candidate. Ives is too conservative for me, and Rauner is, well, a bald-faced liar. And, apparently, not embarrassed or shamed a whit about his lying to the voters. The messages say that Ives, among other dastardly deeds: Is the lackey of Democratic Speaker of the Illinois House Mike Madigan Wants to keep the recent increase in the income tax and Opposes cutting property taxes Thee anti-Ives statements are “supported” by citations of roll call votes and quotations found in newspapers. Shamefully, the above claims by Rauner represent lying by the ploy of excerpting snippets from larger statements to reverse the meaning. For example, in Henry IV, Shakespeare has Dick the Butcher declare: ”The first thing we do, let’s kill all the lawyers.” Sounds like an attack on lawyers. Yet, in the full context, Butcher thought if he disturbed law and order, he could become king. Thus, Shakespeare meant the famous line as a compliment to attorneys and judges who instill justice in society. That is what Rauner and his consultants have done. Reverse the meaning. Red becomes green; night, day. Indeed, Ives is as anti-Madigan, anti-tax (of any kind) as they come. Respected publications, such as Crain’s Chicago Business, columnist Scott Reeder and others, already have called out Rauner for his lying. We also must note Democrat Madigan, Rauner’s nemesis, has been using misleading attack ads against GOP opponents for years. I still stifle a rueful chuckle when I recall an ad in which Madigan minions charged a GOP opponent for consorting with sex perverts. This was so because the Republican rented an apartment to someone who had years earlier been convicted of some sex crime. Political campaigning has been rough and tumble since the early days of the Republic, when Federalists passed the Alien and Sedition Act. The law allowed President John Adams to jail to newspaper editors and others who criticized him, which he did with gusto. Today, billionaires flaunt limitless campaign spending as they assault untutored voters with lies and misleading half-truths that are laughable to insiders. Why do they do this? Because it works. In my day, half a century ago, candidates generally stuck to making positive statements about themselves, leaving their opponents alone. Not today, obviously. I blame the political consultants. They are paid to win, period. Not to win fairly, honestly, nor with substantive arguments. But simply to win. Win-at-any-cost consultants disgust me. They lurk in the background of campaigns, holding in contempt the voters they deceive. Consultants have found that voters — their cynicism probably ingrained by endless attack ads courtesy of those same consultants — tend to believe the worst about candidates today. Of course, candidates don’t have to accept the advice from consultants that they mislead the public about their opponents. Yet, too many candidates want to win so badly they accept the “wisdom” of their consultants, and thus often spend most of their money on the attack. Legitimate criticism of an opponent is fair game, of course, and helpful to voters. But outright lying? Come on. If we — you and I — don’t call out bald-faced lying, things will only get worse, if such is possible. At the national level, PolitiFact uses volunteers and donations to call out misrepresentation and lies. I propose at the state and local level in Illinois we create a simple Code of Ethics for Political Campaigns: “I will neither lie nor mislead voters about my opponents.” Then we ask all candidates to sign the pledge. Those who fail to sign the pledge, or break it, would be publicly rebuked. Those who sign and keep to the pledge would be publicly commended. The ideal group to implement a Code of Ethics would be the nonprofit Illinois Campaign for Political Reform. But they would need lots of volunteer help. Pollyannaish? Sure, but we could use some Jimmy Stewart (Mr. Smith Goes to Washington) politics in our democracy. So, to be charitable, let’s not kill all the political consultants, appealing as the thought might be. Instead, let’s call out those consultants and candidates who lie and mislead.)

— Andrew McCabe, Trump’s foil at the FBI, is fired hours before he could retire – Matt Zapotosky (DIERSEN: According to this article, “The move will likely cost McCabe a significant portion of his retirement benefits, though it is possible he could bring a legal challenge.” My Democrat GAO superiors’ success in forcing me to take their early retirement “offer” in 1997 when I was 49 years old a) has cost me a tremendous amount of money and b) resulted in my attorney Walter T. Charlton filing Diersen v. GAO in 1998. SEE: https://gopillinois.com/documents/ So far, at a minimum, in today’s dollars, my Democrat GAO superiors have cost me $1,505,950 ($2,569,162 lost salary minus $1,063,212 pension payments).)

(FROM THE ARTICLE: Attorney General Jeff Sessions late Friday night fired former FBI deputy director Andrew McCabe, a little more than 24 hours before McCabe was set to retire — a move that McCabe alleged was an attempt to slander him and undermine the ongoing special counsel investigation into the Trump campaign. Sessions announced the decision in a statement just before 10 p.m., noting that both the Justice Department inspector general and the FBI office that handles discipline had found “that Mr. McCabe had made an unauthorized disclosure to the news media and lacked candor — including under oath — on multiple occasions.” He said based on those findings and the recommendation of the department’s senior career official, “I have terminated the employment of Andrew McCabe effective immediately.” The move will likely cost McCabe a significant portion of his retirement benefits, though it is possible he could bring a legal challenge. He responded on Friday night with a lengthy statement, claiming he was being targeted because he was a witness in special counsel Robert S. Mueller III’s probe into whether the Trump campaign coordinated with Russia and asserting that his actions were appropriate. He also alleged former FBI Director James B. Comey knew about the media disclosure about which the inspector general has raised questions. “This attack on my credibility is one part of a larger effort not just to slander me personally, but to taint the FBI, law enforcement, and intelligence professionals more generally,” McCabe said. “It is part of this Administration’s ongoing war on the FBI and the efforts of the Special Counsel investigation, which continue to this day. Their persistence in this campaign only highlights the importance of the Special Counsel’s work.” Trump tweeted early Saturday morning, “Andrew McCabe FIRED, a great day for the hard working men and women of the FBI – A great day for Democracy. Sanctimonious James Comey was his boss and made McCabe look like a choirboy. He knew all about the lies and corruption going on at the highest levels of the FBI!” An email notifying McCabe of the move was sent to his work account and his lawyers just minutes before Sessions’s statement was made public, though McCabe learned of the firing from press accounts, his spokeswoman said. McCabe has been fighting vigorously to keep his job, and on Thursday, he spent nearly four hours inside the Justice Department pleading his case.)

DAILY HERALD
— It’s Rauner who divided state GOP – Chuck Smith, Wheaton
http://www.dailyherald.com/discuss/20180316/its-rauner-who-divided-state-gop
(THE LETTER: The March 12 “Opinion — The Choice for Governor,” clearly shows that the Daily Herald has a very liberal agenda as well as a flawed crystal ball, which you also used to support and predict Hillary Clinton in the last presidential election. It was very obvious in that election that the Daily Herald editorial staff clearly missed the wave of support for Donald Trump. You continue to report that Jeanne Ives cannot win in November. It is obvious that you recognize that Gov. Rauner has lost his base of support that marginally put him in office. As such, he cannot statistically win re-election in November. Rauner is your choice to run against the winner of the Democratic primary. Jeanne Ives has a rapidly growing wave of support while Gov. Rauner has lost his base that put in him in office. In your endorsement, it is stated that Rauner has demonstrated his commitment to the fundamental values of the Republican Party. This could not be further from the truth. Rauner lied to Cardinal Cupich and his constituents when he said he would not sign the bill authorizing Medicare funding of abortions. He also approved the bill making Illinois a sanctuary state. Rauner owns the 32 percent income tax increase, because he failed to do his job as a leader to keep the Republican leaders unified to the values of the constituents that put them in office. These are not Republican values. It is Gov. Rauner that has divided the Republican Party. Jeanne Ives has the knowledge, legislative experience, and drive to lead this great state from the brink of financial disaster. She has a reputation as a smart, honest, and committed legislator that truly represents the financial interests of the Illinois taxpayer.)

CHICAGO TRIBUNE
— Trump factor looms large in Illinois governor primary campaigns – Rick Pearson (DIERSEN: What will the anti-Trump voters in your precinct, in your municipality, in your township, in your county, and in Illinois do? Will they cast a Republican primary ballot and vote for those candidates who are the most anti-Trump?  Or will they cast a Democrat primary ballot and vote for those candidates who are the most anti-Trump? How many of the voters are anti-Trump in your precinct, in your municipality, in your township/ward, in your county, and in Illinois? Only 137 voted for Trump in my precinct, while 211 voted for Clinton.)
http://www.chicagotribune.com/news/local/politics/ct-met-illinois-governor-race-donald-trump-factor-20180315-story.html
(FROM THE ARTICLE: For Republicans, it’s a question of whether the enthusiasm that gave Trump more than 2 million votes and victories in 91 of the state’s 102 counties in 2016 (despite an overall loss to Hillary Clinton here) will manifest itself in the primary for governor. . .When Republican state Rep. Jeanne Ives explains to voters why she’s challenging Gov. Bruce Rauner in the primary election, she cites the honor code of her West Point alma mater: “I will not lie, cheat or steal or tolerate those that do.” The governor, Ives contends, lied to her and other social conservatives in 2014 when he said he had no social agenda, and she points to his signature on a law to expand abortion rights. At the same time, however, the Wheaton legislator has embraced Trump and urges what she calls the “silent majority” that elected him to rise up against Rauner. Trump’s lies in office are well chronicled — just Wednesday, he boasted that he made up facts on trade during a meeting with Canadian Prime Minister Justin Trudeau. Trump also has a history of cheating, including his affair with actress Marla Maples that broke up his first marriage, and the current fallout from $130,000 paid by his lawyer to a porn star who goes by the name Stormy Daniels as “hush money” about an alleged affair. How does Ives reconcile campaigning on an honor code that prohibits lying and cheating as a rationale to take on Rauner, while not only tolerating but actively promoting Trump? Asked that question recently, Ives paused for several seconds. “For me, it’s a personal affront to what Gov. Rauner has done because I’m part of that Republican caucus he lied to, OK?” she said. “So, it’s a very personal thing. That’s the thing. I can affect him (Rauner) and the outcome of this election. I can’t necessarily affect Donald Trump.” . . . “These two primary races at the governor’s level are pretty good examples of this issue of differentiation. Jeanne Ives has been very clear and very pointed about differentiating herself from Rauner in very specific ways,” he said. “Whereas the Democrats have to say, ‘Well, I’ve got this slightly different take on (things).’ Nuances are a problem.” With Ives, there’s not much nuance to her support for the president. “I think we should have a working relationship with (Trump),” she said after a recent gathering of the Streeterville Organization of Active Residents at Water Tower Place. “And look, I’ve been disappointed by a lot of other politicians who have lied about what their intentions are, have done the wrong thing. But you still work with them. You still work with them,” she said. “But in the case of Rauner, I can actually affect change where he has personally lied about his policies.” Ives has supported Trump attacks on sanctuary cities and illegal immigration while criticizing Rauner’s approval of legislation that would prevent local law enforcement from holding someone based solely on their legal status or detaining someone without a judicially issued warrant. Ives’ challenge means Rauner’s attempts to distance himself from Trump have become a factor for the governor ahead of the primary, Mooney said. “Rauner’s spent his time ignoring (Trump), (the president) is sort of a pariah in the state, and that’s annoyed the Trump supporters in the state, and then Jeanne Ives comes along,” Mooney said. “If she wouldn’t have been there, raising (Rauner’s) ambiguity about Trump and all of that, in the fall, the Democrat, whoever it would be, would definitely hammer him on Trump, associate him with Trump,” he added. “But without Ives putting out these sort of RINO (Republican In Name Only) criticisms and so forth, those (Trump) people might have just gone ahead and would vote for (Rauner).” Trump presents a problem for a Republican governor running in a Democratic-leaning state. For nearly two years, Rauner routinely has avoided using the president’s name in public, and he skipped the 2016 GOP convention that nominated Trump. Asked by reporters about Trump-proposed policies on immigration, health care and other issues and Rauner regularly demurs — at one point saying he had “no obligation” to discuss “every policy change in Washington.” Instead, Rauner has focused his primary campaign on his frequent political target, veteran Democratic House Speaker Michael Madigan, going so far as to try to link Madigan to Ives despite vast ideological differences between the Democratic leader and the GOP challenger. The assertion rated a “Pants on Fire” from PolitiFact Illinois. The election, Rauner told reporters, is “about the people against a corrupt, broken system. It’s about the people of Illinois demanding more value for their taxes and a lower tax burden, the people of Illinois demanding more jobs, more economic opportunity and the people of Illinois demanding an end to the corruption in our system by getting term limits.” The governor said his campaign message is one of “unification” that transcends party labels. But Rauner has had difficulty finding a base. His approval of legislation expanding taxpayer-funded abortions to women covered by Medicaid and state employee health insurance motivated Ives to challenge him. GOP conservatives viewed Rauner’s move as a betrayal after he had vowed to veto the bill. On the other hand, Rauner’s support of the measure could help him if he makes it to the November general election, winning favor with GOP-leaning moderate suburban women, a critical demographic in an evolving collar county landscape. Rauner followed that up, however, with his Tuesday veto of legislation that would have required the state licensing of gun shops. That’s legislation those same suburban women, many of them mothers of school-age children, would support. Before then, however, Rauner has to win the primary election, and he knows the voting power of Downstate gun-rights supporters. David Yepsen, the former head of the Paul Simon Public Policy Center at Southern Illinois University at Carbondale, said the Trump impact in the primaries may only be just the beginning heading toward the outcomes of the November general election. “There is a Trump effect, and it can be a harmful one to Republican chances in Illinois in November. There is a Democrat wave starting to form, and it manifests itself in the energy you see in these groups, the turnouts in primaries in other states,” said Yepsen, a former national columnist for The Des Moines Register. “It’s history. It’s the midterm election and the party in power (in the White House) is going to take a hit.” he said. “In Illinois, Republicans don’t have a lot of margin.”)
— National Democrats get into Republican governor race – Rick Pearson
http://www.chicagotribune.com/news/local/politics/ct-dan-lipinski-marie-newman-20180316-story.html
(FROM THE ARTICLE: The Democratic Governors Association is launching two ads in the closing days of the primary campaign, electing to play in the Republican sandbox. One ad goes after Gov. Rauner. The other takes on his challenger, state Rep. Jeanne Ives. In ad about Rauner, a definition of the word “worst” appears on screen as a female narrator says: “Worst. It’s not a word we like to hear in Illinois but worst is where Gov. Rauner has taken Illinois since he took office.” In ad about Ives, a male narrator says: “When is a conservative leader too conservative for Illinois? Meet Jeanne Ives. She’s been rated as one of the most conservative in the state.” Each spot ends with a phone number on screen for people to call either Rauner or Ives. The numbers are not their campaign offices, however. They’re state government phone numbers in Springfield. The DGA’s decision to play in the Republican primary comes after Rauner forces have been doing it for nearly a year in the Democratic governor primary. Back-to-back ads back in May from the state Republican Party, which Rauner heavily subsidizes, and from Rauner’s campaign sought to contrast Rauner’s wealth as “self-made” compared with Pritzker’s “inherited” wealth. Rauner is a private equity investor, while Pritzker, a billionaire entrepreneur and investor, is an heir to the Hyatt Hotel fortune.)

IRS and GAO would not have wasted that training if I had been a Democrat, a minority, a female, or a veteran.)
http://www.insidesources.com/union-leader-job-training-not-enough/
(FROM THE ARTICLE: Trumka addressed the issue while speaking during a panel discussion at the South by Southwest conference in Austin, Texas. He argued that training alone isn’t enough and that more needs to be done to ensure workers aren’t hurt by these new technologies. He added that unions already train many workers but that hasn’t fully addressed the issue. “We train people, that’s what we do,” Trumka said during the discussion. “That’s not the issue, training them to do what? And if in fact the logical conclusion is technology shrinks all the jobs so that there are not enough jobs for those in the society, that training only makes you, first it makes you, in my instance, you’re an unemployed miner, then you get trained to be a computer programmer, so then I was an unemployed computer programmer.” The Government Accountability Office (GAO) found in a 2011 report that the federal government spends about $18 billion annually on job training programs. Former President Barack Obama, for instance, invested $90 million into a federal program focused exclusively on apprenticeships – an area the current administration has been looking to expand.)

NBC5
— ‘Political Hit Job’: Rauner Responds to Harold Gay Adoption Controversy – Mary Ann Ahern (DIERSEN: Ever-increasingly, to be a Democrat is a) to promote LGBTQ activity and b) to destroy those who do not promote LGBTQ activity.)
https://www.nbcchicago.com/blogs/ward-room/Political-Hit-Job-Rauner-Responds-to-Harold-Gay-Adoption-Controversy-476616963.html
(FROM THE ARTICLE: The recent controversy over what Erika Harold said while a contestant for the Miss Illinois pageant 18 years ago is a political hit job, Gov. Bruce Rauner said Monday. He said he still supports her candidacy for attorney general, but how do Rauner and his opponent Jeanne Ives stand on the issue of gay adoptions? “I’ve known Erika Harold for about five years,” Rauner said. “I have found her to be a person of great talent and integrity.” Harold has not released a public schedule since the NBC 5 report last week that when she competed in the pageant in 2000 and was asked if she had to choose to place a child in foster care with either a loving gay couple or a heterosexual couple who were known child abusers. Sources in the room that days said she selected the child abusers. “It’s a preposterous question and I know many loving, excellent parents who are gay couples–and that would be a good option,” Rauner said. Jeanie Ives responded to the question as well. “Nobody ever places any child in an abusive situation–period,” she said. The four sources with knowledge of the pageant, including a contestant who watched the videotaped interview, confirmed Harold’s response. Other officials have taken offense to the comment. “I know there are anti-gay people out there,” Democrat state Rep. Greg Harri said. “But the disturbing thing to me is that she would want a child to go into a family of abusers.” As for the state of the GOP race, while Rauner leads in the polls, Ives, who is fighting ads that link her to House Speaker Mike Madigan, believes she could score an upset. “We know the most motivated voters are the ones that are showing up at the poll,” she said. “And when that comes up–I’ll tell you what–that is real victory on March 20 for us.”)

WTTW-Ch. 11’s “Chicago Tonight” has a forum for the GOP governor candidates scheduled for 7 p.m. A Rauner campaign spokesman confirms the governor isn’t attending, and a spokeswoman for the station says Ives will be interviewed alone if he doesn’t show. That likely leaves the January Rauner vs. Ives matchup before the Tribune Editorial Board as their only joint appearance of the campaign, when she voiced the frustrations of conservative Republicans disappointed in Rauner on abortion and taxes.)

http://www.chicagotribune.com/news/local/politics/ct-daniel-biss-central-committee-20180313-story.html
(FROM THE ARTICLE: Democratic governor candidate Daniel Biss is exploring ways to help insurgent candidates for the state party’s leadership committee and challenge House Speaker Michael Madigan’s chairmanship. A Biss aide said the state senator from Evanston has talked with campaign attorneys about what fundraising mechanism could be used to assist challengers to about a dozen members the Democratic State Central Committee. The 36-member panel elects the party chairman. It’s made up of one man and one woman from each of Illinois’ 18 congressional districts, and the seats are on the primary ballot. There were no details yet on whether any arrangement had been made. Madigan has been actively backing current committee members seeking re-election. Such a move would be a furtherance of Biss’ effort to support progressive causes in his bid to gain support for governor from the more liberal wing of the Democratic Party. On Tuesday, he is expected to add endorsements from Indivisible groups in the Lakeview neighborhood and Oak Park. The Indivisible groups were formed in the wake of President Donald Trump’s election. Over the weekend, rival candidate Chris Kennedy said he believed the Democratic Party establishment should welcome such groups into the party fold but said they had been rebuffed. “It’s great to see Chris Kennedy wants progressive groups involved in the state party, especially since those progressive groups have overwhelmingly endorsed Daniel Biss for governor,” said Biss spokesman Tom Elliott.)

http://www.chicagotribune.com/suburbs/naperville-sun/community/chi-ugc-article-an-experiment-in-democracy-stroll-to-the-pol-2018-03-12-story.html
(FROM THE ARTICLE: n a chilly Sunday afternoon, 69 American Government students from Metea Valley High School and Waubonsie Valley High School turned out to join with the League of Women Voters Naperville to encourage voters to participate in the March 20 primary elections. Five Naperville precincts were identified as having some of the lowest voter turnout in terms of the number of registered voters, so students went door to door in those precincts to encourage people to vote. Students returned with feedback from residents, some of it positive, and some of it negative. Some of the negative comments included, “Voting is too much effort,” “All politicians are liars.” Positive feedback included, “Voting is a way to have an impact on society,” and “I vote because I want to see good things happen in my country.” One resident told students, “I like it when you’re not selling anything,” to which the students replied, “We’re only selling Democracy.” After the March 20 election, students and their teachers will review voter turnout numbers to see if they were able to positively affect voter turnout in the precincts they visited.)

http://www.dailyherald.com/news/20180312/why-dupage-democrats-may-ask-some-county-board-nominees-to-drop-out-of-race
(FROM THE ARTICLE: Elizabeth Chaplin, the only Democrat on the county board, said candidates have been aware of the strategy since last summer. While she didn’t sign the pledge, Chaplin said she likely will step aside if she’s not the top vote-getter among the three Democrats seeking her party’s nod for two District 2 seats. The challenge, she said, is that Republicans normally pull about 20,000 ballots in DuPage primaries while Democrats pull only 5,000. If those numbers hold this year — and there are indications they might based on the number of campaign signs and the number of DuPage politicians who marched in recent parades — the Democrats’ chances of winning any board seat will drop dramatically unless they focus their efforts on a smaller number of races. “We can have more candidates on the ballot and lose or fewer candidates on the ballot and have a better chance of winning,” Chaplin said. While the plan was known in Democratic circles, it didn’t gain much public attention until John Basco, one of three Democrats seeking two seats in District 3, posted it on social media. Basco said he originally agreed to step down if he finished second in the primary, but has since changed his mind.)

— If your kid is headed to college, the deadlines are approaching for these scholarships – LEXI CORTES (DIERSEN: In retrospect, with benefit of hindsight, what would your undergraduate major have been? I credit my having taken the Becker CPA review course, my taking graduate accounting courses at DePaul, my taking graduate business courses at Loyola, and my having worked for IRS for almost 8 years.)

— BEYOND DISGUSTING, BEYOND TRAGIC: Bill on medical marijuana use in schools moves to House floor – Angela Underwood
https://dupagepolicyjournal.com/stories/511359254-bill-on-medical-marijuana-use-in-schools-moves-to-house-floor
(FROM THE ARTICLE: “I remember how this went down the first time when we approved using marijuana products for epilepsy and I was in favor of it, and then the sponsor who is here today immediately changed all the rules in a floor amendment that didn’t go back to committee,” Rep. Jeanne Ives (R-Wheaton) said, adding Lang was doing the same thing again. “Now we know what the intent is, and the intent is to eventually have school personnel be the ones who are administering this drug.” She called the bill a a “slippery slope,” though it was narrowly tailored to a child sitting before her at the witness panel with her parents. “We started with a four-year pilot program for medical marijuana, and we have made changes every single year since,” Ives said. “Now the concern quite frankly is that before you know it, it’s an edible not an oil, there are all sorts of other conditions and not just epilepsy and then it is administered by school nurses or other personnel.” Ives made it clear to the family that she will support the bill for them, but she “will be watching,” Lang for future changes in the bill that he may try to slip in. . .Prefacing his comments with the fact that he comes from the old school, Rep. John Cavaletto (R-Salem) remembers when marijuana had only a negative connotation before it was considered to be medically healing, however he still sees it as a problem. “I visited Colorado not too long ago and happened to be there for about five days and did walk from one restaurant back to my hotel every evening with my wife and I witnessed these people on the sidewalks, in the corner and on the grassy knolls are drugged out,” Cavaletto said. “That’s the side of marijuana I see.” He said he cannot seem to put it in his mind that of all the drugs now produced, medical marijuana is the only one that can control epileptic seizures for children, but his thoughts are countered by the parents that sat before him, making him reconsider the notion.)
— House panel backs bill making physicals for substitute teachers optional – Angela Underwood (DIERSEN: Democrats run the schools. Of course, if physicals are made optional, those Democrats will waive the requirement for Democrat applicants and impose the requirement on Republican applicants. Overwhelmingly, my superiors, supervisors, coworkers, and subordinates in the federal government who had serious health problems were Democrats.)
https://dupagepolicyjournal.com/stories/511359301-house-panel-backs-bill-making-physicals-for-substitute-teachers-optional
(FROM THE ARTICLE: Rep. Jeanne Ives (R-Wheaton) brought up the irony of having unfit substitute teacher supervising a gym class. “Nobody says you have to hire them,” Sherer said. Sherer said the bill was about giving more rights back to local control. “I agree with that too; however you have issues here because once you leave it open to interpretation by the school district then you are absolutely opening it up for discrimination, because they forced someone to get a physical or they declined them because they felt like they were not physically fit enough for the position,” Ives said. “Then you put them (school districts) in a conundrum, you see.” Next comes workers’ compensation problems, Ive said, noting if a substitute gets injured doing an exercise they are not up for, the school district could become liable; however, Scherer said it is “about local control and it is as simple as that.” After Ives voted no and left the meeting, Rep. Robert Pritchard (R-Hinckley) sought clarification on the bill, asking if Sherer was looking to temporarily waive the licensing in an effort to get needed teachers sooner and was told no; he then asked if the “teachers association and management alliance” approved the bill. “There are no opponents,” Sherer said. Rep. David Olsen (R-Downers Grove) said he was confused. “Maybe I am the only confused one whether it is evidence of physical fitness or a physical where I go to my doctor and I get a physical,” Olsen said. Sherer said it is not about how many sit-ups a substitute can perform or times they can run around the block, it is a money issue, alleviating the ancillary educator from coming up with even more funds than necessary to be certified. “I respect the concerns Rep. Ives had about workers’ comp and such, but you are correct we do have a teacher shortage and I think we need to take some steps to address that shortage,” Olsen said. Rep. John Cavaletto (R-Salem) shared Ives’ apprehension. “I really don’t like that,” Cavaletto, adding though he understands the shortage, that should not be a reason to exclude some substitutes from mandates teachers themselves are required to follow. He then asked about the cost of a physical, which Sherer said could cost up to $400, but physical or not a substitute would have to be free of communicable disease. “How many of those are there I wonder,” Cavaletto said. Though he was not thrilled with the bill, Cavaletto said he would support the bill due to the teacher shortage. The panel approved HB4706 and the bill moved to the House floor.)

Further, I have served as the GOPUSA Illinois Editor since 2000, and what GOPUSA state editors do, is what journalists do.)
http://thehill.com/blogs/congress-blog/judicial/376948-proposed-us-journalist-protection-act-has-more-drawbacks-than
(FROM THE ARTICLE: The bill has bigger drawbacks. Any law to protect journalists as a special class needs to define who is a journalist, and this leaves an opening for the government to start making judgement calls about who is not a journalist. While the definition adopted in the bill is fairly broad, and would encompass freelancers and all kinds of media, there are still concerns about defining who is and who is not a reporter. This is especially true because 31 of the 44 attacks documented on the U.S. Press Freedom Tracker occurred during protests. As more livestreamers and citizen journalists show up at protests, it can be tricky, even for press freedom groups, to determine who to count as a journalist. The government is often far more conservative. In December, federal prosecutors tried photojournalist and livestreamer Alexei Wood on chargers of riot, conspiracy, and destruction of property. Even though Wood’s video footage from the day shows that he took no part in any vandalism, the prosecution tried to make the entire case about whether he was a journalist or not. The definitional issue exists with other legislation to protect reporters. A shield bill, for instance, would also require the government to define journalists. This was one of the major areas of debate in 2013 when there was serious energy to put in place a bill protecting journalists from federal subpoenas that would require them to divulge their sources. In the end legislation is always about weighing the costs versus the benefits. In the context of an attorney general who claims to have 27 open leak investigations and wants to make it easier to subpoena reporters, a shield law would at least have immediate concrete benefits to weigh against potential drawbacks. The Journalist Protection Act is an effort in the right direction, and there is an argument that it could serve as a useful global model. The diagnosis of increased hostility bleeding into physical threats is spot on, given what we’ve seen in the data. However, Swalwell’s proposed legislation would not offer journalists any material benefit, even as it would allow the federal government to define who is and who is not a journalist. In the current climate, that may not be a worthwhile tradeoff.)

— The Trump Administration’s Campaign to Weaken Civil Service Ramps Up at the VA Firings surged at the Veterans Affairs Department last year in the wake of a new law. Now the president wants to replicate that legislation across the federal government. – Isaac Arnsdorf (DIERSEN: My critics/opponents, their operatives, and their dupes have always promoted patronage. Because I have always been a Republican, were it not for federal civil service protections, a) the Post Office would NOT have hired me in 1966 or let me work there for almost 3 years, b) IRS would NOT have hired me in 1971 or let me work there for almost 9 years, c) IRS would NOT have promoted me in 1972, 1973, or 1974, d) GAO would NOT have hired me in 1980 or let me work there for almost 18 years, and e) GAO would NOT have promoted me in 1986.)

POLITICO
— Trump’s VA Is Purging Civil Servants A bipartisan law was supposed to make it easier to fire bad actors at the Department of Veterans Affairs. But it’s targeting the wrong people. – ISAAC ARNSDORF (DIERSEN: I should write a book about GAO’s success during the 1980s and 1990s in purging its non-veteran White male employees who did not make GS-13 (currently $96,403) by age 25, GS-14 (currently $113,920) by age 30, GS-15 (currently $134,000) by age 35, and Senior Executive Service (currently $164,200) by age 40.)
