Bruce Rauner appeared on a Joliet radio station and said the GOP-led tax overhaul in Washington was “punishing” to the middle class for capping the deduction of state and local taxes at $10,000. But late last week, the governor unveiled a new “point of view” blog on the state website. He lauded the new federal tax law and said it means “tax relief is coming for the vast majority of Illinois families and businesses starting in 2018.” It’s the latest of shifting positions Rauner has had on Republican efforts in Washington. The governor previously declined to discuss his thoughts on changes to the tax code, saying he had “no obligation to comment on every possible policy change in Washington.” In his new blog post, Rauner said: “Members of Illinois’ middle class will keep more of their hard-earned dollars as a result of the federal tax changes.” Rauner said seven out of 10 federal tax returns in Illinois do not itemize deductions and will be able to take advantage of a doubled standard deduction and lower tax rates. He said “most families who itemize their returns will also see lower taxes,” even with the cap on state and local tax deductions and a $750,000 limit on mortgage interest for new home sales. If anything, Rauner said he sees the new federal tax law as sending “a clear message to the Illinois General Assembly: Get busy reducing state and local taxes.” Rauner has long been rebuffed in calling for freezing and making it easier for citizens to reduce local property taxes. And he’s also called for a rollback of the state income tax hike enacted last year.)

Rather, the problem has been relentless gridlock between Rauner, a Republican, and the Democratic-controlled legislature. In fact, Illinois’ situation may actually have worsened in some ways since 2009. The state went without a full budget for more than two years, and it remains in fiscal trouble, with over $15 billion in unpaid bills and a massive unfunded pension liability. “This has made everything significantly worse — fiscal, social, economic and civic trust, [as well as] confidence and engagement,” says Kent Redfield, an emeritus professor at the University of Illinois at Springfield. All of this has all occurred at a time when Illinois’ policy challenges have grown, Redfield adds. These include “a weak, narrow revenue structure and insufficient tax rates, overspending and lack of priorities, a negative business climate, declining population, fiscal stresses for higher education, an aging state workforce, deteriorating infrastructure, state and local pension debt, and ineffective public service delivery at the state and local level,” he says. The one silver lining for Illinois is that the two sides did manage to enact a compromise budget last year — a significant, if belated, step forward. (THE LETTER: Dear Former ICRC Member, During the November 2017, meeting of the Illinois Center Right Coalition (ICRC) an election was held to select new officers. I, James. C. Mitchell, Jr., was among the slate of new officers elected to revitalize the ICRC. I was elected to and accepted the position of ICRC Chairman with the understanding that I would guide the ICRC through a necessary reorganization process. During the reorganization process it was discovered that the ICRC was disbanded by the state of Illinois on January 11, 2013, for not filing required annual reports with the state of Illinois (see attached file). Because of this omission, the ICRC has not been able to legally conduct business since that time. All attempts to bring the organization current with Federal and state entities have run into roadblocks due to requirements that we provide financials for 2012 forward. Unfortunately, the ICRC cannot produce financials for the past year, let alone the required time period. Since the ICRC is not legally able to receive funds as an organization, nor has been since January 11, 2013, the rightful course of action is to return all funds received during this period. Unfortunately, this task is easier said than done as the ICRC was negligent in maintaining Federal and state mandated records. Additionally, the ICRC has no treasurer’s reports or financial statements of any kind indicating who funds were received from at any point during the organization’s history. Therefore, we are requesting that anyone who has provided a check to the ICRC at any point since January 11, 2012, please respond to this email with a PDF copy (front and back) of said check, or mail a copy to: ICRC, PO Box 586, Lake Villa, IL, 60046-0586. This will allow us to return your funds as well as to assist us in auditing the organization’s financial history. If by chance anyone has any historical financial reports for the ICRC, we would of course be delighted to receive copies of those as well. At this point the future of the ICRC is uncertain. The other potential change would involve ranking news outlets based on some measures of credibility, such as public polling about news outlets, and whether readers are willing to pay for news from particular publishers, the people familiar with the matter said. Such variables would inform the Facebook algorithms that determine which publishers’ posts are pushed higher in the feed, one of the people said. Such a move would thrust Facebook into an even more active role in deciding what content is acceptable on its site—a role that makes some publishers uneasy. The company hasn’t decided whether to proceed with that shift, and it may choose not to do so. There’s a reason, however, that Damore and Gudeman need to bring race and gender into their accusations. Companies are not legally obliged to maintain a diversity of views among their employees. Opinions, unlike race, gender or sexual orientation, can be treated as a lifestyle choice, and these work better with some corporate cultures than with others. For example, Nike might prefer a workout fanatic to a smoker, while a tobacco company would be comfortable making the opposite choice. It can be argued that, because of the talent pool from which it draws — smart millennials who tend to value tolerance over the freedom of expression — Google builds a more cohesive working environment by hiring, to quote from the lawsuit, “an employee who sexually identifies as ‘a yellow-scaled wingless dragonkin’ and ‘an expansive ornate building’” than a #MAGA cap wearer. That, however, is exactly the problem. Google is not just a company, it’s the owner of the world’s biggest conduit to information, with a 69 percent global search market share.
