(FROM THE ARTICLE: Millions of illegal immigrants residing in the United States have managed to get jobs despite their immigration status. The fact that 8.5 million illegal immigrants have obtained work in the country is a result of employers paying workers under the table, unknowingly hiring workers who have committed document fraud, and hiring non-U.S. citizens whom the government authorizes to work temporarily. The largest number of illegal immigrants work in construction, followed by accommodation, food services, and manufacturing. Immigrants who are paid under the table are the most difficult for the federal government to track because they are often employed in person-to-person gigs. These include workers hired at home improvement stores or as house cleaners who offer their services on social media marketplaces, as well as businesses such as landscaping companies and restaurants. All employers in the U.S. are legally required to verify that new hires have completed an I-9 form, which requires the applicant’s Social Security number, proof of identity, and work authorization documentation. Select immigrants navigating immigration proceedings in court or who are temporarily protected from deportation may be issued a Social Security card for the purpose of working legally in the U.S., but this document does not confer U.S. citizenship or lawful presence. The Bipartisan Policy Center defended workers who are illegal immigrants and said many choose to file federal taxes on their own at the year’s end despite working off the books. (FROM THE ARTICLE: Gene L. Dodaro is not a household name. He is a mild-mannered man who is rarely seen without a necktie and dark suit, and who speaks in a flat, matter-of-fact tone. He has worked for the federal government since 1973. Yet, his retirement in December may well set off a separation-of-powers battle royale between President Donald Trump and Congress. Dodaro is the head of the Government Accountability Office, which has been a thorn in the president’s side during his second term. And by law, Trump gets to nominate the next Comptroller General, as the GAO’s leader is termed. Long before there was the Department of Government Efficiency, there was the GAO, which regularly publicly exposes governmental cost overruns and failed policies that squander taxpayer dollars. Congress established the nonpartisan agency in 1921 to audit agencies and help lawmakers root out fraud and rein in the federal deficit. Today, GAO may be best known for its frequent reporting on “improper payments” flowing from executive agencies, which amounted to more than $160 billion last year. The agency’s deep-dive investigations of federal agency operations, such as the use of solitary confinement in federal prisons, often stoke congressional oversight. Trump has made it a policy to bring to heel government watchdogs his administration views as needlessly interfering in matters best left to executive branch officials. Trump has fired or demoted at least 20 inspector generals, whose job it is to uncover illicit doings by executive branch agencies, since returning to office in January. The president also canned the heads of the Office of Government Ethics and the Office of Special Counsel, both of whom set policies aimed at curbing mischief by federal officials. Earlier this year, the White House sought to embed a team of individuals from the DOGE in GAO. The agency rebuffed them and released a letter it sent to DOGE that declared, “GAO is a legislative branch agency that conducts work for Congress. As such, we are not subject to DOGE or Executive Orders.” Repeatedly, the White House has clashed with GAO over its legal opinions faulting various executive agencies for failing to spend congressionally appropriated funds. Last month, for example, Dodaro’s team deemed illegal the Federal Emergency Management Agency’s “withholding, delaying, or effectively precluding the obligation or expenditure of budget authority” for a few disaster mitigation and relief programs. Subsequently, Russ Vought, the head of the president’s Office of Management and Budget, told executive agency heads that GAO’s reports and legal opinions should be considered “non-binding” on them. In September, the clash flared up again. Vought criticized GAO, telling a conference of conservatives, “We are not big fans of GAO. They are a quasi-legislative independent entity … something that shouldn’t exist.” Dodaro defended his agency in a statement to the media. “Clearly, Russell Vought does not value transparency and accountability,” Dodaro said. “GAO’s mission is to support Congress in carrying out its constitutional responsibilities. During my tenure as Comptroller General alone, GAO’s work has saved taxpayers over $1.2 trillion and resulted in tens of thousands of improvements to how federal programs work.” Dodaro’s 15-year term expires on Dec. 29, and Trump quite probably would prefer he be replaced with someone who would call off GAO’s oversight dogs. At first blush, it might appear the president is likely to get his way. The GOP-controlled Senate has shown itself willing to vote for weak or ill-qualified nominees for high positions. Robert F. Kennedy, Jr., for example, was made the Secretary of the Department of Health and Human Services despite having little management experience and some crank ideas about health. Yet, a closer look suggests the president may face an uphill battle in the Senate. Republican senators have been willing to deep-six Trump appointees, particularly to low-profile positions. Trump has withdrawn a record high of 48 nominations this year. In recent weeks, they have forced the withdrawal of nominees to the Bureau of Labor Statistics, the Export-Import Bank, and the Office of Special Counsel. They also appear to be rejecting Trump’s proposed ambassador to Kuwait. Many, if not most, senators value GAO’s work. Unlike, say, communications from lobbyists, interest groups, and their political parties, GAO reports and opinions are factually-based. The agency does not get more money or rewards from helping a legislator understand why fraudsters can rip off the federal SNAP food program. GAO’s value would be greatly diminished if senators approved a new comptroller general who viewed himself as the president’s advocate and defender. Nor does it appear likely that Trump could circumvent the Senate and install an acting head of GAO. The law empowers the GAO deputy director to take over the top position when Dodaro’s term ends, and it requires Congress to form a commission headed by the majority and minority leaders of both chambers to propose potential nominees for the president’s consideration. And not to be forgotten is that Congress rebuffed Trump the last time he attempted this maneuver. This spring, his acting appointees were turned away from the Library of Congress and the Copyright Office, with the support of both Senate and House GOP leaders.)

Since then, IRS has implemented five of those recommendations by designating a dedicated unit for addressing business identity theft fraud and assessing how online services may reduce taxpayer burden, among other things,” the GAO said. “In addition, GAO removed one recommendation related to reporting by third-party service providers, because it no longer warrants priority attention.” In a letter to Acting IRS Commissioner Scott Bessent, Comptroller General Gene Dodaro highlighted urgent areas in need of attention, including the widening tax gap, taxpayer services, and cybersecurity. The GAO flagged 26 open high-priority recommendations and 204 other open recommendations that remain unresolved.)

Four of the employees listed are dentists. 15 doctors at the National Institutes of Health earn more than $400,000, including the four highest-paid employees in the entire federal workforce. The director of the National Heart, Lung, and Blood Institute was paid $519,246, breaking his own record for the highest federal salary in American history. Dr. Anthony Fauci, who was the federal employee of the year in 2020, once held the record for being the highest-paid federal employee with a $480,654 salary in 2022. (FROM THE ARTICLE: As head of the federal agency that fights workplace discrimination, Andrea Lucas has said two men in particular have shaped her sense of mission. One is her father, an industrial salesman who she has said was once fired after speaking up about his faith on the job. The other is Supreme Court Justice Clarence Thomas, who led the agency—the Equal Employment Opportunity Commission—from 1982 to 1990. As President Trump’s EEOC chair, Lucas is sharply shifting the agency’s focus to give priority to allegations of religious discrimination. It is bringing lawsuits on behalf of a truck driver who asked to wear a skirt on the job because of her Apostolic Christian beliefs and a ski-area employee fired after writing faith-related social-media posts. And it recently settled with a staffing agency that didn’t hire a Muslim job applicant after he asked for an accommodation to attend Friday prayer. The 39-year-old Christian conservative has opened investigations into law firms’ diversity practices and universities’ handling of antisemitism. The EEOC asked a judge this week to enforce a subpoena against the University of Pennsylvania. Lucas has said she is attacking the identity politics she believes has permeated workplaces and the broader culture. “Laying siege to the institutions and taking them back is the big-picture theme,” Lucas told the Daily Caller, a conservative news outlet, this summer. By targeting elite institutions, she said in the interview, “You change the culture.” Now she has the power to do more. During the government shutdown, the Senate confirmed a Trump nominee, Brittany Panuccio, as an EEOC commissioner. That gives Lucas a quorum—a minimum of three commissioners out of the full slate of five—after Trump fired two Democrats in January. One Democratic commissioner remains. With the agency’s full powers, Lucas can make good on promises to rescind guidance regarding protections for transgender and nonbinary workers and root out what the Trump administration views as unlawful diversity, equity and inclusion programs. Most notably, she will be able to sue employers on significant legal questions, potentially setting the stage for new precedents on civil-rights law. “Andrea is very pro-enforcement,” said Victoria Lipnic, who served as the EEOC’s acting chair during the first Trump administration. “The traditional trope of Republican administrations is that they’ll be hands-off about enforcement. That’s not her at all.” Lucas declined to comment. An agency spokesperson said Lucas “has emphasized a broad reset of agency priorities to be consistent with the President’s agenda, Supreme Court precedent, and our country’s founding principles of equality and individual rights.” While racial and sexual discrimination still make up a large share of claims that American workers file with the agency, Lucas has chosen to call attention to religious-discrimination allegations, which make up a small portion of claims. “In some cases, it’s been a direct 180,” Christopher DeGroff, a partner who represents employers at the law firm Seyfarth Shaw, said of the EEOC’s shift in focus since the Biden administration. To date, the EEOC has recovered more than $55 million for workers affected by Covid vaccine mandates, many of whom refused to get the vaccine for religious reasons. Lucas recently called the mandates “one of the greatest civil-rights violations in the last few decades.” It also secured a $21 million settlement from Columbia University as part of the Trump administration’s push against antisemitism at academic institutions—the agency’s largest public settlement in nearly two decades. This spring, senior agency officials asked EEOC attorneys around the country to identify discrimination claims in line with White House priorities, according to an email viewed by The Wall Street Journal. Those include discrimination resulting from employer DEI programs, along with antisemitism and anti-Christian or anti-American bias in workplaces. The EEOC filed 94 lawsuits in fiscal 2025, which ended Sept. 30, one of the lowest tallies in decades. One reason for the decrease, DeGroff said, is it takes time for regional offices to identify claims in line with the new priorities and with enough merit to file a federal complaint. Former colleagues describe Lucas as outspoken, dedicated and smart. “She has a really strong legal mind and was among the brightest associates I worked with over the years,” said Jason Schwartz, who as a leader of the law firm Gibson, Dunn & Crutcher’s labor and employment team oversaw Lucas’s work early in her career. In her first EEOC commission term, which began in 2020, Lucas established a reputation as an independent thinker. She voted with the two Democrats to approve a lawsuit accusing a McDonald’s franchisee of discriminating against Black job applicants, according to the EEOC’s press release on the case. Her votes with Democrats regularly denied victories to the commission’s other two Republicans early in the Biden presidency, when Republicans held a majority of the commissioner seats. Lucas has taken a more strident tone from the start of Trump’s term, excoriating the Biden administration for what she has called “woke policies” and supporting the firing of her two Democratic colleagues on the commission. She hired Connor Clegg, a former digital-media strategist for the late conservative activist Charlie Kirk, to join her communications team. But new recruits are reportedly failing physical fitness requirements and entering training programs before the agency performed background checks or finished a screening process. ICE officials have discovered that some recruits failed drug testing or had disqualifying criminal backgrounds while they were already enrolled in training, according to NBC News. Since the beginning of a summer hiring surge after the president approved $178 billion to expand the agency into one of the most expensive police agencies in the world, ICE has dismissed more than 200 new recruits while they were in training for falling short of requirements, according to agency data reviewed by NBC. Most did not meet physical and academic standards — including failing open-book tests — while several were dismissed for their criminal backgrounds or over safety concerns that were flagged in background checks, the outlet reported. At least one recruit at the agency’s training academy in Brunswick, Georgia, had been previously charged with strong-arm robbery and battery stemming from a domestic violence incident, according to a Homeland Security official speaking to NBC. Several recruits also had not submitted fingerprints or gone through any background checks at all before entering the six-week training course, officials said. Homeland Security deputy secretary Tricia McLaughlin claimed that a majority of new recruits are former law enforcement officers who go through a different hiring process; per ICE policy, applicants are required to pass drug tests and undergo a security check before they enter training. McLaughlin said the figures in NBC’s report are “not accurate” and “reflect a subset of candidates in initial basic academy classes.” “The vast majority of new officers brought on during the hiring surge are experienced law enforcement officers who have already successfully completed a law enforcement academy,” she said. “This population is expected to account for greater than 85 percent of new hires. Prior-service hires follow streamlined validation but remain subject to medical, fitness, and background requirements.” The Trump administration has aimed for hiring 10,000 ICE agents by next year, or roughly doubling its footprint, with a major boost to the agency’s Enforcement and Removal Operations division. Critics have warned that hitting that 10,000 target — without adequate guardrails to screen future agents and know exactly who is filling those roles — the government could open the door to repeat past mistakes, as ICE faces intense legal scrutiny over allegations of abuse and illegal use of force as Trump surges federal officers into cities across the country. “The loosening of hiring standards and training requirements is unacceptable and will likely result in increased officer misconduct — similar to or worse than what occurred during a small surge in hiring U.S. Customs and Border Protection officers in the early 2000s,” Democratic Sen. Dick Durbin wrote to Homeland Security Secretary Kristi Noem this week. “Exacerbating our concerns, DHS has gutted offices responsible for overseeing ICE officers and ensuring accountability for use-of-force incidents,” he added. “Given these developments, greater congressional oversight of ICE’s hiring is essential.” To boost recruitment, Homeland Security offered a “maximum $50,000 signing bonus” and student loan forgiveness. DHS also dropped age limit requirements, allowing people as young as 18 years old to apply and opening ICE to recruits older than 40 years old. The training period at the Federal Law Enforcement Training Center in Georgia shrunk from 13 weeks to eight — and then six. Recruits must also pass a physical fitness test, including running 1.5 miles under 14 minutes and 25 seconds. But dozens of new recruits were sent packing because they couldn’t pass a legal exam, in which officers are allowed to use their books and notes for a test on the Immigration and Nationality Act and the Fourth Amendment. Another group of recruits was dismissed after medical issues or failing the physical fitness requirements. “It’s pathetic,” one career ICE official told The Atlantic. The governor hopefuls at the Kane County Republican Organization forum in West Dundee comprised Ted Dabrowski and James Mendrick. Also speaking was lieutenant governor candidate Aaron Del Mar, representing his running mate Darren Bailey. Asked what the single most important change they’d make if elected, Mendrick honed in on a campaign theme. “The sanctuary state — that is my No. 1 change,” said Mendrick, who is DuPage County sheriff. “For years, (President) Biden’s open borders policy let people in relentlessly. We have a secondary population being laid on a primary population; there is no way we can afford this.” Del Mar, the Cook County Republican Party Chair, advocated for lowering property taxes and ending cronyism in state government. “We need to get all the patronage jobs out of here,” the Palatine resident said. Dabrowski, a Wilmette resident and former president of media/research company Wirepoints, said the GOP needs more “principled leadership” and criticized Republican lawmakers who voted for tax and gas hikes. “We will never be able to have a proper Republican brand if we’re not consistent,” he said. Talking points. Dabrowski told the suburban audience the biggest thing they have to think about is who can beat Pritzker in 2026. “I supported Darren Bailey last time strongly. But we know in the end, they fell short, largely up here,” he said. Bailey unsuccessfully ran against Pritzker in 2022. Del Mar ran as lieutenant governor on a ticket with Gary Rabine. “Experience matters,” Del Mar said, referring to Bailey’s time as a state lawmaker and local elected official. “Darren has prayed and he’s thought about all the things he did wonderfully (in 2022). But then he went and studied all the things he did wrong.” Meanwhile, Mendrick emphasized “we need to go back to the definition of a minor, which means under 18 years of age and make it illegal to discuss sex with kids. And that means (no) porn in libraries and schools.” “We need to come back to American principles. We need to bring back God and the nuclear family.” Reducing crime. Asked about crime and safety, Del Mar criticized the Illinois TRUST Act, which prohibits law enforcement agencies from assisting U.S. Immigration and Customs Enforcement officers, with some exceptions. “Every time we have a felon that we find out is illegal, after they get arrested and they do their time and they get released, we can’t notify federal law enforcement to take them away,” Del Mar said. Mendrick suggested “let’s start with respecting and treating our law enforcement like the heroes they are.” He also noted his longtime opposition to the state’s SAFE-T Act, which ended cash bail. “How about all felonies stay in jail?” Mendrick said. “How about multiple repeat offenders for misdemeanors stay in jail — you don’t need to worry about money now, that solves it really easily.” Dabrowski called Illinois’ sanctuary state stance “extreme.” “In Florida, if they find a bad guy, an illegal immigrant bad guy, do you know what they do? The local authorities take the guy, put him in handcuffs, and hand him right over to the federal authorities. Problem solved. No chaos. Just done,” he said. Economic concerns Candidates also dug into Illinois’ economy and pension debt. “Property taxes are the biggest complaint everywhere I go,” Dabrowski said. He touted his abilities to make DOGE-like cuts, and singled out the high salaries for school superintendents. “We need to move to 401(k)s for all new government workers,” he added. Mendrick supported giving municipalities a greater share of the state’s Local Government Distributive Fund and advocated for a mobile 401(k) pension system. “If you quit or go somewhere else, you can take your pension with you,” he said. “That may be attractive enough to replace the existing pension system.” Del Mar countered that many firefighters, police officers and downstate teachers are Republicans. “Telling them you’re going to take their pensions away is not a good way of getting them to vote for you,” he said. “We need to look at ways to grow Illinois.
