Under China’s system, citizens can gain a bad social credit score by daily activities deemed negative by the government. This can include posting opinions on social media or making too many frivolous purchases. A negative social credit score can lead to bans from traveling, throttled internet speeds, or rejections from universities – which sounds eerily similar to the intent of Dialogue portfolios. The last thing college applicants in America need is a dystopian measure to filter out perceived wrongthink. The Supreme Court’s decision to ban affirmative action for universities was to help ensure everyone has an equal opportunity. These “Dialogues” appear to be a purity test that is even worse than affirmative action. While affirmative action is awful, at least there was a chance for universities to admit students of differing viewpoints. (FROM THE ARTICLE: A decades-old court order that blocked the federal government from using tests to measure job applicants’ skills was terminated by a D.C. judge on Friday, setting the stage for an overhaul of the federal workforce that could be one of President Donald Trump’s most lasting achievements. In 1981, Angel Luevano sued the federal government over the Professional and Administrative Career Examination, a test that helped identify the best and brightest out of the tens of thousands who apply for government jobs each year. Luevano argued that the test kept too many blacks and Hispanics out of government, and, in the waning days of President Jimmy Carter’s administration, OPM agreed to pause the test for five years. Forty-four years later, the “Luevano Consent Decree” was somehow still intact. In January, the Trump administration filed a brief challenging the agreement — a feat which required reopening a decades-closed court case in which the original judge had died. The administration argued that it was doubtful the decree was ever appropriate, and that, with Supreme Court case law outlawing affirmative action, it was certainly not now. Angel Luevano is still alive, and agreed to terminate the consent decree, court papers show. Luevano was represented by lawyers from Hispanic and black civil rights groups, two of whom did not return a request for comment. For almost half a century, the federal government has operated like a college that didn’t look at SAT scores when admitting students. Rescinding the Luevano Consent Decree could take the government from safety-school status to Ivy League. “We’re making civil service great again,” Office of Personnel Management Director Scott Kupor told The Daily Wire Friday. The move opens the door to technocratic hiring assessments that allow the government to hire applicants who objectively demonstrate the most aptitude. Kupor told The Daily Wire in an interview that the move means Americans may start getting better service at government agencies, with government being more helpful and responsive. “The lasting opportunity here is: can we change the culture of the workforce in the federal government? Can we make it a high-performance culture? That will definitely be the president’s legacy, if we can make that successful,” he said. After the demise of the Professional and Administrative Career Examination and similar tests, the government began relying on “self-assessments” to sift through job applicants, as it was the only measure that saw a sufficient number of minorities enter government. Applicants simply declared how good they were at a task, with no attempt to verify it or compare them to other applicants. That led to a hiring process that rewarded boasting and fabrications as much as merit. Kupor said the de facto prohibition on government checking people’s competency before hiring them — at which point they become difficult to remove — had become particularly crippling in the modern age, with people using artificial intelligence or simply copy-and-paste to take a job advertisement’s requirements and send an application asserting that they had all those skills. The inability to use objective measures to sort the most qualified applicants from a large pool — as virtually all other large employers do — has profoundly impacted the caliber of government employees. The Luevano Consent Decree was perhaps one of the largest applications ever of the philosophy known as “disparate impact,” which holds that anything that produces racially unbalanced outcomes must inherently be racist. But the fallout went beyond just minorities, leaving little way to differentiate a brilliant white job applicant from an incompetent white applicant. OPM General Counsel Andrew Kloster told The Daily Wire in an interview that the government did not make any concessions to reach the agreement. “It was a very easy process,” he said. “They just flat out agreed. (FROM THE ARTICLE: Proving the point: Nearly a half dozen disgruntled former bureaucrats gathered before a crowd (if you can call it that) outside Foggy Bottom on Friday. They attempted to rally support for themselves and other “recently fired State Department employees.” They failed. Organizer Michael Duffin, who was fired from State despite holding three graduate degrees, promoted the rally by asking for former U.S. ambassadors and other “senior officials” to attend and speak. Apparently nobody was interested—a Free Beacon reporter was one of the only people in attendance. Speakers instead included Steven Ramsey, a former USAID contractor and Fulbright alumnus who read a version of the Nazi-era “First They Came” poem that he “adapted for the context we’re in right now.” “First they came for the immigrants, and I did not speak out because I was not an immigrant,” he said after noting that the original poem came “from 1930s Germany.” Several individuals eventually applauded. Duffin did not read a poem, but he did post a screenshot of his farewell email to colleagues in the buildup to the rally. It too made a Nazi comparison: “In the musical ‘Sound of Music,’ the Von Trapp family escaped the Nazis while performing ‘So long, farewell,'” wrote Duffin. “As the curtain descends on my State Department career I feel like it’s strangely appropriate to share with you some lyrics to that song.” Bravo.)

The House Appropriations subcommittee funding Congress and its support agencies, led by chairman David Valadao (R-Calif.), is set to mark up their fiscal 2026 measure Monday evening, with the full committee set to act Thursday. The Legislative Branch bill would provide $6.7 billion — $51 million below the current funding level, which was set in fiscal 2024. Per tradition, the House bill does not touch any Senate funding. “Chairman Valadao’s bill puts the American people first — in strengthening the institutions that represent them, protecting effective governance, and safeguarding taxpayer dollars,” said House Appropriations Committee Chair Tom Cole (R-Okla.) in a statement. The deepest cuts in the bill are to the Government Accountability Office, an arm of Congress that would see a $396.5 million reduction from current levels to $415.4 million. Why It Matters Under the Biden administration, the federal agency, which pays benefits to tens of millions every month, said the process of issuing new and backdated payments could take considerably longer. At the time, the SSA told Newsweek it was “determining the timelines for implementing this new law.” What To Know In January, lawmakers passed a bipartisan bill that repealed two provisions—the Windfall Elimination Provision (WEP) and the Government Pension Offset (GPO)—that limited retirement benefits for certain workers, including teachers, firefighters, and police officers, some federal employees, and their spouses. The agency first started issuing these payments in February. The new payments included updated benefits amount and backdated payments to January 2024. Despite previous longer timelines being for implementation, the SSA has now confirmed it has sent out 3.1 million payments to those impacted by the repeal of the WEP and GPO. (FROM THE ARTICLE: Environmental Protection Agency Administrator Lee Zeldin might be very skilled at Making Coal Great Again, but he’s not so solid on the whole First Amendment thing. The EPA just put 144 people on administrative leave for signing a letter of dissent about the agency’s policies. It follows a March open letter where current and former EPA employees called both President Donald Trump and Zeldin out for their illegal dismantling of the core functions of the agency. However, the March letter was anonymous, and while some of the signatories of the more recent letter chose to remain anonymous, the 144 employees the EPA is now targeting signed the letter with their names and job titles. In placing the workers on leave, the EPA didn’t hide the ball as to why they were being suspended. An agency spokesperson plainly said they were suspended as retaliation for their speech. “The Environmental Protection Agency has a zero-tolerance policy for career bureaucrats unlawfully undermining, sabotaging, and undercutting the administration’s agenda as voted for by the great people of this country last November,” said a spokesperson for the agency. Here’s the thing. Government employees enjoy the protections of the First Amendment, even if the Trump administration doesn’t believe they should. Public employees are protected when speaking out about matters of public concern, which Zeldin’s hijacking of the EPA to, in his words, “drive a dagger through the heart of climate change religion” definitely is. There are a couple of caveats. If public employees are speaking in their official capacity about something that is normally part of their official job duties, then First Amendment protections don’t apply.)
