(FROM THE ARTICLE: At issue is what is nicknamed the “SALT” (state and local taxes) provision in the Trump tax bill Republicans pushed through Congress in 2017 that placed a $10,000 cap on federal income taxes deductions for state and local taxes. In states like Illinois and New York, with higher state and property taxes, the SALT cap could outweigh other breaks in the tax bill. Cuomo organized the “Governors Coalition for Tax Fairness,” with five Democratic governors on Friday kicking off a lobbying drive to lift the SALT cap. (FROM THE ARTICLE: A significant hurdle to getting rid of bad federal employees is the Merit Systems Protection Board. The agency was originally created to ensure the effectiveness of human capital in the federal government, but it has since metastasized into an institutional nightmare that makes it almost impossible to fire any worker for any reason. Through the early 1880s, the federal civil service operated under a spoils system by which the winning political party gave civil service jobs to its supporters. This system caused large numbers of government employees to be replaced every time there was an administration change, and it led to an insecure federal workforce. It routinely drove thousands of job seekers to Washington who believed they were owed a job based on their political support of the president. The spoils system was abolished after the assassination of James Garfield by a disgruntled federal job seeker. Reforms were enacted over the years to establish principles for handling federal employees and adjudicating appeals of removal. The Merit Systems Protection Board was created in 1978 as an independent authority to manage federal employee appeals of furlough, suspension, retirement, and removal decisions. It can develop its own legal procedures, call witnesses, issue subpoenas, and enforce the compliance of federal agencies with its internal decisions. Of the two million federal employees within the jurisdiction of the Merit Systems Protection Board, around 200,000 leave the government each year, but only about 10,000 are removed for performance or misconduct reasons. Fifteen years later, a modified version of that message may help propel him into Congress. In an interview, Oberweis confirmed reports he’ll seek the 14th Congressional District seat represented by newly-elected Democrat Lauren Underwood in the next cycle. And he said he’s learned a lot about politics and cooperating across the aisle since 2004. Much of that education stems from his service as an Illinois state senator from Sugar Grove since 2013. He pointed to his support for legalizing medical marijuana and successfully raising some speed limits to 70 mph as examples of where he’s listened to both sides of an issue. Oberweis also sponsored legislation to raise the state’s minimum wage. His bill would have raised it gradually to $10 per hour, in what he believes was a more realistic increase. He sees Illinois’ new plan to gradually increase the minimum wage to $15 as a threat to the number of available jobs and the motivation for upward mobility. “A $15 minimum wage is going to create problems for people wanting to enter the workforce,” Oberweis said. “Minimum wage jobs are designed to teach people how to work and how to secure employment. They are not meant to be the end of the line, feed-my-family-of-four kind of job.” . . . “I still feel immigration is a significant problem with a potentially significant cost,” Oberweis said. “On the other hand, those kids who were brought here by their parents and only know this country? We don’t blame kids for the mistakes of their parent. I’m much more inclined to talk about a path to citizenship for those kids than their parents who broke laws.” Oberweis said he also doesn’t believe in family separation. So the compromise is a nonimmigrant visa for those parents. That visa would allow them to remain in the country but not become citizens or be eligible for government benefits.)

Cresco Labs (CL.CN) CEO Charlie Bachtell, whose Chicago-based cannabis company is a dominant player in Illinois’s medical market, has joined a transition team for the state’s newly elected governor, J.B. Pritzker. Illinois is one of several states, including New York, New Jersey, and Florida, that have been aggressively considering recreational use legislation, in addition to their medical use programs. “Illinois is maturing from being a medically focused program to an adoption of an adult use law,” Bachtell told Yahoo Finance. ‘I think it’s a large market’ Cresco’s cultivation, processing, and consumer packaged goods operations span eight states. The company is positioned to expand within the medical market, as well as into targeted recreational markets yet to be realized. Bachtell and Cresco are participating in a pilot program to widen medical marijuana access for Illinois patients seeking alternatives to opioid use. Current state law prohibits marijuana to treat general pain, making it inaccessible for some patients using prescription opioids. “We worked with the administration, the prior administration, over the last 24 months to really create a new law, utilizing data that was coming out of a lot of existing markets, showing this correlation between greater access to cannabis and reduced opioid use,” Bachtell said. “I think it’s a large market, but more importantly an important market.” According to BDS Analytics CEO Roy Bingham, U.S. medical marijuana sales are projected to increase from $4.5 billion in 2018 to $7.4 billion in 2021, though recreational use sales are expected to fuel the majority of market growth. Bingham said during an NCIA conference panel presentation Tuesday that U.S. recreational sales of $6 billion in 2018 are projected to reach $11 billion in 2021. ‘A very broad and diverse community’ Cultivators, manufacturers, bankers and retailers are not the only profiles getting an overhaul within the cannabis industry. It’s consumers, as well. “It’s not the stoner that lives in his mom’s basement,” Bingham said, noting the average age of cannabis consumers is now 40. “And there is no one cannabis consumer. It’s a very broad and very diverse community.” States that have legalized recreational cannabis are taking notice of the changing demographics and interest from investors, yet so far have insufficient data to push federal regulators to a national legalization vote. Districts are too gerrymandered for Illinois Republicans to be competitive in areas where they otherwise should be.
