(FROM THE ARTICLE: The Metropolitan Planning Council ruffled some fur recently when it concluded in a report on census data that African-Americans are only partially sharing in downtown Chicago’s job boom. The council is right. Though one can argue that the glass is half full rather than half empty, fact is that in a time when overall downtown jobs grew 10 percent, the number held by blacks was up 2 percent. That’s certainly better than the 7.5 percent drop in Chicago’s black population in the same period, but not good enough. One obvious solution to that is better education. If young adults who now are trapped in declining neighborhoods get the right schooling and can tap into the right networks, they ought to be able to get more of these jobs. This is what was discouraging about another report that landed in my inbox a few days ago, concluding that Chicago public schools that are heavily black and Latino aren’t offering the same rich selection of college-prep courses as schools with more white students.)

On Monday, there was yet another display that their top boss is hopelessly unsuited for the White House with President Trump’s obsequious behavior in front of Russian President Vladimir Putin. Trump undermined federal employees who reported Putin’s attack on the 2016 presidential election. On Tuesday, the House Oversight and Government Reform Committee approved two measures that would speed the firing of feds by weakening civil service protections. On Thursday, the House effectively dumped on raising pay for federal employees in 2019 by passing an appropriations bill that included no increase. While the workforce and the rest of us are stuck with Trump for at least two more years, the House actions are not the final word on pay and disciplinary measures. . .House Republicans also don’t care for the current level of federal employees’ civil service protections. Two bills approved by the Oversight Committee with party-line votes would allow management to fire feds faster by weakening their workplace due-process rights. The measures require full House and Senate action before becoming law. One bill would accelerate disciplinary procedures, including termination, by cutting time allowed for appeals. The general probationary period for feds would double to two years, allowing more time to take disciplinary action against new employees who have fewer rights. Another piece of legislation would lower the burden of proof that managers need to fire workers, among other provisions. “Working for the United States federal government is an honor and a privilege, and most federal employees value the opportunity and work hard to serve the American people,” Rep. Barry Loudermilk (R-Ga.) said following the committee vote. “However, some federal employees have learned they can use the system to protect their jobs regardless of their poor performance or bad behavior.” He called the committee’s action “a huge step to creating a more efficient and effective government that works for the people, streamlining the process and lessening the time it takes to dismiss poor performing or negligent employees.” Rep. Kavanaugh currently serves on the U.S. Court of Appeals for the D.C. Circuit, where judges make $220,600 a year, according to the U.S. Courts website. Associate justices on the Supreme Court make $255,300, while the Chief Justice, currently John Roberts, makes $267,000. These salaries usually increase by $2,000-$3,000 each year. A seat on the court comes with some desirable benefits. Federal judges have the option to enroll in insurance plans through the Federal Employee Health Benefits system, whose website claims it offers “the widest selection of health plans in the country.” And justices can look forward to a generous retirement package. If they retire at 70 after serving 10 years, or at 65 after serving 15 years, they qualify for an annual pension equal to their highest full salary. There is also a summer break when court isn’t in session between July and October. (FROM THE ARTICLE: A letter which demands that Maine Township Republican Committeeman Char Foss-Eggemann of Park Ridge call for the resignation of Township Trustee Dave Carrabotta because of allegations that he inappropriately touched fellow Trustee Kim Jones, has not yet been sent to Eggemann. However, according to some people knowledgeable about the letter, it will soon be mailed to the committeeman as well as Cook County Republican Party leader Sean Morrison, state GOP leader Tim Schneider, and others. Meanwhile, an investigation into the sexual harassment claims by Jones, launched by the town board after May 22 when the charges first surfaced, will take another week and a half to complete, said township Supervisor Laura Morask. She indicated that one more person has to be interviewed by the lawyer assigned to perform the probe. Morask would not comment further. The letter insisting that Eggemann act on the matter was prompted in part by some Republicans demanding that House Speaker Mike Madigan step down because of harassment and bullying complaints leveled against several Democrats. Marilyn Smolenski, Republican candidate who’s running against incumbent Democrat Marty Moylan in the November General Election, has been one of those voices demanding Madigan’s resignation. She has been highly critical of Moylan for not standing up to Madigan by demanding that he resign. Eggemann is a strong supporter of Smolenski, who lives in Park Ridge. Moylan recently blasted Smolenski for backing “one of the biggest perverts in the U.S., Trump.” Added Moylan, “He’s one of the biggest pigs in the U.S. I’m not silent. Tell that Trump backing pistol packing Trump supporter that I back women’s rights and I voted for the Equal Rights Amendment (ERA).” Smolenski owns a company that sells pistol holders for women. On the advice of the township attorney, Jones confronted Carrabotta with her accusations of inappropriately touching her backside on May 22. Carrabotta flatly denied the allegations and demanded an immediate closed door meeting where the issue could be discussed. Jones accuses Carrabotta of touching her on three separate occasions during township events in late 2017 and 2018. According to people familiar with the letter, it’s believed that at least 10 local Republican women will sign it by the time it is mailed to Eggemann. Among the words used in the letter are “outrageous” and “disturbing.” It also says that Jones has a solid reputation in the community and was slated by committeeman Eggemann to run for the township position. Carrabotta has told the Journal & Topics that the matter is “confidential”. In a statement released yesterday (Tuesday) by State Republican chairman Tim Schneider, he said, “The Illinois Republican Party strongly believes that sexual harassment has no place in any workplace, public or private, and that allegations must be investigated swiftly by independent parties. If the allegations against the Maine Township trustee are true, he has violated the public’s trust and should step down. Until then, the investigation involving the allegations should proceed.”)

Bruce Rauner, who barely escaped an embarrassing defeat in the March primary, needs a united Republican Party behind him if he’s going to defeat his well-heeled Democratic opponent, J.B. Pritzker, in the November election. But that is looking more and more difficult. As time passes, estranged conservatives appear more determined to see Rauner lose and Pritzker win. Two recent events demonstrate the problem Rauner has. Conservative state Rep. Jeanne Ives of Wheaton almost ended Rauner’s dream of a second four-year term in the primary. Rauner received just 51 percent of the primary vote to 49 percent for Ives. Despite that, some Republican leaders hoped that Ives might be persuaded to support Rauner in the general election. After all, if Pritzker wins, Democrats will regain total control of state government and her political party will be relegated to the irrelevant status it endured from 2003 to 2015, when the GOP captured the governor’s office. But time has not healed the sting of defeat for Ives. Asked last week about her intentions, an embittered Ives indicated there is no way she’ll endorse Rauner. “No. I’m not going to endorse the governor. I’m going to let him buy back his voters,” she said. Ives’ differences with Rauner are strictly ideological. A social conservative, she deeply resented Rauner’s decision to sign legislation authorizing taxpayer-funded abortions. Ives is not alone, as demonstrated by the strong support she received in the primary. To make matters worse for Rauner, there’s state Sen. Sam McCann of Plainview.
