(FROM THE ARTICLE: Whatever the number turns out to be, it’s the taxpayers, not the states where they live, who will pay. Taxpayers still will owe the same amount of money to state and local governments. But because of the limit on the SALT deduction, they will owe more money to the federal government. In other words, it’s a tax on the “millionaire and billionaires” so many populist politicians rail against. The greater their incomes, the more money the SALT-deduction limitation will cost them. Affected taxpayers have noted the new rules and acted accordingly. Many prepaid in 2017 the property taxes they would have paid in 2018 so they can get the full benefit of the SALT deduction before it’s limited. The savings could be significant. For a taxpayer in the 35 percent tax bracket, a fully deductible $20,000 local property-tax bill would generate $7,000 in federal tax savings. Now that higher-income taxpayer who pays $20,000 in property taxes and another $20,000 in state income taxes will see what would have been a $40,000 deduction, worth $14,000 in federal tax savings, limited to $10,000, worth $3,500 in federal tax savings. So why are the governors in high-tax states crying over the rich? Actually, they’re not. They’re crying for themselves because the new $10,000 SALT-deduction limitation will make it more difficult politically to raise taxes on upper-income families. Higher-income earners are already paying a disproportionate share of federal and state income taxes, and they won’t be happy if they’re asked to pay even more in state and local taxes on top of the higher federal taxes they’ll be required to pay.)

He laughed the charges off as “baloney”—then said in so many words that he, and not she, is the person who can keep state government on the path of honesty and stop it from totally being turned over to the control of Illinois House Speaker Mike Madigan. There wasn’t much subtlety today as—with everybody’s nominating petitions finally filed—the GOP primary race for governor started off with a bang. Incumbent Gov. Bruce Rauner and challenger state Rep. Jeanne Ives of Wheaton are ready to rumble. Ives, a West Point graduate who has become a champion of fiscal and economic conservatives, started off the exchange with an internet video post in which she labeled the incumbent “Benedict Rauner,” echoing a line first used by Illinois Policy Institute chief John Tillman. It’s a clear sign that, in the era of Donald Trump, Ives intends to tap into the same sort of populist fervor against “the ruling class” that made him president. Ives said she believed Rauner four years ago when he promised to shake up the state. But she added: “The tough-talking dude on a Harley with no agenda turned out to be an empty Carhartt jacket. We were promised a conservative reform governor. Instead we got an Ivy League gender studies professor.” In a later news conference, Ives toned it down a few notches, but argued that Illinois needs a chief executive to keep a lid on taxes in a way that Rauner has not. The first three items on her agenda: lowering property taxes, attracting more jobs and going after corruption at every level of government. Rauner allies argue he has tried to do all of those things, only to be blocked by large Democratic majorities in the House and Senate, and by some Republicans who broke party ranks to back the increase in the state income tax. Rauner himself, meeting with reporters shortly after Ives, shrugged off her attacks, as well as a nasty article last week in the National Review, a leading conservative publication, declaring him the worst GOP governor in the country. Regardless of what that “political hit piece” said, Rauner contends, the truth is that it was Madigan who blocked the kind of reforms he wants. And, he continued, he is better positioned to hold off the speaker and whomever turns out to be the Democratic nominee for governor. His message to GOP primary voters: “I will win the general election. I will win it, and if we don’t win it, nothing else matters.” He was referring to upcoming reapportionment after the 2020 census, and Democratic talk about implementing a graduated income tax the governor said would hit many middle-class families. Asked if he was saying Ives is too conservative to win a general election, Rauner gave the same answer—”I will win”—eventually adding, “I have the best chance of anybody in the state to win the general election.” He then went on to rip Madigan, saying the speaker “has become a millionaire” by preserving a “rigged” property tax system that benefits Madigan’s property tax appeals law firm. On paper, Illinois history would suggest that while firebrand conservatives such as Ives draw a lot of attention, in the end, relative moderates prevail in what never has been a leading conservative state. That certainly was the case with prior Govs. Jim Thompson and Jim Edgar, who fought off conservatives. Beyond that, Rauner has the financial resources to spend whatever it takes. Ives has collected around $300,000 so far with contributions from investor Peter Huizenga, railroad asset lessor Vince Kolber, Chicago Bears owner Virginia McCaskey and others. Rauner had $65.5 million in his main campaign fund as of Sept. 30. She could even that up somewhat if wealthy conservative businessman Richard Uihlein switches sides and supports her; Ives said today she’d accept funds from him, despite his financial role in backing Alabama Senate hopeful Roy Moore. But it’s far from clear that will happen. On the other hand, as Trump has shown, many of the old political rules are in question now. The state’s GOP establishment is not what it was, with some congressmen and other leaders so far sitting out the race. Will Rauner go negative in a big way if polling shows Ives is pulling ahead? It’s too soon to tell in what’s shaping up as a lively, perhaps all-out battle for control of the Illinois Republican Party.)

To support the GOP tax bill is to say that a) you want those who take the standard deduction to pay less federal income tax and b) you want those who itemize their deductions to pay more federal income tax. Overwhelmingly, a) those who take the standard deduction are renters and younger and are more likely to vote for Democrats and b) those who itemize their deductions are homeowners and older and are more likely to vote for Republicans. From what I see, Republican leaders want those who itemize their deductions to take the biggest tax hit. I itemized 1972-1977 and my wife and I have itemized since 1978. Government should encourage homeownership and taking job-related graduate courses. The deductibility of mortgage interest, real estate taxes, and job-related education a) encouraged me to take job-related graduate courses 1972-1983 and 1992-1997, b) encouraged me to buy a new town home in 1972, a studio condo in 1974, and a one bedroom condo in 1976, and c) encouraged my wife and I to buy a home in 1978 and to have one built in 1984.)

(FROM THE ARTICLE: Operating Engineers Union Local 150 is making good on its threat to back a Republican primary opponent against House Republican Leader Jim Durkin. The union local’s president, Jim Sweeney, told me he had about a dozen members in Durkin’s district passing nominating petitions for Burr Ridge Mayor Mickey Straub a couple of weekends ago. Straub is running against Durkin as a Republican. Sweeney said he expected to double that number the following weekend. Challenging a legislative leader in a primary is just not done. But these are not normal times. Local 150 led the fight against Bruce Rauner in the 2014 Republican primary and then backed a Libertarian Party candidate against him that fall. The union’s leadership has fumed as Rauner has pushed his anti-union agenda, and now wants some payback on Durkin for helping to kill their bill to ban the creation of “right to work” zones by local governments. The governor vetoed the bill and the union tried twice to override Rauner without success, mainly because Durkin was able to keep his caucus together. Since the union blames Durkin they’ll ally themselves with anybody, including Republican activist Dan Proft, if they have to. Proft is backing Straub against Durkin, who he claims isn’t fit to be Leader. But Proft is not exactly known for being a big union supporter. In fact, according to the Daily Law Bulletin, Proft co-founded the Liberty Justice Center, which, irony of ironies, is representing Lincolnshire against a lawsuit backed by Local 150 over the village’s creation of a local right to work zone — the very event that Local 150’s vetoed bill tried to outlaw. Don’t even try to wrap your mind around all that. You’ll go nuts. This fight is beyond ideology. Sweeney and Proft have a common cause — messing with Durkin — and they’re sticking with that.)

We paid $21,433 in medical and dental expenses and we were able to deduct $13,859 of that, we paid $12,835 in real estate taxes, we paid $1,468 in state income taxes, and we made $2,728 in 501(c)(3) contributions. To support the GOP tax bill is to say that a) you want those who take the standard deduction to pay less federal income tax and b) you want those who itemize their deductions to pay more federal income tax. Overwhelmingly, a) those who take the standard deduction are renters and younger and are more likely to vote for Democrats and b) those who itemize their deductions are homeowners and older and are more likely to vote for Republicans. From what I see, Republican leaders want those who itemize their deductions to take the biggest tax hit. I itemized 1972-1977 and my wife and I have itemized since 1978. Government should encourage homeownership and taking job-related graduate courses. The deductibility of mortgage interest, real estate taxes, and job-related education a) encouraged me to take job-related graduate courses 1972-1983 and 1992-1997, b) encouraged me to buy a new town home in 1972, a studio condo in 1974, and a one bedroom condo in 1976, and c) encouraged my wife and I to buy a home in 1978 and to have one built in 1984.)

Illinois has allowed medical marijuana since 2014, and legislation is pending in the General Assembly to permit the general use and sale of up to one ounce for people 21 and older. “We finally made so much headway with reducing fatal alcohol-related car crashes, and now this comes along and blows it out of the water,” Carol Stream Deputy Police Chief John Jungers said at the Oak Brook conference. “My concern is about putting a law in place without being prepared for the repercussions.” AAA has studied the impact of legalization in Washington state and found marijuana use and fatal crashes are increasing. The portion of drivers in fatal crashes who recently used marijuana spiked to 17 percent from 8 percent from 2013 to 2014, the motorist advocacy group reported. “Illinois is not ready for this,” Illinois Traffic Safety Resource Prosecutor Jennifer Cifaldi said, adding her greatest fear was “an increase in traffic fatalities.” Advocates for legalization say changing the law would take marijuana out of the hands of drug dealers, reduce related crimes and allow people to buy a legitimate product from regulated and licensed businesses. A majority of Democratic gubernatorial candidates either support legalization or want a referendum on the issue. It’s been estimated the move could generate $350 million to $700 million to boost Illinois’ budget. Authorities at the conference said it’s difficult to get convictions for driving under the influence of cannabis because the state’s crime lab does not conduct that test. Illinois law now prohibits driving with 5 or more nanograms of tetrahydrocannabinol or THC in a person’s system. THC is the active ingredient in marijuana that can affect a person’s brain and behavior. Colorado Traffic Safety Resource Prosecutor Jennifer Knudsen said many marijuana products, including gummy bears, drinks and cookies, have become available since that state legalized cannabis. Normalizing marijuana makes it difficult for Colorado police to make judgments on whether a person is impaired during traffic stops. And in court, “when we get our juries, many of them voted for it (legalization),” she said.
