(FROM THE ARTICLE: Today, black lawmakers praised Governor Rauner for signing a bill to seal some criminal convictions.  It only made sense that we ask the lawmakers about that the Illinois Policy Institute cartoon making news. Rep. LaShawn Ford challenged the governor about it. “Let’s make it right today. Can you apologize?” he asked Rauner. Rauner replied,  “Let me be clear, I’m not apologizing for anything that I have nothing to do with.” This Illinois Policy Institute cartoon, which shows a black child asking a fat white man for money, continues to dog Rauner. This afternoon, after signing various criminal justice reform bills with several black lawmakers looking on,the governor had a chance to put the controversy to bed. “Governor, please join us in condemning hate and racism in any form in Illinois,” Ford said. “We in American stand united against racism,” Rauner said. But made no mention of the cartoon. The governor has faced enormous criticism for his response to the drawing which some have called racist. On Tuesday, the governor’s office released a statement saying, “…the governor – as a white male – does not have anything more to add to the discussion.” The governor would distance himself from that statement put out by his office. And overnight, Rauner’s entire communications team departed. “There are four folks who are not with us going forward,” he said. Four staffers were either fired or resigned including the two aides who worked on the “white male” statement. “I believe it was drafted by Diana Rickert and sent out on her e-mail by Laurel Patrick,” he said. WGN News asked the governor repeatedly today whether he agrees with the cartoon’s message but he won’t say. “Here’s the issue I have been talking about for years. We have a TIF system. A use of TIF districts, particular in the city of Chicago that is excessive,” he said.)

(FROM THE ARTICLE: A man described by neighbors as “quarrelsome” and who placed large anti-Trump signs in his yard is in police custody for the murder of his next-door neighbor – a GOP committeeman. Police in West Goshen Township, PA, charged Clayton Carter, 51, in the shooting death of his next-door neighbor, G. Brooks Jennings in the early morning hours on Tuesday, according to ABC Philadelphia. The conflict began on Monday evening when police officers responded to a dispute between Carter and Jennings that involved cursing and video recording in one of their backyards. Police de-escalated the conflict around 8 p.m. and left. Shortly after midnight, police say another conflict erupted between the two neighbors as Carter claims that Jennings shined a light into his eyes. Carter purportedly told police that he then drove his car onto his lawn and shined the car’s high beams towards Jennings. Investigators say it was at this point when Carter went into his home and grabbed a .380 semi-automatic pistol and confronted Jennings. Carter allegedly shot Jennings in the head, knocking him to the ground, and then stood over his body and shot him in the head again. Police say the victim Carter shot Jennings on Jennings property. One neighbor described Jennings, a GOP committeeman, as “the nicest, best guy I’ve ever met in my whole life.” Those same neighbors described Carter, who apparently had a history of conflict with multiple neighbors — including pulling a gun on Jennings in the past — as someone they avoided because of his volatile behavior. “We steered clear of him. We were frightened of him [Carter] because he’s so unpredictable,” another neighbor said speaking about Carter. Neighbors described his front yard as being crowded with cars and anti-Trump signs that he made himself. Many of the conflicts between Carter and his neighbors were apparently not political, but personal. Police charged Carter with multiple crimes including first-degree murder which makes him ineligible for bail in the state of Pennsylvania.)

Those talks fell apart, and Democrats blamed Republican Gov. Bruce Rauner, who had been shut out of the talks. “I believe it’s time for a new Senate Republican leader. I have done everything I can do to resolve the state’s budget crisis. I will continue to do so for the coming days,” Radogno said in a statement. “But if the solution will not come on my watch, I hope and pray that the governor, other legislative leaders, Democrats and Republicans in the Senate and House can find a path to solve the state’s problems. Radogno, 64, of southwest suburban Lemont, said she is leaving office “with a sense of sadness and some disappointment” but “with no regrets.” “I did my best — that’s all I could do. Even before her announcement, behind-the-scenes efforts to replace Radogno were being made by state Sen. Bill Brady of Bloomington, who served as her top deputy in the Senate GOP caucus, and by state Sen. Karen McConnaughay, the former Kane County Board chairwoman from St. Charles, legislative sources said. Talk of Radogno’s decision had begun spreading privately during the closing days of June in the aftermath of months of contentiousness with a Democratic legislative majority and a demanding Republican governor who has extensively used his personal wealth to command loyalty among GOP lawmakers. Radogno found her members’ loyalty to Rauner sometimes created problems with loyalty to her leadership, some GOP lawmakers said privately. That surfaced in attempts with Democrat Cullerton to negotiate an end to the state’s historic budget impasse known as the “grand bargain.” Rauner contended the so-called bargain did not go far enough and Democrats accused him of stripping away votes from a version of the package. Though Radogno has been in the General Assembly for 20 years, a decision to step down had been expected as the grind of legislative sessions, particularly serving in the minority, began to take its toll. Besides the political battles, Radogno also had some personal tragedies during her tenure, including the June 2014 death of her 31-year-old daughter, Lisa. In 2009, Radogno became the first woman to lead one of the four legislative caucuses. She succeeded Frank Watson of Downstate Greenville, who had suffered a stroke. Before running for the Senate, she was a La Grange trustee for seven years. Prior to that, she was a social worker at Mercy Center for Health Care Services. (FROM THE ARTICLE: Amid calls for a repeal of DuPage’s ban on video gambling machines, county board members are going to revisit the issue. Officials in recent months have heard from businesses and a Veterans of Foreign Wars post that would like to offer video gambling. But they’ve also heard from gambling opponents who want to keep the moratorium that affects more than two dozen bars, restaurants, golf courses and social clubs in unincorporated parts of the county. In response, board members have agreed to discuss video gambling during their finance committee meeting scheduled for June 13. “We have people asking us to look at it,” county board member Jim Zay said. “So we need to have a discussion. We should at least give these people the opportunity to present their case for why we should change it. And we should give opponents the opportunity to say why they’re still against it.” Illinois legalized video gambling in 2009, but towns and counties were able to opt out. DuPage enacted its ban in August 2009 after officials cited possible social problems. County board member Paul Fichtner, who serves as chairman of the board’s finance committee, said the outcome of next month’s discussion will determine whether a measure is drafted to lift the prohibition. “We’re going to give everybody an opportunity to speak to the issue,” Fichtner said. If the panel recommends repealing the ban, it still would require a final vote by the full county board. Fichtner said he doesn’t know if there’s enough support on the board to pursue a repeal. “It’s going to be close,” he said. If the ban is lifted, county officials estimate that around 28 liquor license holders might be eligible to apply for a video gambling license. The county would gain between $200,000 and $250,000 a year in revenue, according to one estimate. Counties and towns that allow video gambling receive 5 percent of each machine’s profit. While towns throughout DuPage initially enacted bans, a number have since changed their minds. DuPage towns that allow video gambling are Addison, Aurora, Bensenville, Bloomingdale, Carol Stream, Darien, Glendale Heights, Itasca, Oakbrook Terrace, Roselle, Villa Park, Westmont, Willowbrook, Wood Dale and Woodridge, according to the Illinois Gaming Board. Some bars owners in unincorporated areas say they’ve lost customers to establishments where video gambling is allowed. But anti-gambling advocates say it’s not the county board’s responsibility to level the playing field for bars.)

(FROM THE ARTICLE: former presidential advisor shared his fears about the effects of marijuana legalization during a lecture Thursday at Linden Oaks Naperville Outpatient Center. “People have to stand up to this industry,” said Kevin Sabet, an assistant professor who served as a senior advisor to President Barack Obama’s drug control director and worked in the Clinton and Bush administrations. “It’s about getting health care voices involved. We need more partners at the table. Right now this industry is getting away with murder.” Sabet shared slides, statistics and anecdotes to support his premise that legalized recreational marijuana in Alaska, California, Colorado, Maine, Massachusetts, Nevada, Oregon, Washington and Washington, D.C., is a lucrative industry that’s misleading the public about pot’s risks and benefits. “We learned the hard way about tobacco, which caused tens of millions of needless deaths,” said Sabet, who founded the nonprofit SAM, or Smart Approaches to Marijuana, in 2013. His organization’s goal, according to its website, is to prevent “another Big Tobacco (by) stopping marijuana legalization and commercialization, educating policy-makers and the public on marijuana issues, and fundraising.” Sabet said marijuana use causes respiratory problems, results in low birth weight babies and can impair learning with permanent IQ loss when consumed in large quantities by someone who’s young, according to the National Academy of Sciences. While he acknowledged that marijuana can eliminate nausea for those fighting cancer or other illnesses, he but did not mention other benefits commonly cited by medical advocates, such as reducing pain and seizures. “The medical marijuana industry is already making a lot of money here” in Illinois, he said. “It’s all about the money.” In the past four years, Illinois has legalized cannabis for medical use and decriminalized recreational use. In March 2017, state lawmakers proposed a measure legalizing recreational marijuana that could be voted on next year. Proponents estimate marijuana could generate between $350 million and $700 million in annual sales, reaping a sales tax windfall for the state. “We’re looking at one side of the ledger. People are not counting the costs,” said Sabet, who presented statistics on health care costs from pot-related illnesses. Marijuana advocates counter that legalization would save money on enforcement and boost opportunities for minority youth. An NAACP report from 2015 said marijuana arrests account for more than half of all drug arrests in the country, with blacks being six times more likely than whites to be arrested for pot possession, making it harder for them to obtain student loans and jobs. Dawn Neylon said she plans to share Sabet’s message with the middle and high school students with whom she works at 360 Youth Services, a Naperville nonprofit prevention program. “We’re learning new ways to give them information to make healthy choices. Alcohol and tobacco use is down dramatically (in Naperville school districts 203 and 204). There’s not much change in marijuana use.” In recent years, teenagers’ perceptions of marijuana have changed and she is seeing a decrease in their belief that pot poses a risk, Neylong said. “That’s concerning. When there’s a decreased sense of harm, there’s a greater risk to use it,” she said. Based on her interactions with teens, she said Naperville parents should be just as concerned about “a little weed” or “a little beer” as they are about opiates because “the earlier they start to use (alcohol or marijuana), the more likely they are to abuse. We want to push the first age of use to help prevent challenges later in life.” Sabet said a 2013 study from the U.S. Department of Health and Human Services showed marijuana can lead to other drugs for some people. “A majority of people who try pot stop using it after three times or less,” he said. “Three to four percent of the time they will try other drugs. More than ninety percent of people using heroin say marijuana or alcohol were drugs of choice before.”)

If reporters would simply ask they’d receive, or if they didn’t receive they could expose the politicians who have no answers. But they don’t ask. Political reporting on the state and local fiscal crises in Illinois remains like classical theater: part tragedy, part farce and entirely fiction. Try Googling “Rauner and Madigan,” Rauner and Rahm” or anything similar. Most of what you’ll find is little more than a stenographer’s report on name-calling and spin. Headlines like these predominate: “Rauner says Emanuel is ‘biggest disappointment of his time as governor.’ “Emanuel calls governor ’emperor without clothes.’” “Rauner calls Madigan ‘disingenuous.’” “Madigan accuses Rauner of ‘trying to change history.’” “Rahm and Rauner’s personal war of words.” “Rauner, Madigan offer new buzzword on impasse.” “Rauner, Emanuel Take Credit For Job Project, Blame Each For School Funding.” Who gives a damn? Where are headlines like, “A side-by-side comparison of Rauner’s and Madigan’s five-year revenue and spending hopes”? Or, “Rahm explains why actual financial statements show huge city losses while his budgets show balance.” Or, “Candidates for governor specify how much new revenue Illinois needs.” You won’t find them because no reporter asks what’s needed, so Illinoisans go blindly to the polls. Reporters could start with Governor Rauner. His biggest failure is not laying out a credible, long term plan to put the state on a sustainable path. Shame on him for not offering one, but shame on reporters for not insisting on one. The same certainly goes for Rauner’s critics. Next would be every other candidate for governor. Ask them how much revenue would come from a progressive income tax and how much more top brackets would pay. Ask how much new revenue they think the state needs to raise. Those things are key because honest answers would expose with certainty that survivable tax increases won’t be sufficient. Ask Rahm what Chicago’s pension contributions will be in five years under the can-kicking legislation he has sought, and how the city would pay them. That’s when full contributions would kick in. And ask them all why none of them is talking about a solution for the $130 billion in unfunded pensions and $50 billion in unfunded healthcare liabilities for retirees (which would not be reduced materially under any proposals now floating around). Answers to those questions and similar ones are critical to the death spiral we’re in, yet nobody has a clue to the answers. The politicians will duck the questions, but the press must get insistent — they have to demand specifics and rip the face off anybody who offers only the usual, bland generalities. Part of the problem is that political reporters are, well, political reporters. They cover politics — who is saying what about whom, so-and-so’s new ad, who’s up in the polls, how much money they’ve raised, etc. Those are important matters, but they shouldn’t entirely crowd out the most basic policy questions. They’re not all bad, but rays of light are few. Chicago Sun-Times reporters cover Chicago financial issues well. The Chicago Tribune’s editorial board is among the few who understand the depth of the problems we face. The Bond Buyer gets the facts right, though it’s written for the narrow-minded municipal bond industry. Another election season is underway. Will challengers for governor be asked in three different debates whether they would live in the Governor’s mansion, as Rauner was asked last in the last cycle? Will putting ketchup on hotdogs again make the headlines? Will name-calling and spin fill the news? Reporters must be more than stenographers writing down what politicians say, or we’ll sink further into darkness. Ask the questions. It’s really not that hard.)

But for former FBI director James Corey, the reality is a little less explosive. Comey was set to earn $172,100 of his base salary in 2017, according to data from the Office of Personnel Management (OPM). He may have also been eligible to earn an additional $15,000 based on his performance in 2017. But then President Donald Trump fired Comey Tuesday night—and now Comey is looking at a severance package rather than his full annual salary. When CEOs running a company are dismissed, they are often given a severance package representing a big chunk, if not more, of their annual pay. For instance, Yahoo CEO Marissa Mayer earned $27 million in 2016 in stock, options, and cash. And after Verizon completes its purchase of Yahoo, Mayer will be out with a hefty additional $23 million as her golden parachute. If Comey were any other federal employee, he would receive a severance close to about $32,254 for his 3 years, 8 months, and 7 days of service at the FBI, and his 56 years and 7 months of age, according to the OPM website. But since Comey is a presidential appointee—his severance is, well, zero, according to the OPM. Not that the lack of severance would leave Comey financially unstable: At the time of his nomination in 2013, Comey’s net worth was estimated at more than $11 million, according to CNN. This was thanks in part to his cushy job at the world’s biggest hedge fund, Bridgewater, where he worked prior to joining the FBI. Comey is also not exactly leaving the FBI in disgrace. Hedge fund managers and politicians have come to his defense, while those on both sides of the aisle are questioning Trump’s rational for firing Comey. The attorney general’s office said the decision was due to Comey’s handling of the Hillary Clinton emails case, but critics are questioning whether or not Comey’s investigation regarding Russia’s influence on the U.S. election had something to do with it.
