What is new, though, is the growing interest among Republican lawmakers, Hawley included, in doing something about it legislatively. One implication of the senator’s remarks is that Congress ought to be more solicitous of the interests of the non-college-educated, and to that end the senator recently introduced legislation that, according to The Hill, would allow low-income students to use federal dollars currently earmarked for higher education to pursue vocational training. Leaving aside the merits of Hawley’s proposal, there is reason to believe that it is good politics, or rather good Republican politics. As the Pew Research Center finds in a new survey, there’s been a sharp increase in dissatisfaction with America’s colleges and universities among Republicans in recent years, and it makes perfect sense for right-of-center policy makers to want to do something about it. Consider the changing composition of America’s major-party coalitions. Shortly after the 2018 midterms, Adam Harris observed that the Trump presidency was accelerating the “diploma divide,” which refers to the starkly different voting patterns of college-educated white voters and those without a degree, a split that is unique to whites. In the midterms, Republicans did 16 points better among whites without a college degree, while securing the votes of only 45 percent of their college-educated counterparts. In contrast, when George H. W. Bush defeated Michael Dukakis in 1988, he did so in part by winning college-educated white voters by 20 points. Another factor in the diploma divide is the gender gap in college attendance and completion. In the 1980s, women began graduating from college in higher numbers than men, and since then, their advantage has only widened. Today, you have to go up to the 60-and-over demographic before you find men outnumbering women among college graduates. The diploma divide has also had implications for partisan geography. When Republicans lost the House in 2006, half of their vulnerable seats were in districts that had more college graduates than the national average; that number was 70 percent for the 2018 midterms.)

Council members Bob Roth, Johnny Watson, Marsha Berzins, Francoise Bergan, Charlie Richardson and mayor Bob LeGare opposed the proposed ordinance. At-large councilwoman Angela Lawson, who also works for the Colorado Secretary of State’s office, first introduced the idea to a city policy committee in October. LeGare said he didn’t believe the ordinance was ready, but council member Nicole Johnston rebutted that claim citing Lawson’s past year of work. None of the other council members who voted against the measure — all of which are running for re-election — gave a reason for their vote. The registration wouldn’t have limited or penalized lobbyists or city officials for interacting with each other. It would instruct lobbyists to file quarterly reports about their lobbying efforts, however. Those reporters would disclose “any expenditure over $75 directly benefiting a covered official,” according to city documents. “This does not prohibit expenditures over $75, it only requires reporting.” Several city council members cited concerns of who would qualify as a lobbyist and whether non-profit organizations attempting to seek influence on the city council would be required to register under the proposed rules. Under the ordinance, lobbyists were defined to be “any individual, including an attorney, who is self-employed or is employed or otherwise retained by any other person or organization: (1) For the purpose of engaging in lobbying; or (2) Whose scope of work requires him or her to lobby from time to time time.” During the meeting, the body unanimously gave a final approval to a new ethics code for elected city officials. The now-approved ordinance is the result of two different proposals from several city council members who sought stronger ethics rules for elected officials of the city. It’s at www.gopillinois.com, and, as you can tell by its address, it has a Republican flavor. That is an understatement reinforced with the comments added by the compiler himself — DAVID DIERSEN of Wheaton. He introduced a recent UPI story about Republicans’ views on the drought and wildfires by saying: “Democrats blame everything bad, including bad weather, on Republicans, especially on Republicans who are conservative, White, male, older, non-poor and non-veteran.” And talking of a New York Times article about a photographer arrested while on assignment in the Bronx, Diersen wrote that since 2000, he has been thrown out of, barred from, or not advised of news conferences “by Democrats, Democrat plants, RINOs (Republicans in name only), their operatives, and their dupes.” Thus, if you don’t want to read some very pointed comments, you may not want to go to www.gopillinois.com.  But you would be missing a treasure of links to the day’s news and opinion. Diersen, 63, is a retired federal employee who became the Illinois editor of a national GOP website in 2000, and since 2004 has put out his own Illinois compilation every day. There’s usually about 50 articles daily, he says. He’s generally up by 3 a.m. He says he spends at least 10 hours a day on this passion of his, with no pay, and has put out links to more than 117,000 articles. As his comments above hinted, party regulars don’t always greet his work with relish. He includes dissident voices within the GOP tent, and some whose credibility is questionable. But he puts it all out there. He’s a GOP precinct committeeman, and he believes in people having information. He also wants to help elect Republican candidates who “will defend and advance the party’s platform.” The site makes available plenty of Diersen history, too, including how his “liberal Democrat superiors,” in his view, forced him to take early retirement at 49 from the U.S. General Accounting Office, “because of his opposition to race and gender based preference and his participation in a class action lawsuit” on that subject. He wouldn’t mind my telling you that he also passed his CPA and Certified Internal Auditor exams on first attempts more than three decades ago. Agree or disagree with him, but Diersen provides a bunch of interesting information — every day.)
