(FROM THE ARTICLE: John McGlasson, central committeeman for Illinois’ 16th Congressional District believes the Republican Party is attempting to torpedo the re-election of Rep. Jerry Long (R-Streator) in a campaign to rid the party of anyone not in lockstep with Gov. Bruce Rauner. “[The Illinois GOP] targeted me and three others in our run for Central Committee (last spring),” McGlasson told the Illinois Valley Times. “I saw what dirty tricks they can play. Bob Winchester knows this too.” Sen. Chapin Rose (R-Mahomet) ran against Winchester in the race for Republican State Central Committeeman in the15th Congressional District. The Republican Party declared Rose the winner after tallying votes by acclamation and not individually, a procedure that counters both Illinois Election Code and party rules, according to the Prairie State Wire. Winchester challenged the results, but the case is still languishing in U.S. district court. Despite being targeted by the party, McGlasson, Mark Shaw in the 10th district, and Fred Floreth in the 13th district all won their races for Central Committee. Shaw went on to cut a deal with the party and is now state co-chair. Long doesn’t talk the “same line” as Rauner, who trails Democrat J.B. Pritzker by double digits in the polls, McGlasson said. “It’s my opinion that Rauner believes the only way he can win this thing is to have everyone talking the same line and get only those targeted votes to come out,” he said. Rauner, McGlasson added, isn’t looking for a big turnout out but a select one. “He has to be hoping for a big snowstorm on election day,” he said. The Republican party recently dropped support for Long, including funding from the House Republican Organization (HRO), after it was “made aware of allegations into Rep. Long’s behavior,” according to a statement by House Republican Leader Jim Durkin. The accuser, an HRO employee, accused Long of harassment. Long quickly released a statement saying he was only guilty of having a different perspective on HRO’s level of support for his race and that he will continue campaigning at a grassroots level. “This is not sexual harassment of any kind but merely a difference of opinion on the lack of support by the Republican Party that goes back several months,” Long said. “At this time I have no intention on pulling out of the race because this just proves that I’m not a part of the ‘Good Ole Boys’ club.” Long is expected to release another statement after consulting with his lawyers, a source said. McGlasson and local Republican leaders in the 76th district recently met and reaffirmed their support for Long. “It’s unimaginable to me that they (GOP) would cede such a hard-won seat,” McGlasson said. In 2016, Long defeated Andy Skoog (D-Utica) by 607 votes. The Democrats had held the seat for decades. On Nov. 6, he faces off against Democrat Lance Yednock of Ottawa.)

The proportion of retirees who have defined-benefit pension plans has decreased substantially. According to the Pension Research Center, a mere 23 percent of U.S. workers have such a pension plan. Today’s retirees are more dependent on defined-contribution plans, such as 401(k)s. With a defined contribution plan, the retiree must manage the portfolio himself or herself or pay a financial planner to do so. Most retirees don’t have the financial expertise to manage their own portfolio. Our educational system is inadequate when it comes to teaching us how to effectively manage a portfolio. Another important factor is age of retirement. Many employees would like to work longer before retiring, but most corporations offer early retirement incentives so they can hire younger workers at lower salaries. When an early retiree looks for other work, he/she faces age discrimination, with practically no recourse, despite anti-discrimination laws. Most people who need to retire early are forced to accept Social Security at age 62, and their benefit is significantly reduced. Although it would be beneficial to wait until age 70, most retirees simply can’t afford to. Another factor is health-care costs. These costs increase at much higher rates than other costs. Many corporations have reduced the health-care benefits for retirees. For seniors, the costs of Medicare, supplemental health care and prescription drugs keep increasing at high rates. Congressional representatives talks a lot about controlling prescription drug costs, but they have been unsuccessful in doing so. Those who use Medicare Part D prescription drug coverage find that as drug costs keep increasing, they are in the bubble much earlier in the year, resulting in much greater costs. The drug companies have substantial lobbies in the U.S., which has resulted in higher drug prices for U.S. citizens than for those overseas. Dental costs increase also for seniors more than for the general population, and Medicare doesn’t cover these costs. Many companies have either no dental coverage or inadequate coverage for retirees. Another factor is longer expected life. Although it is great news that we are living longer, there are other implications. The longer we live, a larger the nest egg that is needed going into retirement to ensure that our money will last for as long as we live. It’s hard to build a larger asset base going into retirement if corporations want their workers to retire early. Moreover, as expected life expectancy increases, insurance companies reduce monthly payments for lifetime annuities. Another factor is required support for other family members. Because tuition costs have increased dramatically, most college graduates are graduating with high debt. As retirees assist their children with this debt, it puts more of a burden on their financial well-being. So, it is not surprising that older people are increasingly filing for bankruptcy.)

(FROM THE ARTICLE: The federal government officially outlawed age discrimination in the workplace 50 years ago and therefore it is now nothing but a distant memory. We now pause for the laughter to die down. Unfortunately, it is still with us—as are a number of other forms of bias also outlawed around the same time, not incidentally—according to the very agency that enforces the law in the federal workplace as in other workplaces, the Equal Employment Opportunity Commission. The Age Discrimination in Employment Act was passed in 1967 but its effective date was put off until June of the following year. The law barred discrimination on grounds of age with respect to any term, condition, or privilege of employment; barred retaliation for opposing employment practices that discriminate based on age or for filing an age discrimination charge; and generally barred including age preferences in job notices. Protection against bias on the basis of advanced age was an admirable foresight in a nation awash with young baby boomers. However, “After 50 years of a federal law whose purpose is to promote the employment of older workers based on ability, age discrimination remains too common and too accepted,” says an EEOC report. “Despite decades of research finding that age does not predict ability or performance, employers often fall back on precisely the ageist stereotypes the ADEA was enacted to prohibit.” While quantifying age discrimination is difficult—in part because, like other forms of discrimination it often is not formally reported—“the perception that age discrimination exists in our workplaces is prevalent,” it said. It cited a recent survey finding that more than 6 in 10 workers age 45 and older say they have seen or experienced age discrimination in the workplace and of those, 90 percent say it is somewhat or very common. This most frequently takes the form of unlawful firing, harassment, discriminatory terms of employment and discriminatory discipline, said the assessment of the nationwide workforce whose findings should be of special concern in the generally older federal workforce. For those who don’t have a job and are looking at an older age—such as in the common scenario of a federal employee who retires relatively young and wishes to continue working—things can be even worse. In another survey cited in the report, more than 3 of 4 older workers said their age was an obstacle to finding a job. It also cited studies that have documented age discrimination by employers as reflected by the share of job applicants who are called for an interview when applications contained an age, versus those that were age-neutral. Civil service reform discussions have for years focused on streamlining hiring and modernizing the approach to employee compensation, never quite getting any of it done. Some believe federal employees are underpaid, others claim they’re overpaid. Maybe there is just too much noise in the system for some to regard federal employment as a great place to work. Perhaps we need to hit the reset button and take a hard look at what is right. Let’s begin with a basic premise: To obtain a job, you must possess a skill set, or at least the aptitude to develop the skills needed. Employment then becomes a form of contract. The employer agrees to pay the employee money and benefits in exchange for job performance consistent with defined requirements and standards. This should be obvious. However, in today’s environment we need to add a second premise: In a rapidly changing world, jobs and organizations must continually evolve, grow, and adapt to be effective. This applies to government, not just the private sector. It should be easy, right? Unfortunately, it’s not. Achieving the following three things would go a long way toward improving the performance and accountability of federal employees.)

The master cylinder and four calipers were replaced, A/C was charged, carbonator was rebuilt and fuel pump replaced, minor electrical and mechanical problems were fixed, five new tires were installed, new battery was installed, etc. I could have avoided much if not all of the fuel system and brake problems if I had driven the car more – at least once each summer. But my excuse for not starting the car since 2009 is that since 2004, I have spent 10+ hours each and every day putting GOPUSA ILLINOIS emails together and sending them out.)

(FROM THE ARTICLE: Twice since 2013, voters in the Wheaton and Warrenville area have rejected referendum proposals to raise taxes for the construction of a new preschool. Despite that, the Community Unit School District 200 board is proceeding with building a new Jefferson Early Childhood Center without voter approval through a different form of financing. But now a resident who opposes that measure has sued the district in DuPage County Circuit Court, seeking to halt the plans. Those in favor of building a new childhood center call the current 26,500-square-foot building outdated and note that the district in recent years has renovated or built anew every other school building except Jefferson. Jefferson, which was constructed in 1958 and had 277 pupils as of June, offers a traditional preschool and early childhood intervention for youths with mental or physical disabilities. Voters rejected a referendum proposal for a new Jefferson school in 2013, and again said no in 2017 as part of a much larger, $132 million proposal involving other district schools as well. Board President Jim Vroman said that after the 2017 referendum proposal failed, the district surveyed voters and found that “a substantial majority” supported building a new Jefferson. “That told us that voters were against the tax increase that the referendum would have generated if we had proceeded,” he said. Instead, the board agreed with a suggestion by a district financial adviser to use lease certificates, or secured lease credit financing, to fund a new Jefferson. District 200 would oversee construction of the estimated $15.5 million, 41,544-square-foot building, while Zions Bank would own the building. . .Frequent board critic Janet Shaw, who runs a blog that scrutinizes the district’s finances, long has questioned the legality of using lease certificates and added that “my real problem is that we don’t need (the new school building).” Shaw has filed suit against District 200, demanding a halt to the current plan to finance a new Jefferson. She is seeking a judge to require District 200’s board to submit a proposal for the new school building to the public via a referendum question. “District 200 is tampering with election results right here in DuPage County,” Shaw said. “The district thinks that by using the magic word ‘lease,’ its two failed referendum efforts and the will of the community are somehow erased and it can proceed in an identical manner as if a referendum had been adopted by the community to build and finance a new school.” A district spokesperson declined to comment on the lawsuit. Dan Wagner, a parent and longtime proponent of a new Jefferson, called the existing building outmoded, with some instruction occurring in converted broom closets. He added that the building lacks air conditioning, which precludes some special needs pupils from participating in gym classes.)

(FROM THE ARTICLE: The University of Wisconsin System violated federal law when it refused to hire a former longtime employee because of her age, the U.S. Equal Employment Opportunity Commission (EEOC) charged in a lawsuit filed. According to the EEOC’s lawsuit, Bambi Butzlaff Voss, who was 53 years old and subject to a layoff from her job as a Marketing and Communications Specialist at the University of Wisconsin’s Waukesha campus, applied for six different positions with the University of Wisconsin System’s central office in Madison, including an Associate Marketing and Communications Specialist position. Butzlaff Voss had 25 years of experience performing tasks similar, if not identical, to the ones in the position she applied for. But, because of Butzlaff Voss’s age, the University refused to hire her. Instead, it hired a 23-year-old candidate with less than two years of experience. Such alleged conduct violates the Age Discrimination in Employment Act of 1967 (ADEA). The EEOC sued in U.S. District Court for the Western District of Wisconsin (EEOC v. Board of Regents of the University of Wisconsin System, Civil Action No: 3:18-cv-00602) after first trying to settle through its conciliation process. The lawsuit asks the court to order the University to hire Butzlaff Voss and provide back pay as well as pay liquidated damages. The lawsuit also seeks a permanent injunction prohibiting the University from discriminating against future candidates based on their age. “The Age Discrimination in Employment Act has been on the books for five decades,” said Gregory Gochanour, regional attorney for the EEOC’s Chicago District. “The EEOC will make sure employers follow the law, even if it means going to court to get the message across.” Julianne Bowman, district director of the EEOC’s Chicago District, said, “Workers over 40 years of age should have the same opportunities as those workers less than half their age.
