Sources close to the party and the Rauner campaign predict the final results will secure enough votes to guarantee a re-election victory for Chairman Schneider. However, according to Matt Dietrich, a spokesman for the State Board of Elections, the certification process is more of a formality and bears no actual legal weight. “If there is a dispute within the Republican party about the conduct of the county conventions, that will have to be litigated in court. We have nothing to do with rules and procedures within the parties,” Dietrich said in an email. Shaw argues Thursday’s announcement party will make little difference in the outcome of his race, and says a judge will make the final determination. He says the party, even as a private entity, is “heavily regulated by the Illinois state election code.” . . . If Ives gets her way, party unity will have to wait for a judge’s gavel. “I think it is going to be up to the courts to determine this in the end,” she said. “From what we were told, there was some inappropriate voting going on.” “I don’t think that [Rose] will be certified as the winner of the 15th,” Shaw said. “It’s not totally clear who gets to make that decision. I do not agree that he is the winner of the 15th.” Party bylaws provide very few specifics to determine the election process of the chair and its members. Winchester hired corporate attorney Steve Boulton to challenge the voting procedures. Boulton works for Peraica and Associates, a firm with longstanding ties to conservative radio talk show host and political schemer Dan Proft. Peraica and Proft, both strident tea party conservatives who have long yearned for a smaller state government, are hardly strangers to losing elections and then swiftly protesting the results. Neither Proft nor Winchester returned messages seeking a comment for this story, but both are working to thwart Rose’s victory and elect Shaw to the party chair position. While he may stand to benefit from Proft’s behind-the-scenes machinations, Shaw sought to distance himself from the provocative radio host on Wednesday, choosing rather to embrace an embattled governor — and the party’s top donor — in pursuit of his own narrow election win. “I don’t really know Dan that well,” Shaw claimed. “I know he’s a radio personality. I’ve seen him at a few events.” Operatives aligned with Rauner and Schneider have privately suggested Proft and Ives are backing Shaw’s candidacy to settle a political score from a bitter primary. “If I’m such a big fan of Dan Proft, why did I have choice words with him?” Shaw said, referring to a December shouting match between the two men at a Republican event. “He came in and gave a speech and I thought unfairly criticized precinct organizing efforts,” Shaw said. “I got up and questioned his credentials to have a position like that.” Sources close to Ives believe Rauner’s general election loss to billionaire Democrat J.B. Pritzker is inevitable. They are seeking a statewide reset at the party level, which includes a plan to purge Rauner’s allies from the controls over the upcoming four-year term and realign the party closer to the nationalist themes from President Trump’s 2016 campaign. . . “As long as they want to paint a rosy picture, I’d ask them to keep thinking that way because they’re in for a surprise in November,” Shaw predicted. “Bruce Rauner is a fighter. I predict Bruce Rauner gets re-elected governor and I’m going to be there standing by his side as his chairman. He’s my governor and he’s going to be my governor another four years.”)

(FROM THE ARTICLE: During Chicago Left in Review’s episode a week before the Republican State Central Committee (“SCC”) election of a new Republican State GOP Chairman in Springfield on January 15, 2005 and during its shows that followed over the last two weeks after the election—the host and his panel chose to ignore the event. Not a mention– nothing, nada, zero, zip. The event attracted about 500 Republican activists, operatives, party functionaries, office holders and wannabees– including more than 150 County, Ward and Township Committeemen; State GOP Chairman candidates Andy McKenna, Jr., Steve McGlynn, Jim Oberweis, John Cox and Jim Nalepa. Andy McKenna, Jr., who is known for his father’s and perhaps his own fundraising prowess and business contacts and who ran in the Republican U. S. Senate Primary in 2004, garnering 14% and a 4th out of 7 candidates finish, won the State GOP chairmanship vote, primarily because of the backing of the Illinois Republican Party Finance Committee, i.e., in large part the Chicago Metropolitan Republican Business Interests and Donors. McGlynn, who had campaigned vigorously for the position, withdrew prior to the vote when he saw he could not get a majority of the SCC weighted vote. Nalepa, who drew acclaim and cheers from the assembled for his stirring speech, came in a very distant second to McKenna– who, in addition to the aforementioned money interests, had the New Republican Establishment behind him– Lahood-Kirk, for sure, and most likely Cross. Of course, the New Republican Establishment and money interests go together like ham and cheese.)

(FROM THE ARTICLE: McKenna Takes ‘The Titanic’ There really was no surprise when the State Central Committee of the Illinois Republican Party met in Springfield January (15) to elect a new party chairman. Although more than 500 county party leaders, GOP activists, and reporters jammed the Renaissance Hotel, the chairmanship was being decided by just the 19 SCC members–all of whom had weighted votes–in executive session. Thus, while Chicago businessman and onetime GOP U.S. House hopeful Jim Nalepa held the crowd spellbound with his presentation and his call for beginning the meeting with the under-attack Pledge of Allegiance, the SCC gave 86% of its votes to rival Andy McKenna, Jr. and made him chairman. (Two other contenders, state Vice Chairman Steve McGlynn and Cook County GOP Chairman Gary Skoien, withdrew before the vote). The chief executive officer of the Schwarz Paper Co. and third-place finisher in the Republican Senate primary last year, McKenna is considered a strong conservative who makes no bones about his pro-life stance. His position is in sharp contrast to that of the outgoing chairman (and lone GOPer in statewide office), Treasurer Judy Baar Topinka, long criticized by party conservatives. A successful businessman and proven fund-raiser (he raised more than $2 million for his Senate bid), McKenna is also light years removed from the old statehouse gang of Republicans who are presently targets of corruption probes. Asked by reporters about how the Illinois GOP–which lost both a Senate and U.S. House seat last fall as well as the state’s electoral votes–could withstand the racketeering trial of former Republican Gov. (1998-2002) George Ryan, the chairman-elect replied: “The people in the Ryan trial are not part of this party.” Although many conservatives praised McKenna as a fresh leader, others were critical of his failure so far to denounce the Democratic machine of Chicago Mayor Richard M. Daley or to hint that he would fire any of the Topinka staff at state party headquarters. Many conservatives do not like the selective, back-room mechanism for choosing a chairman, convinced that had a new state convention been called with delegates more representative of the party grass-roots, Nalepa and his magnetic speaking style would have carried the day. Jack Roeser, head of the conservative Renew Illinois group, led a delegation to Springfield to demand that the SCC refuse to elect a chairman and that a new convention be called for this task. Prior to the vote, Roeser hinted to me that he and his allies on the right might well pursue a change of the party rules to permit such a convention and a vote on party officers–especially on Roeser’s longtime arch-enemy, Republican National Committeeman Robert Kjellander. As for Nalepa, Chicago political strategist Bill Pascoe told me that Nalepa’s remarks “wowed the crowd” and that his “moving around the room with a microphone, Elizabeth Dole-style, was visually riveting.” Pascoe noted that the former U.S. Army ranger was unrecognized by most Republicans two months ago. “But after this campaign for chairman,” he added, “there are a number of leading Republicans trying to figure out how to put Jim Nalepa to good use for a party in desperate need of new leadership.” Hinting strongly that the runner-up would yet have his day in the sun, Illinois political blogger par excellence Jeff Berkowitz concluded: “Andy McKenna, Jr., was elected this afternoon. … Jim Nalepa, who won the hearts and minds of many in the one hour or so public portion of the Republican State Central Committee meeting, came in second. …”)

This analysis comes courtesy of the office of distinguished public servant and retiring Cook County Clerk David Orr. His office on Wednesday released its post-election report for the March primary. Orr’s office is one of a handful of county clerks that provides the detailed post-mortem statistical analysis. The clerk’s website has post-election reports dating back to 2008. “We send it to a few friends,” Orr told me Friday. “If we get a good idea from somewhere else we adapt it. Every year we build on it.” The 110-page report is full of data about voter behavior, trends and historical analysis. For some, this dense study might seem like a cure for insomnia. But political geeks can discover compelling nuggets about when, how and where people voted — or didn’t vote. The March primary saw record-breaking or near-record setting marks in the number of registered voters, voters who took part in the election, the percentage of voters who participated in early voting and the overall turnout rate, the report said. “There are some fascinating findings,” Orr told me. “One result was the amazing percentage of Democratic ballots versus Republican ballots.” In March, 76 percent of suburban Cook County voters pulled Democratic ballots. That ties with the February 2008 primary for the highest percentage in the past 24 years. The lowest rate of Democratic ballots pulled since 1994 was in March 2014, at just 45 percent. “I don’t think it’s a case of Republicans not voting so much as it is greater numbers of Democrats turning out,” Orr said. “You had hot races for governor in both parties and several other hot contests.” Statewide, incumbent Gov. Bruce Rauner eked out a narrow win over challenger Jeanne Ives in the Republican primary. Rauner won with about 52 percent of the vote — an unexpectedly close margin of about 20,000 votes. Rauner carried suburban Cook County by about 10,000 votes, though Ives, a state representative from Wheaton, won in Bremen, Lemont, Thornton and Worth townships. (FROM THE ARTICLE: Bruce Rauner has played his cards incredibly close to the vest since winning the GOP gubernatorial nomination, disclosing almost nothing about who will be on his team, how he’d balance the budget and what his governance style would be. But we may have learned a few things from his decision to oust Jack Dorgan as Illinois GOP chairman and replace him with Cook County Commissioner Tim Schneider. The first thing we learned is that, for a zillionaire used to getting his way, Mr. Rauner sometimes can act with a minimum of fingerprints. Though Crain’s (via an AP story) and other outlets reported this morning that Mr. Dorgan had chosen not to seek a new term as chairman and instead would become co-chair of Mr. Rauner’s finance team, the truth is that he was pushed. Multiple party sources report that Team Rauner was concerned that it didn’t look very good that the state party was headed by a registered lobbyist with an A-list of clients — or that, at a time when incumbent Gov. Pat Quinn is under fire for alleged patronage abuses, Mr. Dorgan had held top political jobs with former Govs. Jim Thompson and Jim Edgar. So squeaky-clean was in and the political warhorse was out. Good for Mr. Dorgan for getting the message and not putting up a fight. But we certainly learned that Mr. Rauner is capable of decisive actions that pull the plug. I think we also discovered that Mr. Rauner is loyal — particularly to people who emulate his mode of politics of being socially moderate and fiscally conservative. BIG EARLY BACKER Mr. Schneider didn’t return my call today. But he was an early, big backer of the Rauner candidacy, and he’s really tight — he once tried to block creation of a county film office as frivolous spending — without having developed a reputation as a social-issues crusader. It also doesn’t hurt a bit that he cuts a nice figure on TV, a crucial skill in this media-driven age. Meanwhile, in statements, Mr. Rauner is praising Mr. Dorgan as “an extraordinary chairman,” and Mr. Dorgan said the party is “firing on all cylinders and ready to deliver a new direction to the people of Illinois.” Mr. Schneider does have one opponent in the vote set for May 17: Blair Garber, the committeeman from the North Side/north suburban 9th District. But I’d be surprised if there was much of a fight. Gubernatorial nominees by tradition get to remake their party. And if this nominee becomes governor, we may have learned a couple of things about how he’d remake Illinois.)

But as of our latest tabulation in January, the college’s legal bills in the case had already reached $527,600 and who knows if that’s all of it. Robert Winchester, a 15th district committeeman candidate, a key district in southern Illinois, is disputing the validity of the results of his own election and threatening the Illinois Republican Party with legal action if it continues to identify his opponent, state Sen. Party response: “A majority of Republican precinct committeemen in IL-15 cast their vote for state Sen. In a letter addressed to Andrew Collins, the executive director of the Illinois Republican Party, Winchester’s attorney alleges “substantial irregularities in the voting procedures in key counties of the 15th district.” “It is thereby demanded that the IRP take down all of the announcements in which Rep. Rose is identified as either the person receiving the most votes in the 15th district or identifying Rep. Enter the newly-elected Republican State Central Committeemen, who are to meet May 19th to vote on the next chairman. Each of the votes is weighted. The district with the greatest weighted vote? The one under dispute in the 15th. While Rose supports Schneider, Winchester had pledged his support to challenger Mark Shaw, who is Lake County’s GOP Chairman. GOP sources tell us that the unofficial breakdown is pretty closely divided between Schneider and Shaw, making the 15th district outcome all that more impactful. Disunity: If Schneider cannot hold onto power, that’s a direct reflection on Rauner’s weakened grasp of his party. (FROM THE ARTICLE: Sources have told Prairie State Wire that Bob Winchester has retained counsel to challenge the voting procedures used in his race for Republican State Central Committee in the 15th Congressional District, which the Illinois Republican Party claims was won by Sen. Chapin Rose (R-Mahomet). The first step in the legal action is expected to be an appeal to the Illinois State Board of Elections, which under law, must certify the votes in party elections. Among other charges, Winchester is expected to challenge the use of votes by acclamation in some counties — a move that gives the candidate with more than half of the votes the entire final tally, which violates party rules and may violate state law. Republican sources said that the Republican Party put up Chapin to run against the incumbent Winchester as punishment for his backing Rep. Jeanne Ives (R-Wheaton) in the Republican primary against Gov. Bruce Rauner. Winchester, who could not be reached for comment, also opposes the re-election of GOP Chairman Tim Schneider. The party’s 18 central committee people, one representing each congressional district, is scheduled to meet May 19 to elect a state chairman, and sources say that Schneider’s re-election bid is in jeopardy. Mark Shaw, Lake County Republican chairman and central committeeman in the 10th Congressional District, said that people should not jump to conclusions about the outcome of the race between Winchester and Rose. “Just because the party said Chapin won doesn’t mean he won,” Shaw said. “Until May 19, there is no party governing board, and Chaplin can’t just show up on that day and act like he’s a committeeman. The results have to be certified first, and I expect the board will find a lot of irregularities in the voting process.” He added that he knows Winchester as a man of “integrity and honesty” and he would not be taking legal action unless he was convinced that election law procedures were violated. Results of the election show that Winchester received zero votes in nine of 33 counties, including four of the 10 most populated, a result that Shaw and others said would be impossible. Several counties, sources said, failed to even offer Winchester as a candidate for consideration. In Fayette County, home to Randy Pollard, Rauner’s downstate director, Winchester was not presented as an option. “Pollard asked for a voice vote by acclamation for Chapin (Rose) and just moved on,” a source said. “He didn’t even mention Winchester was a candidate, much less the incumbent.” Rose also received zero votes in 13 counties carried 100 percent by Winchester. In all, 22 of 33 counties voted by acclamation, representing 63 percent of Rose’s vote and 59 percent of Winchester’s. County votes are weighted based on their respective turnout in the March primary. Republican sources also said that aides to U.S. Rep. John Shimkus (R-Collinsville) recruited Rose to challenge Winchester, offering to help him replace Shimkus in Congress when the opportunity presents itself.)

Governor Rauner and Lieutenant Governor Sanguinetti are touring Europe and the state, respectively, to seek answers on vocational and training programs for Illinois youth. YouthBuild Mclean County in Central Illinois is one program close to home that is currently fulfilling the requirements. “Many decades ago our school system used to offer apprenticeship tracks”, said Lt.
