Or else, well, they won’t hand you the sheepskin and you can hide in a corner, I guess. Under plans unveiled by the mayor today, all students, starting with current freshmen (class of 2020), would have to meet one of several standards to graduate. Those are presenting a college acceptance letter, an acceptance letter from a branch of the U.S. military, or proof of admission to a jobs program like a coding bootcamp or an apprenticeship, acceptance into a “gap year” program, or a job or a job offer.)

— New Administrative Leave Categories Established By Congress – Wayne Coleman  (DIERSEN: Constructively, my Democrat GAO superiors have had me on reduced pay administrative leave since September 30, 1997.  So far, in today’s dollars, that has cost me $1,406,808 ($10,250/mo. salary minus $4,238 pension times 234 months equals $1,406,808).)
https://www.fedsmith.com/2017/04/05/new-administrative-leave-categories-established-congress/
(FROM THE ARTICLE: The second addition to Chapter 63 establishes investigative leave and notice leave by adding Section 6329b. The investigative leave is for use when an employee is under investigation. The notice leave is for use when an employee has been placed on notice of an impending adverse action. These two forms can be used independently or notice leave can follow a period of investigative leave if an adverse action is proposed at the conclusion of an investigation. To use these forms of leave, the agency must determine that the employee’s continued presence may: Pose a threat to the employee or others; Result in the destruction of evidence relevant to an investigation; Result in loss of or damage to Government property; or Otherwise jeopardize legitimate Government interests. The agency also must consider the following alternatives before using either investigative leave or notice leave: Assigning the employee to duties in which the employee no longer poses a threat described in the preceding paragraph; Allowing the employee to take another form of leave for which the employee is eligible, e.g., annual leave; Carrying the employee in absence without leave status (AWOL) if the employee is absent from duty without approved leave; and Curtailing the notice period for an employee subject to one if there is reasonable cause to believe the employee has committed a crime for which a sentence of imprisonment may be imposed; and find that none of these options is appropriate. Generally, investigative leave may be granted for a period of 30 days, but extensions for up to 90 days are possible when approved by the agency’s Chief Human Capital Officer or his designee. Extensions, in 30 day increments, beyond the 90 day total are possible if the agency submits a report to the Committee on Homeland Security and Governmental Affairs of the Senate and the Committee on Oversight and Government Reform of the House of Representatives, along with any other committees of jurisdiction. Notice leave will be granted only for the duration of the prescribed notice period. Here, too, OPM will issue regulations to guide agencies in utilizing investigative and notice leave by the September date mentioned above.)

— Trump-supporting mayor Roger Claar appears to survive re-election scare – AP
http://wgntv.com/2017/04/04/suburban-mayor-and-trump-backer-in-tight-re-election-race/
(FROM THE ARTICLE: BOLINGBROOK, Ill.  — A longtime suburban Chicago mayor who held a fundraiser for President Donald Trump last year was holding on to a narrow lead in his re-election battle with a union organizer backed by top Democrats. With all precincts reporting late Tuesday, Bolingbrook Mayor Roger Claar held a 62-vote lead over Will County Commissioner Jackie Traynere. The county clerk’s office said vote by mail ballots postmarked by April 4 and provisional ballots remain to be counted. The vote tally will be made official April 24. Traynere spokesman Tom Bowen acknowledged because of the number of outstanding votes, Traynere is facing an “uphill battle.” “Jackie called him and congratulated him on a great race,” Bowen said. Claar did not return telephone calls seeking comment late Tuesday.)

— Some Suburban Elections Still In Question With Many Close Races – Bernie Tafoya
http://chicago.cbslocal.com/2017/04/05/some-suburban-elections-still-in-question-with-many-close-races/
(FROM THE ARTICLE: Tuesday’s suburban elections saw a handful of possible upsets and several tight contests, with some races for mayor separated by only a handful of votes. In southwest suburban Bolingbrook, incumbent Mayor Roger Claar faced his strongest challenge in years, triggered by his support for President Donald Trump. Last September, Claar invited the then-presidential candidate Donald Trump to a fundraiser at the village-owned Bolingbrook Golf Club. Democratic mayoral candidate Jackie Traynere is one voter who hasn’t forgiven Claar. “We went and petitioned the Mayor with 1,100 signatures and we asked him not to invite Donald Trump here [Bolingbrook]. We didn’t feel his message of hate was in step with the community,” Traynere said. Trump’s opponent, Hillary Clinton, won 66 percent of the vote in Bolingbrook, but Claar appeared to hold on for a narrow victory on Tuesday. He led by 104 votes, according to unofficial vote totals in Will and DuPage counties, but Claar acknowledged the race likely won’t be decided for a couple weeks.)

He called the college “a wonderful jewel and an asset to this community.” “I congratulate Gordon and wish him the best in his service on the board,” Gray said Tuesday night. “I’ve enjoyed the 18 years I’ve been there, and I’m sure he will do a great job.” Gray has long worked in campaigns, and during last year’s primary season, was Illinois and Missouri state director for the campaign of President Donald Trump. http://www.gopusa.com/?p=22702
(FROM THE ARTICLE: Washington Rep. Pramila Jayapal has teamed up with Vermont Sen. Bernie Sanders to introduce a bill that would make four-year public college free for families making less than $125,000, and make community college free for all. The $600 billion cost would be funded by a tax on Wall Street speculation. The College for All Act would also reduce student-loan debt by cutting all student- loan interest rates for new borrowers in half; enable existing borrowers to refinance loans based on the interest rates available to new borrowers; and prevent the federal government from profiting off the student-loan program. Its sponsors say the bill would reduce student debt by allowing existing federal aid to cover other college costs, including books, housing and transportation. It would require states and tribes participating in the program to cover the full cost of college for their poorest students. It would also increase the size of work-study programs. The bill’s co-sponsors, all Democrats, include Rep. Keith Ellison, D-Minn., and Sen. Elizabeth Warren, D-Mass. It’s been endorsed by the American Federation of Teachers, the National Education Association and the American Association of University Professors, among others.)

http://www.marketwatch.com/story/5-ways-millennials-have-it-harder-than-their-parents-did-when-it-comes-to-money-2017-04-05
(FROM THE ARTICLE: It’s harder to get a good job  In 2016, according to data from the Economic Policy Institute, the unemployment rate for college grads was 5.6%, only a tenth of a point higher than the pre-recession rate in 2007. Not too shabby. What’s a concern, though, is underemployment — a figure that includes jobless people looking for work, part-time workers who want to go full time, and unemployed people who have recently given up looking. The current underemployment rate for young college grads? 12.6%. A three-percentage-point jump from 2007. The picture is worse if you don’t have a college diploma: The underemployment rate for high school grads is 33.7%. (in 2007, it was 26.8%.)

— The case for taxing inherited wealth – Barry S. Rabin  (DIERSEN: How much money did/will you inherit?  My Democrat GAO superiors, supervisors, coworkers, and subordinates were furious when my wife inherited money during the 1980s when her parents died.)
http://www.chicagotribune.com/news/opinion/commentary/ct-federal-estate-tax-rate-perspec-0404-md-20170404-story.html
(FROM THE ARTICLE: It’s for the feds to do something like Pennsylvania has done with its inheritance tax: Tax from Dollar One (after deductions for funeral expenses, medical bills and other legitimate debts), but at very modest rates. You see, Pennsylvania only takes 4.5 percent from an estate whose heirs are the decedent’s children, grandchildren or other “lineal descendants.” It exempts spouses from tax altogether and also provides generous exemptions for legitimate family-owned farms and businesses. (The feds, by contrast, currently have a top rate of a confiscatory 40 percent, although as I said, it’s a joke since almost nobody pays it.) Taking a small cut of each transfer of wealth passing upon death makes a lot more sense — and, in my view, is much fairer — than overtaxing working people or continuing to run up the national credit cards, with the whopping bill eventually going to us.)

The $5.4 million, intended to cover back pay, compensatory damages and legal fees, is the largest individual award ever ordered through OSHA’s whistle-blower protection program, according to Barbara Goto, the agency’s regional administrator in San Francisco. It is also the first financial penalty against a company that the agency has announced in a news release since President Trump was inaugurated.)

(FROM THE ARTICLE: The other day, one of my sources suggested I get a job in corporate public relations. That’s where the money is, he told me. While he may be right, he’s overlooking the reason journalists do what they do. Journalists believe in finding truth, or reporting it as close as objectively possible. They also believe in holding government accountable to its citizens, among many other responsibilities. There is a gratification in being able to inform readers of something they didn’t know or news they can use in their everyday lives. Landing a position in corporate or government PR is a lot more lucrative than working at a newspaper or a TV station. It’s been that way for a long time. It’s a good job, and many of those folks are helpful in communicating to news outlets. But PR and marketing positions have drawbacks. One of them in particular is that many PR folks must toe the company line. It’s hard to get to objective truth when there’s a built-in bias. What news outlets can’t do is let government and other institutions become less accountable to the public. The official line can’t become the only line. The news release from a government agency or corporate entity shouldn’t be treated as gospel. Many newspapers are hungry for stories to fill their pages. Enterprising groups, including the conservative Illinois Policy Institute, sense that desperation. A few years ago, the institute formed the neutral-sounding Illinois News Network, which offers stories with a conservative bent to newspapers around the state. The Illinois News Network is nothing to scoff at. Recently, it hired a big player in northern Illinois’ media world as its news director — Dan McCaleb, editorial director of Shaw Media, which runs a bunch of papers in the suburbs. (Full disclosure: I worked for the institute for five months after working for a Shaw Media weekly.) Another conservative group is distributing supposedly local newspapers that favor Gov. Bruce Rauner and other Republicans. Starved Rock Country has its own version, the Illinois Valley Times. I have yet to find one writer in that paper who has burned any shoe leather anywhere near here. Many of its writers hail from the Philippines. Covering La Salle County from across the world is no substitute for reporters on the ground holding the powers that be accountable. I’ll do what I can to avoid ending up as a PR flack for corporate types. The work of a journalist is too essential.)

Did you have any debt when you graduated?  I did not, and I owned a 1969 Dodge Charger SE. I paid for my college education with the money that earned working part-time for the Park Forest Post Office 1966-1969. (FROM THE ARTICLE: Only 46 percent of the students who were about to graduate in 2016 with bachelor’s degrees had a job offer, according to the National Association of Colleges and Employers, which does a survey of graduates each year. That’s an improvement over 2009, when only 41 percent had offers as the nation was coming out of the Great Recession, but it’s far below the 80 percent who were graduating with jobs before the recession, said association researcher Kenneth Tsang. In addition, pay levels have been stuck. Although college costs have been rising faster than inflation and the average college student with student loans leaves college with about $30,000 in debt, the survey has found that salaries aren’t budging. In 2016, the median salary for graduates who found jobs was $47,358, essentially flat for the last five years, Tsang said. Pay ranged from $65,000 for math majors to $31,000 for social science majors and $20,000 for those in the performing arts.)

(FROM THE ARTICLE: White House Chief of Staff Reince Priebus received almost $500,000 from the Republican National Committee in 2016 as he led the party to wins at both ends of Pennsylvania Avenue, according to a financial disclosure form released Friday. Priebus served as chairman of the RNC from 2011 until joining the Trump administration in January. He was paid a base salary of $225,000 in 2016 plus two bonuses totaling $175,000. The party also spent just over $57,000 on rent for a Washington-area home. At the beginning of 2017, the committee paid him an additional $33,000. Appointed by President Donald Trump shortly after the election last year, Priebus has attempted to draw on his long-standing relationships with Republicans in Congress to help shape and shepherd Trump’s agenda. A fixture in Wisconsin politics for most of his adult life, Priebus worked as a litigator at Milwaukee law firm Michael Best & Friedrich LLP, where he became partner in 2006. He went on leave from the firm when he became party chairman and more formally severed ties at the end of 2016, when he received a $450,000 equity buyout. He also was paid a $50,000 bonus by the firm and had $96,408 from his capital account returned to him. Priebus also reported assets totaling at least $350,000 in an American Funds mutual fund and two bank accounts.)

http://wgntv.com/2017/03/31/trumps-pressence-could-be-felt-in-suburban-election/
(FROM THE ARTICLE: Next Tuesday, suburban voters head to the polls. In Bolingbrook, a small municipal contest could be early test of how President Donald Trump will impact local elections. For 31 years, Roger Claar has served as Bolingbrook mayor.  He’s on the ballot again Tuesday. But he’s facing a serious challenge from Jacqueline Traynere. Claar hosted for Trump last fall.   The big money event was held at the village-owned Bolingbrook Golf Club, or as some residents call it, “Rog Mahal.” “You’re bringing in somebody who talks negatively about the minorities in our community, who disrespects the message on the Statue of Liberty, who just spews hate,” Traynere said. Bolingbrook voted overwhelmingly for Hillary Clinton and Traynere is pounding Claar for backing Trump. Today, Claar hit back. “She’s an opportunist. She’s running because of the Trump fundraiser,” he said. “I doubt she would have run otherwise.  I’ve had many people tell me, ‘I was disappointed, but I’ve forgiven you.’” The race has also turned personal. Traynere claims the mayor was unprofessional and rude to her when raised questions about violence against women. “I do believe that we have a domestic violence issue that’s pretty high profile in our community,” she said. “He requested the meeting to tell me to sit down and shut up. This is the kind of mayor that we have in this community. If he doesn’t like what you have to say he tells you to sit down and shut up. He’s a bully.” The mayor told WGN News he doesn’t recall the conversation. “I don’t bully. I’m a bully for Bolingbrook. I stand up for Bolingbrook,” he said. Traynere has also made Bolingbrook’s debt an issue in the campaign. “Two years ago, we only owed $180 million. As of June of last year, we owed $316 million,” she said. Mayor Claar admits the village is adding debt, but he says it’s being used for crucial infrastructure investments. He says Traynere  may serve on the Will County Board, but she has no municipal experience. “She’s saying nothing about what she’s going to do except for saying hate me and called me a bully. Now, is that a good platform? I guess we’ll see Tuesday.” Mayor Claar says he does not regret the Trump fundraiser.)

https://www.nytimes.com/2017/03/31/business/media/april-ryan-white-house-spicer-trump.html
(FROM THE ARTICE: By the time April D. Ryan left the White House briefing room on Tuesday, she was already making headlines: on live television, President Trump’s press secretary, Sean M. Spicer, had cut off her questions to chastise her for what he deemed an inappropriate shake of her head. In Ms. Ryan’s basement office in the West Wing, the phone started to ring. Her fans, it seemed, were having none of it. “I was appalled at the way Sean Spicer was treating you with such disrespect,” said a pained-sounding woman named Pam, who said she had listened to Ms. Ryan, the White House correspondent for American Urban Radio Networks, for years. “I have people come at me in all sorts of ways,” Ms. Ryan told Pam, nodding. “I thank you so much.” Hanging up, Ms. Ryan, whose workspace is about the size of a telephone booth, checked her Twitter account. After Mr. Spicer’s harangue, she had tweeted a single word — “Lawd!!!!” — which was rapidly going viral. (By week’s end, it would be retweeted more than 6,000 times.) Somebody had replied with a video of Melissa McCarthy imitating Mr. Spicer on “Saturday Night Live” by shoving a lectern at a reporter. Ms. Ryan howled with delight. “I love Melissa McCarthy!” she said. One of the few black journalists in the White House press corps, Ms. Ryan has covered presidents and clashed with press secretaries for 20 years. But her encounters with the Trump administration are propelling the 49-year-old, Baltimore-bred journalist to a new level of prominence — and into a contentious debate over this White House’s attitudes toward gender and race. First there was Mr. Trump’s bizarre request, at a February news conference, that Ms. Ryan arrange a meeting between him and the Congressional Black Caucus. “Are they friends of yours?” the president asked, apparently oblivious to the racial undertones of posing such a query to a black journalist. Then came Tuesday, when Mr. Spicer laced into Ms. Ryan after she asked how the administration planned to revamp its image in light of reports about suspicious ties with Russia. “It seems like you’re hellbent on trying to make sure that whatever image you want to tell about this White House stays,” Mr. Spicer shot back from the lectern, after accusing Ms. Ryan of harboring an “agenda.” When Ms. Ryan tried to clarify, he interrupted. “You’re asking me a question and I’m going to answer it,” he said, adding in a tone: “I’m sorry, please stop shaking your head again.” Mr. Spicer is belligerent on the best of days. But his tone toward Ms. Ryan struck some viewers — including Hillary Clinton — as pointed and condescending, particularly because it was directed toward a black woman. “April Ryan, a respected journalist with unrivaled integrity, was doing her job just this afternoon in the White House press room, when she was patronized and cut off trying to ask a question,” Mrs. Clinton told a women’s group in California. (Mrs. Clinton, who has sat for interviews with Ms. Ryan, saw the exchange on Twitter that day and added the line to her speech.) The hashtag #BlackWomenatWork trended on Twitter, linking Ms. Ryan with Representative Maxine Waters of California, whose hairstyle was mocked by the Fox News host Bill O’Reilly (he later apologized). Whoopi Goldberg expressed her disgust on “The View.” John Dingell, the former Democratic representative from Michigan, wrote on Twitter: “If the WH doesn’t want talented journalists like @AprilDRyan to shake their heads, perhaps they should stop acting like some damn children.” For Ms. Ryan, the attention is energizing, and a bit unsettling. She posted supportive comments from fans and celebrities on her Twitter feed, but also some of the racist replies that she says are a byproduct of her job. When a Florida radio host requested a photo with her at the White House — “I just love the way you don’t take no for an answer” — Ms. Ryan politely declined. “It’s going to look like I’m gloating,” she said. “Look, I’m a black woman in a white male dominated town,” Ms. Ryan said later, when asked if she felt treated differently. But she said her primary goal was to remain focused on her work. “I like Sean Spicer,” Ms. Ryan said. “I don’t want this to hurt him.” She paused. “I don’t want it to hurt me, either.”)
