(FROM THE ARTICLE: Illinois: Alienate the Base and Swing Voters Bruce Rauner might seem like an odd fit in this list. He’s the governor of Illinois, one of the most reliably blue states, so it might not be clear that this race was “winnable” in the first place. But other incumbent Republicans in bluer states—like Massachusetts Gov. Charlie Baker, Maryland Gov. Larry Hogan and Vermont Gov. Phil Scott—seem to be in good shape despite governing states that are arguably bluer than Illinois. So why not Rauner? The answer is pretty simple—Rauner has managed to alienate his base without winning over skeptical voters from the other side. Rauner, like other blue state Republicans, originally promised not to do much on social issues. But he went back on that promise and expanded taxpayer subsidized abortions. That led to an almost-successful primary challenge—state legislator Jeanne Ives finished just three percentage points behind Rauner in the state’s Republican primary. Other blue state Republicans make up for these transgressions by governing competently. That’s arguably what happened to Phil Scott, who managed to win renomination in Vermont by a solid margin despite losing some support over his a gun control bill. But Rauner had serious issues with the state budget. As a result, his overall approval rating in the most recent Morning Consult poll was only 27 percent—making him the least popular incumbent governor running for re-election.)

Instead, he continues to flap against Madigan. Rauner is still getting hammered for the state’s budget impasse while Democrats who fed it are coasting. Remember: Rauner vetoed the first budget sent to him because it was $4 billion out of balance. The next budget the House prepared in 2016 was $7 billion out of balance. And the 2017 budget that included a 32 percent income tax hike and zero spending reforms? Rauner vetoed it. The legislature overrode him. You don’t hear enough about Rauner protecting taxpayers against a spend-happy legislature that hasn’t passed a balanced budget in more than a decade. Republican voters who felt jubilant on election night 2014 with Rauner’s victory and renewed hope that Illinois would turn itself around should prepare for a crash landing. Bring plenty of tequila. In once-safe DuPage County, Trump’s antics and Pritzker’s money are mixing a strong anti-GOP antidote. Rep. Peter Breen, R-Lombard, who sailed to Springfield on a strong record of fiscal conservatism, is locked in a race with a liberal Madigan-funded Democrat, Terra Costa Howard of Glen Ellyn. She also is getting support from Planned Parenthood, with whom Rauner partnered in signing House Bill 40, which expanded public funding of abortion. The fact that Breen, and even GOP Congressman Peter Roskam of Wheaton, are struggling to retain their seats in DuPage County is a manifestation of a fading-fast Republican Party in Illinois. Other Republican-leaning areas, including Rep. Tom Morrison’s Palatine-based district and an up-for-grabs seat in Arlington Heights, are possible flips to the Democrats. Rep. John Cabello, R-Machesney Park, is in a tighter-than-expected race with Democrat Jake Castanza of Rockford. Prognosticators also say it’s going to be a rough ride for Republicans Jerry Lee Long of Streator and Lindsay Parkhurst of Kankakee. The GOP fought hard to wrest those seats from the Democrats and now the pendulum might swing back. Again — anything can happen. But the campaign expenditure reports from Pritzker are revealing, not just in their indulgences but in their braggadocio. You can almost hear the pop of a Champagne cork with each entry.)

(FROM THE ARTICLE: “Social Media is totally discriminating against Republican/Conservative voices,” and “the Trump Administration … won’t let that happen.” So wrote President Trump on Twitter Saturday, in a shot across the bow of increasingly Orwellian social-media companies. This comes on the heels of a Friday discrimination complaint the administration filed against Facebook alleging that “the way the company targets ads can be used to screen out people based on race, sex or other protected categories,” reports the Washington Times. While the latter complaint doesn’t relate to the censorship issue, it perhaps does signal the Trump administration’s determination to deal with social-media sleight-of-hand. As for its substance, the Times explains: The complaint goes to the heart of Facebook’s business model, which depends on being able to offer advertisers micro-targeting. “Facebook mines extensive user data and classifies its users based on protected characteristics. Facebook’s ad targeting tools then invite advertisers to express unlawful preferences by suggesting discriminatory options,” the Housing and Urban Development Department said in the complaint. Among those options are physical disabilities, parents with children and even religious practices — advertisers are allowed to show their ads only to people Facebook deems interested in “Jesus” or the “Christian Church,” for example.)

(THE ARTICLE: In 1980, when I was 31 years old, I took a $19,203 (26%) pay cut in today’s dollars to transfer from IRS to GAO – a downgrade from GS-12 Step 5 (currently $91,880) to GS-9 Step 10 (currently $72,677). According to the Office of Personnel Management, 77% of current federal employees have worked for only one agency, 15% have worked for two agencies, and only 8% have worked for three or more agencies. I worked for the Post Office 1966-1969, for IRS 1971-1980, and for GAO 1980-1997. I should write a book about transferring between federal agencies.

 

GAO audits IRS. In 1980, when I was 31 years old, my Democrat GAO superiors, supervisors, coworkers, and subordinates vehemently opposed my transferring from IRS to GAO. Instead of my taking a $19,203/year (26%) pay cut in today’s dollars, they wanted me to transfer in as an intern and take a $58,902/year (64%) pay cut in today’s dollars (a downgrade from GS-12 Step 5 to GS-4 Step 1). To justify that, they viciously demonized, viciously denigrated, and viciously condemned a) the knowledge of IRS that I had gained by working for IRS for almost 9 years, the last 5 1/2 years of which at the GS-12 Step 1-5 levels, currently $81,071-$91,880; b) my having passed the CPA examination on my first attempt in 1979; c) my having almost completed the requirements for a master’s degree in accounting from DePaul; d) my having earned an MBA from Loyola in 1976; and e) the fact that much of what GAO Analysts do is similar to what IRS Revenue Officers do.

 

They hinted/implied/argued that IRS should NOT have a) hired me in 1971, b) promoted me in 1972, 1973, or 1974, or c) let me work there for almost 9 years. They hinted/implied/argued that the Post Office should NOT have a) hired me in 1966 or b) let me work there for almost 3 years. They were disgusted, outraged, and beyond furious that I transferred in with almost 12 years of federal seniority, 30 unused vacation days, and more than 100 unused sick days. They hinted/implied/argued/shouted that legislative branch employees were far superior to executive branch employees. They stressed that I had been a union member while I worked for the Post Office and for IRS and that I had filed grievances.

 

To turn everyone at GAO against me, they stressed to GAO employees a) who were Democrats, that I was a Republican, b) who were liberal or moderate, that I was conservative, c) who were non-Protestant, that I was a Missouri Synod Lutheran, d) who had less money than my wife and I had, that my wife and I had more money than they did, e) who were non-German American, that I was 100% German American, f) who had ancestors who had not been in America for a long time, that my ancestors had been in America since 1844, and g) who were veterans, that I was a draft avoider. They would not have done any of the aforesaid if I had been a Democrat, a minority, a female, or a veteran.

 

Have you worked in toxic workplaces? Soon after I transferred from IRS to GAO in 1980 when I was 31 years old, I learned how toxic its Chicago office was for those who shared my demographics. Nevertheless, I counted on the GAO manager who had arranged for my transfer a) to protect me from political affiliation discrimination, from reverse discrimination, and from age discrimination, b) to get me assigned to audits of IRS, c) to get me promoted to GS-11 Step 10 (currently $87,933), to GS-12 Step 5 (currently $91,880), to GS-13 Step 1 (currently $96,403), etc. However, ever-increasingly, the Democrats who ran the office did everything that they could to get rid of him. Nevertheless, in 1986, he succeeded a) in getting me assigned to audits of IRS and b) in promoting me to GS-13 Step 1 (currently $96,403). However, the Democrats succeeded a) in getting rid of him in 1987, b) in throwing me off audits of IRS in 1989, c) in keeping me off audits of IRS for the rest of my GAO career, d) in giving me unfair performance expectations and unfair performance appraisals, e) in always ranking me the bottom half of my coworkers for pay-for-performance purposes, and f) in forcing me to take their early retirement “offer” in 1997 when I was 49 years old.)

We now pause for the laughter to die down. The master cylinder and four calipers were replaced, A/C was charged, carbonator was rebuilt and fuel pump replaced, minor electrical and mechanical problems were fixed, five new tires were installed, new battery was installed, etc. I could have avoided much if not all of the fuel system and brake problems if I had driven the car more – at least once each summer. But my excuse for not starting the car since 2009 is that since 2004, I have spent 10+ hours each and every day putting GOPUSA ILLINOIS emails together and sending them out.)

AARP surveyed 3,900 people age 45 and older who were working full-time or part-time or looking for work and learned that more than nine in 10 older workers see age discrimination as common. And 61% say they’ve personally seen or experienced it. Women are more likely than men to have seen or experienced age discrimination, according to the survey. More than three quarters of African-American respondents, 60% of Latinos and 59% of whites reported seeing or experiencing it. What AARP Says About Age Discrimination “Older workers want to work, they’re ready to work and they need to work,” said Susan Weinstock, AARP’s vice president of financial resilience. “They should have the opportunity to be judged on their merits, rather than their age.” But the survey results strongly suggest older job applicants routinely are denied that opportunity. Since turning 40, a striking 30% of respondents experienced at least one of these six actions and 17% experienced two or more: not getting hired for a job they applied for because of their age; heard negative remarks related to their older age from a colleague; passed up for a chance to get ahead because of their age; heard negative remarks related to their older age from a supervisor; were laid off, fired or forced out of job because of their age or were denied access to training or professional development opportunities because of their age. Among respondents who’ve applied for a new position in the past two years, 44% said they were asked for age-related information such as birth dates and graduation years. Such information is often used to discriminate against older applicants and requests for it discourage many older workers from applying, according to AARP. Fears of Getting Hired After a Job Loss About one third of the survey respondents said they doubted they’d be able to quickly land another job if theirs was eliminated. Almost half of them said the major reason would be age discrimination. Government data shows that nearly one third of workers 55 and older who lose their jobs are unemployed a financially-dangerous six months or more. By contrast, just 18% of those ages 16 to 54 are out of work similar periods. The AARP survey also suggests that most older workers don’t think they have much protection against age discrimination. While a majority reported seeing or experiencing age bias, barely 3% said they’d filed a formal complaint with an employer or government agency.)

(FROM THE ARTICLE: Twice since 2013, voters in the Wheaton and Warrenville area have rejected referendum proposals to raise taxes for the construction of a new preschool. Despite that, the Community Unit School District 200 board is proceeding with building a new Jefferson Early Childhood Center without voter approval through a different form of financing. But now a resident who opposes that measure has sued the district in DuPage County Circuit Court, seeking to halt the plans. Those in favor of building a new childhood center call the current 26,500-square-foot building outdated and note that the district in recent years has renovated or built anew every other school building except Jefferson. Jefferson, which was constructed in 1958 and had 277 pupils as of June, offers a traditional preschool and early childhood intervention for youths with mental or physical disabilities. Voters rejected a referendum proposal for a new Jefferson school in 2013, and again said no in 2017 as part of a much larger, $132 million proposal involving other district schools as well. Board President Jim Vroman said that after the 2017 referendum proposal failed, the district surveyed voters and found that “a substantial majority” supported building a new Jefferson. “That told us that voters were against the tax increase that the referendum would have generated if we had proceeded,” he said. Instead, the board agreed with a suggestion by a district financial adviser to use lease certificates, or secured lease credit financing, to fund a new Jefferson. District 200 would oversee construction of the estimated $15.5 million, 41,544-square-foot building, while Zions Bank would own the building. . .Frequent board critic Janet Shaw, who runs a blog that scrutinizes the district’s finances, long has questioned the legality of using lease certificates and added that “my real problem is that we don’t need (the new school building).” Shaw has filed suit against District 200, demanding a halt to the current plan to finance a new Jefferson. She is seeking a judge to require District 200’s board to submit a proposal for the new school building to the public via a referendum question. “District 200 is tampering with election results right here in DuPage County,” Shaw said. “The district thinks that by using the magic word ‘lease,’ its two failed referendum efforts and the will of the community are somehow erased and it can proceed in an identical manner as if a referendum had been adopted by the community to build and finance a new school.” A district spokesperson declined to comment on the lawsuit. (FROM THE ARTICLE: The University of Wisconsin System violated federal law when it refused to hire a former longtime employee because of her age, the U.S. Equal Employment Opportunity Commission (EEOC) charged in a lawsuit filed. According to the EEOC’s lawsuit, Bambi Butzlaff Voss, who was 53 years old and subject to a layoff from her job as a Marketing and Communications Specialist at the University of Wisconsin’s Waukesha campus, applied for six different positions with the University of Wisconsin System’s central office in Madison, including an Associate Marketing and Communications Specialist position. Butzlaff Voss had 25 years of experience performing tasks similar, if not identical, to the ones in the position she applied for. But, because of Butzlaff Voss’s age, the University refused to hire her. Instead, it hired a 23-year-old candidate with less than two years of experience. Such alleged conduct violates the Age Discrimination in Employment Act of 1967 (ADEA). The EEOC sued in U.S. District Court for the Western District of Wisconsin (EEOC v. Board of Regents of the University of Wisconsin System, Civil Action No: 3:18-cv-00602) after first trying to settle through its conciliation process. The lawsuit asks the court to order the University to hire Butzlaff Voss and provide back pay as well as pay liquidated damages. The lawsuit also seeks a permanent injunction prohibiting the University from discriminating against future candidates based on their age. “The Age Discrimination in Employment Act has been on the books for five decades,” said Gregory Gochanour, regional attorney for the EEOC’s Chicago District. “The EEOC will make sure employers follow the law, even if it means going to court to get the message across.” Julianne Bowman, district director of the EEOC’s Chicago District, said, “Workers over 40 years of age should have the same opportunities as those workers less than half their age. Ignoring a candidate’s decades of experience relevant to the available job, because of her age, to hire someone with less than two years of experience is illegal discrimination.”)
