(FROM THE ARTICLE: Who wants to deport “dreamers”? Not many people, it turns out. Even veteran immigration restrictionists seem willing to legalize this subset of undocumented immigrants if it is part of a package deal. That’s true even though a lot of what’s said about the dreamers is PR-style hooey. For example, it’s often said — indeed, former president Barack Obama just recently said — that the approximately 690,000 dreamers were “brought to this country by their parents.” Well, many were. But that’s not required to qualify as a protected dreamer under the various plans, including Obama’s. You just have to have entered the country illegally before age 16. You could have decided to sneak in against your parents’ wishes. You’re still a dreamer! Likewise, we’re told dreamers are college-bound high school grads or military personnel. That’s an exaggeration. All that’s actually required is that the dreamer enroll in a high school course or an “alternative,” including online courses and English-as-a-second-language classes. Under Obama’s now-suspended program, you didn’t even have to stay enrolled. Compared with the general population, dreamers are not especially highly skilled. A recent survey for several pro-dreamer groups, with participants recruited by those groups, found that while most dreamers are not in school, the vast majority work. But their median hourly wage is only $15.34, meaning that many are competing with hard-pressed lower-skilled Americans. The dreamers you read about have typically been carefully selected for their appeal. They’re valedictorians. They’re first responders. They’re curing diseases. They root for the Yankees. They want to serve in the Army. If dreamers are the poster children for the much larger undocumented population, these are the poster children for the poster children. Still, taking the dreamers as a whole, not just the dreamiest of them, they represent an appealing group of would-be citizens. So why not show compassion and legalize them? Because, as is often the case, the pursuit of pure compassion comes with harmful side effects. First, it would create perverse incentives. Can you imagine a stronger incentive for illegal immigration than the idea that if you sneak into the country your kids will get to be U.S. citizens? Sure, the protections don’t currently apply to recent entrants — under Obama’s plan, you had to have come before 2007. But those dates can be changed — Obama himself tried to do it once. And the rationale for rewarding those who arrive when young — that they’re here through “no fault of their own” and know only America, etc. — can apply on into the future, with no apparent stopping point. What about the poor kids who came in 2008? 2018? There’s a reason no country has a rule that if you sneak in as a minor, you’re a citizen. We’d be inviting the world. Second, it would have knock-on effects. Under “chain migration” rules established in 1965 — ironically as a sop to conservatives, who foolishly thought that they’d boost European inflows — new citizens can bring in their siblings and adult children, who can bring in their siblings and in-laws, until whole villages have moved to the United States. That means today’s 690,000 dreamers would quickly become millions of newcomers, who may well be low-skilled and who would almost certainly include the parents who brought them — the ones who, in theory, are at fault. There are obvious, sensible ways to control these side effects. Pair any dreamer amnesty with a major upgrade to our system to prevent a new undocumented wave — such as a mandatory extension of E-Verify, the system that lets employers check on the legal status of hires. Curtail the right to bring in distant relatives. Sen. Tom Cotton (R-Ark.) has proposed such a compromise — and it would be easy to compromise on his compromise, say by cutting back on chain migration only by the number of people that the new Dream Act adds to the citizenry. The president could declare a one-time act of mercy for those who came here during the pre-Trump Era of Laxity, but make clear the game was changed for future entrants. Why wouldn’t Democrats jump at such a deal? For years they’ve been touting “comprehensive immigration reform,” a mix of amnesty with stepped-up enforcement to prevent another undocumented surge. But the Dream Act is uncomprehensive. It’s all amnesty, no prevention — let alone any compensating reduction in legal inflows. It’s hard to avoid the thought that Democrats (and Republicans who support the Dream Act) aren’t really interested in preventing illegal inflows. They’re not inclined to take Cotton up on his deal because they don’t think they have to. If they win, we’ll get the compassion without dealing with its consequences. That would be especially unfortunate given the signs that Trump’s immigration crackdown, simply stepping up enforcement of current laws, is already helping to tighten the low end of the labor market and boost wages of low-skilled workers. News organizations are featuring stories from employers who aren’t getting their usual supply of undocumented workers and are forced to take radical measures — such as raising wages. Proof of this connection, in the public mind, may be what terrifies the pro-immigration lobby the most.)

(FROM THE ARTICLE: Republicans worry about vote fraud. Democrats claim that Republicans are just imagining things. But in testimony Tuesday before the Presidential Advisory Commission on Election Integrity, I will suggest a simple solution that could make both parties happy: Apply the background check system for gun purchases to voting. Democrats have long lauded background checks on gun purchases as simple, accurate and in complete harmony with the Second Amendment right to own guns. Senate Minority Leader Chuck Schumer, D-N.Y., has bragged that the checks “make our communities and neighborhoods safer without in any way abridging rights or threatening a legitimate part of the American heritage.” If Democrats really believe that the National Instant Criminal Background Check System doesn’t interfere “in any way” with people’s constitutional rights to own a gun, doesn’t it follow that the same system would not constitute an infringement on people’s right to vote? This would give Republicans a system for stopping vote fraud and Democrats a system that they have already vigorously endorsed. The NICS system doesn’t just determine if potential gun buyers have criminal histories. It also checks whether a person is in this country illegally, has a nonimmigrant visa or has renounced his citizenship. Such people are not allowed to vote. The system doesn’t currently flag people who are on immigrant visas but who could be added to the system. In 34 states, felons are not able to vote immediately upon release. The background-check system would detect these too. Of course, Democrats and Republicans will continue to argue over whether illegal voting is a major problem. Since Democrats believe that the NICS doesn’t in any way interfere with or suppress gun ownership, how could it suppress legal voter registration? Thus, Democrats shouldn’t have anything to worry about. If there doesn’t turn out to be any vote fraud, Democrats can say that they were proved right.)

Lamar Smith is demanding the Energy Department (DOE) turn over documents related to the agency paying for a government engineer’s law degree that was completely unrelated to his job. Smith wants to make sure more DOE employees aren’t having taxpayers foot the bill for college degrees completely unrelated to their jobs. Funding one engineer’s law degree cost taxpayers $138,000, agency auditors found in July. “The Committee is concerned this could be an indication of a more widespread occurrence of inappropriate training authorizations and expenditures within DOE,” wrote Smith, chairman of the House Committee on Science, Space and Technology. “To better understand this case, and learn what steps DOE has taken to prevent a similar occurrence in the future, we request that DOE provide certain documents and information to the Committee,” Smith wrote in a letter sent to Secretary of Energy Rick Perry on Tuesday. “The Committee has questions about why Darian Ghorbi received preferential treatment during his tenure at DOE under the prior administration,” Smith further wrote in the letter, a copy of which was obtained by The Daily Caller News Foundation. DOE auditors reported in July that senior officials had allowed agency engineer Darian Ghorbi to take law classes at American University in Washington, D.C. at taxpayer expense. However, Ghorbi left DOE shortly after earning his law degree in May 2013 “for work in the private sector,” investigators found. DOE officials “had not considered the use of a continued service agreement for this employee despite the fact that he had taken extensive training at considerable cost.” What auditors found most unusual was that DOE already has policies in place to prevent this issue, but “these controls were overridden by senior management officials in the approval chain at the time.” Those senior management left no documentation of why they made their decision, and they couldn’t be interviewed by auditors “because they had left the agency,” auditors found. Ghorbi and his managers worked in DOE’s Office of Fossil Energy. President Donald Trump’s budget proposed shrinking the office 54 percent, from $618 million in 2017 to $280 million in 2018. Tranchant is a Navy veteran and a supporter of President Trump who said he has never run for office before. The two big reasons he wants to serve with Kelly, he said, are fiscal responsibility and illegal immigration. Our system of admittance is a decades old program based largely on nepotism and family ties, rather than any logical system of governance that benefits Americans. Rather than recruiting and attracting the best talent from other countries, our immigration system prioritizes bringing entire families. Combine this with our costly policies that allow illegal immigration across our southern border and you’ve got a recipe for disaster. Jim Acosta’s press conference temper tantrum demonstrated a number of Americans no longer realize why a country would even control the flow of immigration. They stammer and stomp their feet about what they believe America stands for, but unfortunately are entirely uninformed on the history of American immigration policy. During the 19th century, America largely had an open immigration policy as the country expanded and moved west, although, individual restrictions were placed on contract laborers, criminals, and in some cases entire countries. Those immigration laws were rewritten over the last century to implement greater controls over America’s immigration policies. These controls are especially necessary as progressives created greater and greater welfare programs. Like it or not, we are a welfare society. Whether it’s healthcare, social security, unemployment, housing, or any of the other myriad of benefits Americans receive. Just Social Security and Medicare make up nearly 40 percent of the federal budget. Throw in Medicaid and you’re getting close to 50 percent. Naturalizing more citizens and enrolling more individuals with green cards further encumbers our welfare system. We know our welfare system is hugely overburdened and threatens to be entirely insolvent by within 20 years. Thankfully, reforms in 1996 prevented those with green cards from receiving many federal benefits until they have lived in the country for at least five years and met work requirements, but we cannot pretend like admitting more people into the country has no effect. The legislation recently introduced in the Senate, named the Reforming American Immigration for Strong Employment Act (RAISE) bill, is not some racist screed. It’s a clear, point based immigration system, very similar to systems already in place in Canada, Australia, and the United Kingdom. Rather than admit people based on the luck of the draw or ties to family already in the country, the RAISE system grades specific qualities that are valuable for our society. That means more young, highly educated, fiscally prepared individuals that are likely to integrate well into American society. This merit based system would help attract some of the best talent from around the world to come to our country and become Americans. But unfortunately that’s just not enough to deal with our immigration problems. Without serious proposals that actually build a wall on our southern border, problems will just continue. When you hear the Democrats talk about the new plan for President Trump’s border wall, you’d be forgiven if you thought they were the party of fiscal restraint and responsible spending. They’re breaking out the apocalyptic language to call into question the need to secure America’s borders or do anything to prevent the stream of illegal immigrants. Which is ironic given the fact that roughly ten years ago, three Democrat Senators by the names of Hillary Clinton, Barack Obama and Joe Biden voted to fund the Yuma Sector Wall to stop the flow of illegal crossings (and now Yuma has seen a 70 percent decrease in illegal crossings since 2006). There are many costs involved with illegals coming into our country, from our education and health care systems to our welfare systems, but we cannot forget that one of the largest financial strains from increased illegal immigration is the increased cost for law enforcement and incarceration. Consider the Government Accountability Office’s study from 2011 in which 251,000 criminal illegals were found to have committed on average twelve crimes and been arrested on average seven times: hardly the best use of our law enforcement. That same study showed another interesting fact: 68 percent of the criminal illegals sitting in federal prison and 66 percent sitting in state prison were from one country: Mexico. In addition to law enforcement resources dedicated to repeatedly arresting the same criminal illegals, the cost to incarcerate criminal illegals is nearly two billion in some years: a study shows Americans paid $1.87 billion to “house imprisoned illegal immigrants in fiscal year 2014.” As more criminal illegals cross the border, that number will only increase. Those crimes not only harm Americans (and a great number of legal immigrants) but also sap valuable time from police officers. In California, thousands of prisoners were released early to make room for the tens of thousands of criminal illegal immigrants, which number over 72,000. This criminal element coming across the border also exacerbates the drug epidemic sweeping the country. Compare these annual costs of law enforcement work and incarceration costs to the cost of a wall, which some think for a wall of 1,250 miles could be as high as $21.5 billion. Considering our annual ongoing costs of dealing with criminal illegals alone and that still looks like a bargain. As much as media elites want to pretend otherwise, this common-sense policy approach with changing our immigration system and building a wall would protect American citizens and make America stronger by enticing the best workers in the world to immigrate by modernizing the system.)
