Robert Winchester, a 15th district committeeman candidate, a key district in southern Illinois, is disputing the validity of the results of his own election and threatening the Illinois Republican Party with legal action if it continues to identify his opponent, state Sen. Why is this all significant? The outcome of the 15th district race could determine the next statewide chairman and likely the direction of a party that nearly threw out its incumbent governor in March. Enter the newly-elected Republican State Central Committeemen, who are to meet May 19th to vote on the next chairman. Each of the votes is weighted. The district with the greatest weighted vote? The one under dispute in the 15th. While Rose supports Schneider, Winchester had pledged his support to challenger Mark Shaw, who is Lake County’s GOP Chairman. GOP sources tell us that the unofficial breakdown is pretty closely divided between Schneider and Shaw, making the 15th district outcome all that more impactful. Disunity: If Schneider cannot hold onto power, that’s a direct reflection on Rauner’s weakened grasp of his party. That’s a particularly stinging rebuke since Rauner has almost single-handedly funded the Illinois Republican Party apparatus. Even if Schneider wins another term, this latest turmoil only shows there’s a long road to repairing the rift in the party.)

(FROM THE ARTICLE: Sources have told Prairie State Wire that Bob Winchester has retained counsel to challenge the voting procedures used in his race for Republican State Central Committee in the 15th Congressional District, which the Illinois Republican Party claims was won by Sen. Chapin Rose (R-Mahomet). The first step in the legal action is expected to be an appeal to the Illinois State Board of Elections, which under law, must certify the votes in party elections. Among other charges, Winchester is expected to challenge the use of votes by acclamation in some counties — a move that gives the candidate with more than half of the votes the entire final tally, which violates party rules and may violate state law. Republican sources said that the Republican Party put up Chapin to run against the incumbent Winchester as punishment for his backing Rep. Jeanne Ives (R-Wheaton) in the Republican primary against Gov. Bruce Rauner. Winchester, who could not be reached for comment, also opposes the re-election of GOP Chairman Tim Schneider. The party’s 18 central committee people, one representing each congressional district, is scheduled to meet May 19 to elect a state chairman, and sources say that Schneider’s re-election bid is in jeopardy. Mark Shaw, Lake County Republican chairman and central committeeman in the 10th Congressional District, said that people should not jump to conclusions about the outcome of the race between Winchester and Rose. “Just because the party said Chapin won doesn’t mean he won,” Shaw said. “Until May 19, there is no party governing board, and Chaplin can’t just show up on that day and act like he’s a committeeman. The results have to be certified first, and I expect the board will find a lot of irregularities in the voting process.” He added that he knows Winchester as a man of “integrity and honesty” and he would not be taking legal action unless he was convinced that election law procedures were violated. Results of the election show that Winchester received zero votes in nine of 33 counties, including four of the 10 most populated, a result that Shaw and others said would be impossible. Several counties, sources said, failed to even offer Winchester as a candidate for consideration. In Fayette County, home to Randy Pollard, Rauner’s downstate director, Winchester was not presented as an option. “Pollard asked for a voice vote by acclamation for Chapin (Rose) and just moved on,” a source said. “He didn’t even mention Winchester was a candidate, much less the incumbent.” Rose also received zero votes in 13 counties carried 100 percent by Winchester. In all, 22 of 33 counties voted by acclamation, representing 63 percent of Rose’s vote and 59 percent of Winchester’s. County votes are weighted based on their respective turnout in the March primary. Republican sources also said that aides to U.S. Rep. (FROM THE ARTICLE: A white supervisor in the Cook County Adult Probation Department has filed a federal lawsuit claiming he was wrongly dismissed last year, while numerous black employees in the department have received little or no discipline for alleged misconduct. Philippe Loizon, a former deputy chief who made about $115,000 a year, on Tuesday sued Chief Judge Timothy Evans, alleging that Evans, the county’s first African-American chief judge, had discriminated against him because of his race. Evans fired Loizon in May 2017 following a series of Tribune investigations into accusations that a rogue unit of officers under Loizon’s command had improperly teamed up with Chicago police and the FBI to conduct warrantless searches of homes, and coerced probationers to work as police informants. The county paid $110,000 to two Chicago men who alleged in federal civil rights lawsuits that probation officers, joined by the FBI and city police, conducted illegal searches of homes. And a series of gun cases fell apart following accusations of those questionable searches. Loizon, who was assigned to desk duty for two years before he was dismissed, said the Tribune’s accusations were false and were “based primarily on information provided to the reporters by convicted felons.” He said he had a “clean personnel record” and received outstanding job reviews during his 29 years with the probation department. He alleged Evans treated him differently because he is white. “Evans imposed discipline against Loizon in a manner and at a level he had never imposed on an African-American employee of the (department), despite conduct of an egregious nature by some of the African-American employees,” according to the suit. Evans’ spokesman, Pat Milhizer, declined to comment, citing a state Supreme Court rule that he said forbids judges and court personnel from commenting on pending court matters. One of Loizon’s lawyers, Gregory Friedman, declined to comment Wednesday, referring the Tribune to a statement he issued last June. In that statement, Friedman said Loizon was an exemplary employee who was wrongly fired, and that the Tribune had “done a great disservice to a good man. “Throughout his employment, Mr. Loizon performed his duties in an outstanding manner and in conformity with Departmental polices,” Friedman wrote then. “Philippe Loizon was a diligent and dedicated probation officer and Deputy Chief.” In his suit, Loizon identified 12 current and former probation officers, all of whom are black, who allegedly committed misconduct or violated department policy, yet received little or no punishment at all. The suit cited a probation officer who frequently worked to turn probationers into police informants; an officer who falsely claimed to meet with probationers who actually turned out to be in jail or dead; and an officer who shot and wounded a 14-year-old boy. Loizon said that none of those employees were disciplined. Loizon is seeking reinstatement as deputy chief, back pay with interest, compensatory and punitive damages, and his lawyers’ fees and expenses.)

(FROM THE ARTICLE: Last month, the state’s voters decided on the Republican and Democratic nominees for governor. But the primaries behind them, the winners still have to convince those who wanted someone else at the top of the ticket. Incumbent Gov. Bruce Rauner probably thought he didn’t need to worry about his only Republican opponent, state Rep. Jeanne Ives, during the primary campaign. In the past, he’d called her a “fringe candidate” and decided to forgo campaigning against her until just a few weeks before election day. When the votes were tallied election night, Rauner had snuck past Ives by just 3 percentage points. It was closer than most expected, and the governor acknowledged that in his victory speech by saying he had heard the message those dissatisfied voters were sending him. “I have traveled the state and I have listened to you,” he said in his election night speech. . .Rauner, on the other hand, must try to get more than the 50 percent of Republicans who voted to renew their trust in him and get them out to the polls in November. Chris Mooney, a political science professor at the University of Illinois Chicago, said the governor has the more difficult task of restoring trust with a large segment of his party’s base. “And so the question is can Rauner look to them – he doesn’t have to worry about them voting for Pritzker, I think that’s pretty clear. What he has to do is get them to come out to vote in November.” . . . Rauner has done his best to separate himself from President Trump, but there are similarities in their backgrounds. Both tout success in business and very wealthy. Rauner’s wealth has been a key rallying point for Democrats, who view him as out of touch with the working class and spotlight his attacks on organized labor to make their point. . .Rauner has been traveling the state campaigning, it appears he has yet to bring Ives’ backers into the fold. This may not be an easy feat to accomplish – even for the wealthy governor. Ives was heavily outspent, but she was able to easily tap into the dissatisfaction among conservatives who felt Rauner had broken his promise on key legislation, including a measure to allow public funding for abortions. Despite a push from conservative groups – and even Chicago Cardinal Blaise Cupich – to hold the governor to his word, Rauner signed the legislation into law. Ives herself makes that point, saying many of her supporters feel betrayed. “There are supporter voters of mine, they are saying we are not going to vote for him regardless of what he says.” While the circumstances might be different, the insurgent campaign Ives ran harkens to Donald Trump defeating establishment Republicans on his way to the White House. Those who felt left out, or maybe taken for granted, went for Trump and sent a message. In Illinois, Rauner doesn’t deny there is still work for him to do. Soon after election night, Rauner hit the campaign trail to acknowledge there were some divisive issues. “And I know now, as I’ve known for a while that we need to find common ground to bridge the divides.” As for Ives, she has said she will vote for Rauner but made it clear she has no plans to campaign for him. While both Pritzker and Rauner will spend the next several months telling all voters why they should be elected, they’ll also be busy mending fences – in their own political backyards.)

(FROM THE ARTICLE: President Donald Trump’s tax cuts will be anything but for about 1 million California taxpayers who will owe Uncle Sam more money a year from now. They’re the Californians who will lose a collective $12 billion because the new law caps a deduction they have been able to take for paying their state and local taxes, according to a new analysis by the Franchise Tax Board. Very wealthy Californians earning more than $1 million a year will pay the lion’s share of that money, with 43,000 of them paying a combined $9 billion. It’s not all coming from the wealthy. Another $1.1 billion will come from households earning less than $250,000, hiking their tax liability $4400 on average. That’s not peanuts, but it’s a far cry from the average $209,302 per family that will be owed by those households earning more than a million dollars a year. Put this another way. That represents the federal tax liabilities that everyone else in the country subsidized through SALT. The “progressive” income tax used taxes paid by people in low-tax states to repay the wealthy for their taxes in places like California. The SALT deduction really only comes into play for people who can itemize enough to outstrip the standard deductions, so its benefit plays mostly to the wealthy anyway. It also plays mostly to the benefit of a very few states. California and New York taxpayers soak up almost third of all benefits from SALT deductions; add in New Jersey, Illinois, Texas, and Pennsylvania, and they account for more than half of its benefits.)

Mr. Kirsanow said he assumes the segregated meetings were instituted in response to a recommendation in District 65’s May 2017 Equity Report that the District create “social identity affinity groups.” He said, “I am astonished that District 65 spent taxpayer money on a report that includes the recommendation, ‘separate teachers by race.’ Separating teachers by race fosters racial division and is prima facie unlawful. By its nature, it forces teachers to view themselves in terms of what divides them, rather than what they have in common. It also encourages a binary view of society that, depending on your perspective, is either, ‘whites against everyone else’ or ‘everyone else against whites.’ It may even foster a sense among both groups that they are threatened by the other. “However well-intentioned, this is segregation for the 21st century,” Mr. Kirsanow said. “Unless a legitimate, nondiscriminatory educational reason can be articulated, the segregation almost certainly would be found unlawful. Discussions of politically correct notions of ‘privilege,’ unsupported by methodological rigor, do not qualify as legitimate reasons, and they are by their own definition discriminatory.” The letter also suggested that the District’s hiring practices may run afoul of prohibitions against racial discrimination in hiring. He also raised a question about the Equity Report’s analysis of the achievement gap. Pundit and PR person Dennis Byrne was paid $20,000 for contractual services. The job of journalists and watchdogs is to hold government officials and politicians accountable. But with fewer and fewer professional reporters on the case, as print and broadcast media keep shedding staff to cut costs—i.e., Tribune cutbacks—public officials face less and less scrutiny, emboldening them to misbehave with impunity, laws and taxpayers be damned. Riverdale is in a “news desert,” an out-of-the-way place that gets little or no attention from mainstream media unless a murder or riot attracts TV trucks. Wonky issues like a library controversy? Fuggedaboutit! The BGA’s not insulated from these forces. We have limited resources and tend to deploy them on investigations with broad scope and impact. It took Riverdale activists three tries over several months to get us to realize they, too, suffered from government abuse with implications far beyond their town. It’s good they persisted, and the Riverdale library’s transgressions should be investigated by the Illinois attorney general. Yet the practice often doesn’t seem constructive. In my college career, I’ve spoken to many peers and professors who insist adamantly that any conversation about race in America should begin and end with the accusation of white privilege. The aim seems to be to establish guilt, not build understanding. As I see it, the main goal of discussing white privilege should be to promote a more complex and nuanced view of the world so that, for example, it would be difficult for one of my white peers to drive through the Washington neighborhood where I grew up and say: “What’s wrong with those people?” People of all races should aim to understand the range of attitudes and perspectives on race that make the issue a difficult one. Often that’s not how activists approach it. “I’m not interested in talking to white people who aren’t woke,” one student told me. When I asked him to clarify, he said: “Ain’t no white person earning my trust unless they admit to being racist and apologize on behalf of their ancestors.” Although I strongly disagree with this view, I have some sympathy for it. For many African-Americans, focusing on white privilege allows them to assuage a damaged self-image that is the legacy of centuries of racial subjugation. That feeling should be taken seriously, not dismissed. But the way to bring people of different races and viewpoints to the table is not by belaboring the unconscionable demand that white people confess their guilt for social problems that no individual could have created. (FROM THE ARTICLE: The Illinois Republican voters split 51 to 49 percent between a liberal Republican incumbent governor and a conservative state representative in the March 20th primary. The vote revealed a dramatic contrast between the party’s wings. In the wake of a party-dividing primary that is still a sore spot among those voters committed to the conservative party platform, another test of the party’s future will be April 18th. That’s when county precinct committeemen gather to pick who will represent them on the State Central Committee, party activists and officials are saying. Demetra Demonte, Illinois’ Republican National Committeewoman and co-chair of the Trump Illinois campaign, told Illinois Review Saturday that the vote will be very important. She did not personally endorse in the 2018 IL GOP gubernatorial primary. “These last few months have been a time of bitter primary battles. The primary is over and we have selected our candidates. This should be a time for reconciliation – bringing together all sides so we can be victorious in November,” Demonte said. “Sadly, it is my understanding there is an effort to thwart conservatives who are running for re-election on the State Central Committee. This effort is counterproductive and will most assuredly backfire in November. If we are to be victorious in November we will need our army of conservative activists…and most of all our conservative voters. How else can we defeat the juggernaut of the Democrat machine?” But the wounds are deep – and for many, irreparable. Governor Rauner won by running ad after ad focused on what amounted to lies about his challenger, Jeanne Ives. Rauner misled uninformed voters to believe Ives was a Madigan co-hort, when Ives has been one of the House’s most vocal opponents to the Speaker. That type of win should never be rewarded, Republicans are saying. Many are discouraged, insulted and wounded. They’re planning to stay at home in November – something that could be devastating for down-ticket Republicans. Illinois Tea Party leader Denise Cattoni told Illinois Review that she’s concerned about the state and its future if conservatives disengage from voting in the fall. But, as a vocal supporter of Jeanne Ives in the gubernatorial primary, she understands the discouragement many conservatives are expressing. She publicly shared her concerns on her Facebook page Friday in a post addressing precinct committeemen. “The ILGOP is trying to purge all conservatives from the State Central Committee. When you attend the April 18th meeting, all of the conservative SCC Chairmen will have a RHINO opponent (after the primary). Stand for your principles! Stand for the ILGOP Platform, Cattoni wrote. “Gov. Rauner has now made it perfectly clear that Conservatives are NOT invited into the IL Republican party, guaranteeing that he will lose to Pritzker.” Cattoni said that of the 90 Tea Party groups around the state going back to 2008, over half of the leadership has moved out of state, having read the political handwriting on the wall. As a movement leader focused on fiscal issues, she supported Bruce Rauner in his 2014 bid. Since then, she’s gotten more involved in Republican Party circles, which has led her to be especially concerned about the two congressional districts where conservative state central committeemen are currently serving, but who backed Jeanne Ives in this year’s gubernatorial primary. State Central Committeeman John McGlasson in the 16th CD and Bob Winchester in the 15th CD are both being challenged by elected state lawmakers – likely put up by Rauner’s people, she says. “Why would State Rep Tom Demmer and Senator Chapin Rose be given MORE power by the ILGOP??” Cattoni wrote. “Rauner’s PAYBACK to conservatives. You are not welcome in the party.” Illinois Review asked McGlasson his thoughts about the challenge he’s facing. He not only backed Jeanne Ives in the gubernatorial primary, he backed challenger James Marter over incumbent Congressman Adam Kinzinger in the 16th CD. The Rauner camp is reaching out to precinct committeemen, urging them to support State Rep. Tom Demmer over McGlasson. State Representative David Weller is circulating a letter among other members, opposing McGlasson. Four that McGlasson knows of did not sign Welter’s letter. McGlasson says he’s committed to the Illinois Republican Party platform as his principle base. He recalls vividly the battle waged at the 2016 IL GOP State Convention over the platform changes Rauner people – including former Party Chairman Pat Brady and SCC member Ryan Higgins – tried to make on family issues. “I worked very hard, along with many others, to bring the platform to the floor at the last convention,” McGlasson told Illinois Review. “And I will continue to fight for conservative values in future platforms. One of the most important duties of state central committee members is the appointment of committee members for the convention. I am very proud of those I appointed last time and the battles they waged.” Stan Bond, SCC member from the 14th CD, although conservative as well, is running unopposed in the SCC race. “You may recall I was one of the committed group who worked through the night to ensure the party platform wasn’t revised per Pat Brady and the chosen platform committee,” Bond told IR. “It was an historic effort that dramatized for all the importance our base places on family values. “I would like to strengthen and clarify our platform on some issues but remain proud of it as written. I strongly believe party support should be focused on candidates who support the platform. That’s why we have a platform,” he said. The platform is key to the conservative majority in the Illinois Republican Party. The vote at that convention on maintaining traditional family values in the party platform was supported in a stand seven-to-one vote – a fact Rauner and his staff either purposely overlook or can’t believe is that important to Republican voters. Demonte, who represents the state to the RNC, stands with the party’s conservatives. While the nation pulls to the right with President Donald Trump at the helm, the Illinois Republican Party is being dragged to the left at the insistence of Governor Rauner and his well-paid campaign staff. “As your Illinois’ Republican National Committeewoman, and as a loyal Republican, I plan to vote for our entire Republican slate in November,” Demonte said. “But I want to assure the party faithful that I remain committed to the conservative principles lined out in the Illinois Republican Party platform, as well as continue to actively engage and push policy at the national level on the Republican National Committee that represents the values of our grassroots.”)

A computer dashboard for the database will allow the DHS to monitor journalists in “live time” by name, topics covered and their location, according to specifications for the project. A “request for information” on FedBizOpps.gov states that the intelligence agency wants to hire a contractor to identify any and all media coverage related to the Department of Homeland Security — or any particular event. Companies interested in the project are being asked to submit their qualifications and other information. The revelation comes amid a heated national debate about gun laws, concerns about “fake news,” and questions about how foreign interests used social media to manipulate U.S. elections and policy. Who will be monitored? Media to be monitored and tracked includes print, online, broadcast, cable, radio, local sources, national/international outlets, traditional news sources, trade and industry publications, and social media “influencers,” according to the project specifications. The scope of sources to be tracked spans 290,000 global news sources in more than 100 languages. Information gathered will include contact details and “any other information that could be relevant, including publications this influencer writes for, and an overview of the previous coverage published by the influencer.” Specifications indicate the contractor must have the ability to analyze media coverage in terms of “content, volume, sentiment, geographical spread, top publications, media channels, reach, top posters, momentum and circulation.” Further, the database will be searchable by location, beat and media type, as well as keywords and concepts. What have free press advocates said? Forbes contributor Michelle Fabio called the move “today’s installment of ‘I’m Not Terrified, You Are.’” The agency’s request for information is “enough to cause nightmares of constitutional proportions, particularly as the freedom of the press is under attack worldwide,” she wrote. The column was tweeted by the Committee to Protect Journalists, an independent, non-profit group concerned with protecting freedom of the press worldwide. The DHS was quick to quash what it called conspiracy theories about the database. DHS’s press secretary wrote on Twitter that concerns about the database are coming from “tin foil hat wearing, black helicopter conspiracy theorists.” “This is nothing more than the standard practice of monitoring current events in the media,” Tyler Q.
