(FROM THE ARTICLE: His friendly foe in Urbana’s Cunningham 10 precinct retired in 2016, and now Jan Miller — the Republican precinct committeeman in what is generally regarded as the most Democratic precinct in Champaign County — is stepping down after 40 years. Back in 2009, then-County Clerk Mark Shelden said that Miller and his Democratic counterpart, Bernadine Stake, had set the county record for most consecutive two-year terms (16) as committeemen in the same precinct. Miller has been a GOP committeeman since 1978. Stake had served for Democrats from 1980 to 2016. “We’re still super active, but 40 years, that’s enough,” Miller said of the work he and his wife, Karen, have done for the party in the precinct centered around Carle Park in Urbana. “It was really more than 40.” Before he became committeeman in Cunningham 10, Miller said, he was the GOP committeeman in a Coles County precinct near Eastern Illinois University, while he was a student there. That’s where he met former Gov. Jim Edgar, who had lived in Charleston, attended EIU and later represented the area in the Illinois House. “I got to know him really well. I have a picture of my 1965 Chevrolet with a giant Edgar roof sign on it,” said Miller. “We used to go out and take groups of kids down to Paris and other towns to work for him. We had a lot of fun, and I made a lot of good friends.”)

Overall, there was a 2.1 point increase in 2017 employee engagement over 2016. The 61.5/100 score is the highest since 2011. The rankings are based largely on the Federal Employee Viewpoint Survey that was conducted in May and June by the Office of Personnel Management (OPM). That survey, released in October, also indicated the highest level of employee engagement since 2011, predicting the Best Places findings. But the data’s big picture conflict with the workplace image drawn by many federal employees who have expressed disgust and anxiety over the Trump administration. Over a packed weekend welcoming Illinois National Guard troops home from Puerto Rico, riding his Harley in a Toys for Tots motorcycle run and attending the Illinois Bicentennial bash at Navy Pier, Rauner might have missed that Republican senators had voted for a sweeping tax bill early Saturday morning. “First of all, the Senate hasn’t passed anything,” Rauner said on Monday when asked to explain what he thought Congress needed to do to get the tax code right. “And what the Senate is talking about is very different than what the House is working on. They have a long, long way to go.” Indeed, distance remains between the House and Senate tax bills. But Senate Republicans’ approval of their own version was a big step forward and a sign they are willing to approve a tax overhaul even if it adds to the deficit. Rauner often has avoided talking about national issues, dismissing questions about activity in Congress as not relevant to his role as governor. — Silverstein accuser gets into House race: The only person to publicly accuse a sitting state lawmaker of sexual harassment amid the ongoing scandal in Springfield filed to run for Illinois House on Monday. Denise Rotheimer filed as a Republican to run for a central Lake County seat now held by Democratic state Rep. Sam Yingling of Grayslake. Rotheimer accused Democratic state Sen. Ira Silverstein of sexual harassment at a public hearing. He has disputed the allegations and said he apologized “if I made her uncomfortable.” He has since resigned his leadership post and filed to seek re-election.

The estimate comes from the National Taxpayers Union, which since the late 1970s has calculated congressional pensions based on available data. Pete Sepp, the organization’s president, said the estimate assumes Gutierrez elected for his wife to be paid an annuity upon his death. His annual payout would be higher if he didn’t. Members of Congress also may receive a 401(k)-style supplement to their pensions if they made contributions, Sepp said. The calculation takes into account how long a lawmaker was in office. When Gutierrez entered Congress in 1993, the annual pay was $133,600. My and my wife’s 2016 federal income tax return shows that we had $30,890 in itemized deductions. We paid $21,433 in medical and dental expenses and we were able to deduct $13,859 of that, we paid $12,835 in real estate taxes, we paid $1,468 in state income taxes, and we made $2,728 in 501(c)(3) contributions. From what I see, outrageously, the proposed “tax reform” is designed to a) punish those who have high medical and dental expenses, b) discourage homeownership, and c) discourage taking job-related graduate courses. Government should encourage homeownership. The deductibility of mortgage interest and real estate taxes a) encouraged me to buy a new town home in 1972 when I was 24 years old, a studio condo in 1974, and a one bedroom condo in 1976 and b) encouraged my wife and I to buy a home in 1978 and to have one built in 1984. Further, government should encourage getting job-related education. The deductibility of job-related education encouraged me to take job-related graduate courses 1972-1983 and 1992-1997.)

His aides have also simply fired many diplomats whose vision does not align with that of the Secretary of State. Senior non-male and non-white diplomats have been among those targeted by Tillerson. The State Department’s level of diversity has historically been low: In 2016, 5.4 percent of career diplomats were black, 6.9 percent were Asian, and 5.6 percent Hispanic, according to Foreign Policy. The Obama administration made an effort to increase the number of diplomats of color in order to create a Foreign Service that “looked more like America.” But Tillerson’s plans are much different. However you peddle it, this is a big diversion of resources from relatively high-tax states such as Illinois to lower-tax areas such as Texas (home to the chairman of the House Ways & Means Committee), which wants billions of our tax dollars to rebuild after yet another hurricane. Republicans used to oppose double taxation. But under these bills, money that’s already been snarfed up by local governments would be fully subject to federal income taxes. More: Interest payments on the kids’ college loans would no longer be deductible under the House bill. Many homeowners would lose out on deductions for interest on home mortgages. And to boot, to pay for corporate cuts, individual tax brackets would be adjusted for inflation differently with the effect that over the next decade, at least 20 percent of any tax cut would disappear for everyone earning under $200,000 a year, according to the Wall Street Journal.)

(FROM THE LETTER: If you are retired, own your home, have a decent retirement income, and itemize your federal taxes, get ready to pay more to support the tax reform bills being debated in Congress. It is obvious that for many, particularly for retired seniors, these proposals will result in a considerable tax increase for those who can least afford it. If you’ve been frugal, don’t have a mortgage, have no dependent children, and itemize your federal income taxes, you can expect your tax bill to increase. The math is simple. Taking away the ability to deduct Iowa income taxes, property taxes, and losing the personal exemptions may very well result in significant tax increases of $1,200 a year or more. An additional $1.5 trillion added to the national debt has to be paid for. You can expect that an all-out effort to cut social programs such as Medicare will be launched to the detriment of retired couples. My wife and I believe in giving back to the community and donate regularly to charitable organizations. We can partially alleviate this increase in federal taxes by no longer supporting organizations that do so much good in our community. Make no mistake, while this may be a boon to corporations and the very wealthy, it is not a “great gift” to many middle-class seniors who have worked hard and have been fiscally responsible to provide a decent retirement. I encourage everyone to do the math and determine if this is really such a great gift.)

We paid $21,433 in medical and dental expenses and we were able to deduct $13,859 of that, we paid $12,835 in real estate taxes, we paid $1,468 in state income taxes, and we made $2,728 in 501(c)(3) contributions. To support the GOP tax bill is to say that a) you want those who take the standard deduction to pay less federal income tax and b) you want those who itemize their deductions to pay more federal income tax. Overwhelmingly, a) those who take the standard deduction are renters and younger and are more likely to vote for Democrats and b) those who itemize their deductions are homeowners and older and are more likely to vote for Republicans. From what I see, Republican leaders want those who itemize their deductions to take the biggest tax hit. I itemized 1972-1977 and my wife and I have itemized since 1978. Government should encourage homeownership and taking job-related graduate courses. The deductibility of mortgage interest, real estate taxes, and job-related education a) encouraged me to take job-related graduate courses 1972-1983 and 1992-1997, b) encouraged me to buy a new town home in 1972, a studio condo in 1974, and a one bedroom condo in 1976, and c) encouraged my wife and I to buy a home in 1978 and to have one built in 1984.)

(FROM THE ARTICLE: Operating Engineers Union Local 150 is making good on its threat to back a Republican primary opponent against House Republican Leader Jim Durkin. The union local’s president, Jim Sweeney, told me he had about a dozen members in Durkin’s district passing nominating petitions for Burr Ridge Mayor Mickey Straub a couple of weekends ago. Straub is running against Durkin as a Republican. Sweeney said he expected to double that number the following weekend. Challenging a legislative leader in a primary is just not done. But these are not normal times. Local 150 led the fight against Bruce Rauner in the 2014 Republican primary and then backed a Libertarian Party candidate against him that fall. The union’s leadership has fumed as Rauner has pushed his anti-union agenda, and now wants some payback on Durkin for helping to kill their bill to ban the creation of “right to work” zones by local governments. The governor vetoed the bill and the union tried twice to override Rauner without success, mainly because Durkin was able to keep his caucus together. Since the union blames Durkin they’ll ally themselves with anybody, including Republican activist Dan Proft, if they have to. Proft is backing Straub against Durkin, who he claims isn’t fit to be Leader. But Proft is not exactly known for being a big union supporter. In fact, according to the Daily Law Bulletin, Proft co-founded the Liberty Justice Center, which, irony of ironies, is representing Lincolnshire against a lawsuit backed by Local 150 over the village’s creation of a local right to work zone — the very event that Local 150’s vetoed bill tried to outlaw. Don’t even try to wrap your mind around all that. You’ll go nuts. This fight is beyond ideology. Sweeney and Proft have a common cause — messing with Durkin — and they’re sticking with that.)

From what I see, Republican leaders want those who itemize their deductions to take the biggest tax hit. I itemized 1972-1977 and my wife and I have itemized since 1978. Government should encourage homeownership and taking job-related graduate courses. The deductibility of mortgage interest, real estate taxes, and job-related education a) encouraged me to take job-related graduate courses 1972-1983 and 1992-1997, b) encouraged me to buy a new town home in 1972, a studio condo in 1974, and a one bedroom condo in 1976, and c) encouraged my wife and I to buy a home in 1978 and to have one built in 1984.)
