(FROM THE ARTICLE: Hillary Clinton holds not only a commanding 19-point lead over Donald Trump in Illinois according to a new poll, but also she has grabbed a solid lead over the reality TV star in a suburban DuPage battleground. An October 13, 2016 poll conducted by Illinois Public Opinion Strategies (IPOS) of 664 likely Illinois voters finds that Clinton has a 50.0%-31.5% statewide edge over Trump. Libertarian Gary Johnson is taking 5.8% of the vote and Green Jill Stein is eking out 1.1%. 11.6% are undecided. In 2012, when President Barack Obama defeated Mitt Romney 57.6%-40.7% in Illinois, Johnson, running on the Libertarian ticket then too, snagged only 1.1% and Stein, 0.6%. The new automated poll compares to a July 26 IPOS statewide survey of 824 likely voters that found that Clinton led Trump 49.2%-35.6%. Johnson took 4.3% and Stein had 1.6%. 9.3% were undecided. The survey had a +/- 3.5% margin of error. Clinton has merely solidified her lead statewide. But the former first lady has also established a firm advantage over Trump in the solidly Republican-held House district of appointed State Rep. David Olsen (R-Downers Grove), who earlier in the summer succeeded ex-State Rep. Ron Sandack (R-Downers Grove), taking an eight-point lead in this DuPage County battleground. An October 12 IPOS poll of 378 likely voters found Clinton edging Trump 44%-36%. In 2014, Bruce Rauner beat Governor Pat Quinn in this district 60.3% to 37.4%. Olsen faces Democrat and Downers Grove Village Commissioner Greg Hose on November 8. While Trump is getting thumped statewide by Clinton and in Olsen’s GOP district, Trump’s cratering candidacy has – so far – avoided crushing Republican comptroller Leslie Munger’s bid to win a full, four-year term against Democratic challenger and Chicago City Clerk Susana Mendoza. The October 13 survey shows that Munger is outperforming Trump statewide and leading Mendoza 41%-39%. Libertarian Claire Ball is taking only 2.2% and Green Tim Curtin, 2.0%. 15.6% of voters are undecided. Munger, who was appointed to her job in 2015 by Governor Bruce Rauner after incumbent Judy Baar Topinka died, is also outperforming Trump in Olsen’s House district. In the October 12 poll, Munger is decisively beating Mendoza – like a Republican should in a Republican district – 50.4% to 28.9%. Johnson is taking 6.8% and Stein, 1.6%. While Trump may be getting his clock cleaned and reassembled by Clinton statewide and in Olsen’s suburban DuPage district, he is having little discernible, negative impact on Munger’s down ballot comptroller contest. This polling phenomenon is also being played out around the country regarding down ticket fights. However, if Trump has a demoralizing impact on GOP voters and turnout sours, then the bottom could indeed fall out for Munger and all sorts of down ballot GOP candidates here – and everywhere. But their message was clear: they believe Trump is a sexist, who has gotten away with years of mistreating women. “Women are angry. I mean, we’re tired of being silenced. They said they believe Trump is the right candidate for president, not Democratic Presidential Candidate Hillary Clinton, and believe the women protesting him have a skewed view of reality. “Donald Trump loves women! He loves all of you [expletive],” a pro-Trump protester yelled. “I’m offended at the hypocrisy because they support a candidate that has Validated Bill Clinton’s sexual assault for decades. (FROM THE ARTICLE: Annuity benefits to retired federal employees will increase by 0.3 percent in January, the government announced Tuesday, a cost-of-living adjustment that translates into a monthly boost averaging around $10. The adjustment, or COLA, to federal retirement benefits mirrors that for Social Security and is based on the change in an inflation index from the third calendar quarter of one year to the next. Tuesday’s announcement follows the release of the inflation figure for September, the last month of that count. As of Oct. 1, 2015, there were about 2,054,000 federal retirees plus about another 545,000 survivor beneficiaries, according to the Office of Personnel Management. There are about 44,500 retirees or survivor beneficiaries in the District, about 163,200 in Maryland and about 144,500 in Virginia. California has the most, 215,500. Seventy percent of federal retirees draw their benefits from the Civil Service Retirement System (CSRS), which generally applies to those first hired before 1984; by contrast, more than 90 percent of current federal employees are under the Federal Employees Retirement System (FERS), which generally applies to those first hired in 1984 or after. The average monthly annuity of a CSRS retiree as of October 2015 was $3,529, while the average for those retired under FERS was $1,355. Average monthly benefits for survivor beneficiaries of deceased retirees were $1,560 and $544, respectively. There was no cost-of-living increase under either federal retirement program or under Social Security in January of this year, because the inflation count for the measuring period toward that adjustment ended in negative territory. In that situation — which has happened two other times in recent years — benefits are not cut. The two federal retirement programs differ in that FERS employees pay into Social Security as well as into the federal retirement fund and become eligible for a benefit from that program. Social Security is not part of the CSRS system, although some under CSRS become eligible for a Social Security benefit through other work or through a spouse’s employment; in those cases, offsets commonly reduce or even eliminate that benefit. The average monthly Social Security benefit nationwide is $1,355. FERS employees also get employer contributions, of up to 5 percent of salary, toward the Thrift Savings Plan, the 401(k)-style retirement saving program for federal workers, while CSRS employees don’t. But while all CSRS retirees receive a full COLA regardless of age, those retired under FERS don’t receive COLAs until age 62 unless they fall under certain exceptions. Also, a FERS COLA is reduced if the inflation count exceeds 2 percent, a provision that hasn’t applied since the 2012 boost. A COLA applies only to retirees, not to active employees, most of whom are in line for a raise averaging 1.6 percent in January. Increases for the two groups are set through different processes, and the amounts don’t necessarily track each other. Federal retirees commonly use increases in their health insurance costs as a comparator to the COLA. In the Federal Employees Health Benefits Program (FEHBP) — for which most federal retirees are eligible — the enrollee share of premiums will increase by 6.2 percent on average in January. That translates into about $11 a month more on average for self-only coverage, about $22 more for self-plus-one coverage and about $28 more for family coverage. However, enrollees have the choice of many plans in an upcoming open season — 31 in the Washington area — and some insurers are holding premiums about steady or even decreasing them slightly. . .National Active and Retired Federal Employees Association President Richard G. Thissen said the developments show that the COLA increase should be determined by a separate inflation measure that specifically tracks spending patterns of retirees. “Given the large increase in health care and insurance costs, it is crystal clear that the current formula does not accurately reflect how seniors spend their limited annuities,” he said in a statement. Many federal retirees also are enrolled in Medicare, which acts as the first payer for those who also have FEHBP coverage. About half of those retired under the CSRS, along with certain other Medicare enrollees, could face much higher premiums for their Part B (physicians and related services) coverage in 2017 than others will pay. That’s due to a “hold harmless” provision protecting most enrollees from Medicare hikes that exceed the increase in their Social Security benefits — effectively passing the entire Medicare premium cost increase to those not protected. Next year’s Medicare premium rates are to be announced in November. Last year, Congress provided partial relief for the 2016 plan year for those affected, and a coalition including federal employee and retiree groups recently wrote to Congress seeking an extension. “Congress must act now to prevent a massive increase in Medicare Part B premiums for this group of retirees,” American Federation of Government Employees President J. David Cox Sr. said in a statement. “Although most seniors would be protected, this group will have to pay more solely because of the uniqueness of their pension system.”)

(FROM THE ARTICLE: Plans for a proposed 15-resident group care home for developmentally disabled individuals just northeast of downtown Wheaton cleared another hurdle, as the city’s Group Care Home Commission voted 3-1 to grant the project a necessary group care home license. The Wheaton-based nonprofit STARS Family Services, which operates another four-person group care home called Washington House on Wheaton’s north side, wants to construct a new group care home on vacant land at the southeast corner of Cross Street and Union Avenue. The project would be constructed on land currently owned by St. John Lutheran Church, zoned for single-family residential use and used for two parking lots. Plans call for two structures that would be linked by a common courtyard. Each would have six private bedrooms, a great room, a shared kitchen and shared baths for each pair of bedrooms. The project also will include housing for a couple who would live in the home and oversee the evening and the overnight. A volunteer or staff person also will be present in the home during the day. The project has drawn opposition from some neighbors, who criticize the scale of the proposal. In addition, they have questioned STARS’ financial strength and how the home would be used were STARS to no longer be economically viable. “None of the neighbors oppose a group care home,” said neighbor Kathy Langlois. “We embrace it, we applaud it and we welcome it. And it’s absolutely not a case of ‘Not in my back yard.’ It’s a question of scale.” Langlois also said she and her neighbors would welcome the construction of one single-family home on the site. “What happens if STARS runs out of money?” she asked. “This will be a group care home. It can’t go back to being a single-family home.” STARS president Ray Chase noted that the organization has taken great pains to ensure its financial viability. STARS plans to pay cash for the land and has vowed never to open a group care home until it has 150 percent of that home’s projected first year’s operating expenses. In addition, STARS’ College Avenue resale shop generates more than 40 percent of the group’s annual need, he said. “I think we’re pretty stable,” he said. “I think we’ve taken a very conservative approach financially.” Chase also said the group is continuing to try to work with neighbors. “We’ve also done some things to make sure the home looks like it would fit in a neighborhood and isn’t overwhelming in size,” Chase said. “There even are architectural variations between the two homes so they look like different homes.” Wheaton’s Planning and Zoning Board unanimously voted in June to recommend that the City Council approve the project. Last week, three-fourths of the Group Care Home Commission’s members signed off on the project as well. Group Care Home Commission board member Chris Ellerman praised STARS for proposing two linked structures rather than one larger one. He also lauded the group’s model, which involves a married couple living with the developmentally disabled adults, with the adults’ aging parents or relatives being involved on a weekly basis and typically coming by to visit over the dinner hour. “In terms of a home for disabled adults in the community they have grown up in, absolutely,” Ellerman said. “This is their town. I live two blocks away, and I’d be ashamed if I didn’t want to welcome them in my community..” Group Care Home Commission board member Matthew McNear was the lone vote against the license. In an interview on Friday, he noted his concerns about the “scope” of the proposed home and some of the other issues that neighbors had raised. “I think STARS is a great organization and they do a lot of good there, but I think this probably could use some more discussion or some more review,” he said. (FROM THE ARTICLE: One of several startup newspapers tied to a conservative Illinois activist has been challenged in a federal complaint as a Republican mouthpiece, meaning it should count as a campaign contribution. Kim Savage, a Democrat from the Chicago suburb of Darien, argues in a Federal Election Commission filing that the DuPage Policy Journal is not an independent newspaper, but controlled by businessman and radio talk-show host Dan Proft through his political action committee, Liberty Principles PAC, which got a $2.5 million contribution last June from Republican Gov. Bruce Rauner. The paper is one of 14 co-owned by Proft that appeared last spring before the state’s primary elections. The complaint, filed last week in Washington, maintains the DuPage Policy Journal is illegally coordinating with GOP congressional candidate Tonia Khouri and that its publication costs should be reported as political contributions in her race to unseat incumbent Democratic Rep. Bill Foster. The PAC, Proft, Khouri for Congress and the Khouri campaign treasurer are named in the FEC document. It contends the DuPage paper is not entitled to a press exemption from campaign finance laws because it’s run by a political organization, is not published regularly, is sent to doorsteps or left in high traffic areas for free and includes “coordinated communications” with a candidate that the law bars for so-called independent expenditure committees. “I’m really concerned about all the dark money from special interest groups and their influence on elections,” said Savage, a former College of DuPage board member. She said she thought the newspaper “was a local, grassroots thing and I was kind of appalled when I found out it was a special interest group that publishes it.” Proft called the FEC complaint “factually incorrect in every possible way,” primarily because the papers are now owned by a private company called Local Government Information Services. According to records filed with the secretary of state’s office, Local Government Information Services incorporated on Aug. 15. “It’s a legitimate newspaper just like any other newspaper,” Proft told The Associated Press. “I’ll put the stories we do on politics and policy up against any other newspaper in the state.” The FEC must seek a response from the targets of the complaints within 15 days, then review those and decide whether to investigate further. There’s no expedited process despite the Nov. 8 election. Proft, a drive-time AM radio talk show host in Chicago who ran for the Republican nomination for governor in 2010, began publishing the newspapers last spring. According to the complaint, they are distributed in 14 areas, including DuPage County; Springfield; Chicago’s north, northwest, and south suburbs; the Quad Cities and the Illinois suburbs of St. Louis. Liberty Principles PAC, which Proft says is not participating in any federal races, was named in complaints about three of the newspapers — two in Chicago’s northern suburbs and one in downstate Cumberland County — filed during the primary election with the Illinois State Board of Elections. The papers were alleged to have improperly engaged in coordinating messages with legislative candidates and had not attributed their funding source. Documents indicate the board found the “coordinated communications” complaints were filed on “justifiable grounds” but took no action. In two cases, it ordered Liberty Principles PAC to include a “paid for by” disclaimer in future issues. Khouri campaign manager John Cooney issued a statement calling the federal complaint “a desperate attempt by Bill Foster and his cronies to divert attention” from issues such as protecting Social Security and Medicare and creating good-paying jobs.
